The first good promotion I have seen in a long time! Annette Lane has more fire and more backbone than most of the male supervisors in this department. She was mistreated by Bolton and kicked out of her position as the Narcotics Section Commander. Rather than kiss his ass like so many others did, she stood her ground. I respect her for that. She is a very down to earth, decent person who you can talk to about anything. Like all of the upper management in this department, she does not know everything. Unlike the current upper management in this department, she does not act like she knows everything!

Congratulation Major Lane! I hope you are the first of many NEW command staff supervisors.

I waited for the cops to have your say on the Majors promotion before putting in my own two cents.
The first county layoffs were announced by the Development department and then delayed by CEO Ellis after he received word on how the county employees were told to vacate their personal belongings from their cubes, and stay home. They would be notified by phone if they were required for work, otherwise consider yourself fired. Ellis wisely delayed the layoffs after hearing of the method and notification issues from irate employees.
I just read the memo from Ellis and I admire him because he has way more respect for county employees than our fracken’ managers and directors who have become “Vern’s Zombies” under the Jones administration. HR was the first. Purchasing came soon afterwards and the rest of the county soon fell under Vern’s evil spell. “oppose and be fired” was the policy and we were all to fracken’ scared for out jobs to oppose obvious violations of ethics.
Now county employees are faced with a disrespectful management who refuse to provide their employees the basic right of being told when they are being canned and why. This is chicken-shit on a variety of levels and shows the collective county attitude of complete disrespect of county employees espoused by good ol’e Vern and the county commissioners.
CEO Ellis had the intelligence to admit that this was wrong and delay the lay-offs and hopefully provide guidance to Developments managers on how to respectfully tell good employees on when and why they will be laid off.
Most county employees should be making 20 percent more than they do and this is a direct result of the policies under Vern. You will of course notice Vern and the commissioners got themselves whopping 50 and 100 percent pay increases respectively while collectively denying raises or salary studies to DeKalb employees for 8 years.
Here is my theory, and many of you will not like it one bit. I would not be surprised if this post is blocked because of what I am going to write. My theory is this: Dekalb County Government is attempting to reshape employee demographics to a government of minority employees only. Minorities in general are willing to work for less than the majority population due to job discrimination and racial bias. The County is deliberately keeping county employee wages below equivalent local government market wages to attract minority recruits and candidates while repelling majority race candidates due to the below market pay scale schedule. Vernon totally destroyed most of the white management during his tenure. The county will claim that is not the case but the facts and figures speak otherwise. I find it very heartening that Ellis promoted O’Brien to acting Chief as he is white; he is probably the first white to be promoted to a top-level position in 8 years. It speaks that character and not color is the determining factor in hiring and promotions within DeKalb under the Ellis administration. (The really weird thing about this is that blacks are the majority population in DeKalb, so under the guise of “affirmative action” the majority population of DeKalb has been discriminating against the minority population and it’s all backed by federal law. Perhaps this is why I moved from DeKalb a decade ago. I saw the writing on the wall and made the move. I am glad I did. Dunwoody feels the same with it's succession from DeKalb.)
I welcome spirited and civilized debate on the subject.

Oh it didn't take long for the haters to appear,geez folks, if you had ever worked for Annette you would be ecstatic that she has been promoted!!! I just want to make sure that she gets higher than Major because she is qualified, a sterling leader and definitely deserves it, we cannot take much more of Horner, Rancidfer and the lame ducks Helms and Harrell. We need Annette as an Asst. Chief because she is NOT going to back down from improper orders and always has her troops' backs!!! We love you Annette!! You will continue to shine at DKPD!!

I have been a supporter from day 1 of Burrell Ellis. He always speaks of putting the "unity" back in community. This is a good thing....but, when you talk about minority employees and the such, it surprises and concerns me as well that there is not one white person on Burrell's staff. Wonder why this is? Next time I am at a function where he is present, I am going to ask him that very question. He is a good man and has followed through with so much he said he would do in helping to bring back our public safety dept. to where it once was. I still stand behind him but surely there was ONE qualified white worker he could chosen for a position on his staff.

