Running out of ideas?
I remember when our supervisors would organize a very nice Thanksgiving dinner with one another, business owners, etc and create a home away from home for those having to work on T-Day and X-Mas. I always felt DKPD was a second family when away from my own. Everyone knew their best interests were being looked after and the seldom in-house dirty laundry was never aired in public. The current state of affairs here and in the country in general is very sad and a far cry from just a decade or two ago. Stay safe guys/gals and god bless.
Why not do a sting targeting all of these damn jaywalkers? No need to go far. They do it all the time right in the shadow of Recorders Court. Just cite them and point, "You can go pay for this right over there."
I can see the press conference for Operation Turkey Time! DKPD will have officers posing as turkeys near all the shopping malls and high traffic MARTA bus stops. Any jackwalkers and those who refuse to yield will be cited, no warnings! It can generate millions for the county. Since folks are on to the speeding ticket cash in, this will take everyone's mind off of it!

Looks to be a slow news day, huh? Trying to throw Yarbrough under the bus is your business. But, I'll tell you this, he is the only Asst. Chief that has tackled the supervisory paperwork and made it easier and quicker. The old use of force form was a nightmare if you had more than two officers involved. For years we were promised that it was going to be changed "next year". Next year would come and it was the same old shit. All the Asst. Chiefs before him just went with the status quo and collected a paycheck. None of them tried to make the job easier for the subordinates. None of them even tried anything remotely new. If your a supervisor, you know what I mean. How many times did you get a use of force form kicked back because someone of higher authority found a misspelled word or they didn't think the form had enough detail. Same goes with the Disciplinary form, another nightmare. So, if you want to trash Yarbrough, like I say, it's your business. I'm not, he made my job easier.
They had one in California where the officer dressed up as a hot dog. What a weiner!

Agreed, he was always professional and a hard charger in early 90s at South. That was an awesome group back then.

Anon 6:09 I agree, Yarbrough is the only Asst. Chief to try and tackle the issues. I got written up a few years back, put in for CID, but got passed over because I had a pending DOC. They said I hadn't been served so it was still pending. It had been 7 months since the incident. Now, Yarbrough has them coming back within a month. Being written up isn't pretty, but you shouldn't have to wait 7 months or more to find out your punishment. This kind of stuff had been happening for years. I know other guys that got screwed on other positions because of the slow paperwork. At least Yarbrough is trying to help, at a time when no one else seems willing to.

We were a more professional bunch of officers back then too I think and more hardcore. Back then you had to be a badass to survive for long or the criminal element would eat you alive. You had to think out of the box and be creative back then. No where near the technology the new officers have now. Those were wild times. I miss it. Would I ever go back and do it again? Not for 5 minutes with the way the legal system is stacked against us now in DeKalb.
I read here people talking about the 90's and how we as a dept worked to make DeKalb safe. It's not the legal system fault why we changed. It's the people that were elected in in 2001. Yes V.J. and those who came after him. Those of us that have been here a while were going to do the job regardless of what the legal system did. What changed was the lack of support by the elected BOC.The changes made to new hires, the dumbing down of our dept. The bar has been lowered. The work ethic of a lot of officers on the street is not what it was. We had one thing back then, CAMARADERIE. We supported each other, backed each other, took crimes committed to our citizens personally. If that was your territory, you owned it, you worked it, you took pride in it, irregardless of the legal system. It will take a lot to change it. There are new hires on this dept that would have been good officers back then as they are now. They just are not the majority anymore. Unfortunate as that is, it's true.Our leadership is still strong in many places despite what many think. It's hard to turn things around when you don't have much to work with. Hopefully someday all this will pass. Not until we push the bar up higher. That will not be done anytime soon probably. Most of us here with many years under our belt will be long gone. True, and in 90s new hires were competing against at least 300 of DeKalb's finest to fill perhaps 20 positions so we generally received the cream of the crop. Today the bar is set so low to get ANYONE that can pass a criminal background investigation in order to simply maintain 1990s numbers of officers. In 1992 DKPD had approximately 900 officers if I recall correctly and that is where we still are at the turn of 2012. PITIFUL...
It all changed around early 90s when LAPD failed to back their officers for using force against a resistant thug (Rodney King). It didn't take long for the rest of the officers in the country to realize if society wouldn't back them for simply doing their job then they were on their own if you weren't another officer or family. Well America you got what you asked for, impotent police departments across the nation. How's that working out for you and crime rates as a whole?
Through this portal walk the finest officers in America. Remember that? You are right. The benefits at the county were on a decline throughout the 90's, however, we were tight and we did own our territories. How many times throughout the night did you hear "radio hold that call for this unit?" How many times did you get in a fight to look over and see another officer that came out of nowhere because they were actually listening to the radio and knew where everyone was. The economy is tough, but the problem isn't just the money. It is a lack of respect for what once was the finest police department in America.
No Sgt had to assign backup back then because if you weren't enroute you were surely shamed by co-workers the following roll call. We put one another first instead of stats and fear of retribution. There are a slim few left here that have that same work ethic but you knew you could count on EVERYONE as a majority back then.
Our SO now has a reserve program in order to eliminate the need for furlough days this coming year by staffing with volunteers as broadcast on local news tonight. PD better start thinking outside the box before their is no PD.

