The little bit I read here was a refreshing breath of cool mountain air. We've spent a great deal of time in the bitter heat, so it was nice to get some relief.

The CEO and the person he picks to be the Director of Public Safety have a monumental task ahead of them.

Our prayers are with you AND the officers of Dekalb are here to support you.

Let's roll up our sleeves and dig in. There plenty of dead wood to be burned and plenty of brush to be cleared.

Wow ! Somebody is on their toes and thinking now. I'm impressed. Maybe now the uniformed division and CID will get the manpower that they need to fight crime. We are going to need a very strong and intelligent person as the new public safety director....hope it's not a retread. Good luck with all this.

Chief Tebo, There is absolutely no doubt that you read this, or actually you probably created a Deputy Chief's position (from APD) just to keep you updated on how your fellow troops talk about you and think of you on this blog...how does it feel to know how disliked you are by your people, and that your troops wouldn’t even go into battle with you? It is finally out in the open how you mismanaged funds, and manpower. How everything you do is only for you, and you could care less about the morale of the 800 officers that work for you. Just leave, how can you even bring to the BOC the idea of purchasing another helicopter?? Are you kidding? Hey moron, we need 150 more officers, 600 Tasers, Police cars. How many 911 calls can a helicopter, or a magic bus handle a day. To the Blog Administrator, can we have a pole question: would DeKalb Officers rather have A. A third police helicopter (cause two aren’t enough)
or B. Tasers and better police equipment.

Go to battle with him.. yeah does the term FRAG mean anything to you?? The TEBO nightmare just needs to be brought to its sad pitiful end. I have a thought.. the next Chief of police should live (family and all) in Georgia.. not just dekalb.. lets work on them living in Georgia..

Hey guys, Dallas spent 450K two years ago for a similar style study. I haven't read you're report yet but don't get you're hopes up that things will change. In Dallas, there have been some changes since the report was issued, but essentially things are the same and in many ways things have gotten worst. Most of the fixes recommended cost a lot of money and as you can imagine they haven't been fixed! The rank and file know where the problems are, and a smart Chief would listen to the troops and make those kind of common sense changes. The kind of changes that can be made without spending a whole lot of money. Every change TeBo made ended up costing Dallas more in the long run. He was only concerned with furthering his own career when he was in Dallas. And the fact is, he just wasn't smart enough then to be our Chief, and he still isn't. TeBo ripped out our best and brightest leaders when he took over because they were a threat to him. DPD has been suffering from a leadership void ever since. What both our agencies need are good leaders, not police administrators that are experts at manipulating the crime stats to achieve the perception that crime is going down. The only reason why our crime rate is down in Dallas is because less people are reporting crime. When you have to wait over four hours for an officer to show up to take a report, why bother. If the deductible on your car insurance is $500.00 and the window they busted and property they took out of your car is less than that, why even bother to call and make a report. Everyone knows the perp most likely will never be caught. I'll bet your county spent a lot of money on that report, and it contains nothing that everyone didn't know already. And I'll bet it doesn't contain anything that a whole lot of money won't fix (which I'm sure you guys don't have, nor did we)!!!

Thanks for posting the full copy of this report. I couldn't find it anywhere else on the internet. I would encourage everyone to either download it on their computer's harddrive or print it. We need to hold Burrell accountable for the recommendations. Hopefully, Burrell's report won't end up like most other recommendational studies (i.e, Fulton County governmental recommendations) and sit on the desk for years and years until some investigative reporter asks 'whatever happened to.'

I'm just curious to see who in the upper brass is going to announce their retirements and their resignations after Burrell is officially CEO. Remember when Shirley Franklin took office and announced that all department heads will have to reapply for their jobs as she was conducting a nationwde search. Then, APD saw alot of people all of sudden deciding it was time to go as they knew the next chief was going to clean house.

You officially got my vote of "No confidence" I did a web search of other metro police departments in the nation. Why is it only DeKalb who cant stand their ultimate boss? Do a search of Chief T. Bolton... where are all the positive blogs?? you wont find any, because they dont exsist. Or maybe when he was making a positive impact (back in 1987) there was no internet yet.

Good job on posting the full report. I did find it on the Dunwoody blog (links on the right side of this site). The Team made some great recommendations - and a lot of them won't cost any money and involve common sense (what a concept!). Get the experienced and not-so-lucky sworn Command Staff OUT of 9-1-1 Communications (and put it under a newly created PS Director, filling it with a 9-1-1 professional), Animal Control, and Crossing Guard (the most ridiculous of all) and put them where they can truly make a difference and use their experience and knowledge. I would LOVE to see Mr. Ellis pull a Shirley Franklin and make the current Command Staff (especially those who jumped rank from driving the outgoing CEO, buddies from APD, and DeKalb's first non-sworn Chiefette) and Department Heads apply for their jobs. While the ICP concept is good, taking manpower from the street and giving them take-home cars really is ridiculous - ALMOST as ridiculous as having Officers actually having to wait to cars to come in before they go 10/41. I would ask that Mr. Ellis simply go back and examine EVERY move TeBo has done since his name was dropped by Vernon two years ago - up to and including where he stayed (and who paid for it...hint: the taxpayers) before and after his "interview(s)" (rumor was a suite at the Ravinia for several weeks). And that was BEFORE he stayed "free" at Stone Mountain Park in one of those luxury motorhomes. (Hey Dale - has anyone looked into from WHOM DeKalb purchased those motorhomes - without going out for bid?) C'mon - Dale has done a great job exposing this stuff - Lord knows he has plenty of fodder here on this site - why haven't more people jumped on the bandwagon and ran this guy out of town on a rail???

