Sgt. Jerry R. Banks Arrested For Obstruction

Things not looking good for Banks.
"A DeKalb County police sergeant whose wife was beaten and robbed earlier this month outside their home is himself in trouble with the law.

Sgt. Jerry R. Banks, 42, was arrested Friday morning while police were executing a search warrant at the home of a female acquaintance.

Police were investigating reports that Cherise McMoore may have threatened someone. Detectives were at her home near Lithonia when she arrived with Banks, who police described as "her companion," DeKalb police spokeswoman Lt. Pamela Kunz said.

Banks disrupted the detective's investigation and was arrested on obstruction charges, Kunz said. Police would not say what he did.

McMoore also was arrested, and she was charged with making terroristic threats and acts.

Banks' wife was attacked in the early hours of May 13 after returning home from a night out with a friend, police said.

The wife, whose name has not been disclosed, was in critical condition at Grady Memorial Hospital at one point with cuts on the back of her head. She currently is recovering.

Banks told police he was inside the house and did not hear his wife being attacked outside. He has not been considered a suspect. No arrests have been made in that case.

According to jail and court records, Banks was arrested in 1997 on simple and family battery allegations, but the charges were dismissed.

McMoore, 33, has had several previous arrests for trespassing and theft by taking, according to court documents. Those cases appear to be unresolved

What do you expect in a department where the Public Safety Director, Wiz Miller, and an Assistant Chief, Dale Holmes, obstruct an investigation into a secretary's car smelling like weed? Sgt. Banks probably thought, "if they can get away with it, why can't I?"

Jodi Fleischer, you dropped the ball. You had Ellis and Miller right there in front of you telling you about their new "ethics initiative" but you didn't have the guts to ask them about their own ethics. Dale Cardwell would have brought up the weed incident. Randy Travis would have too. You had them right there, it would have been a perfect time to bring it up, but no. You gave them an easy, softball interview.

Will no one confront Wiz, Holmes, and Ellis on their corruption? Their example is devastating this once great department! Dirty leadership = dirty officers! We can't go more than a few weeks without an officer getting arrested!

Jodi Fleisher and her entire network has become a joke. Someone involved in the incident needs to stand up and speak out. It is very sad that Wiz Miller is a perp and has no clue what is going on in his own department. If he would actually show up for work half the time he might actually know what is going on around here. We could actually police ourselves and weed out ppl like Wiz Miller and the rest of the shitty officers if everyone would stop being pussies. You can't be fired for being a whistle blower. The officers involved in the incident who let Wiz punk them out are pussies and should be ashamed. I don't know how you guys look yourselves in the mirror.

If incidents such as this keep happening at Dekalb PD, then the academy classes better start every other week. DCPD officers are getting arrested faster than academy can train them.

Maybe IA background is failing on the job. Sounds like IA needs to step up their background checks more.

It basically adds up to one screwed up department with no end in sight. What a mess!

Anon 9:15. Everything Wiz and Holmes did is out there. All the records are in the hands of the media. The fact is the media won't do a damn thing with it. Maybe it has something to do with the fact that someone on Channel 2 is pretty tight with Wiz and Holmes. Ever think of that. We all know who it is.

Another sad day for DKPD. This reflects poorly upon department. Having been involved with DKPD as an outsider, I have noticed things that are taken for granted by the officers. When I first started working you guys in '85 the first thing I noticed was DKPD was a hotbed of romance and sex between office staff and the officers. About a year later Dick Hand managed to get himself canned with an affair with his ditzy blonde secretary, which was the start of the long decline of DKPD. I don't know what it is about a police uniform, but women seem to like it, and I believe a significant percentage of males are not remaining faithful to their spouses. That is a personal choice on your part, I have been in the same situation and made my decision to remain faithful out of respect and I did not think my conscience was up to being unfaithful.
DKPD recruit quality has declined for a variety of reasons, low pay, poor leadership at the CEO/BOC level and command staff with some very questionable appointments culminating in Chief Bolton's tenure.
I also believe there has been a decline in the quality and moral character of DeKalb citizens in general. More of the population is inclined to use violence and drugs or alcohol leading to more crime. DeKalb citizens keep voting in people such as Vernon Jones, Sherry Sutton/Barnes, Gwen Keyes and Cynthia McKinney when they know these candidates have displayed poor leadership and poor decisions in the past.
I don't know How DKPD, DeKalb government, DeKalb school system, or the citizens are going to fix the problem.
If it was a network or computer issue I would recommend upgrading the platforms and software.
Unfortunately you can't do that with people, no matter how necessary it might be.

