Breaking News! Supremes Tell Terrell Bolton That His Case Against the City of Dallas Is No Good
He’s trying to hold on to his job as top cop in DeKalb County, Georgia---which isn’t stopping Terrell Bolton form also pursuing his wrongful termination claim filed against the city of Dallas. But you know who is putting a stop to it? The Supreme Court of the United States of America, which today ruled that Bolton can’t reopen his case against the city for his 2003 firing.
Bolton’s attorneys have long claimed that former City Manager Ted Benavides didn’t follow proper procedure when ousting Bolton. He took the case all the way to D.C., where the Supremes said this morning, Thanks, but we are all good here.
Is it true one of the justices was heard muttering........loser.

Soon to be auctioned at the next DeKalb County surplus vehicle auction: 5 American Eagle Recreation Vehicles valued at 2.5 million dollars at the time of purchase. These vehicles were used by a now twice terminated chief of police in his ill-conceived Interactive Community Policing initiative.
The vehicles, formerly known as "Magic Buses" proved to have no magic at all.
They are currently being stripped of any and all police markings to be readied for the auction block. It will interesting to see the hosing the taxpayers of DeKalb County will take.

Vernon Jones Surfaces in Albany Georgia as a Gang Expert
Vernon Jones has surfaced in Albany Ga speaking to more than 75 law enforcement officials about gang activity. We guess he can call himself an expert, after all, he was the biggest gangster to run DeKalb County.
The fact is DeKalb County is infested with gangs, particularly the North Precinct. If the appointment of the commander of the Gang Unit/Homeland Security is any indication of Vernon's expertise, the people of Albany need to run him out of town now while they still can.
We call it now; Vernon will be making a move for Albany Major in 2012, if he isn't indicted by then.

Colonel Klink...."I See Nothing!"
It seems Deputy Chief Horner, AKA Colonel Klink has issued a memorandum pertaining to Administrative License Suspension Hearings (ALS). It addresses the failure of officers appearing for such hearings. He fails to identify why officers are not appearing for the hearings, nor does he offer a solution other then: “Be there or else!”
According to the Carl Vinson Institute of Government at the University of Georgia, it is common occurrence for officers not to appear at these hearings state wide. Many reasons are sited in the study. Samples of those are:
• The officer usually attends the hearings alone without counsel, be it a D.A. or Solicitor, while most defendants are represented by counsel, an unfair advantage.
• Officers feel they are not prepared for the hearings and would prefer the presence of a solicitor or D.A.
• An increase in pay for attending the hearings, most hearings are held during the day when the officers are on their off time.
• Attention paid to the officers scheduling.
• Educational program orchestrated by the ALS Judges
• Officers are only paid 25.00 a day for the hearing and have to pay to park in a private parking garage which can cost upwards of 25.00 or more.
• Officers are treated unfairly by ALS judges when the defendant has representation and the officer does not.
Horner’s response is typical of someone out of touch with reality, someone that doesn’t inquire why there is a problem and how to fix it. His management style is right in line with “its my way, or no way”. Instead of addressing the problem and trying to fix the problem, making the officers job easier, he finds it easier just to bark at the officers “either conform or be suspended!”

Bolton Refuses to Pay Property Taxes, Ducks Being Served by the Courts
While Bolton’s termination hearing is looming, we have learn not only did he violate Georgia law by refusing to pay taxes on his RV; he also refuses to pay real estate taxes.
Good ole Terrell owns a few pieces of property in Dallas County Texas. According to records, he has refused to pay his property taxes for 2007. The county retained a lawyer to serve TeBo and guess what; Bolton has been dodging service. Image that. The county attempted to serve him on January 8, 2009 to no avail.
A non jury hearing has be set for August 9, 2009

Our conversation with C.E.O. Ellis
It is our intention to meet with Mr. Ellis next week. The content of the meeting will be:
Mr. Ellis, once the termination of Terrell Bolton is upheld by the merit system, we ask that you appoint William “Bill” O’Brien as Chief of Police immediately following. As you are aware, Bill O’Brien has dedicated his life to the citizens of DeKalb County for over 20 years. His service has been noting less than impeccable.
Acting Chief O’Brien worked his way from patrolman working a beat to his current position. During his tenure, he has achieved an equal balance of leadership over parts of the patrol division as well as, and most notable, commander of the Internal Affairs Division. There he gained the respect and loyalty of the rank and file.
If Mr. Ellis you and your staff have been reading the blog “DeKalb Officers Speak”, then you know there have been nothing put praise for Bill O’Brien and your decision making him Acting Chief.
Bill O’Brien would bring to this department higher standards in workmanship as well as personal moral standards, something that has been lacking in the leadership within the department for at least 10 years. Not only is he dedicated to each deserving officer and the citizens of DeKalb, he is a dedicated husband and father.
It is not only us who support Bill O’Brien, we feel sure he is praised by others outside the department, including members of your transition team. It is most important Mr. Ellis you appoint Acting Chief O’Brien simply because he is the most qualified.
After 8 years of Vernon Jones and his questionable appointments, transfers and terminations that have led to more than one discrimination lawsuit, it is time for you to reach out and embrace the words of Martin Luther King, Jr.:” I look to a day when people will not be judged by the color of their skin, but by the content of their character”.