And while you are at it please answer this question. If any friend of Director Miller is automatically disqualified from consideration for promotion does that same rule apply to Chief O’brien?

If you take time to learn the facts and stop listening to people that are just as stupid as you are you would be able to have a decent conversation. As for Ellis not having any white people around him, he can have who ever he chooses. It’s funny back in the day of Burgess no one had one thing to say about the mistreatment of officers now it’s a problem. You see a wrong I hope you teach your kids that this stuff is not right and never has been. Major Lane is far more educated then a lot of the current command staff and that is a fact. Maybe you should get to know her before you make such an ignorant statement.

why dont you guys make up a mock promotions list. Who is so qualified and has all the supervisors skills that you are looking for. Who know's who will be promoted. Who will do a better job than another. We have had managers like Gainey, Maddox, Duncan did you like any of those guys. They all had their good and bad side just like everyone else. No one is perfect, we just pray that they do the right thing. This thing is bigger than you and me. Thing's take time and money. The time we have plenty of. Put ur list on the blog and let everyone make a comment on them. At some point and time, if you have been suspended, then you were mad at someone for your own mistake.

I really like the promotion of Annette Lane to Major but it has nothing to do with her education. Some of you are trying to say she is qualified because of education. I think she is qualified because she has a backbone, she will treat people right, she has common sense and she will listen to other people’s advice. I don’t give a damn what school she went to 25 years ago because the reality is that it has very little to do with police work. I also really like the fact that she did not kiss Bolton’s ass like a large number of the current command staff did!!! It speaks to her integrity. (and theirs)

A previous post said officers should offer their own proposals on who should be promoted. A mock promotions list he called it. I think this is a great idea! Rather than just criticizing what you do not like, offer some suggestions of your own. Give the reasons why you think certain people should be promoted and then let the debate begin.

Yea...Make up a list, not necessarily of all available but maybe including some long gone from here so we can get a view of the type af experience, ability and management style that we are looking for...all races and gender. Come on let's see who you think / thought was a great manager.

Enough with the crying and enough with the education. A degreee doesnt mean you are qualified to be a manager. However, rest assured your girl, qualified or not, will be a Chief within a month. Anybody wanna bet on that one.

I like her. She's not perfect, but she doesn't pretend to be either. I've seen her stand up for her subordinates when others would not. She also stood up to BOLTON! How many people in the department can you say that about??

Since we compare ourselves to the military all the time, why don't we look at the education requirements of the military. YOU HAVE TO HAVE A DEGREE TO BE AN OFFICER!!!!! Obviously that STUPID piece of paper, as some of you call it, is worth something to the military people. I say you need a degree to get to LT.......just like in the military.

Of course a lieutenant in the military would be in his early to mid 20s with about 2 or 3 years experience. A typical lieutenant in the DeKalb Police Department is in their 40s with 15 to 20 years experience. Other than that your comparison is very accurate. Apples and oranges dumb-ass!

The big promotions shouuld go to the people who put forth the effort to do the big job's and do them well. Like the Major Felony Unit. Put forth the effort and earn the big job's.Too many people get the big promotins with only minimal effort. Real men work Major Crimes. :-)

George S Patton - Great leader - Graduated USMA.......no enlisted service. David Petraeus - Great leader - Graduated USMA......no enlisted service. Colin Powell - Great leader - Graduated ROTC.......no enlisted service. Dwight Eisenhower - Great leader - Graduated USMA........no enlisted service. Ulysses Grant - Great leader - Graduated USMA......no enlisted service.

