When you think times can't get any harder, they do. The commissioners are going to vote to increase our pension contributions 100%. For entry level police officers, that means an increase of about $52.00 per check or $104.00 per month. If you are topped out in your rank, it will be hundreds of dollars more each month. In simple terms, come January 1, 2011 we start the new year off with 4% reduction in pay.
Burrell Ellis claims the commissioners are bound by law to make the increases. He claims the early retirement debacle that cost our pension fund 43 million dollars has nothing to do with it.
Just as he claims that "law" will not let him or any commissioner take a reduction in pay. It is law they receive their full pay while they set back and cut ours to disbelief.
This on the heels of our health insurance premiums being raised as much as $100.00 per month and forcing some police officers to change insurance companies.
We have not had a cost of living increase in years. We have lost our merit pay increases. We have lost our end of the year sick time payments. We have lost paid holidays. We have lost overtime pay. We are being furloughed 7 days this year. The county is facing a 50-80 million deficit in 2011. There is talk, which has not been denied by any commissioner, that we will be furloughed up to 17 days in 2011.
In the meantime, Burrell Ellis hands out pay raises to his staff in upwards of 34% per year, he gives ten of thousands of dollars in payouts to those forced to resign. To this day he continues to give his staff take home cars or car allowances, while we stand in the parking lot waiting on a car so we can go out and protect the public.
The commissioners will not stop. They are opening new police precincts, talking of spending millions of dollars on buildings to open even more precincts. Spending tens of millions of dollars remodeling the slum Recorders Court. Buying up land for new parks. It just keeps going on and on.
It is becoming more and more clear everyday. Burrell Ellis and the commissioners are raiding the treasures of DeKalb County and giving it to the "few and the favored", all the while trying to make up for their crimes on the backs of the hard working police officer.
Not one commissioner has stood up and said STOP! ENOUGH ALREADY! WE HAVE TO TAKE CARE OF OUR POLICE FIRST!
The antics of these commissioners will cause the safety of the citizenry to crumble. A demoralized, underpaid, unappreciated police department is not an effective police department. The citizens will suffer.
Sorry Assistant Chief Yarbrough, the timing of your promotion could not have been worse. And your question put to all the uniform Majors and Captains on what can be done to improve morale, make working conditions better or what positive improvements can be made, sounds a little silly, for a lack of a better word.
How much more are we going to take!

Ok so we have to kick in an extra 8.5 million and the county has to kick in 16 million. Something doesn't seem right. Before the early out the increases being talked about by the pension board were nothing like these amounts. I know it lost money a couple of years ago but the a large portion lost has already bounced back.
I'd like to know at what percentage the pension is funded at currently. Again something just doesn't seem right.

Well, this is the first time I've posted on this blog and it will probably be the last. I would like to thank you dekalb for the four years policing experience you have given me at one of the most dangerous areas in the entire state. My experience and skills will be a welcomed asset at a department that can provide me with a humble means of existence, which you are obviously too inept. Really just can't think of a single reason to stay at this point. Good luck all.
ALL of you thought Burrell Ellis was the best thing since sliced bread because he got rid of Tebo and opened his doors for those smoke and mirror meetings when he first took office. I hope all of you realize that he has never nor will he ever give a damn about DKPD. Hell he still has the Sheriff's Dept. as his security. As a 20 yr. veteran at DKPD it is a SAD SAD scenario when I can start anew at an adjacent agency and get a NEW take home car and more take home pay as a new employee than I will have now at Dekalb. SEE YA LATER GHETTO DUMP...

Sounds to me like the officers need to go on strike or get hired with a department that backs their officers! I'll give DeKalb County one thing; their officers have a lot of experience dealing with crime and I would stand by any officer's side any day of the week. However, their politics suck and they don't know how to manage the county's money. Either someone needs a better education or I guess a degree is just worthless in DeKalb County.

