The county is going to have to fall apart, financially and otherwise before it will get straightened out. Then there needs to be some over-site from someone outside of DeKalb, possibly the Feds to straighten it out. Whats even more unfortunate is that those of us who are stuck here because of time of service; over 20 years etc..will not see it get better for the rest of our time of service. It will take years to fix. I've got 6 years to go to get 30.