You will see a department who will rally behind their leader. This will be a department that will once again be proud and a department the citizens can trust and be proud of.

The corruption of a county and the demoralization of its police department
Let’s face it; DeKalb County is just plain corrupt. It all started or at least it started surfacing with Vernon Jones. When Vernon took office, he left a job as a telecommunications manager making about 38 thousand dollars a year and living in a condominium valued at 54 thousand dollars.
Not long after his election, he was involved in a very controversial land deal in Lithonia. He bought 54 acres of prime real estate adjoining land set aside for green space. He paid $550,000.00 for the land. Vernon said the land, which was a farm, reminded him of his youth and the land was his paradise, promising to never sale.
In four (4) short years, Vernon sold the land to a church with no assets for $770,000.00. In just one year later, the church turned around and sold the land to another church for $917,000.00. The land Vernon said he would never sale is now on the market for over 2 million dollars, being advertised as a great place for development.
Then comes in Vernon’s security detail that included a sergeant making over one hundred thousand dollars a year with overtime. The sergeant probably violated federal and state laws by running vehicle tag numbers related to his domestic problems. Another person, then a lieutenant, was caught running tag numbers. There was a Grand Jury investigation. Eventually Chief Eddie Moody was forced to resign for refusing to lie during the Grand Jury hearing. Others were only transferred and some promoted.
Louis Graham was brought in as Chief of Police by Vernon. Graham’s first item on his agenda was to use the power of the police department for his own personal use. He created a task force to prove the innocence of convicted serial child killer; Wayne Williams. After untold thousand of man hours and dollars, Wayne Williams is still a convicted serial child killer.
Derwin Brown, a police captain defeats Sidney Dorsey for Sheriff of DeKalb County in a fair and legal election. Sidney Dorsey adds Third World politics to it the mix and has Sheriff elect Brown gunned down in his driveway. Dorsey is convicted of murder and admits his role.
Louis Graham’s Assistant Chief of Police, Ray Flemister is heard on audio tape deliberately holding back white officers from being promoted simply based on their skin color. Both Graham and Flemister are forced to resign and the county settles civil lawsuits out of court.
Vernon Jones convenes a team for a nationwide search for a Police Chief. Vernon ignores the recommendations and hires Terrell Bolton who was fired as Chief of Police of Dallas Texas. Bolton arrives on the scene, spends millions of dollars on unneeded recreational vehicles, forces into retirement or demotes the command staff, brings in his friends and friends of friends as a regime.
During Bolton’s short time as chief, Recorders Court is rocked by a scandal where 90 to 120 million dollars are unaccounted for. That’s right, 90 to 120 million dollars! Clerks in the court are caught taking bribes for dismissing traffic violations. The manager of the court was moved to Bolton’s office. No one is held accountable with an investigation that was in name only. The Chief Recorders Court judge was appointed by Vernon.
The Tax Commissioners Office apparently made deals with developers who then made deals with property buyers, who would not have to pay property taxes for years. This has cost the county and cities within the county hundreds of thousands of dollars. Again, no one is held accountable nor is there a known criminal investigation.
Three people who work for Sheriff Tom Brown were indicted for stealing $350,000.00 related to civil court proceeds.
Personnel within the State Court and probation department are arrested for taking bribes to have cases dismissed or as reported, having murderers placed on probation. The FBI is called in, but how far will this investigation go?
Everyday, every minute, DeKalb County police officers place their lives on the line to enforce the laws of the county and state. While enforcing theses laws, officers die in the line of duty, most recently Stepnowski, Barker and Bryant. The officers are rewarded by seeing their felony cases dismissed by the accused being the highest bidder. All those dangerous traffic stops are made in vein, with money handed under the table. We see the favoritism given others, and the advancement of the corrupt.
Vernon Jones and Terrell Bolton placed key people in place who are either or have become corrupted, either monetarily or morally. To this day, these same people are in place.
It is with high hopes and anticipation Burrell Ellis will be the person to make a difference. Mr. Ellis should take his time to clean out the police department, because it is the most important. People’s life’s and safety are at stake. But don’t take too much time.
The investigation into the Recorders Court is just as important. The amount of money missing is just incomprehensible.
If Burrell Ellis fails to bring this county under control, then all hope just may be lost.

I think the main reason I enjoy reading this blog, the officers here give us citizens hope. Hope that things will change for all of us.
Ya'll have our upmost respect! You do a hard as hell job, have problems like everybody else, have to deal with a-holes you work for. And from I read, you hate the corruption within the system as much as the rest of us.
As someone who has been battling the corruption within the system for several years now, when I read the comment about the DA, I suddenly realized that we are not the only ones that realize just how deep it goes.
The two that were arrested is only a tip of the iceberg. I often wonder just how it got this bad in DeKalb County.
When I was growing up, this was the County in GA to live in. I am unsure of when the change happened, maybe because of the age I was when it did, maybe because I like so many other citizens was oblivious to the reality of it.
When the DAs office, the Courts, the Clerks become corrupt, what is left?
We thank God that we have courageous, caring officers that want a better DeKalb!

