Can't wait to see Erkel in handcuffs. I for one hope they take down everyone of these crooked politicians. Watershed is just one of the scandals that needs to be exposed and prosecuted. Would love to see the DA finally look into this corruption that our leaders consider business as usual. Need to get the business men around the county that are paying to play also.

Okay fine and good about all this involving Ellis and his Crew. Where in the hell is our Pension Update? It's been TWO WEEKS since Ed Wall came over and apologized and said that the delay is... Well, you know what he said. What are they hiding, where is the FOP? Why aren't we getting some straight answers??? Is this pension issue part of the problems Ellis is facing? Come on Ed, we're waiting!

Don't forget, you have to be on the "preferred vendors" list in order to secure **ANY** business with Dekalb County Government. Just ask the Range Staff about that. Right Dale? There's more than one way to cut costs in order to funnel money from one project to make it look like it's cost a whole lot more than it really did. Take those saved funds and put them to good use, like a soapbox derby race track. I bet some asses are drawed up tight tonight.

This special grand jury is being called a civil grand jury because it isn't allowed by law to issue indictments. Only the actual sitting grand jury can issue indictments. Special grand juries are used to conduct investigations and to test the waters for a criminal indictment. Don't let the word civil make you think this isn't going to go anywhere. You don't get 7 search warrants without evidence of criminal acts.

When the commander of the county takes his cleans hands and mixes it with the dirty hands of other crooked politicos of the county, obviously the commander is going to get his hand just as dirty.

This is nothing new in Dekalb County. It seems that every four years, a new batch of crooks comes along including those crooks who decided to run again, and what materializes, is a larger bunch of the same crooks.

The only way for this county to become squeaky clean, is to get rid of the entire bunch and start over from day one.

Our illustrious CEO ought to be running a little scared right now because he doesn't "know" why the DA is looking at him. Surely, he knows something which he doesn't want the public to know. Maybe the thought of changing residences from that nice plushy home in Stone Mountain to a 6'x6'x8' room with a steel toilet and bed has BE a little worried. Whatever his thinking, he'd better get his lies in order for the future.

I suspect CEO Ellis just got a unforgettable crash-course in computer forensics. Before I retired, I had heard of discussion among IT managers of how to move official county email traffic to an anonymous server and addresses at the behest of DeKalb's political
rulers. IT management was not keen on the idea, (for obvious reasons like it is fracken' illegal) DeKalb's political rulers were pressing them on the issue when I left.
Over the last year, I have been vindicated on several issues. My incompetent IT director resigned last year over the issue of sex with his executive assistant, and now we have this.
To DA James and company. Your own the right track. Keep up the pursuit. Most of these bozo's will frack up and incriminate themselves in the long run.
I predict 2013 will be year of reckoning with DeKalb rulers and their policies.
I have zero sympathy for DeKalb rulers, they created the situation and now they have to deal with it. DeKalb rulers thought DeKalb government was a huge game played for their personal and political benefit. CEO Ellis just learned this is no game and we are playing for keeps.
Lower your heads and keep your spirits raised. We are entering a dark tunnel with an unknown exit.

I am still irritated from my last meeting with some supervisors and I wish two years could just go like light speed. I can’t stand how our so called leaders are running this place and how that treat me and want me to treat my people that same way. I refuse to be a coward and hide behind my rank like a lot of people do around here. I hope that the DA’s investigation spreads to the police department as well. My god we have a major running the criminal investigation unit who should be indicted himself for being paid for jobs he does not even work or schedule. We have a couple of chiefs who have given cars to civilians to drive and a lot of people are having their pockets lined while the rest of us are barely getting by. Why does the chief of cid need so many aides it’s because he can’t type or do anything without them? I’m so sick of this place and now they want to start a public integrity unit with a captain and a lt. who is known for being unfair and very quick to judge they don’t even know what the words fair and impartial mean.. In fact the captain has expressed he has a target list of people. I wish someone would have the balls t or backbone to stop some of the craziness around here and let’s get back to policing like we did in the 80’s. I was proud to put my uniform on and come to work and I knew that my leaders and coworkers had my back and wasn’t trying to stab me or knock me down. We all worked together and helped each other. I was told by my fto we are all we have and if we can’t depend on one another then we are only helping the criminals well the criminals have taken over in fact they run the department.

