DeKalb Officer Accused of Rape

A DeKalb county police officer has been arrested on charges he raped a woman in custody and offered to release another woman if she exposed herself to the officer, police said.

Jeremy Reynolds has been charged with rape, aggravated sodomy and sexual assault against a person in custody. The officer has also been charged with two counts of violation of oath of office.

The woman Reynolds is accusing of raping is a prostitute, according to sources.

Sources tells Channel 2 Action News reporter Mark Winne that the officer was taken into custody after he reported to work on Friday.

Until Proven Otherwise.........

We stand with the fireman who have been placed on paid leave while the investigation is on going.

With all our dealings with the fire department, they have acted with nothing but integrity and professionalism. On fire calls or accident with injuries calls, we joke among ourselves about how serious they take their job. Thank goodness they do take their job so serious. Because when one of us in trapped in a car accident or laying on the cold ground with a gunshot wound, they will be there doing the very best they can to save us, just as they do the general public.

While we may run blue lights and sirens to a fight or shots fired call, the fine men and women of the fire department run into a burning building. God bless them.

As for the unfortunate incident in Dunwoody, we smell a cover up coming from the 5th floor and Decatur. If we are wrong we will say so. We just pray these fire fighters will not be made sacrificial lambs.

UPDATE: Looks like we were wrong. But we still feel for these fireman.

The Finger Pointing Continues At Anybody Except at Commissioner Sharon Sutton

According to the Atlanta Journal, residents are calling for an investigation into the police who released Sharon Sutton on expired arrest warrants.

One resident in particular, Betty Maddox, a retired DeKalb County employee, says she is disgusted, angry and upset.

Why is everyone so quick to judge the police and not Commissioner Sutton? Why are residents not demanding she resign? Why are they not demanding a ethics panel investigation? Why is Ms. Maddox not demanding at the very least Sharon Sutton be removed from the budget committee.

We are calling out Sharon Sutton. She is a liar, she is a fraud, she is a criminal and she should resign immediately. We are disgusted, we are angry and we are upset the public is not outraged by her actions and outraged that Burrell Ellis and the rest of his band of merry men are not demanding an investigation into Ms. Sutton's actions.

YOU LIE!

Identity fraud? Sharon Sutton, you are a fraud! If identity fraud is your defense, then file your sworn affidavit with Gwinnett County.

Where is Burrell Ellis' call for an ethics panel investigation? He bitched and moaned because Vernon let the panel lapse. The commissioners just reinstated and added others to fill the panel. Where are you Mr. C.E.O.?

Burrell Ellis is holding a budget hearing tonight at 7:00 PM at the Montgomery Elementary School, 3995 Ashford Dunwoody Rd. Because Commissioner Sutton is on the county budget board, she needs to be the topic of discussion.

It will be interesting to see if the media shows up. Hopefully someone can give us a report.

Four DeKalb Fire Officers Placed On Leave; Dunwoody Fire Response Under Review

We don't know much about the fire department and their procedures, but we are guessing someone is getting ready to get a royal screwing.

The police department shares the identical computer aided dispatch system (CAD) as the fire department. It is horrendous to say the least. For years it has been one big pile of junk. Now it appears it could have led to a tragic death.

We know for a fact that communication supervisors are contacted when calls are dispatched to wrong precincts. When the communications supervisors are asked for the procedure for making corrections, the answer is there is no plan of action, it is up to the beat sergeants to know what call should be assigned to what precinct.

The county will never take responsibility. They will finger point and tarnish, if not ruin careers of some fine dedicated fireman.

This is all laying at the feet of Public Safety Director W.Z. Miller. Is he capable of handling such controversy?

Long Time 911 Communications Operator Dies

Joey Gregg, a 25 year 911 communications operator/ supervisor, also well known for his pipe smoking, has died.

Services will be announced later, but in the meantime, the family ask in lieu of flowers, please give a generous donation to the National Marfan Foundation at marfan.org

Coming Soon, Smith & Wesson .40 Caliber

The department, after input from line officers has decided to replace the Baretta .9mm with the Smith & Wesson .40 caliber.

That's good news, but the Atlanta Journal Constitution and others make it sound as if we well be able to out gun the outlaws. Until the county issues all line officers with long rifles, we will always be out gunned by the thugs.

Bad Checks, Foreclosure, Unpaid Bills Plague Commissioner

“Politicians Are Like Diapers.They Both Need Changing Regularly And For The Same Reason”

Sharon Barnes Sutton should resign immediately.

In 1996 she pled nolo contendere to the charge of “Bad Check” in Gwinnett County. Fast forward to January 2008; Commissioner Sutton writes four (4) separate bad checks on the same day to Costco in Duluth. Each check was under $500.00. Was that just a coincidence or was it deliberate? Did she know if she wrote a single check for the total amount, that she would be commenting a felony? Costco attempted to get Ms. Sutton to make the checks good. When she failed to, Costco had criminal arrest warrants issued for her arrest.


