I think it's safe to assume now that anyone with an honest career or something to offer of value where their talents will actually be utilized have fled Dekalb County Government. Those that remain are either a) corrupt b) grossly incompetent and wouldn't be tolerated elsewhere or c) under the delusion they will actually receive a pension.
Anon 2:05am. I have heard the same. He is part of the pay to play corruption in the Dekalb Business Licensing Department. If you want a license but dont want to follow the rules just flash some cash and you will get a license no SLUP needed as required by County code.
To 0111 am you are exactly correct. Check into the business and alcohol licensing and when you find that one person controls the final decision you will see how ripe it is for corruption. Like the SLUP process or not it is in place and county ordinance. One in which we took an oath to enforce. Quite a few clubs are just cranking up at midnight and never went through the arduous task of obtaining proper SLUP permits. Some cash under the table and boom you are open. Where is permit unit, where is Vice, where is DA office, the turning a blind eye mentality has to go away. Your co-workers are getting rich under the table while we bust our asses in the trenches. We must take a stand and enforce codes, ordinances, and the laws!

Road Officers and Supervisors are not trained and do not know what to check for on the license. While we are at it lets name a few places that are not in compliance. Cream Ultra Lounge, La Madrina, Eschelon 3000, The Mansion, no SLUP or grandfather clause licensed as a resturant should be closed everyday at 12:30am but operate as a club. Noa Noa, Lu Lu Billiards, Mansion, all are over crowded allowing at least tripple the amount of occupants over the occupancy load every weekend. This is a disaster waiting to happen. Lu Lu Billiards is full of drug cartel especially on Sunday nights, narcotics flow through the club like candy. This is only naming a few. Im just saying its out of control.
Where is our Intel Unit and why are they not looking into this corruption in Business Licensing. A little investigating could shed a large light on this before it gets exposed on a larger scale. Eventually this will be another black cloud over Dekalb Government and the Police Department for allowing its Officers to work at these shady places.
This county really tell the news media what it is really about. Never has there been a county which makes the daily news everyday as Dekalb County does. This screwed up county has more shit going on in an average day than most other counties in the state does all year. It isn't only the citizen crime that makes the news, but the corruptness of this local government.
Why do we (the public) elect crooks to run for public office when all we have to do is hire someone off the street and accomplish the same result? It's worked before. A couple years back on morning watch we wrote Merengue numerous tickets for alcohol violations and whatnot and they were eventually closed. Same with Xpose. Morning watch is really the only ones who can do anything about clubs in uniform, but that's when they're not going to calls about babymamadrama and unruly 12 years olds all night.
Need a long hard look at Lu Lu Billards. Licensed as a pool hall, no dancing, no bands, etc. Don Pollo snubs their nose at any county enforcement. If Vice can't or won't handle the problem its time for the precinct brass to enforce the laws within their areas. You can be held responsible for deaths or injuries if you are working the door and knowingly allow the laws to be broken.

Quick lesson on Night Clubs for everyone who works at these spots. If you look at the actual business license, not the alcohol license it will display one of three things. (1)"Night Club" which is the highest license allowing dancing and musical entertainment open after 12:30am to dispense alcohol. (2) "Late Night Entertainment" or LNE which means allowing musical entertainment including bands for the purpose of viewing entertainment ONLY and NO DANCING of any kind allowed and open after 12:30am for dispensing alcohol. (3) "Resturant" which means all patrons must leave the premises by 12:30am no musical entertainment and no dancing. This info is available for all Officers at the Business License department. If you work these places and are allowing these violations to occur there is no excuse you should check into these things before you start working the job. Some of these locations may claim to be granfathered under the new ordinace however the business license will let you know by looking for one of the three words printed as indicated above on the license. YOU MAY BE SURPRISED AS TOO HOW MANY LOCATIONS ARE VIOLATING THESE COUNTY ORDINANCES SO FOR YOUR SAKE CHECK THE ONE YOU WORK AT. More and more business owners are complaning about these clubs who are violating these rules.