Until the citizens elect GOOD and HONEST representatives, not just a leader that looks like you, in Decatur then we are all doomed.Until the commissioners realize that there has to be some reason for a person to want to be a cop in Dekalb and make it worth thier while to do it, then it will spiral out of control. Until officers like Lt Rorey are fired on the spot for BS like he pulled recently, then what use is this department? He should have been fired a decade ago for blatant theft. I can think of another southside Sgt that was the same way. It took a decade to get rid of his sorry ass and during that time he was like a cancer. anon 9:24Officers are being written up by supervisors for pitiful job performance. For numerous violations. Pct commanders are squashing them or they are being squashed higher up in the chain. Some Sgt.'s are trying their best to bring this dept back. The brass in the corner office or on the 4 th floor are caving in. That's a fact. They don't have the balls to pull the trigger on terminations of some of the sorriest officers to ever don these uniforms. Some have even been promoted. Look around and you will see the frustration on the faces of Sgt's and Lt's that are still old school in their leadership style.This group of officers can't take it.
To Anon 6:59 PM...I understand what your saying from personal experience while working as a supervisor in DKPD. As you may or may not know, 20 years ago you could and would be fired for the slightest infractiion involving untruthfullness or theft and it should be that way now but it's not because the DeKalb County was sacrificed at the altar of political correctness. Until we get beyond that stupidity then it will only get worse. Of course, you already know that.
As a supervisor, I've tried.... getting beat down by MY supervisors and finding NO support from precinct captains and majors has left me in the show up, clear on calls and punch out mode. We talk about standards but cut down officers and sergeants who try to do more than answer calls and show up.We're in a department that resembles feudal times.... each Lieutenant has their turf, each captain plays Lord and the Major rules from afar.... there is no accountability and everyone does their own thing. The chief..... he's missing in action.... he's like the king who left merry old England to the sheriff of Knottingham to pursue a Crusade in a far off land.Welcome to the Land of the Lost.

To Anon 10:28 PMThe reason the Captains and Majors refuese to back you is they look at things from a "political" and "saving face" angle. They are more worried about what the public, and especially the commissioners in Decatur THINK, than about enforceing the LAW. Even though they swore an oath to enforce the law, they only have thier position and title now by the good graces of the politicians whom they are obliged to give thier loyalty. They call it "the big picture". I call it bullshit! They think they are "serving the community as a whole". While in fact they are serving only a bunch of misfits who were handed the 2nd weathest county east of the Misssissippi river and have ruined it in a short span of 20 years and are looking for someone else to blame. "Political Correctness" and Dekalb County is/are nothing more than a social experiment gone horribly wrong.As far as the Chief being MIA, he is a lot like castro who is/was loyal to the USSR and the USSR aint got a clue what its like in Cuba and dont really give a damn as long as they do what they are told to do and keep the money flowing!Of course, you already know these things.....
O'Brien MIA?? What do you base this BS on? To anon 6:59 Have you been sleeping under a rock? Check with your buds in I.A. and ask them how many officers have been fired this year for incompetence. A shitload, and a good many were run off before the Dept. could fire them. You want to fire someone, document it and do the disciplinaries. Just make sure you have the facts to back it all up. Policy states that once you do a disciplinary, it has to go up the chain to the top. If you wimp out and cave when the Captain comes to you and says WTF? Then that's on you.
Aren't we supposed to be raising our own up? Retrain if necessary but to write officers up to get them fired for every stupid thing is typical DeKalb ignorance and why this department is in shambles. Those who live in glass houses...
To Anon 10:43 PM......Holding ourselves to a HIGHER standard IS "raising our own up". Thats what those rules and regulations are for.....to force officers to operate at a higher standard than normal society. The citizens of Dekalb, who pay your salary, demand it. Do you think a citizen whom you just gave a speeding citation to for 70 mph on I-285 thinks that YOU deserve a break if you get caught violating the rules? If you want to be a slug, work at wally world. The reason this department is in the pittiful shape it is in now is because of supervisors HIGH UP THE CHAIN OF COMMAND reducing, what should be termination offenses to one (1) day suspension, then promotion so they wont have to go to an appeals hearing, or, giving thier little buddy a break. There would be no Lt Ocutard (and multiple others) working for DKPD and making us all look like fools if this had not happend years ago over and over.
Well part of your standard is following those same rules, regs, and orders from your superiors so if that's what they want you'll have to say "YES SIR" so that you may continue to adhere to your high standard. Can't have it both ways as you've indicated.
Lt. Occutard is going to get a pass because of who he runs with, you can take that to the bank. The occuturds are saying they are going to take over abandoned houses and move families into them on Monday. Supposed to be some kind of nationwide day of upheaval aimed at the banks. Maybe they can find a home for a certain Lt.
Sometimes you have to do what is right. I followed a direct order from my superior one time and I got seriously suspended for it. I'll never do that again. If he aint right, then I dont go along with it, and I do whay IS right. They cant come after you if you are RIGHT. That whole "just folloing orders" excuse is an old one. Hitlers troops used that one too. Sometimes you just have to stand up and be counted.Let those ocutards try that at MY house, or any of the houses in my area, and see what happens. They only get away with what they do because fools with a suburban mentality let them. Lt Rorey has been given a fre pass for a LONG time.
