"You have utterly failed to abide by legislation adopted by the General Assembly this year to separate out the levy for DeKalb Police Services in a Special Tax District - a fund designated to protect the most vital service this county provides its citizens."
Commissioner Boyer rips Burrell a new one. Lot of good it will do. Burrell Ellis is out of control, disregarding the wishes of the taxpayers, commissioners and state legislators."As CEO, you and your staff did not participate in any discussion about the need for a police millage. Nor did you object to this concept. That is why I am now flabbergasted at your underhanded tactics as the CEO to again co-mingle police funds with other departments –departments that the Legislature clearly did not believe had as high a priority as public safety."
Shame. He will not be held accountable.

What do you expect from LIL VERN?
They will use this tax increase just to keep funding their special projects for their friends. They will be asking for more money next year too.
FINALLY. Give credit where credit is due. Some of the commissioners have done some pretty damn stupid things, but it is the CEO who has conducted himself in the most egregious manner. He is most assuredly an example of the Peter Principle - not at all qualified or capable of conducting his duties in a thoughtful, intelligent, logical, moral, ethical, fair manner. Sad thing is, look at him on paper and you might think as highly of him as he does himself. But he is certainly as destructive to this County as was Vermin Jones.
Bent Over North Dekalb Resident
This is simply another shell game. The CEO wants to use the special tax feature in the name of public safety but spend it elsewhere. Money has always been shifted from the PD account into other departments.
Simple fact. Like alot of other areas in the US, Dekalb is facing some hard economic times. Some very tough choices have to be made and you have to have priorities for the little money that you do have. Further exacerbating the problem is the past neglect of our department. We did not receive any major upgrades to equipment, facilities, pay, or training during the so called "good times". Now we are in some serious trouble.
Ultimately the citizens will have to decide what is a priority, afterall it is their money, and not the BOC or CEO's.
liberal gov. at its best.
Just remember this when you are told to go out and write lots of tickets. But no, nobody will remember it because nobody wants to run the risk of getting into trouble. This lack of guts is why we keep getting it in the rear.
If North DeKalb feels like they are getting shafted with the tax increases, and it appears they are, they only have themselves to blame as far as the politicians are concerned. They are the ones who voted for Ellis overwhelmingly for CEO. Stan Watson would have been a better CEO overall but they didn’t know or trust Watson. They fell for the slick dressing, slick ass lawyer, Burrell Ellis who they thought would be more like them. It seems to be very thick irony indeed.
The BOC certainly has a few dumbasses but the CEO carries most of the blame in my book. His refusal to reorganize and downsize the county government just defies logic. He clearly has little respect or support for the police. Oh well, next year we get to vote for CEO again and we can just hope that a worthwhile candidate will enter the race.
Mr. CEO... I think what everyone is trying to say is "You Have Failed"
just quit, how can you stand to work and lead a County that has zero faith in your leadership abilities?
Simply put.....Our CEO is a back stabbing, lying, faceless, useless, poorest excuse for a "leader" that ever set foot in a government office and a SOB to boot.
Its that simple !!!!
@12:08AM:
I don't know why you think Stan Watson would have been a better choice for CEO for North DeKalb residents than Burrell Ellis. Watson was one of the four commissioners to vote for the millage increase. And if he is so great for North DeKalb then remind me how many meetings or events he's held north of Memorial Drive?
Residents in Lithonia are upset with Watson, too, for voting to allow the wood burning plant in their area over their strong objections. After the vote he told the press he wished residents had told him about their concerns. But he was shown to be a liar when an organizer revealed an e-mail that indicated all commissioners had received a binder of information against the plant being built. Not to mention the numerous times protesters had been in the local news. I guess Watson was too busy arranging his new office furniture to pay attention to actual problems.
Three good things that should come from this mess are 1) Change DeKalb from a CEO to Chairman form of leadership, 2) Elect a new Chairman -- I'd take Lee May over Stan Watson, 3) Vote out Kathie Gannon -- the one commissioner who voted for the millage increase and is also up for reelection next year.
Anon 12:08, get a grip. Ellis was elected over Watson in the Democratic Primary. Most of heavily Republican North DeKalb voted in the Republican Primary as there were contested races. Before you start flapping your stupid lips, get a clue and touch base with reality. Bottom line is that Ellis won the PRIMARY over Stan with black Democrat votes. In a county that went 79% for Obama, if you win the Democratic primary in a county-wide vote, that is end of story.
Perhaps now is the time to seriously discuss the CEO form of government and the pro's and con's of this unusual arrangement.
Ellis has proved in two years that he is unqualified as CEO with his lame budgets, lack of leadership and his ethical lapses in breaking and creating contracts directed to his political friends.
The CEO position was created at the behest of Manual Maloof. It has never proved to be an effective form of local government and now is the time to seriously consider abolishing the position and reverting to the Commissioner/County Manager model of local government.
Manny's been in the grave for a decade and its times to move forward.
Hargh! Best of luck, mates!