I'm all for dotting the i's and crossing the t's and being thorough, but get your ass in gear already! You can't keep dragging your feet and letting these people collect paychecks, kickbacks and running the county into the ground! At some point, it becomes incompetence on your part for letting it continue for so long!

I don't know why J Tom is put on a pedestal now by so many. Was he that great of a prosecutor? He only convicted 1 of the 4 or 5 people who killed Derwin Brown. Then the feds had to come in and figure out a way to send at least two of them to prison.

Totally amazing at how screwed up this dept. has become. There definitely needs to be a review of the leadership we have and the direction they're carrying us. This BS of setting an arbitrary number of citations that officers must write or they become black listed is absolute CRAP...the primary function should be handling your calls and policing the businesses and neighborhoods in your beat, not sitting on some dumbass honey hole trying to get a certain number of citations or they won't let you take that vacation day. You know what you can do with you freakin citation quota...stick up your "Pie Hole".

I have little doubt that the AJC will delete the report by noon.
Another dirty story, regarding deputy Yancey's escape and the fallout of the event. In case you have forgotten, Yancey was convicted of murdering his wife and fleeing to South America. He was under "house-arrest", cut off his beacon, and escaped. The whole affair was covered up and buried due to the embarrassment to the county and the judge that authorized his "house-arrest" for murder.
Read the story and make up your own minds on the issue.
DeKalb government at its worst.
The AJC is welcome to delete the story at their convenience, and expose themselves for covering for DeKalb political ruler's obvious corruption.

I would like to say DeKalb could make a comeback, but it is highly unlikely. The public has lost all confidence in the department. That's what happens when your crime rate goes through the roof, your officers are j-1ed left and right, and yes hummy tickets because sub-par supervisors require it. Hell there really isn't even a way to fight a citation with the overcrowded understaffed corrupt recorders court. Honestly if the state gave two shits about the citizens of DeKalb, they would have stepped in a long time ago. Come on, vacation day black list, really?? Everyone knows and accepts DeKalb for what it is, just don't think DeKalb will turn around or regain trust anytime soon. Trust takes years and years of hard work and transparency. I couldn't even look a citizen in the face if I was there today.

Quota.... as a supervisor, I don't have a quota per se.... I do want to see that you are doing something!....

Is it reasonable for an officer to come in with 5 or 6 activities on their activity sheet for an entire shift?.... yes, if you had a long call, sat at Grady or were up in CID with a prisoner.. generally, that is not the case

Sarge, I'm doing all the J2 calls and don't have time for business checks/POAP's, stopping 53's, or doing traffic stops..... when I run the numbers, I see the officer averages 2-4 reports a day for the month... and 5-8 dispatched/self initiated calls.

Honestly, when I run numbers and break it down to a daily average...I wonder what these officers are doing for the 8 or so hours they are on patrol. I'm not seeing activity, arrests or tickets.

Maybe you're being pushed because your supervisor is finding it hard to explain or understand how you fill the time on the road.

There is even more about this on WSBTV.com. This looks like a story out of "Good Wife", "Law & Order" and "South Park" combined. Does anybody remember Marvin Davis in Finance...that goes back maybe 15 years ago. The most honest, hardworking man that ever worked for DeKalb. He reviewed ALL contracts to make sure they were in compliance. Never had the first hint that anything wrong was going on. He also worked with the pension board - which at that time was running pretty smooth. One thing with all of this...it really looks like the DA is gunning for Vernon Jones...everything that they mention on WSB's website happened before Ellis took office. What is sad is that it looks like Ellis just kept on doing the same crap that Jones had set up. Speaking of crap...what do you suppose they're doing with our pension? Makes me nervous...