The list could go on and on. While there are a few people that rose through the enlisted ranks to become great leaders, by and far the most came in as officers at a very young age. I believe the poster has a point. Just because Dekalb doesn't allow younger people to be leaders doesn't mean it's not a good idea. I think ya'll are a little to quick to judge on here. Maybe the previous poster has served in the military before and you just called him out on it. Those twenty something year olds have a lot of responsibility. They bleed just like the 40 somethings and ultimately they have to bare the brunt of having final say. Since we're changing stuff up, let's look at all options! In some states, colorado to name one, you have to have a degree to get certified.........just saying.

This is the best post I have read in a long time. And for the IDIOT who said if you don't do a tour in Major Felony of IA then you should not go past the rank of Cpt. What in the hell made you say that. Bottom line is there are not enough positions for every person in the department to go to MF or IA to make it past CPT according to you. I would assume you a rookie. Had you been here long enough you would know that Major Lane worked in Vice, when it was a REAL VICE UNIT. She worked on alot of MAJOR cases. And I do mean Major ones, involving senators, a major pimping ring, I mean I could go on. She has earned the rank. It was not given to her. So here is what I say. How about all you HATERS, even the man who said he talks trash to his wife and son when the screw up, write a list and post it on here as to who YOU think should be promoted. I'm very interested to see what you come up with. Just because YOUR person don't make the list does not mean the person that made it is not deserving of it.

Yeah, that is a great idea. Let’s make 24 year olds with 2 years experience lieutenants in the DeKalb County Police Department. That has been the problem all along. We should start doing exactly what the U.S. Army does. Change things up a little!

You would have to be a 24 year old moron to even suggest such a thing!

Now to the point of Annette Lane making Major; When Bolton was running this department he intimidated a lot of the cowards we currently have in the command staff. They mistreated a lot of officers because they were concerned with themselves first. They kissed Bolton’s ass and they have been rewarded for it. Annette Lane refused to kiss Bolton’s ass and she was punished for it. Maybe this means nothing to some of you but it goes a long way in forming my opinion of her.

When the going gets tough, some people fold like a K-Mart lawn chair. (see current command staff for example) Other people stand up and stand their ground in tough times. I am sure Major Annette Lane is far from perfect but she is no coward. That is good enough for me for now.

If my post has offended anyone or hurt anyone’s feelings in any way, I assure you it was not my intention to do so and I offer my heartfelt apology to all affected.

A lot of people like to skirt the big hard jobs to get what they want. Serving a good tour in Major Felony and IA builds character and shows that you are willing to put forth the effort and gain the necessary experience and dedication. I'm not referencing this for Lane. I'm voicing my opinion in general. There are many who have skirted the big jobs and gained rank. They are kind of like draft dodgers to me.An organization that emphases the easy route to sucess is an organization with little of the "right stuff"....and the "skirters" ( those that avoid the right stuff) have little of the right stuff too.

Arrogant. SWAT officers who will kick u off the team if you are not down with the good ole boys. ( Rutland help!!!!!)

Gang unit is undersatff by 15 detectives. There is a serious gang problem in Dekalb.

We got a picnic table full of supervisors smoking and joking,plotting how they can stay in control. Fella,s you are putting pressure on the acting Chief.he will be fair.he will be great if there is no cronyism.

Why is it ok for the Bomb Team Boys to miss SWAT training on a regular basis but other officers are threatened and put off the team? There is only one answer to that question. They are Rancifer’s boys and AJ will not stand up to a grasshopper. Yeah Rutland can be a hard ass but he treated officers with respect and he was fair. Working for AJ is like working for a 5 year old and the SWAT Team is nowhere near as good as it use to be. Maybe that is why so many wish Rutland could come back. Plotting for control? Please!!! That’s AJ and Rancifer’s mode of operation!

If memory serves Annette Lane did serve in Youth and Sex, which is part of Major Crimes. But to say you have to work in Major Felony or IA to be promoted Capt. or above is ridiculous!! You should have to have to have any CID experience to get promoted, starting with Sgt.

While it won't make you a better manager it will give you a more rounded experience.

Personally I don't think Maj Lane is qualified for the job. Just because you have a degree, it does not make you smart or a good leader.