If you take all the personalities out of it for 10 seconds (hard to do I know) - in my opinion, it's really DeKalb's elected CEO form of government that causes so much mismanagement and political infighting.
Face it, it's easy for the commissioners to point the finger at the CEO and the CEO to blame the commissioners when someone makes a poor decision or doesn't do their job.
We are the only county in the state with this form of (mis)management. Does anyone know how citizens can ask for this to be changed? Is it a legislative thing?
It's been said here before - let's go to a county manager form of government so we can hold one group of people (the commission) responsible for decisions.
If someone can point me in the right direction, this fed-up citizen is willing to lead the charge!
All valid comments. Ellis is a crooked politician, like all the vermin (Vernon?) who have plagued this county since Levitan left office. Stan Watson would be better than that turd Ellis. However, I heard that one of ours (PD) is running for CEO nextt year. Anyone know anything about Greg Adams, used to work South? He already quit and is preparing to run.We could use someone in office who doesn't view us as equivalent to the sanitation department.
Lee May would have had it hands down until he pushed the wood
burning plant.
He will have to find a way to right
that vote YES.
I still think he would make a good
CEO.

Why do we risk our lives for this place??
I worked with Greg Adams at South. He's a pretty good guy. He did quit to run for CEO. Smart, honest, good common sense and fair. Has a lot of good ideas if people would get behind him he might have a chance at beating the entrenched political structure in Dekalb. At least he would be pro public safety.
Tom Whittington for CEO,aint that right BUDDYYYYYY
the specil tax fund for police can not be spent in other areas. Take the time to READ before you write
In case you are interested, I did a little research and found that Mr. Adams has a website up.
http://www.gregoryadamsforceo.com and uses the Twitter handle @Adams_for_CEO
Why do we have a CEO? Why cant we just get rid off this ass clown and have a regular county commission like most counties in GA?
This form of dictatorship doesnt work, the GA Assembly should outlaw it.
The only way the Commissioner/County Manager Model would work is if they put the Department Heads back under Civil Service protection and not have to answer to the whims of the BOC. This way all Depts. could be run correctly. This and getting rid of half of management(there are way too many chiefs in this County) including all the incompetent ones the Vern hired.
Anonymous 6:37, the people on the worker's comp board know that officer faked a drunk driver running over him. How dumb do you think they are;}
I don't know about that officer's incident, but I can tell you from personal experience that risk management and personnel are not there to be fair or help the officer. The county goes out if its way to leave the good officers out in the cold.
Their moto appears to be "we have lawyers, we can out wait the officer." My attorney said to call when I am ready to retire or quit.
Typical, a true waste of tazpayers dollars. It has taken almost four months for the fine outstanding workers at DEKALB COUNTY ROADS & DRAINAGE to install six (6) split speed tables on North Park Drive in Tucker. Considering that these workers take s four hour lunch break every day after spending one hour of construction work tells us all this is one of the many reasons why this poorest excuse of a county is totally mis-managed.
Congratulations to our CEO for employing the "cream of the crop" for all their hard work.
I wish I could be more excited about an ex-officer running for CEO but then I remember that Wiz Miller was PD and he's just as sorry as the rest of those clowns. At least Mr. Adams is black which is the only qualification for so many Dekalb County voters; I hope he can do well if he runs and he is elected.
Another AJC article on the whole mess.

Dont you idiots get it?, it takes the citizens to make the change for us.
And from what I see all they want to do is incorporate and become a city to escape the craziness. Dont blame em, but their not gunna stand up for us so just face the music boys.
Turn around, grease it up, and take it right up the ol sphincter.