To KenC, the ambulance issue has been a thorn in the side of Fire Rescue for a long time. For the sake of brevity, an overwhelming majority of employees recognize that it bleeds money and is better left to a third party to take the hit. However, higher-ups in our building have tried to block sub-contracting out of fear of becoming irrelevant. We have non-fire trained personnel occupying positions in Fire Rescue that have never commanded a fire emergency scene and have no concept of tactics. Apply it to police work as you see fit. The contract has been postponed for YEARS.

If you read on Ken Ross, one article stated that his testimony against Bill Campbell and information he provided was what actually sent Campbell to prison. Well, did any one who attended the swearing in ceremonies see none other than BILL CAMPBELL there as well? & then right on the heels of the ceremony came the search warrants. only makes one wonder...just saying...if he had heard through the grapevine that the warrants were on the way & decided to chat with our CEO as to his former plight that involved Ross. Maybe he could be hired by the county as a personal advisor to Ellis..after all..wouldn't be the first time a thug convicted by the Feds was made part of the Ellis team,,,ain't that right Stogner?

To Anon at 12:46 am, the ambulance issue is not a thorn in a "majoity" of Fire Rescue personnel. The problem comes when you have a group of people who think they are better or too good to do their jobs. They look down on anyone remotely connected with EMS. They think they (former DKEMS personnel) are not qualified to do the jobs they do because they aren't part of the old fire regime. These people who are up there have paid their dues on the streets of DeKalb and would be the Chiefs and Commanders had the hostile takeover not occurred. If you want to go back to the issue of OT, as I know you will envariably do, then remember that Decatur held up any type of increase of personnel or units for years in retaliation for the OT lawsuite. Someone had to keep the units in service. No one was happy with the merger and the way it happened. And both sides have suffered for it.

The CEO form of DeKalb local government does not work. I have my doubts if a county manager government will work under the present political rulers.

Vernon Jones did eventually testify. There's a video of the news report on this blog. Was he honest? Who knows? He forced Moody to resign because Moody refused to lie to a Grand Jury for Vernon.

To 10:55, fire-based EMS doesn't work. A handful of departments nationwide do it well because of low call volume. Not here. How about police-based EMS? Or EMS-based policing? It needs to be its own entity. Go work for a full-time EMS company if it gives you a hard-on.

Gwinnett FD runs the EMS service for the entire county. Not sure on the number of runs, but they serve a larger population than DeKalb. Seems to work well for them. Rumor has it that the revenue made by transporting people to the hospital almost pays for the entire EMS progrsm.

Ft. Lauderdale Fire runs their own EMS, City of Miami Fire runs their own EMS, Miami-Dade Fire runs their own EMS, Los Angeles County & city Fire run their own EMS respectively and Chicago Fire runs their own EMS. I could go on but my point is all of this departments have heavier call volumes the Dekalb.

In Gwinnett it pays because their clientele isnt a bunch of poor moochers who live off the system. Gwinnett also doesnt run near the number of calls Dekalb does. Dekalb ran over 98000 calls last year mostly EMS. In Dekalb Ems was costing almost 22 million dollars to run and only recovering roughly 8 million from the transports. That was when they had 26 Dekalb units up and 10 BLS doing the garbage totes. Now we have 14 Dekalb units and 14 RMA units in service and the last numbers seen on the recovery of cost by Dekalb unts was less than 3 million. The Dekalb Ems system is hopelessly broken and cant be fixed with the leadership in place.The Fire side also cant seem to keep Paramedics in their employ. Could that be because as the call volume increased the units decreased and the Paramedics were made to work almost twice as hard for less money than most private services. Let Grady come in and show Dekalb how to run a real EMS system.
If PD and Fire Could ever get together and fight the county together the County could be Crippled and would have to work with us. But that will never happen.

I asked Major White for help and guidence on several things..... "oh yea...my door is open..come on in...any time"...well..I would show up and I always got turned away...I was lucky if I got to ask a quick question......he is like everyone else in this dept......he only out for himself....and he makes more than you know.....he is married into big bucks.....and I maybe mistaken...but I heard...(for what it is worth)...his in-laws lease property to the county....wonder how that happened????... what's the BBQ place there on N.Lake Pkwy???...he has ties to that company....he shakes your hand as he turns his head and talks bad about you or calls you a looser.....I made him shine and look to damn good before I realised I was being used and abused. He takes care of his close friends....(I will not mention any names)....but I remember and worked side by side when he was a MPO. Funny how time changes people.

