August 26, 2008 Board of Commission Agenda

The next scheduled commissioners meeting is August 26, 2008. Listed on the agenda are 3 very important issues.

They are, in order as listed on the agenda:

E5. Reclassification of Deputy Director of Animal Services to an Assistant Police Chief.

As we all know, when Bolton introduced the newly appointed Major Kathy Mooneyham with her assignment to Animal Control, he said his final decision was based on her smile. What physical feature is he basing this latest promotional recommendation on? And why does Animal Control need an Assistant Chief of Police?

F1. Employee & Retiree Group Health, Dental and Life Benefits for 2009.

This is the recommendation the county do away with Blue Cross/Blue Shield health care, dental and vision, along with United Healthcare, ignoring the health needs of possibly thousands of employees and retirees. If the county wants to offer more health insurance carriers, fine. But leave Blue Cross/Blue Shield and United Healthcare for those who would like to choose.

H1. Resolution to Support Legal Action against the Incorporation of the City of Dunwoody.

What legal action is there? The people have spoken with the blessing of the State of Georgia. The only action will be the payola for Roy Barnes and the fleecing of taxpaying DeKalb County residents.

Be heard! Contact each and every commissioner! Make a personal appearance at the meeting!

When will it ever end ? Chief Bolton wants an Assistant Chief position at Animal Control. We will then have an Asst. Chief ( probably one of the appointed APD Majors ), Major( DeKalb Police appointed Lieutenant ), Captain ( who attended a Stan Watson function) , Sergeant ( who wants a take home car and weekends off) at a quarter of a million dollar salary. They have nothing to do and no set schedule. They work when they want to work. This is wasteful spending in county government. Then we can only wait for the next Major to be appointed ( the Lieutenant in Vernon's security detail ) to replace the one that went to Assistance Chief at Animal Control.

It was not enough embarrassment when Chief Bolton said there would be no communication between police officers and District Attorney Office unless approved by Asst. Chief Anderson. Well if you haven't heard her talk you have missed something in the direction that our leadership is going. Then what they say about her is , she is clueless.............but nice.

Then it still the same complaint, we have no police units for officers to drive. We have to have the prior shift come in early just to get the next shift out. Did I mention that Chief Bolton Interactive Community Policing Unit have all the new cars purchase for the Uniform Division this year. Think of all the dollars in gas for this misguided adventure he has put on this department. I would like to see what accomplishments that this special unit has achieved. Then you have to look at all the take home cars assigned to everyone , millions of dollars could be saved. Just think of what this department pays in tinted windows, you never know who behind the wheel. We have so many black Ford Crown Vic , SUV's thats a fleet in itself.

We still have officers leaving on a daily basis and we are recruiting just about anyone who can read and write. The standards are at the bottom when it comes to police recruiting. All they want is numbers not quality people for police officers.

Then I wish everyone could hear the radio operators ask the sergeants what precinct every call is supposed to be assigned to.

The biggest question is how long will it take for this department to rise up from the bottom when he leaves.

How about $8 million in cost savings to the county (taxpayers) and to the employees. The CIGNA plan is the same that has been negotiated for State employees as well. Only 4-6% of Dr's are not in the plan, so it doesn't appear that "thousands" of people will be affected.

The people of Dunwwody spoke. The people in unincorporated DeKalb did not get a voice. The lawsuit is regarding properties, paid for by the taxpayers in unincorporated DeKalb, including taxpayers in Dunwoody. The city of Dunwoody people did not fund the North Precinct, Brook Run and the Perimeter Business Center by themselves. The county has a responsibility to protect the interest of all of it's citizens, not just a few.

The legal action is about keeping DeKalb's higher tax base. Nothing more, The county will sell precincts, fire stations, and parks to the new city. Oh, and there will be some price gouging going on too. City of Dunwoody is about residents getting control of their area. Dunwoodians are tired of high rise apartments that make traffic worse than it already is. They want to see more police on their streets. The funny part is I don't think they realize what will happen when they get some real traffic enforcement up there. Just think if the citizens do it right DeKalb Officers will have another better run department they can transfer to. Add it to the list of Sandy Springs, Gwinnett, Johns Creek, or even Milton.

Residents are tired of what they see as ineffective county gov't. Do you think folks in Redfield voted for Vernon? I doubt it.