I just read the AJC story and I am totally bewildered. First, I thought the employee contribution was only 2 1/2 percent and the county was 7 1/2 percent. Now I find that DeKalb employees are contributing 4 1/2 while the county was contributing nine percent. The AJC says that is about to double for both to roughly 9 percent for the employees and 17 percent for the county.
I think it safe to state I have no idea what is going on in with the pension board and cannot be held credible for any statements I make regarding our pension.
First, I have to humbly apologize to the BOC for calling them liars and hypocrites in a previous related thread.
Second, it's been my experience with the BOC that they will never approve doubling their contribution to the pension fund from 9 to 17 percent. They will approve doubling employee contribution but it is not in the BOC's psychological profile to increase the county contribution to an incredible 17 percent.
While the BOC and CEO have no problem with giving their own staffs hefty raises and 500 a month transportation allowances, they despise rank 'n file county employees too much to ever think about doubling the county pension contribution. They all think y'all are under-worked and overpaid to start with.
The CEO and BOC refuse to even tour the county facilities or talk with the employees so they are clueless to the issues and conditions facing DeKalb workers.
The AJC story needs to be confirmed because it is inconsistent with the pension board minutes that have been published in this blog.
Perhaps the pension board chairman can step forward and clarify the situation. As I have said before, the pension-board needs its own web-site to disburse pertinent and timely information to the employees and retirees, including publishing the pension board minutes within two weeks after the meeting. This is fracken' ridiculous waiting three months to see the transcript.
All I can safely say mates, is hold onto your hats! Your in for a hell of a ride!

DeKalb County if FULL of criminals. They naturally elect criminals to be county commissioners and run the show. Criminals hate the law & the police that enforce the law, therefore they hate YOU and I!
We will never get a fair shake from them and they will always screw us over if they get a chance. The criminal element is "empowered" now and until they are deposed DeKalb will be a haven for criminals and hell for law enforcement officers.
Now some might say that there is no reason for the police department to even exist. To those I say that we are the only thing Decatur truly fears. We represent LAW and Order, the way it is written in the book. Not the way some sham judge elected via racial bias sees it, but the actual LAW. Not the way some sham DA sees it only prosecuting certain cases that will boost his or her political aspirations, but the actual LAW. Not the way some idiot appointed offical in Washington DC sees it, but the actual LAW. Not the way some criminally inclined county commissioner sees it and trys to sneak and weasel and steal from this county for thier own financial and political benefit, but the actual LAW.
We are the ones holding thier feet to the fire and we are the ones who make them nervous and keep them awake at night. If they try to disband or defund the police department here it will be because we are showing the truth about them for what they really are. They, the county commissioners, are self serving clowns who have given the whole circus away. The people of DeKalb need to wake up and understand they that have been taken to the cleaners by the con artists they elected.
Some say "be glad you have a job, any job in this economic environment". I say our employers have changed the rules on us over and over and over until we no longer have a chance to do our job and survive. The cards have been stacked against us by the bad guys in DeKalb. Should we cut our losses, fall back and dig in elsewhere and make a final stand? Or, should we continue to fight for what is right and true and good even where the vast majority of the people of the county and thier elected officals hate us?

$43 million dollars from the pension fund? Isn't the pension board supposed to protect the pension? That sounds like a huge mistake to me. I agree, why to we have to wait so long for the results of a pension meeting and why is it that they mostly never communitated with us at all or at least in a menner that we could readily access. NYPD actively participates in pension decions. We need a pension advocate. We need to attend pension meetings in mass on a continuous basis. We need to take charge of the parts of our future that we may possibly have some effect on and soon.
Does anyone know when the next BOC meeting is ? This is a good venue to vent but there is no pressure on the leadership of the county when we are all sitting at home bitching on some website.
I propose we get off our asses and all show up to the next series of meetings that are going to decide our financial future.

Start turning in resignations post dated March 17, 2011. That is more than enough time to secure employment with an agency that is generally safe and has a community and commissioners that actually want and back their police officers. Let Dekalb devolve into the new Detroit it has become. There is nothing a 1% of decent individuals can do in that environment but become victims themselves. Imagine sitting in front of a Dekalb County jury of your alleged "peers" on trial for doing your job or defending your life in that cesspool. Not only has our pay been cut by at least $2000 a year because of furloughs, but now we can add another $2500 pay cut on top of that because of our increased pension contributions!

