So, The Department is in a Crisis........

The crisis began when Vernon Jones hired Terrell Bolton who was fired from the Dallas Texas Police Department. Bolton has a proven track record of being inept. Look what was left in his wake in Dallas. Scandal after scandal and millions of dollars in lost lawsuits. The City of Dallas to this day is paying out monies to the wronged.

470 days ago this department was reeling from the scandals of Graham and Flemister in which racial discrimination lawsuits are still pending. Marinelli took over; the limited number of Tasers was taken away and the department was involved in twelve (12) officer involved fatal shootings.

Enter the unemployable Terrell Bolton. Right from the beginning things started going down hill. The first thing on his agenda was to come up with some crafty slogan. The best he could do was “New Start, New Beginning”. How redundant is that? Does the man have a dictionary?

Mean while officers are standing in the parking lot up to two (2) hours waiting on cars to go to work. There are not enough cars in any of the precincts, but Bolton is gobbling up Expeditions, Tahoes, Chargers and Challengers like they are candy.

Instead of doing his best to get more cars, and instead of arming his officers with Tasers, he asks and gets approval to use $1.5 million in seized drug money to buy 5 campers. And he will soon ask for 2 additional campers at $250,000 or more each.

In 2007, officers were handling 911 calls without backup because there is such a shortage. It was common practice for a precinct to have only 5 or 6 officers working a shift. How dangerous is that? So 184 officers were hired, but 108 quit. So what is Bolton’s answer to this? ICP. He takes an additional 50 officers off the street! These officers do not handle 911 calls. To make matters even better, he gives them take home cars! Some of these cars are given to officers with less than 3 years experience. Veteran officers are still standing around trying to find a car to get in so they can do their job.

In light of recent promotions, there are still three (3) precincts without Majors or permanent commanders. With these precincts without leadership, Bolton promotes one of Vernon’s drivers to Major, even though this driver was a lieutenant still on probation. Does Terrell assign him to a precinct? No, he leaves him to head up all of Vernon’s’ drivers.

Of course the pay raise is a disaster.

Then the Grand Jury comes out with its report, saying all officers should be armed with Tasers. Knowing the county will resist cutting other departments budgets to fund these Tasers, does Bolton step up to the plate and ask to use seized drug money to pay for the Tasers? Hell no, he comes out and opposes it! Why, is there something he is trying to hide?

Did we mention the 911 dispatch computer system is broken; the radio system is so out of date that it is a hindrance to the officer's safety; that Bolton took seven (7) weeks vacation in 2007; he had an officer fired for not paying his ad valorem taxes, yet Bolton didn’t pay his ad valorem taxes either; that Bolton doesn’t live in Dekalb County, much less the State of Georgia; he and his family still live in Texas; he promoted 2 sergeants and put them in property and evidence, so now there are three (3) sergeants supervising 1 person; in 2007 DeKalb County had it's highest violent crime rate in history?

Not long ago someone wrote to this blog stating we should not be so critical of Bolton and his leadership, and that maybe the blog could be used so the officers could make the department a better place. Yeah, right.

tI just wanted to correct you on what you said about the two sergeants that were placed in the Property and Evidence room. I am told that both sergeants that are assigned there do not supervise anyone. In fact, I am told that the senior sgt. supervises them and pretty much the newly promoted sgts. are equal to the civilians and mpos assigned there. Both newly promoted sgts. are 10 year vets. One has CID experience and is bilingual. The other sergeant is a seasoned vet with a lot of street experiance.

Also, you forgot to mention about two sergeants in Code Enforement, 1 still in backgrounds,2 in IA, and 2 Capt. in communications.

WHAT WE NEED IS MORE OFFICERS ON THE STREETS. EVEN THOUGH THEY ARE SGT. HAVING THEM ON THE ROAD PROMOTES MORE UNIFORM PRESENCE TO THE PUBLIC.

The primary reason people are leaving this place has nothing to do with money. We all knew we wouldnt get rich in this job. Its not the money! It's about being represented by an intelleigent, professional Command Staff, who made you feel proud to work here! It's about people being chosen for CID, Special Ops, and other specialized positions based on who they know, or how good they look, and not on professional merit. We select people for these positions without ever asking their immediate supervisor anything about them. What a joke! Its about newly promoted sgts and lts going to CID, Vice, Background/Recruiting over veteran sgts and lts! Time in grade should mean something around here. Its about some MPOs making more money than some sgts! Its about the blantant mismanagement of uniform manpower! Its about Dennis Stepnowski being shot down on Central Drive / N. Hairston Rd and the Chief not allocating every available resource to clean that hell hole up! Its been over a year since Step's death. That area should be one of the safest in the County! Surely Step did not die in vain! Its about these unfair, ridiculous promotions! Its not about the money! I'd take a 4% pay cut to work for Chief Moody or Chief Burgess!

The sad thing is that we are celebrating the legacy of Dr King this time of the year. A man who stood for justice, and the fair treatment of all! A man who taught that it takes courage and a willingness to sacrifice to bring about a change. Chief Dedrick I know you are a good human being, of high morals. Dont let this cut-throat administration bring you down! You will be here long after they are gone in 9 months. Make the sacrifice! Send a message by stepping down and separating yourself from this regime! Do what Dr. King would

Law Enforcement in general is in crisis here in Georgia.

When will the media or the Governor's office begin asking questions about POST?

Isn't POST the "cops for the cops"? Isn't POST the regulating organization that's responsible for upholding the professionalism and integrity of our chosen profession?

Why is it that time after time they turn a blind eye to transgressions and violations of law that are reported by the general media?

Why do they not step in and yank someone ticket when they violate the rules that make us a standard for the community?

Why don't they stand up and do something? I guess the answer is best summed up by something from my childhood days....

As someone has mentioned , lets have a DeKalb Police FACT SHEET. When we hear rumors , the Chief office should put out a Fact Sheet, either the rumor is True or False. That way it would dispelled anything that is untrue. Well why won't they do that ? Because the truth would exposed the rumors to be true. They hear that someone knows something that is true and quickly the Chief Office tries to bury it. Look at all the recruits who work in the Chief's office, they are the leaks to that office. Be very careful who is around you when you have a conversation.

Fly on the Wall

What we need is someone from the past to return. Their are only two people who could save this department. I'm afraid it will take years to recover from this present leadership. I will hope that the people running for CEO will think real hard. They need to look toward a future to make this county what it was when we were on top. We need a pay raise but first we need leadership we can respect. Who can follow anyone appointed because of loyalty and friendship. What will we do when the department has a real crisis , who will they call on for a solution, Conroy-Bush-Anderson_-Horner (who means well) and you know the rest.

There is hope - Time will Tell


It is not the money that officers are leaving, it leadership. You have to respect the people who you trust your life in a life threatening situation. I would not want someone who was an appointment because of loyalty. Then guess what ---your dead.

Then we have leadership taken away from some, because of different opinions. We will recover ,if everyone remains focus on Vernon will be gone in 9 months.

The reason everyone looks for another department. Chief Bolton and his current adminstration. These people are just out for themselves and the money. What we need is someone to take this department to the next level. Look at the last PIO who bailed, he said these people are clueless.

The Johnson proposal that includes raises for PD & FD will again, be presented at the BOC on Tuesday. Hopefully it will be voted either up (yeah) or down. I would just like to see the commissioners make a decision one way or another so that you all are not the political football for them. If the motion fails, then we can move on to the next action to prevent the loss of so many of our fine officers.
