The Sky Is Falling!
Residents in the Brookhaven area have had enough! Within 2 years, they will pull from the control of the county and become their own city, or at the very least, be absorbed by Dunwoody or Chamblee.
The city of Dunwoody lost faith in DeKalb years ago, and now the police department has pulled out of our E911 system, choosing join ChattComm.
Now with news of DeKalb's bonds rated as "junk bonds", the commissioners are wavering on their stance of "no new taxes", probably raising taxes in June.
Yet while the county is burning, Burrell Ellis continues to hand out raises to his staff and ignore calls to save money by eliminating the Director of Public Safety position.
This present group of commissioner are completely inept. If they continue down this road, DeKalb County will be bankrupted and pressed to meet payroll, much less make it's required contributions to our retirement.
And what happens in 2012? Raise taxes again, if we survive?
Be afraid, be very afraid.

DeKalb Brass Ditch Crown Vics
Let's see if we have this straight. The brass ditch their gas guzzling Crown Vic's for brand new Chevrolet Impalas, pushing down the Crown Vic's to the patrol officers. The reasoning, according to Major Conroy is “The Impalas are better on gas mileage and cheaper.” Huh?
You mean the brass need fuel efficient vehicles to drive to and from work and maybe to lunch, yet it's more economical to have Crown Vic's as patrol cars that are driven 24/7 and hundreds of miles per day?

Say It Ain't So!
Assistant Chief Yarbrough has uniform division taking the lead working Glenwood Days. In years past, Special Operations worked the event, leaving uniform available to do their primary job, answering 911 calls. Because there will be such a demand on the line officers, Yarbrough has pushed down to the precinct commanders to deny leave time in April, just in time for your child's school spring break.
Now we learn "Freaknik" is trying to make a comeback during April.
The scant number of uniform officers will be no match for the thousands of drunken, drug induced youth that will being running rampant through DeKalb.
This is a formula for disaster. If Yarbrough doesn't change his mind, the combination of Glenwood Days and Freaknik will create a very dangerous work environment for us and will put the public in harms way.

Wiz Miller Stinks of Terrell Bolton
Wiz Miller cannot account for 62 working days. Imagine that. No wonder the commissioners voted to eliminate his position. It's a waste of money to say the least.

Police Academy Will Not Be Cut
According to Lee Mays, the upcoming June police academy will not be cut and no police officer will lose their job.
So, where will the 4.7 million dollars in cuts come from, hmm?
Let's see; If they're not cutting the academy, Burrell is keeping Wiz around...oh we get it! No paid holidays and furloughs.....silly us.

The Pain Is Being Felt
Here is a Dekalb citizen's comment that deserves "front page." We are encouraged by this and hope there are tens of thousands more that feel the same why.

I read this blog frequently because it's the best avenue we have to vent besides the DeKalb County school watch blog.
As a Leadership DeKalb alumni, I rode with a police officer who gave me the opportunity to witness what a lot of you experience each and every day. Words cannot express the gratitude and appreciation I have for the job you do to protect us.
Yesterday, I had the opportunity to participate in the Principal Shadow Day with the DeKalb Chamber of Commerce. I witnessed a school principal providing excellent leadership and teachers in the trenches educating our children in a manner in which we can be proud.
I am an 18 year DeKalb County resident, homeowner, parent of school age children and a DeKalb County business owner. Needless to say, I pay each and every tax or fee in this county. I am feeling the pain.
I am deeply disappointed in what is happening in our community. I am involved and active but it is a challenge to deal with our leadership. We do our best to hire DeKalb residents, partner with the schools and be invlolved in the community.
Our young black males are out here robbing, stealing and shooting anything and everything that they can. To call it a crisis is an understatement. No one can fix it but our own community.
In order for us to begin to fix this mess, we have to own it. This means that the whole community has to wake up and be involved.
I just read where CEO Burrell Ellis is recovering from surgery. I pray for his recovery and wish him well. But, he has completely failed to lead this county. The conflicts, lack of communication and/or collaboration between the CEO and Board of Commissioners is disgusting. They ask for monetary support and campaign donations, but they do not want to meet with us to listen and be accountable.
The corruption, fraud and ignorance must stop. The best way to generate revenue and increase business in this county is to "Buy DeKalb." Not with political connections and corruption, but with legitmate, qualified and experienced businesses in this county. We are here, but we are ignored unless we cave in to the bullsh**.
With this upcoming $1.3 Billion sewer program, just as we open our sewer bill and experience shock at the increase, we will no longer sit back and watch all of our tax dollars leave this county. We will expose and report any lack of due diligence and fraud on the county's part. No longer will we be afraid of being blackballed because in this economy we have nothing to lose. If these architects, engineers and contractors have the political connections, but are not duly licensed in the state of Georgia to perform these services, we will report it to the state board. If Commissioner Jeff Rader is still employed by Jacobs, and they think they are going to get any of these contracts, it's not going to fly.