Vice never has done their job and the Narc unit just followes the DEA around. Street dope problems are handled by the UNIFORMED division. You heard it right the UNIFORMED division. Good will only come if the Dekalb citizens stand up and vote in a honest, hard working CEO. OK guys and girls lets see which units and or off duty officers step up to the plate this weekend. Prove to the others that not all of us are lazy, corrupt, or simply look the other way. Check the location you work at and see what the license says. The poster above spelled it out perfectly, it doesn't take a rocket scientist to read the designation. Check the max occupancy the hours and goings on. Be a real cop and do your job. Sgt's and Lts. take a few of your units and pass by some of these locations, send a message. Remember we lost one of our own by looking the other way to protect a shady club owner. If there is a pool table in the middle of the dance floor wonder why! Report back Mon. am and let the citizens know that we do enforce the laws.
Maybe some of the clubs named above have been checked out by people who actually know what they are talking about and found the clubs do have the necessary permits. How funny would it be for someone shooting their mouth off here to go out and write tickets to clubs that aren't violating any ordinances or laws?
Anon 4:26pm It would be the correct thing to do, however it will probably not happen. These supervisors and Officers working these places, the majority of which are operating illegaly in North Precinct, would rather risk getting fired or sued because they are making money working them. Im not sure how long the top brass at North will allow this but I guess we will see. The business owners who are operating correctly are finally coming together on this issue and will be getting the word out to residents in the area and attending community meetings. My guess is they are tired of their business suffering due to the illegal clubs. I WOULD BE TOO.
Anon 4:26pm....One thing is certain if North Precinct continues to ignore these clubs operating illegally dont worry soon some of them such as Lu Lu Billiards will be in the Tucker Precinct when all the Precincts are rezoned in a few months. I know the top brass at Tucker will take care of the problem. They actually care about these issues. Look at how they have already closed The Colony Apartment complex, club secrets, and are actively working on other projects affecting legit business owners and residents. The Major and both Captains at Tucker are the best in the County. So just stand by things will eventually get handled correctly.
10:21pm, if you "know" of the violations, why aren't you doing something about it? Have you seen them first hand and did nothing, or are you just relying on what you hear from other people, not verifying the allegations for yourself, and just complaining on here? Instead of complaining about what everyone else is not doing, get off your ass, check things out for yourself, and write citations when necessary!
To 0129am you are correct about North looking the other way. What makes you even more angry is when the managers of these clubs brag about being connected with PD. The brass at North might take note when the other owner's take their fight to the commissioners or the media. It is brewing my friends! You can still have your part-time just in front of a club obeying the laws. Lu Lu's is zoned as a late night billiards hall / restaurant without dancing. It is not a night club and does not have a SLUP ( as required ) permit. These shady owner's will turn on you in a heart beat, just be warned.

This is where the current focus is however there are several clubs that do not have a license to dance, most are on North Precinct. I guess next it will be ok for those who are licensed as a night club to have adult entertainment dancing.

Almost two decades of selling your badge for a cheeseburger to allow the illegal gambling, then you overlook the whores and then you overlook the drugs and then you end up with what we have in East n South DeKalb? A Police Dept run by the Southern Comfort and other bars thruout DeKalb?
Many citizens have watched this activity for years and are sick of it.

I just find it hard to believe there's more than one nut job in this county getting so worked up over people dancing and going on and on about it here. If they need a permit for it and don't have it, fine. But aren't there bigger things to worry about in this county?
Anon 9:51pm Maybe but as a business owner I had to jump through hoops and spends tens of thousands of dollars over a years process to get a night club license only for others to jump in right away with a non night club license and do whatever. So unless you have spent the money or gone through the strict process you wouldnt understand. I speak for more than myself as a business owner. No one on here told anyone to look the other way. No one has come out and said they've been told at work to look the other way. We have a lot of anonymous complaints and allegations, but not a whole lot of proof to back them up.
Finally these businesses are being exposed. I too own a legal business that is being affected by two or three of these places that opened under the wrong license and are now operating as a night club. Hopefully someone from the Police Department will check all these places.