Abe Lincoln once said something to the effect of.... "if you want to see the real person from within....give him power".

I think this sums it up pretty damn well.

P.S. I'm not in CID either.

To all you candy ass stat driven supervisors who think policing is only about stats. Remember you were there. Most of the supervisors now were sorry ass officers to start. Now they got a Gold badge and a pep talk from their Lt's and they want to become some kind of super sargent. Screw that. I would call some of them out, but lawyers are expensive.

Here are typical excuses from slackers and my findings:

I'm too busy answering calls!...(a check of the "stats" shows an average of 4-6 items a day on the po sheet...dispatch and self-initiated)

I'm doing all the J2... I don't have time to make arrests or write tickets...I don't have time for business checks, 53's, 54's, 10-48's.... (a check into the "stats" shows they average 3-4 reports written on a busy day)

We don't write tickets... we lock asses up! (a check into the "stats"... 3 maybe 5 arrests a month, no tickets written, very few reports)

Examining a PO sheets.... there are gaps between logged activity that stretch from a half hour to almost two hours. Did the officer nod off?

When the I listen to crickets on the radio, I have to wonder..."what are officers doing to earn their paycheck and is the county getting their money's worth?" Are they tanning behind a building?

The pay sucks...I'm not happy about it either but, you are an adult being paid to do more than check out a patrol car and go hide behind a vacant business. If you show some value to your wearing a badge, your supervisors will have nothing to hammer you about.

Those who are worth their salt don't worry about productivity. If asked, they have the ability to stand up in front of the brass and say without shame, THIS IS HOW I SPENT MY DAY AND I'M NOT ASHAMED TO CASH MY PAYCHECK...I EARNED IT.

I'm not asking my officers to set records, I'm asking them to do their jobs... the job they applied for, accepted and took and oath to do. They're still wearing a badge so, I'm assuming they still want to be here doing a job and EARNING a pay check..not a handout.

I wish soooo wish supervisors will stop the talking points given to them by their handlers. "Do your job" or my favorite,"At
least you have a job." There nothing I like more is to watch a beaten up supervisor walk into roll call with his head down and tail between his legs, telling us to go out there and "do your job." Supervisors are running scared. They have been running for awhile now. Ask any police who isnt afraid to talk to you.Most of them are scared of being written up or lose their cushy position. Step up Mr. Do your job. I cant tell you how many times I have heard,"well the Lt wants this done." Or the captain wants this done. And people wonder why I did not test for supervisor. I might of made it maybe not. But i do know this by not taking the test there is nothing "they" could do to me. I already worked morning watch and worked the bs precincts. However, as a supervisor there is much more they can do. Its funny too that only MPO and below must justify their time. What do Sgts and Lt do. Work part times on duty. Go home and chill. Clear on calls from other precincts. POlicy stated a supervisor will show up on ALL j1s and 41I just to name a few. When the last time that happened? So keep up the good work LT and Capts and Majors, you got those Sgts going.

The Head of Watershed resigned Friday for "personal" reasons. Personal meaning he doesn't want to be tied to the indictments coming. Word has it that Ted Rhinehart resigned as well. Wonder if this will go so far as to hit the former Watershed Protection director now Atlanta Watershed Commissioner Jo Ann Macrina. Billions of dollars for a new sewer system...wonder how many hands got greased on this mess.

Cushy position?... sergeant is currently the worst position you can have at the department. The sergeants are frustrated....

Sergeants are held accountable for everything and have no authority to do anything. When things start to happen or someone starts asking questions, the supervisor in the white shirt writes up the sergeant or the line officers. If the focus is on the sergeant/line officer, the higher ups don't look at the lieutenant etc........ trust me, that fact has not escaped their collective attention.

It used to be that sergeant was the best slot.... I'm thinking the best place to be is MPO... punch the clock...handle your territory... write a ticket or two....make a few J1's.
