Crime on the up swing

Despite the efforts of the non existent “High Crime Task Force”, violent crime is up for the year, and the department is well on its way to yet another record setting year under Bolton.

Compared to 2007:

  • Homicides up 5 percent
  • Pedestrian Robberies up 11 percent
  • Home Invasion Robberies up 16 percent
  • Residential Burglaries up an astonishing 24 percent!

It’s more than numbers, its actual taxpaying citizens who are victimized by predators roaming the streets of DeKalb County at an alarming increase under Terrell Bolton.

How much of a difference would an additional 50 officers on the streets after midnight make, while the 50 ICP officers are tucked in their warm cozy beds, and their 50 marked patrol cars sit in the driveways?

Former Atlanta police Deputy Chief Lou Arcangeli, who retired in 2002 after nearly 30 years with the department, said after-action reports have never been the department’s forte.
They are common in law enforcement after major police events, acting as a training tool by highlighting successes and failures.
In the past three decades, Atlanta police have never done them routinely, Arcangeli said, adding that he could only remember one such report during his tenure, in connection with local violence related to the Rodney King beating trial. Police departments often shy away from them because they fear embarrassment or making themselves legally liable, Arcangeli said.
“So you can tell a lot about an agency by the focus of their after-action reports and their commitment to self-improvement,” Arcangeli said.


Lou Arcangeli would make for a great DeKalb Police Chief, and would fix up the messes TeBo has wrought:

Every time you whine about ICP officers and take-home cars I roll my eyes and begin to tune you out.

The ICP unit is well-liked by the citizens. Its officers, while not answering calls, are actively out speaking to citizens, looking for solutions to problems, and generally creating a positive image of police officers in DeKalb County which we desperately need.

Chief Bolton has done a lot of things I consider ridiculous, but he had it right when he asked for 800 more officers. Rather than whining about a unit you don't like, take action on asking the commissioners for what we should have:

1) Additional police positions so that every unit -- Uniform, CID, Special Operations, and even ICP is fully and adequately staffed to handle the amount of crime in DeKalb County.

2) Marked take-home cars for every officer to increase the visibility and police presence county-wide.

3) Tasers

4) Working technology for patrol officers.

Ten extra officers per precinct isn't going to make the appreciable difference that you want out on the street. It's not going to reduce crime or call volume. Laying the rise in violent crime at the feet of whatever Chief is in power and/or the ICP unit is short-sighted, especially given the economic and social factors that this county faces.

I read that article about Lou Arcangeli. In a lot of way he reminds me of retired Chief Mike Burrows. Both would be good leaders for Delkalb PD

TeBo is never around long enough to complete an after action report. After the media departs he usually on the next plane out. He's big on talking and playing games. No Action TeBo!

Can we get off the take home cars for ICP? I'm not ICP, but that's not the issue. There are some good officers on ICP, unfortunately, they have gotten in the crossfire of Bolton's lamebrain ideas.

I know one ICP Team that actually works as a NET team, and they answer calls. The calls don't have to be pending for them to answer them. They have also backed my behind and probably yours because all of the other units are tied up. If this particular ICP Team is in the area when radio advise of a call, one of those units will handle. So can we face the real issue, please? I agree that ICP has given the department a cleaner view with the citizens 'SOMEWHAT'. Yes, a program like this has been in effect long ago. It didn't last long, but this one seems to be working.

Now, the VIP program..haaa...thats a waste and a dangerously stupid idea in DeKalb. It may have worked in Texas, but I really dont think it will here. Some citizens are probably going to get hurt because they will probably be targeted, singled out, or forget that they are not PD. I think everyone agrees on the magic buses (BTW I saw one yesterday in Tucker) being a waste.

I just ask that we stay on the issues: Bolton's waste of money, officers, time, and experience (either lack of, or demoting or transferring the well qualified).

Well check out Center ICP , unless a certain Lieutnant ask them to answer a call they remain silent. We need all the help we can get.

There's a big difference between Arcangeli and Burrows, Arcangeli actually stood up for himself and his department. Chief Burrows was a company man through and through. Name an instance when Chief Burrows publicly stood up and said something was wrong. I'm not trying to pick on the man but c'mon now.

Most, if not all of our command staff and supervisors are busy trying to stay out of Code Enforcement, Animal Control and Radio or.... trying to stay on the watch or with the unit to which they're currently attached.

It doesn't excuse the fact that they've sold themselves and the department out. Bolton has set up a system that seriously penalizes those who don't go along.

Excellent work is not recognized or rewarded. Blind loyalty and the company line are the name of the game.

Take the position of Captain. It is a merit protected position. What happened to it?

It is being done away with in favor of the appointed/not protected position Deputy Chief and Major. Say the wrong thing and "blam!" you're once again an Sgt., a Cpt., or an Lt.

If you are not demoted to your previous rank (provided you held one with Dekalb prior to your appointment), you are forced into retirement.

You have to hand it to the Chief, there's method to his madness.