Burrell is still out there stumping for tax increases while claiming he has made more cuts in the budget then any other in the metro area.
He has schmoozed up to an unknown AJC reporter hiding behind the AJC PolitiFact Georgia. The article goes into detail about the amount of money cut from various budgets throughout the metro area. What the reporter and the article fails to point out, is the massive amount of people employed by Dekalb County compared to others. It also fails to point out the total budget dollar amount of Dekalb.
A government budget is no different than a business or household budget. Except for the power to tax, it simply is money in versus money going out.
A statement that Burrell makes gets get under our skin and makes us want to scream. Ellis says "Realistically, we cannot solve our budget problems with a “cuts-only” approach." What the hell does he think we have been doing for the last 5 years?
We don't have the power to increase our income Mr. C.E.O., except by seeking a better paying jog. Who are you getting your financial advice from, Sharon Sutton?

B.O.C. To Look At Leave Time
Tomorrow, the B.O.C. will have a committee meeting to examine whys to screw us, uh, we mean, change the policy on annual and sick leave.
Currently, employees are allowed to have 480 hours of vacation time at the end of the year. If approved, the maximum annual leave time accrual will only be 360 hours. Hours beyond 360 will roll into sick time. For employees less than 10 years, the maximum annual accrual would be 240 hours. This would be effective June 1, 2011.
Employees over 25 years will only be able to accrue 27 days of vacation time annually. Currently, that rate is 30 days annually.
For retiring employees, there will be no more 1 for 15 sick day pay out upon retirement. This was used to bring the final vacation hours pay-out to 480 hours.
Just call it the invasion of City of Atlanta Misfits.
It all began with Vernon Jones,..of course. Vernon brought over Micheal Bell after Bell successfully took part in destroying the city of Atlanta's finances under Maynard Jackson. After Bell's arrival to DeKalb Director of Finance, our health insurance benefits were reduced while premiums increased time and time again. Taxpayer money wasted on numerous project, the county's financial dire straits begin.
Still during the rule of Vernon Jones, Vernon hired the completely incompetent Terrell Bolton, who in turn brought over his people for the city of Atlanta. The police department is still reeling from the effects of that debacle.
Move to present day DeKalb and the rule of Lil' Burrell Ellis. Ellis named Joel Gottlieb as Dekalb County's Chief Financial Officer, who had been serving as Assistant Finance Director since 1996. 1996? Wait, wasn't Vernon still in office? And where did Mr. Gottlieb come from? Well that's right, from the financially ruined city of Atlanta. Mr. Gottlieb served as the former chair of the Atlanta City Employees Credit Union's Supervisory Committee, among other areas of finance in the city of Atlanta.
Burrell also brought over from the city of Atlanta, Benita Ransom to head our Human Resources Department. So now our leave time is being taken away from us.
So lets compare their tenure while at Atlanta and their short time here: All Atlanta employees, including police were furloughed and police positions eliminated. All Atlanta employees annual and sick leave was reduced. Sound familiar?
Isn't strange how the politicians elected by the citizens of Dekalb County go to the city of Atlanta to recruit proven failures to run DeKalb County. Seems to us that maybe, just maybe, some home grown DeKalb County citizens can do a much better job with their tax money.
The madness continues.