On January 21, 2010 she is involved in a traffic accident. The responding officer does his job. During the course of his investigation he finds she is wanted. We can only assume Ms. Sutton tells the officer who she is and he contacts his sergeant, S. Henry. Sgt. Henry does his job and notifies his lieutenant, Tom Whittington.


Whittington has been around the block a few times and is not stupid. We have to assume he contacted his chain of command and there was some sort of documentation. Judging from the AJC article “
Judge dismisses warrants for DeKalb commissioner”, someone found it appropriate to forward a copy of the documentation to the AJC.

Because Ms. Sutton is a politician, not a very good one at that mind you, everybody, including us here at DeKalb Officers Speak, and others outside the loop got all excited because she was not immediately arrested. No one except the ones on the scene or in the chain of command knows exactly what was said and instructed. Ms. Sutton, being a liar, said she would take care of it that night when she was released, but failed to do so, waiting until the next day.

Everybody starts jumping on the bandwagon accusing Whittington and others of making the wrong decisions and showing favoritism toward Commissioner Sutton. Un-informed buffoons from the GBI and the Gwinnett Sheriff’s Office (click here for AJC article “GBI, sheriff question DeKalb handling of wanted commissioner”) jump in and give their two cents worth.

Small problem though. See, the warrants were issued on January 8, 2008. According to O.C.G.A. 17-3-1 (2009), there’s this little ole sentence that reads: “Prosecution for misdemeanors must be commenced within two years after the commission of the crime.” So, if Commissioner Sutton had been arrested, then that could have caused big problems for all involved. (Also see Pickens v Hollowell and Opinion of Thurbet E Baker, Georgia Attorney General).

Are we defending Commissioner Sharon Barnes? Far from it! Her actions would leave you to believe she is a thief and a liar, of course she is a politician after all. We started this blog to defend our department from Terrell Bolton and Vernon Jones. Now we are defending our department from the likes of the Atlanta Journal Constitution, who selectively prints ill gained police documentation to make our officers, supervisors and the department look incompetent.

We are defending our department from the likes of Terry Gibbons of the GBI who should know better. We are defending our department from the likes of Sheriff Butch Conway and the Gwinnett County Sheriff’s Department. If the warrants were such a big deal to them, then why didn’t they serve them? They could have at anytime over the past 2 years. She’s easy to find. We are defending our department from Costco for using the criminal justice system as a collection agency.


DeKalb Officers Speak is the first to call out and criticize our department and others when we believe it is warranted. But we will also come running to it’s defense when it is warranted.

DeKalb Murder Rate And Other Crimes Drop

Crime remains one of the top complaints from residents, but the murder rate in DeKalb dropped almost 44 percent from 2008 to 2009 — the sharpest decrease in the metro region.

Crime statistics released to The Atlanta Journal-Constitution show overall crime is down 19 percent in the county. The only crime that went up is rape.

Again we ask why Bill O'Brien has not been named permanent chief of police?

Maybe there's another factor to look at. While Terrell Bolton was chief, crime was through the roof with the murder rate being at an all time high. He gets fired, and crime goes down.

Dear DeKalb Homeowner

Recently a Dekalb Homeower asked in the comment section of "Moonlighting Officers In Demand" if they should sale their house in DeKalb County and move. Here is our response.

Dear DeKalb Homeowner,

If you can sell your house, do so and flee!

The police department is down sizing it's most seasoned and experienced officers. Yet instead of proper management of its people, the command staff is under the impression they have to have multiple aides. There are precincts that have enough officers in ICP (Interactive Community Policing, a Terrell Bolton failed concept mind you) to man an entire shift answering 911 calls.

It has been over a year since Terrell Bolton was terminated as Chief of Police. Burrell Ellis has yet to name a permanent replacement. It appears there is a conscientious effort to demoralize the officers further by changing their work schedules, disrupting their family life. Terrell Bolton wasted millions of dollars on recreation vehicles. Burrell Ellis said he would sale them and recoup some of the wasted money. Again, a year later and these “magic buses” are still around, still having to be repaired at your expense.

There are officers on duty being forced to attend Burrell Ellis’ budget hearings. Couldn’t these officers be used in a more useful way, like protecting your neighborhood?

The county has lost its AAA credit rating because of its debt load. 30 percent of your property taxes fund the operation of the county government. Facing a 30-40 million short fall, Ellis wants to raise your property tax by 11 percent.

70 percent of your property taxes go to the school board. School Superintendent Crawford Lewis just received and accepted a $15,000.00 yearly raise, but yet he claims the school system is facing a 50 million dollar deficit, which can only mean the school board will want to raise your taxes too. The arrogance of this man!

Yet the voters of DeKalb County continue to put these people in office time and time again.

Cobb County Proposes Early Retirement

Cobb County is in step with others offering early retirement. Their deal sounds pretty sweet. The county is offering an incentive of 2 percent of pay per year for a maximum of 30 years to those considering early retirement.