DKPD is becoming a disgrace to me as a tax payer of this county. Is this sergeant who we are depending on to make sound decision for the citizens of this county. How as a supervisor do you get arrested for obstruction? As a tax payers we deserve better. I am starting to believe every officer in the county needs to have their backgrounds rechecked. How many incidents do we need to have before their is a change in leadership. Hey sheriff we elected you as the highest law enforcement officer, why don't you investigate the police department. I know you can do it you investigated Tebo. Somebody do something!

Perception and reality are often very far apart. The vast majority of officers here are highly ethical and do good police work.

Former Asst Chief Franks can expect more of his friends inside before long.

A once Proud Department now has a scandal every month or so.

This is what happens when you have a Police Dept for sale for the price of a cheese burger to overlook gambling such as the Southern Comfort.

And your IA what a joke and who use to head it?

And your crime scene investigators investigating officer involved crashes and the like = a sham.

Oh Yeh, DeKalb is R.I.C.O.and I suspect the Fed Net is fixing to tighten up a bit!

Are DeKalb Cops still getting paid off by Club Obsessions to look the other way?

Anon 11:06 As a citizen it is up to you to change things in this county. First things first, the citizens need to vote competent, law-obiding, moral leaders into the county. When that happens, change will trickle down. It's that easy. What's not so easy is getting people to vote for someone with such integrity. I hope for it because I have too many years to leave, although if things stay the same I'll have to choice but to walk away.

in the last 11 years I have seen history repeat itself. DeKalb will not vote for the smartest and most qualified, they vote on color, and what they can do for each of them personally, not for who is best to run the county

I agree this blog does nothing more, but keep up issues. We know the department as a whole has issues. However, this blog is putting it out there for the whole world to read. It's also making the citizens of Dekalb County lose respect and trust for the officers. A great deal of officers do a fine job and want to see changes as well. Change start with getting rid of this blog. IT'S THE FOUNDATION OF OUR PROBLEMS. This was not the intended purpose of this blog.

Another one bites the dust. This is embarrasing. It's getting to the point where you won't be able to leave the county. As soon as you apply somewhere else in GA, they are gonna look at your previous employer and say we don't need that garbage in our dept. To all my Dekalb brothers and sisters who go out and do the right thing day in and out keep up the good work.

Despite what is going on I am still proud to be working here and doing everything I can to take this department back to its previous glory. That is the kind of officers we need, there will always be bad apples in the bunch. It's our job to throw them away.

I remember flying down I-20 because Banks was in a fight at the bus stop with a perp in front of misty waters. Say what you like, but I personally will keep my mouth shut,and give him the respect he earned for the time he put in.

From writing traffic violations that have no merit, harassing business owners, to just outright thug mentality- Dekalb county has HUGE problems that are probably just going to get worse.Thank you for having this blog and thanks to all of the fine upstanding Dekalb Police Officers still on the force. But I am afraid you have been infiltrated by a criminal element that starts at the very top of Dekalb county.

You have to watch the channel 2 video embedded at the top of the article to see where that phrase came actually came from. You're probably not smart enough to figure out how to play a video, so I'll help you out. It came from the arrest warrant for Banks' girlfriend, Cherise!

Anon 12:59PM, you must not have been paying close attention, because most people, if not everyone, gave Banks the benefit of doubt from the beginning. It wasn't until the facts of the case started trickling out that people started to question his involvement.

And by the way, innocent until proven guilty only applies in court. We're all entitled to our opinions. If I watch a guy run out of a store with a flat screen tv, I have the right to call him a thief, whether he ever makes it to court or not, whether he's found guilty or not.

The facts that you said that are "trickling out" are nothing but speculations from the media.I will keep my opinion to myself untill everything is said and done because I don't want to be one of the ones that at the end have to come back and say I am sorry for slandering someone's name when he was innocent.So many times the media takes a hold of things and will convict someone before it even has a chance in court or before the real truth comes out..

Read the AJC article about Banks being arrested. The article says he was loud and boisterous at his girlfriend's house. The officer swore to that fact in his arrest warrant. He could have just said it was at Cherise's house, or even just at a friend's house. But they swore to "girlfriend." Now go away Cherise.

Couple of things to think about. I think we all can agree if you live South or East DeKalb your chances are increased of being a crime victim than if you live outside of the Metro area. Then I think we can also agree you increase your chances of being a crime victim or your family being a crime victim when you surround yourself with perps and felons.