Wiz Miller Addresses Rumors Of Changes In Annual/Sick Leave
Wiz Miller finally addresses all public safety employees, addressing the rumor of the county adopting a "use it or lose it" system pertaining to annual/sick leave:
"They only discussed revisions including the maximum amount of annual leave hours that could be carried over from year to year and the rate at which an employee accrues annual leave."
Currently, annual leave in the excess of 480 hours is converted to sick leave at the end of the calender year. Unused sick leave can be applied towards "years of service". For example: If you have 29 years of service and 2080 hours (one year) of sick leave, you can retire with 30 years of service, one year early. This has been a long standing benefit to those dedicated employees who come to work every day, especially to those who make it to work during inclement weather.
Wiz's statement only creates more questions. Exactly what revisions are going to be made? Any reduction of carried over annual leave will directly effect retirement. Isn't it the current goal to get people out the door as soon as possible?
And what will the rate of accrual of vacation time be changed to? Currently we get 10 hours per month, or 120 hours (3 weeks) depending on time of service. They could change it to say, 40 hours (one week) per year?
Bend over folks, because here it comes. Smells like "use it or lose it" to us. Wiz would have been better off keeping his mouth shut or simply leaving it attached to Burrell's butt.

After already spending one week in Washington D.C., Burrell returns, but this time taking along some of his merry-men.
The commissioners won't say what the cost of the trip will be until they return. How silly to think they would be pinned down by some limited per-diem. Those mini-bars and movies on request can be expensive!

Annexation Proposal Could Expand Dunwoody Southward Or Start The City of Brookhaven
Burrell and his band of merry-men are following in the foot steps of Vernon by ignoring the citizens of north DeKalb, or at the very least treating them as second class citizens who pay first class taxes.
When Dunwoody formed it's own city, it cost the county millions and millions of tax dollars each year. Now Dunwoody is looking at the possibility of annexing the Brookhaven area, leaving some of the residents considering forming their own city.
Rumblings are coming from the Brookhaven area. Here is want State Representative Mike Jacobs has to say: “I am committed to looking at the issue, particularly in light of how badly things are going in DeKalb County right now,” he said. “The county government is bloated in areas that are far flung from its core mission.” Speaks volumes doesn't it?
We believe if either of theses happen, annexation or the formation of another city, Dekalb County will collapse. The Northlake/Oak Grove/Emory area cannot sustain today's spending and looting.

The Elitist Burrell Ellis And His Minions Continue To Rob The Treasures of DeKalb Citizens, While We Suffer!
On the heals of being told the police department must cut 4.7 million dollars from its budget, we learn the elitist Burrell Ellis is handing out pay raises to his staff in lump sums upwards of 50,000 dollars a year.
Burrell Ellis has given over 1.5 million dollars in pay raises to his staff. Burke Brennan, county spokesman, alone has received 49,000 dollars per year raise.
How does the make you feel? Burrell has already ordered promotional pay raises be cut in half (10% to 5%), he has cut the upcoming June academy, and he is laying off all our paramedics.
Supposedly, we have over 800 Master Patrol Officers. Only a fraction of those are topped out in pay, even after 20 years of service.
"Dick" Stogner says Burke Brennan and others who received pay raises over 1.5 million dollars are "entitled" to the pay raises.
Exactly what are we entitled too? Ask yourself that when you look at your starting income of 36,852 dollars. Ask yourself that while subtracting your yearly pay from Brennan's pay raise. Ask yourself that question while you're walking up to that car window at 2 in the morning or 2 in the afternoon, looking for a ticket to write to keep your boss off your butt........and to pay for Burrell Ellis' minions pay raises.

More Evidence Wiz Miller Should Be "Abolished"
The commissioners voted to eliminate Wiz Miller's position of public safety director. Burrell Ellis, the C.E.O. of the county had 3 weeks to veto the commissioners or let it ride.
In the meantime, Wiz Miller, who is still Director of Public Safety and Burrell Ellis are playing politics with the safety of the citizens of Dekalb and the police department.

Police Records Change Hours
Starting March 7, the police department will close the central records’ office between 12:30-1:30 p.m. Monday-Thursday.
Records will be open 9 a.m.-12:30 p.m. and 1:30-5 p.m. Monday-Thursday. Records will remain closed on Friday, Saturdays and Sundays.