It's been almost 5 days since someone asked Mr. Know It All, who had been complaining on here several times a day about "felony illegal dancing" at Lulu's and other clubs, how an officer should go about issuing a citation when he or she witnesses illegal dancing. Mr. Know It All sure got quiet all of a sudden!
To 12:52 its not illegal dancing, it's called operating without proper permits and license. With your attitude it's just driving a car or just selling alcohol to a minor. Why does it matter these are just license infractions. Take your job serious and quit thinking that there are excuses to turn your head because its just a minor infraction. I'm sure your goal sheet is just full of felony arrests since you only see the major crimes.
Its amazing to me that Officers who continue to work at these locations where license violations are continuing to occur, are still posting on here making jokes of the issue and continue to draw attention to themselves and the business. Oh well I guess they feel comfortable working at these locations because its obvious that the beat supervisors working those areas are still failing to act on the violations.
The larger picture in this is the added criminal element and crimes being committed particuarly pedestrian armed robberies in the North Precinct. All of these establishments operating as Night Clubs under the wrong license add to the foot traffic and assemblance of particuarly Hispanic males that are constantly being robbed. I have heard upwards of 5-6 armed pedestrian robberies in one night in the area of these businesses. Not to mention the ones that are not reported. Add to that all of the arrests being made for PD, DC, etc by Officers working part time at these locations that are tying up road Officers for hours having to transport 5-6 arrests a night for these establishments. These are hours that could be spent patroling to prevent crime instead they are being used to transport arrests for illegal establishments. I am not a betting person however it would be a no brainer that if all of these locations were forced to follow the guidlines of their license then the majority would be closed. This would mean less transports and criminal element which would reduce armed robberies in North Precinct. Hummmmmm its kind of like getting rid of bad appartment complexes or targetting the source which in turn reduces crime.
Banks get robbed all time so let's close all banks, the point is "it's only one man keeps complaining , some time he acts like he is a night club owner, then other posts acts like he is a police officer(which he is)then other time he acts like he is a victim." In short this man needs to seek a professional help.,and I am wondering if he went to an Acting School instead of Police School. Finally people already figured him out and people know that he also works for 2 night clubs and he is posting these complaints just to hurt the competition that compete with places where he works. I hope all of you North Precinct Officers are reading this and taking notes! I know we all go call to call to call. But when you go 10-8 from that 44J and are dispatched to the 58, or 87-92, on your way, stop off at Lulu's and Taco Bell and make sure nobody is dancing! FYI people Taco Bell is not licensed with a late night letter of entertainment. This is why your post is irrelevant. This letter states what is permitted at a location that serves alcohol past midnight. This is due to as mentioned above the violence and crime that arises from these establishments. Everyone has forgotten that night at Eclipse when Hugo Arrango was killed. Yes, if you care ask someone at zoning or licensing and you will see that LuLu's Billiards is a late night pool hall and does not pay near in taxes what a night club would. You also should know that their management may well be the ones defending the club not one of us. It's not an issue of dancing, it's an issue of breaking the laws and putting us and other citizens in danger. Its noise, drunk drivers, drugs, prostitution, etc. that I am speaking of. I agree with this comment " think it's safe to assume now that anyone with an honest career or something to offer of value where their talents will actually be utilized have fled Dekalb County Government, and that is why I working here 16 years am leaving. Dishonest officers and still working here!!!!! They don't even know how to write reports!!!!!
OK guys and girls lets see which units and or off duty officers step up to the plate this weekend. Prove to the others that not all of us are lazy, corrupt, or simply look the other way. Check the location you work at and see what the license says. The poster above spelled it out perfectly, it doesn't take a rocket scientist to read the designation. Check the max occupancy the hours and goings on. Be a real cop and do your job. Sgt's and Lts. take a few of your units and pass by some of these locations, send a message. Remember we lost one of our own by looking the other way to protect a shady club owner. If there is a pool table in the middle of the dance floor wonder why! Report back Mon. am and let the citizens know that we do enforce the laws.
Maybe some of the clubs named above have been checked out by people who actually know what they are talking about and found the clubs do have the necessary permits. How funny would it be for someone shooting their mouth off here to go out and write tickets to clubs that aren't violating any ordinances or laws?