Today the big story wasn’t an election or a cityhood referendum, it was the fact that an Atlanta police officer was shot in the chest and his life was saved by a proper operating bullet proof vest. He was very lucky.
Lucky I’m told that he wasn’t working for the DeKalb Police Department because supposedly there are over 100 officers on the force with expired safety vests. In fact I’m told that the 68th, 69th and 70th academy classes are still in expired vests with no immediate plans to correct this situation. If this rumor is true, the DeKalb County Commissioners need to take action immediately on this problem and allocate funds ASAP.



So six months later, and every DeKalb police officer still doesn't have a up to date vest.

TeBo spends huge money on RV's that are always in the shop, yet we have officers without vests. And we have incompetents like Keisha Margarita and former Vernon drivers making $100k per. Plus the Recroders Court is losing millions each year, yet one of the people who caused the mess now works for TeBo.

Burrell and the commissioners better freaking cut the fat and find the money for vests, tasers, more vehicles and radio's that actually work.

Really, the perception of the vest problem is a little off. First, anyone who needs a new vest simply has to go in and get measured for one. There was a bit of a mixup when they switched over to a new type of vest, but the funds are there for vests and nobody is being denied a properly functioning vest. And officers are given a non-expired loaner vest when they go in to get measured.

Second, the only thing that "expired" means is that the warantee issued by the company has run out. It doesn't mean that suddenly the vest has stopped working.

There are a lot of problems in the county, especially having to do with "cronieism" in the upper eschalon. But some things that people are focusing on aren't really central to the real issues. Thus, continuing to harp on the non-issues distracts from the actual problems.

Talk about "egg on one's face".
I like Chief Bolton. He has brought a much needed change in the energy and activism by the law enforcement in Dekalb County Georgia. Certain parts of the county have been plagued with crime as "the urban element" has migrated into the county borders.

At the same time, dude, one month in which there was a drop in reported crimes does not make a trend. You set yourself up for this one Chief Bolton.

I stick to my claim that the reason for the one month drop in crime in November 2008 is because of the election of Barack Obama at the national level. This temporarily lifted the spirit of Black America. In as much as the bulk of the crime problem in DeKalb County happens in South DeKalb - a temporarily happy South DeKalb also means "happy Thugs" - a subset of the total population of South DeKalb. Happy Thugs are less likely to kill/assault/robber other people.

While I have no hard statistics on this matter - when I made this point to a group of Jamaicans they noted that the crime rate in Jamaica went down during the recent summer Olympics when Bolt set the world record and stoked the national pride in Jamaica.

The Black community has two choices to permanently address the issue:

1. Have a presidential election each month where "the Black guy" wins and stokes the pride of our populace
2. Implement a more comprehensive and enduring system of corrective actions that rid us of the oppressive system of crime and violence that too many of our people are smitten with.

I just read the report and I am truly impressed by what I have read. I love the fact that this team is going to make people responsible for their actions. The thought of a third helicopter is appauling, we don't even use to two we have. They are all off on Mondays or down due to weather! I think that when 90 is down for weather, training or what ever else there is that the personal flying the helicopters should work the road. Last time I checked they were law enforcement officers also. I'd rather them be paid to work the road then to sit upstairs and watch TV.

I love the idea of putting the adminstrative personal back on the road. The aids to commanders are just glorified, high paid secrectaries.

Keep up the good work! I can't wait to see what happens.

This report is great! I heard a lot about some Commanders being assigned to less that desireable assigments because they stood up to Chief Bolton. I didn't really want to believe that Chief Bolton would do someting like that. Especially the one about a someone being moveed for hugging Thomas Brown( can anyone confirm that allegation). Sounds like a carbon copy of Vern. Bolton seems like a good guy. As of late I'm beginning to believe all the negative things I'm hearing about him. Plus, I'm getting from Community leaders. There must be some truth to what people are saying.
I'm sorry Chief, you have lost my support. I think we need someone thatcan move the Police Department forward. You are to much like Vern and eight years of him have been more that enough. I don't blame Dunwoody.

To the poster asking for conformation of people being moved for "hugging" Sheriff Brown. Yes it is true, the victim being Captain Annette Lane. She was moved from narcotics to communications. The "offense" happened at a community meeting. Captain Lane is not the only victim. There is a list of people TeBo has moved, demoted or forced into retirement.

WOW!! Is Terrell Bolton the next Victor Hill? I ask because Hill used to punish anyone who worked for him who talked, hugged, spoke highly of or even seen in public with members of Clayton County Police. If you recall, Sheriff Hill wanted county police to be placed under his watch and used to do anything to undermine police chief Jeff Turner. It got so bad that Hill prohibited Clayton Police from using the county jail or visiting inmates for interviews to discuss pending allegations.

If these demotions are really going on, when is someone in the department going to sue the shit out of Terrell Bolton? As you see, deputies and citizens had no problems in suing Hill? To date, Hill has 20 cases still pending against him.
