"Defending his decision to use the comp time at the Dec. 2 meeting, Bolton said that some of the time was used when he was hospitalized from an apparent stroke last year.
Although he checked out of the hospital as soon as he could, Bolton said the level of stress from trying to get the department back on track probably led to the illness.
"It's not anybody's business, but I just wanted to explain that to everyone," he said."

I suspect that Keisha Williams, using her experience with news agencies,told Bolton to tell citizens at the community meetings that he was "hospitilized". They know that it would be extremely difficult for the news to expose this lie and get any medical records because of HIPAA privacy laws.
The big indicator is (as cops know) Bolton changed his story. When he was caught off guard by Dale Russell he did not mention one thing about being in the hospital. After the story aired, and after some closed door meetings, he is now suddenly saying that he was in the hospital. Hmmmmmmmmm...... this would be a clue.
Stress? He has so many Deputy and Assistant Chiefs and Assistant
"Directors", he doesn't have to make any decisions. How stressful can his job be? The only thing he has to worry about is covering up how he has spent his comp time. If any officer were as untruthful as him, they would and should be fired. If any officer suffered a stroke, they would have to take FMLA and they would probably be faced with a fitness for duty evaluation.
After speaking to one of his personal aides and senior staff, this "stroke" is news to them. If you ask me he brought it up, lets make him prove the hospital visit. Flush the T-bowl!
Although I'm no longer with the county, when I was there I don't recall ever getting an email saying the Chief was in the hospital. As you all know, we get an email if an officer is out with the flu. And I think it should be that way. We should always know where our fellow officers are. I just don't recall ever getting that email. The CEO should be ashamed of himself for even hiring this guy. That is the number one reason I left the county. I lost confidence in the leaders, all of them. Cheif Boltn should do the entire department, abd the community a favor and quit.