Flower fund in need of a stimulus package
The flower fund is in the negative to the tune of $200.00 and it is rumored a collection notice has been sent to the county. Looks like whoever is in charge of the fund, continued with Bolton’s reckless drunken sailor spending habits.
There needs to be an audit.

Who is in the kitchen?
Recently, at the State of the County address, Burrell Ellis made the statement “We are not safe”, based on crime statistics for 2008, which shows an increase crime, especially violent crime (robberies in particular).
David Simpson of the AJC questioned Ellis’ statement and looked into the crime stats, which he claims shows a decrease in crime for the year. He further states in his article, that Ellis is basing the “We are not safe” statement on crime stats for only the first 8 months of 2008.
Simpson’s article leads you to believe crime was up for 8 months, with a drastic reduction for 4 months, indicating crime was down for the year. What a reduction that was! You would think there was very little crime at all for the last 4 months of the year.
But wait: On January 9, 2009 we published the year end crime analysis report showing crime UP for 2008. (See “Someone once said: Lies, Damn Lies and Statistics)
But wait again: Wasn’t it only recently, under Bolton, several people were assigned to the Record Room to “correct” UCR codes?

Accused cop killer William Woodward has been moved out of the DeKalb County jail, but authorities deny his claims that he was mistreated there.
Woodward was transferred to the Hall County jail Tuesday, Mikki Jones, a spokeswoman for the DeKalb sheriff’s office, said Friday.
Woodward, 27, is charged with murdering DeKalb police officers Eric Barker, 33, and Ricky Bryant Jr., 26, in an apartment complex parking lot on Jan. 16, 2008.
Prosecutors will seek the death penalty in a trial tentatively scheduled for September .
Woodward’s lawyers claimed in a court filing that he “was injured in an attack on him by another inmate.” They said that was part of “continuous harassment by correctional officers and inmates.”
The DeKalb district attorney’s office filed a response denying “any abuse or retaliation by state actors.” But prosecutors did not object to transferring Woodward, and Superior Court Judge Gail Flake signed an order to move him.

Major Ann Ramey transferred!
Major Ramey, one of Bolton's many unqualified people to be promoted and placed in key positions with absolutely no qualifications or experience, has been transferred from being a commander in C.I.D. to Assistant Chief Karen Anderson's office as an aide.
Dinner to benefit APD policeman’s child battling cancer
A fund raiser dinner is being held tonight, Friday March 6, 2009 from 7:00 PM - 11:00Pm at the Buckhead Sheraton Hotel at 3405 Lenox Road to benifit the son of an APD officer who is battling cancer.

Give me a bible, a baseball bat, a football, a Crown Vic and I’ll move the world! Or make 50 grand a year plus a take home car making you believe it.
It seems Ben Gatiher and Glen Jefferson’s names have come to the forefront on occasion lately. If you will recall, we asked many months ago about the “Reverend” Gathier and his preacher posse. So, we’ll ask it again. Exactly what does the fine reverend do for 8 hours a day, weekends and all holidays off…..and of course a fine nice black Crown Vic to tool around in to go along with his decorated private office on Kingdom Hall, known as the 4th floor?
And, as only an MPO, why does he get to wear a command staff coat?
Who does he command, and who does he answer too? As far as we know, we have no priest, reverends, theology doctors, imams, rabbis, preachers, prophets, or witch doctors on full time staff…….that we know of.
We simply just don’t understand what he does. His preacher posse did go through a 40 hour class, we assume related to needs of an officer’s family when one takes one for the company, and is killed in the line of duty, or even an officer who is left with no alternative but taking a predators life.
Great for them! It is a good idea, and we hope they say a prayer for us all. But come on. Excepting for Preacher Gaither, all these fine folks do this out of the goodness of their hearts and would do it no matter what. They are all volunteers and I’m sure there is a call list. Beyond that, do they really need someone to direct them 5 days a week, 8 hours a day?
We do believe in forgiveness, but hey, how many times has he been fired from law enforcement? We believe it is time for him to preach among the ones standing in the unemployment lines, which is where he should be.
Now on to Glen Jefferson, yet another MPO with a take home car that does………what? We think he throws baseballs and footballs with kids in the parks or something like that. Maybe a police athletic league or something, but if so, when is the last time you have ever heard of such a thing, or when or where do they play? Ever hear of any fund raisers, volunteers needed and asking for donated equipment? Didn’t think so.
These are two noble ideas that take a lot of hard work. But they should be volunteers doing this stuff, not paid police officers costing at least $100,000 in salary alone. Now kick in 2 cars and all the “free” gas that goes along with it.
These two program positions need to be eliminated. There are many, many police officers and the preaching type that would enjoy doing such work.
