If you are talking bout Captain Brian Harris, and I would bet my house that you are, I think he is a Colonel, not a General. But no need to split hairs. What did he do at the SWAT shooting? I know several SWAT guys and I have not heard anything. Of course he is capable of doing damn near anything.

Well yes, technically he’s a Colonel; however, he is waiting on senate confirmation (or some other process) to pin on his star. And because you didn’t hear about it doesn’t mean much. I like the guy; however, I hear he’s over the top. The way I understand it is, that when SWAT snipers exchanged gunfire with a guy a few weeks ago at the complex on Juliet Rd, he had to be run down and turned around by Sgt. Rutland (or Lt Rutland, I’m not sure which) as he was trying to get his m-4 and TAKE CHARGE! Check back with your swat guys… Maybe they were stacked and ready to intervene, and didn’t see the show……. As far as the Dalai Lama, that is confirmed. He was removed after the first day!!! Not sure why, but I can only imagine.

Horner back in Special Ops?? great things are not getting much better. The last time he was there all he cared about was his own tail. Held back citations and told the troops they were short so they would work harder, then put them all out at once. It did make him look good though. Agree with all getting rid of the big K is a start. Chief you need to talk to the special ops people and let them tell you about Horner.
Yep I worked the Dalai Lama also and never saw Capt. Harris. Also didn't hear a peep about any incident. Sounds like BS to me. Didn't hear anything about any SWAT incident either. Again sounds like BS or someone has a personal issue and is full of it.
Funny I was at the SWAT call out and around Harris most of the time. I saw and heard nothing close to what you have fabricated. Ohh and as for his so called "removal" at the Dali detaill, that didnn't happen either. Harris was there and as far as I could see did a great job working with the motor escort and was on military leave after that. Once again this is the problem with the Dekalb County Police Department, THERE IS NO CONSISTANCY!!!!!!!! We as Officers have gone through enough Chiefs over the past few years to where it’s impossible to be consistent ourselves. THIS IS WHAT I CONSIDER A HOSTILE WORK ENVIRONMENT. I come to work every day with a migraine headache because I’m not sure how or what this Department expects from me on a day to day basis, or who that person giving orders will be. Yes, the previous comment was right this Department is not run based on who is the better qualified but who isthe GOOD OLEBOY, HOMEBOY, and OR HOMEGIRL.
Therefore we should not give Kudos to Chief O’Brien because in the end it will not matter, the same thing is going to happen. GIVE KUDOS WHEN HE STOPS THE FURLOUGH DAYS, GETS US BACK PAY FOR MERIT INCREASES, NEW WORKING EQUIPMENT, AND STOPS THE INCREASES IN THE PENSION AND INSURANCE. Really it doesn’t matter who is Chief or Asst. Chief this place is a time bomb and disaster leave now before it is toooooooooooooo late. To anyone considering Dekalb as a place to work run like hell the other way like Forest Gump.

More than one person saw the Harris swat incident because I heard about it from more than one person on scene.
So what your saying is that Captain Harris was out with the troops and ready to go to battle with us, and we are complaining?? First of all, it doesn't take a rocket scientist to supervise Special Ops. Sgt. Carruth is more than capable of supervising a group of officers.
Second, in reference to the DUI, Ron was disciplined for his error in judgment and it took place over 5 years ago. People have the right to have second chance. Also, you need to check your facts, he wasn't involved in any fight at Famous Pub. So do me a favor next time you go putting SHIT about people haVe your facts in order, so you don't look like an ASS!!
Wellllll, anonymous 6:29am and 8:42am, let’s explain. Just because you worked the Dalai Lama and didn’t see Harris explains only that you worked a part time job. The one’s that “WORKED” the escort can verify the claim. Harris was at the first escort.. Then (after making sure that DSS and everyone else knew about his m-4 and extra ammo); mysteriously he was called over the air and ordered to the CP, never to return to the escort detail again. He even told the motorcycle guys “I probably won’t be back!” HMMMMM! Now on to the SWAT shooting anonymous 8:50am and verified by anonymous 3:18pm! This one occurred when all elements of SWAT were staged, the team was stacked and snipers were in place. Shots rang out, snipers were exchanging fire, and Harris was running to his car from the CP for his m-4 (OH how heroic!!!) and had to be chased down and gently grabbed by the shoulders, turned around and walked back to the CP. Then, when it was all over, he had the audacity of “trying to take control” of the crime scene and tried to brief IA and MF on the walk through, even though the SWAT Commander, Assistant SWAT Commander, and Spec Ops Assistant Chief were all there for the whole thing… So, I guess you guys that “were there” and calling BS on the other poster, must have been busy doing your jobs, and didn’t notice what a “Know It All” ass he was making of himself. “WOW!!!” For a guy that likes to brag about all of his degrees, he’s got a lot to learn! To anonymous 3:53pm, NO! It’s not about being out there with your troops… The point is that managers have to know their limitations and trust in their experts. The incidents in question were typical “I’m In Charge” scenarios, where Harris OBVIOUSLY made a fool of himself and didn’t “trust in his experts” …. He’s never been SWAT! And he’s never worked a State Department Security detail… AND IT SHOWED…