It would be the correct thing to do, however it will probably not happen. These supervisors and Officers working these places, the majority of which are operating illegaly in North Precinct, would rather risk getting fired or sued because they are making money working them. Im not sure how long the top brass at North will allow this but I guess we will see. The business owners who are operating correctly are finally coming together on this issue and will be getting the word out to residents in the area and attending community meetings. My guess is they are tired of their business suffering due to the illegal clubs. I WOULD BE TOO.
Anon 4:26pm....One thing is certain if North Precinct continues to ignore these clubs operating illegally dont worry soon some of them such as Lu Lu Billiards will be in the Tucker Precinct when all the Precincts are rezoned in a few months. I know the top brass at Tucker will take care of the problem. They actually care about these issues. Look at how they have already closed The Colony Apartment complex, club secrets, and are actively working on other projects affecting legit business owners and residents. The Major and both Captains at Tucker are the best in the County. So just stand by things will eventually get handled correctly.
10:21pm, if you "know" of the violations, why aren't you doing something about it? Have you seen them first hand and did nothing, or are you just relying on what you hear from other people, not verifying the allegations for yourself, and just complaining on here? Instead of complaining about what everyone else is not doing, get off your ass, check things out for yourself, and write citations when necessary!
To 0129am you are correct about North looking the other way. What makes you even more angry is when the managers of these clubs brag about being connected with PD. The brass at North might take note when the other owner's take their fight to the commissioners or the media. It is brewing my friends! You can still have your part-time just in front of a club obeying the laws. Lu Lu's is zoned as a late night billiards hall / restaurant without dancing. It is not a night club and does not have a SLUP ( as required ) permit. These shady owner's will turn on you in a heart beat, just be warned.

You may be surprised at how wrong you are about the same poster on here. Bottom line is there should be no dancing at Lu Lu Billiards. This is where the current focus is however there are several clubs that do not have a license to dance, most are on North Precinct. I guess next it will be ok for those who are licensed as a night club to have adult entertainment dancing.

Almost two decades of selling your badge for a cheeseburger to allow the illegal gambling, then you overlook the whores and then you overlook the drugs and then you end up with what we have in East n South DeKalb? A Police Dept run by the Southern Comfort and other bars thruout DeKalb?
Many citizens have watched this activity for years and are sick of it.

I just find it hard to believe there's more than one nut job in this county getting so worked up over people dancing and going on and on about it here. If they need a permit for it and don't have it, fine. But aren't there bigger things to worry about in this county?
Anon 9:51pm Maybe but as a business owner I had to jump through hoops and spends tens of thousands of dollars over a years process to get a night club license only for others to jump in right away with a non night club license and do whatever. So unless you have spent the money or gone through the strict process you wouldnt understand. I speak for more than myself as a business owner. I am shocked that you as an Officer are basically saying look the other way.

No one on here told anyone to look the other way. No one has come out and said they've been told at work to look the other way. We have a lot of anonymous complaints and allegations, but not a whole lot of proof to back them up.

Ok, I give up. Where is it in the county ordinances? If I walk into Taco Bell and see people dancing, what do I cite them with?
Finally these businesses are being exposed. I too own a legal business that is being affected by two or three of these places that opened under the wrong license and are now operating as a night club. Hopefully someone from the Police Department will check all these places.

