If not CEO, maybe an aid to the CEO to advise him or her on police matters.
He's been a long term resident that is familiar with the issues and the problems.

A police officer as CEO
Well just think what a slogan " Hey Buddy " at least he would be nice to everyone. He must love this department or why does he still remain. He could have gone years ago.
If I lived in DeKalb , he get my vote.
Well if you don't know him he is a trip. Why not? He does care about the police department. I don't think he needs the money.
Who is this Whittington...can't find any info. Also, he is not listed as a qualifier. Can anyone explain?