Public Safety is the red headed step child of DeKalb County. No other employees sacrifice more than we do. And what do we get in return? Pay cuts, furlough days, insurance and pension increases...enough is enough. What reason do we have to stay with DeKalb County? Guys, Can we join you in protest???? I am in IS and it SUCKS here too...By taking out the Cigna HMO, my personal medical expense went up by 20% next year compared to this year[not counting the premium increase]. And now the pension paycheck shrink of another 4%....
What a bunch of B.S. that the early retirement plan had no impact on this decision.
Bottom line is that all employees need to unite and be vocal about this unfair and terrible treatment of all of us.

Thats why a lot of us left several years ago. We could see the handwriting on the wall. We love our families too much to risk total financial ruin at the whim of idiots. Take my advice.....leave now while you still can. Hopefully you are young enough to start over and learn from your mistake that you made by working for DeKalb in the first place.
The County pension fund is based on a 7.75% yearly investment return. Some financial honchos say that this is too high and should be about 6%. This means that if the County adopted and used the more conservative 6% number, that both it and the employees would have to contribute more money each year.
If the county is paying the pension fund an interest rate of 7 1/2 percent on the $43 million borrowed from it to pay for the early retirement program, then nothing is lost. But I doubt that the County is paying 7 1/2%, or even anything. Then there is the question of how does the $43 million principal get paid back. I really question the legality of the borrowing. If I was a county employee, I would want to know answers to these questions. You guys should be asking for the legal opinion given to the pension board.
The County pays $110 million in healthcare costs each year for its current employees and retirees. It pays another $46 million for retirement benefits making a total of $156 million out of the total budget of about $600 million. Not much is left to do anything useful. There just are too many employees in the job creation factory.
Dekalb County already has the second-highest tax rate in the metro-area, beating Clayton County by only a few hundredths of a mil. As a taxpayer, I am preparing to grasp my ankles a little more tightly as they stick it to me for more taxes.

APD really seems to be headed in a great direction with a supportive Mayor and Chief that aren't afraid of their own shadows. If you prefer a metro environment to work in APD is a great choice. I know of one former DKPD PO2 that switched not long ago and is already a sergeant at APD. Best of luck guys, Dekalb is a lost cause.
Actually veterans have the MOST incentive to leave now. As a retiree your pension is frozen as is until old enough to collect. As a current employee you are subject to the BOC's whims and corruption as you can CLEARLY see. Stay and you will see your retirement disappear overnight. If you remain at Dekalb you deserve what you get as you have been warned numerous times.

Why wait until March 17, 2011 to display our concerns with the BOC and the CEO? I have noticed that many county employees are utilizing November 24, 2010 as one of their furlough days. I believe that this would be a great day for all furloughed DeKalb County employees to gather up our families and post ourselves outside the BOC and CEO offices. All county employees need to unite and show these elected officials the faces of those they are hurting. This would have the potential for media coverage and could possibly give us a voice. By no means am I encouraging an all out protest, just a reminder that we have families to support and we are tired of being mistreated and unheard. How about it FOP President Wiggs? Would the FOP support such an idea? I find it sickening that just last Saturday, the BOC and CEO sponsored an “Employee Appreciation Picnic” then on Monday, the CEO sprung the news concerning the retirement contribution increase? What’s in store for employee appreciation next year…a soup kitchen?

Now, I ask you. Are you a member of the FOP? The only speaking for members and non-members alike. If not, then you should. Membership is climbing by the day as more and more officers stand up for themselves. Come on now. Do it. And attend the meetings. Don't keep yourself separate and isolated. Get engaged-stay engaged. What better place to come together, unite as one voice, and collectively plan attendance en mass at BOC meetings or staging protests outside of those meetings or their kingdom on Ponce DeLeon.
UNITE! Put your money where your mouth is. For your own good. Certainly all of you can find some way to pay the modest membership for the only voice speaking on our behalf in DeKalb County. It is money well spent and I have no regrets. The FOP has the experience to organize and garner public support.