Being retired military, I’m not sure what “Leadership” manual you are reading, but you’re an idiot!
The problems always stem from the top! If the bottom is f’ing it up, then it’s because they collectively decided to stop working for the top! If the top is not supporting their people, or making bad decisions, then [again] the top is the problem! The only scenario in which this wouldn’t apply would be a small unit, in which “vexation” could be the problem. We have over 1000 officers (The Bottom), we have 40 something Lieutenants, 16??? Captains, 8??? Majors, 4 Assistant Chiefs, and 1 Chief (The Top)… So, by my math that’s 69 or so command staff. Do you really believe that (in our Department) you could get 1000 + people to collectively decide to make the command staff look bad??? Hell, we can’t even get those 1000 + people to participate in a ticket slow down or join the FOP, so I don’t think so…. That said, I highly doubt we have vexation. Try picking up the PLDC (that’s the “Platoon Leader’s Development Course”) manual at a surplus store, or attending a management class.
However, I will digress for a minute…. I think the initial post, supported by a few, was merely trying to express a positive enthusiasm that Chief OB was starting to make some positive corrections, and that; in the poster’s insight (or knowledge), other changes were either warranted or in the works. At least it appeared that way by what they’ve been privy to. You are right in one aspect though. The problem with this blog (just like the last one) is that too many people get on here and don’t know what the hell they’re talking about!
OH, and to anonymous 12:58, you are 100% right… Jerry Carruth has never been a “Good Ol’ Boy”. If he had, he would have gotten any number of the positions that he’d applied for in his 20 + years… He didn’t, so I guess that would be a disqualifier for the “Good Ol’boy Club!” …

The situation now is that it doesn't really matter what the chief says or does. He's in a no win situation. People will come on here, post anonymous BS and continue spread to their crap for others to see. Folks screaming about Sgt. Carruth is a perfect example.
You mentioned the military. The lowly grunt has been complaining about their commanders since the dawn of armies. The BIG difference is that it was/is done privately. The problem here is that others outside our department read this blog and assume all that is written is true. At the very least we come off looking like spoiled children. Hell, the army has shut down blogs by its own soldiers because of their detriment.
The problem is the personal attacks. I bet if you gave out your name people would come on here stating how stupid, useless, mean, lazy, or tankers ain't sh*t.
Even your own post which had valid points loses some of its validity the minute you started making assumptions and fatuous personal attacks.
And just so we're all clear the PLDC I know refers to the Primary Leadership Development Course which has since been changed to a different name which I can't recall at the present time.
It amazes me that anyone will listen to you because all you do is complain about eachother. You are supposed to be one unit the PD and instead you bash eachother. It's ridiculous and makes you look like a bunch of whiny little girls. Come together whether you're in a specialized unit or on the road. You are all cops doing a dangerous job no matter where you are in the dept. Get it together before people start laughing at you too.
The truth is that SOME of what is being said about Brian Harris is true. Even before these incidents he has been involved in several incidents that could be called questionable to say the least. BUT regardless, he is still a good guy and he is a smart guy. He just needs to calm down and let others do their job. Sometimes he just wants to tell everybody how to do their job and sometimes he wants to act like he is an MPO. All of this said I wouldn’t mind working for him if given the chance. He is not lazy and I don’t think he would sell you out.

(Perfectly portrayed in “Saving Private Ryan” where they were marching along and complaining; and Tom Hanks was asked: “Don’t You Complain Sir? (or whatever) And his response was “Not to you!... ect, ect” Bottom line was this SIRS!: I was defending one of the previous posts because some of the posters didn’t know what they were talking about. Things are what they are! Some people are good managers and have the ability to succeed… Others have the knowledge, but choose to believe that; because they were given certain positions or rank, they were given the knowledge to go with it! A good manager doesn’t have to know everything. He/She merely has to put people around them that do and recognize/trust it! “Leadership 101” my friends…