Take your concerns about the permits to the folks in Decatur. You are not going to accomplish anything by bitching about it in a blog. It just makes you sound like a whiner, just like everyone else here. Nothing posted here is taken seriously by anyone.
It's been almost 5 days since someone asked Mr. Know It All, who had been complaining on here several times a day about "felony illegal dancing" at Lulu's and other clubs, how an officer should go about issuing a citation when he or she witnesses illegal dancing. Mr. Know It All sure got quiet all of a sudden!
You can dance if you want to. Say we can dance, we can dance. Everything's outta control.
To 12:52 its not illegal dancing, it's called operating without proper permits and license. With your attitude it's just driving a car or just selling alcohol to a minor. Why does it matter these are just license infractions. Take your job serious and quit thinking that there are excuses to turn your head because its just a minor infraction. I'm sure your goal sheet is just full of felony arrests since you only see the major crimes.

Its amazing to me that Officers who continue to work at these locations where license violations are continuing to occur, are still posting on here making jokes of the issue and continue to draw attention to themselves and the business. Oh well I guess they feel comfortable working at these locations because its obvious that the beat supervisors working those areas are still failing to act on the violations.
The larger picture in this is the added criminal element and crimes being committed particuarly pedestrian armed robberies in the North Precinct. All of these establishments operating as Night Clubs under the wrong license add to the foot traffic and assemblance of particuarly Hispanic males that are constantly being robbed. I have heard upwards of 5-6 armed pedestrian robberies in one night in the area of these businesses. Not to mention the ones that are not reported. Add to that all of the arrests being made for PD, DC, etc by Officers working part time at these locations that are tying up road Officers for hours having to transport 5-6 arrests a night for these establishments. These are hours that could be spent patroling to prevent crime instead they are being used to transport arrests for illegal establishments. I am not a betting person however it would be a no brainer that if all of these locations were forced to follow the guidlines of their license then the majority would be closed. This would mean less transports and criminal element which would reduce armed robberies in North Precinct. Hummmmmm its kind of like getting rid of bad appartment complexes or targetting the source which in turn reduces crime.
Banks get robbed all time so let's close all banks, the point is "it's only one man keeps complaining , some time he acts like he is a night club owner, then other posts acts like he is a police officer(which he is)then other time he acts like he is a victim." In short this man needs to seek a professional help.,and I am wondering if he went to an Acting School instead of Police School. Finally people already figured him out and people know that he also works for 2 night clubs and he is posting these complaints just to hurt the competition that compete with places where he works. I just told you the facts and the truth.

I hope all of you North Precinct Officers are reading this and taking notes! I know we all go call to call to call. But when you go 10-8 from that 44J and are dispatched to the 58, or 87-92, on your way, stop off at Lulu's and Taco Bell and make sure nobody is dancing! Maybe then this guy obsessed with dancing and spreading misinformation will shut the hell up and pay attention to what's going on in his own precinct.

Maybe to the one who is constantly downplaying this issue you are the same person, one whom has a vested interest in these clubs. FYI people Taco Bell is not licensed with a late night letter of entertainment. This is why your post is irrelevant. This letter states what is permitted at a location that serves alcohol past midnight. This is due to as mentioned above the violence and crime that arises from these establishments. Everyone has forgotten that night at Eclipse when Hugo Arrango was killed. Yes, if you care ask someone at zoning or licensing and you will see that LuLu's Billiards is a late night pool hall and does not pay near in taxes what a night club would. You also should know that their management may well be the ones defending the club not one of us. It's not an issue of dancing, it's an issue of breaking the laws and putting us and other citizens in danger. Its noise, drunk drivers, drugs, prostitution, etc. that I am speaking of. Taco Bell and Footloose are irrelevant to this argument.
To 3:19 .... So you know the books from other night clubs and how much taxes they pay, can you tell us about the 2 clubs you work for how much do they pay in taxes? What else they show you or what else they ask you to do in order to cover illegal things for them????
