If Bolton really wanted to get Raises, Tasers and Cameras, he'd tell Uniform Division to shift their focus from writing tickets to cultivating community support via faster response times, more arrests and a lot more warnings.
Two birds with one stone...good will with the community via warnings vs. tickets and less money for the Board's pet projects they use to buy votes.