The community as a whole in Dekalb will NEVER support the police and the BOC is certainly not fearful of an impotent FOP. This is a right to work State remember, you won't have any bargain rights in the foreseeable future. Grow up and stop pushing your agenda here and move on to a winnable war. Anyone with any sense or is career minded has left Dekalb County.
The problem with asking people to join FOP is it's a gamble. It's a gamble some of us just can't afford. If the FOP is serious about gaining members so they can go to the BOC and say, "We represent 90% of officers" then waive membership dues for 1 year. Get hundreds of officers to sign up, represent us all at the meetings, get something accomplished for us, then start charging us dues.
What does the FOP stand to lose by doing this? I keep hearing you need members for the BOC to listen to you. Make it free for a year. You'll get your members. Show us what you can do, then we can dig into our pockets for the dues. But it's kind of hard to justify digging into our pockets now because you 'might' be able to do something if enough people do the same.
Just an observation, but Hank Johnson, for all his Gaumanian turning turtle fears, supported federal legislation to give public safety workers collective bargaining rights, one of the goals of the FOP that was crushed by the Republicans.
Also, striking is a fireable offense. Abuse of sick time is also an offense that can cause loss of pay, demotion or firing.
A mass resignation is not, and wouldn't appear in your POST records.
One final thing, Most pension plans, both public and private, lost nearly 30% of their value during the 2008 crash. Pension increases on that basis alone were inevitable.
While I'm highly curious as to how much an impact the early retirement had on the fund, not everything is a conspiracy.
Sometimes things just suck.

WATCH and see... Not all of us have lived paycheck to paycheck but have invested well over the years when adequately paid and have no issues at all taking time off to invest in a better future for ourselves and families. Obviously YOU didn't prepare for YOUR family or yourself.

I have never been a big supporter of the FOP but Iam going to give them a chance to represent me and join. Iam not a member right now but I will be within two weeks.
I hear Chamblee is hiring 12 officers to expand into Huntley Hills and they pay extra for experience. Haven't heard about any furloughs there and their retirement and health care is paid entirely by the city....just saying.
Everyone is being furlough except the sheriff department and they also have to work overtime. The sheriff requested a million more dollars to his budget this year to help pay cost of overtime.

Do you seriously want to gain the attention of the BOC? Here is a suggestion for an organized effort. How about a few billboards around the county notifying the public of our current dilemma? With enough support, Police Officers and Fireman could easily pay for this advertisement. Maybe a picture of a Police Officer and Fireman with a message reading “The County Commissioners are furloughing Police and Fire, Who’s protecting you and your loved ones when their not?’
As you all know talk is cheap. We have to start somewhere because in the 24 years that I have been here, representation for Police and Fire has not produced any credible results. Time to put up!

Thank you for your comment, however you see you were the only one to respond to my suggestion. That’s why there will be no change, no solidarity. Officers talk and vent about their frustrations however when comes down to real action there is no support. Ticket Slow Down? That’s a joke. Do you remember when TB was in charge? Ticket writing was at an all time high however we did not see any pay increases for this tremendous effort. Ticket Slow Down? Do you actually think that TAC participated in this SLOW DOWN? The intent of this blog is good, but the administrator should really cut out the anonymous posts. Most of you talk big shyt but you hide behind your "badges". I will venture to say that your probably do the same at work. Allow other officers to work your teroritory while you "hide" because of pay and other personal issues that you want other officers to support you on. Take your bitching, non-working asses on. I am a proud police officer and not ashamed to say it. This is my department, we are having hard times right now, like most organizations in this country. Either police spirit is in you or its not. If you are here for a check, Quik Trip and Waffle House are hiring and they have better benefits! If you dont want to be here..stop telling what you gonna do, just do it..don't wait, go now. I rather work with 1-2 real and true officers than any of you who complain non-stop. FOP man, I support you because through it all, you about reclaiming the prestige of the DeKalb Badge. I respect that. Like all things, this too will pass..maybe we are going through this to weed out the pretenders..like special forces training, the harder it gets, the weak will quit. I am still here and will see the real troops through our negative phase. And for those of you that have already left and its so great where you are, why are you even on this site? You said good bye already..go sling your negative dirt and drama elsewhere! Real officers, keep up the good fight, back and support each other, I will never leave you during the gun fight! We will survive this!