Hopefully DeKalb County is considering such a deal to reward the dedicated employees and get others off the pay roll. There are so many rumors flying around about DeKalb's proposal it will make your head implode.

Maybe DeKalb County powers at be can take a lesson from Cobb County and give us a hint of what is being proposed instead of being so secretive.

Secrets and concealment usually result in a screwing. This is DeKalb County after all.

Januray 2010 Pension Meeting Minutes

We held our Pension Board meeting on 1-7-2010.

An Election of Pension Board Officers was held with the following results: Chairman – Ed Wall, Secretary – Andrella Kenner, Clerk – Jelani Hooks and Vise-Chairman was deferred until the next meeting.

Ratification of 5 invoices was approved.

Review of 4th quarter market results by Callan revealed a good 4th quarter with a good rebound for the year 2009. Callan introduced 2 new representatives that will be handling our account.

Segal reviewed the early retirement incentive program and contribution projections.

Once approved by the BOC county employee contribution into the pension plan will go from 4.5% to 5%, this is the ½% increase discussed in previous emails. The split between county and employee contribution will be 10% county / 5% employee for 2010.

The early retirement incentive program is moving forward. Once the BOC makes a decision the exact details will be disclosed.

A Home Rule Ordinance changing the disability pension guidelines was approved and will be sent to the BOC for final approval. The changes are to require an employee be vested in the pension plan before he can receive a disability pension (excluding on the job injuries) and require the employee to be unable to engage in any occupation with the county for which he is or becomes reasonably qualified by education, training, or experience.

Requests from 5 employees to repay contribution withdrawn form the pension plan, so as to receive accredited service for prior employment were approved.

Requests from 2 employees to pay contributions for employment on leave without pay, so as to receive accredited service for that employment were approved.

Disability pensions for 3 employees were approved.

Disability pensions for 2 employees were denied.

An open letter to all county employees from Commissioner Larry Johnson. Don't miss this opportunity to give your input.

To All DeKalb County Employees,

In this current economy, housing prices and property values are down and as a result revenue projections for DeKalb County are also down. The Board of Commissioners has been presented with a 2010 Budget recommendation from the CEO that includes a recommendation for a tax increase as well as manpower reductions. The Board has some serious decisions to make prior to adopting a budget by March 1, 2010 as it relates to this year’s budget.

The reality of the situation is that we must adopt a balanced budget by March 1, 2010 and to do this we, as a Board, have to look for ways in which to decrease the operating expenses for DeKalb County.

I am appealing to the employees of DeKalb and asking for your input on ways in which the Board can balance this budget and continue to provide service to the citizens of DeKalb. I am seeking your input on suggestions on how we may accomplish salary savings and any revenue generating ideas you may have.

Additionally, the CEO and I will be working together to hold employee focus group meetings as an additional means of gathering your valuable input on the Budget for 2010. As the dates, times and locations are finalized we will get this information out to you. In the meantime, please send your ideas and suggestions to larryjohnson@co.dekalb.ga.us as the budget must be voted on by the end of February and the Board is in the process of reviewing the document, your ideas and suggestions should be provided as soon as possible.

Let The Games Begin

Just on the heals of the school system approving a $15,000.00 per year raise for school superintendent Crawford Lewis,the county commission had the 1st of many budget meetings

It's to early to tell what will happen, but the 1st shot fired was by Connie Stokes shooting down a proposed 11% property tax hike. Shortly after this, she seems poised to shoot down Burrell Ellis' 1% across the board raise to all who are left after job cuts and early retirements, known as "a workforce reduction". Acting Chief O"Brien presented to the board the need for volunteer officers. He would like this to be in place by March of 2010, just in time to use it as another leverage to get the old timers out the door. Click here for more on volunteer police.

200 Plus Days Later And We Still Have TeBo's Magic Buses And They Are Always Being Repaired

A+ for recommending to get rid of all 5 of the Magic Buses.

F- for failing to follow through and actually get rid of them.

Lip service is not going to cut it – the CEO needs to be a man of action.

Back in May, CEO Burrell Ellis released his first 100 days in office report. One of Ellis’ self proclaimed accomplishments was conducting a review for the need and purpose of the county’s mobile recreational vehicles and recommended the sale of all five vehicles and the subsequent purchase of two practical and efficient vehicles for use.

200 plus days later and we still have TeBo’s magic buses and they are always being repaired.

Deadly Start To The New Year

A 4 year old child dies in Center Precinct. It appears while the child was attending a midnight service at church, a stray round fired from the revelry of the surrounding area, entered the church and struck the child in the head. The child later died.

North Precinct recorded it's first stabbing homicide of the year.

Judge Arthur Kaplan 1926 - 2010

Judge Kaplan died earlier today. A graveside service will be at 3 p.m. Sunday at Arlingon Memorial Park on Mount Vernon Highway in Sandy Springs.
