You have to be fair to Bolton. He was only Chief of Police in Dallas from 1999 until he was FIRED! in 2003 (Assistant Chief 1991-1999). Leaving in his wake the highest crime rate in all of the USA (per capita) from 1998 -2004. In 2005 the crime rated started dropping.
I wonder if Bolton had the same vision in Dallas as he does in DeKalb? I would guess so. In 2007, Bolton's first year, DeKalb County had it's all time murder rate in history!
