Hostile Work Environment


Looks like the powers at be are applying pressure to the lieutenants making for a hostile work environment.

The brass are going to forcibly move senior lieutenants to less desirable jobs plus put them on call. Something unheard of unless assigned to a specialized unit.

The reason? To make the senior lieutenants so uncomfortable they will retire or just go away. It's not that they are after one particular person, they just want to be able to manipulate the less experience ones, knowing they have no recourse. They less experienced lieutenants will be under fear and constant threats from the brass if they don't "conform".

I'm not sure about hostile but, where I am it is certainly DYSFUNCTIONAL.

No communication and the command staff goes out of the way to avoid talking about the pink elephant in the room.

Nothing happened at the big meeting on Wednesday.....(one captain per precinct, one lieutenant per watch....Lt's on 5 x 2...Sgt's will be SIC Friday and Saturday....)

Promotional testing is happening and with all the expected retirements, there is opportunity in the near term....

We know NOT to even think about findings of the "Operational Efficiency Study" the Interim CEO released...

The 12.9% turnover rate.....

The recommendations for stopping the high rate of attrition due to officers leaving for higher pay, better benefits and a lighter workload.....

The recommendation that the command staff get together with Human Resources and Finance to put together a package that is AT LEAST comparable to other agencies our size...

And, to beat a worn out drum....WHAT IS THE DELAY with these patrol cars?... We don't even have enough pool cars!

I check this blog nearly every day for new comments and what is shocking to me is that our sister department...Baltimore PD has had to endure HELL for the past week.....and not one single comment about it. I know you cant be a back seat driver or even a Monday morning quarterback. But seriously, cant there be any discussion about what is happening there, and what might happen here in DeKalb given the right/wrong/inevitable circumstances when dealing with violent suspect we arrest? What happens when violent protest erupt in south Dekalb. Will our CEO and "chief" give the rioters a place they can destroy while we are left to endure assaults without proper equipment and lack of manpower?
Just a thought to ponder....

How will they treat me?


The way they are treating these lieutenants is a disgrace. The reasons given by Conroy for these changes are laughable. They barely even tried to cover the real intent or if they did they are not very good at it.

So in a few years when I get close to retirement, will they treat me the same way?

Treatment of lieutenants is horrible.... Almost as bad as the way they treat the sergeants who are about to have their supervisor's job dumped on them.

....that on top of their already difficult job of supervising and being held accountable for a group of officers with less than a year or two of experience....

With the new responsibility, will the 12 open sergeant slots be filled?.... Will they get cars?.... Will they receive additional compensation?..... We all know there are no promotions in the future for at least 2-5 years.

Yeah...sergeants and lieutenants are last on the list... So much for years of service and dedication.

So glad I retired rather than test for Lt. Seeing how the Lieutenants are treated is reason enough to get the heck out as soon as you can. If you can retire and bring home at least what you are now, than you're an idiot if you're staying there. The lift off your shoulders is immediate.

Hardly a hostile work environment. I honestly don't know why people are so worked up about this. For quite some time (not including the inept and corrupt Executive leadership we have had over the years, i.e. a Chief that buys luxury RVs, an Asst Chief who says on tv its okay to run from the Police, a director who is unaccounted for about a third of his scheduled work time, etc.), the Uniform Captains and Lts have been the weak spot in this Department.

I can’t tell you the number of times our sergeants have had good ideas or been told "the sergeants are expected to run the road" only to have an uninformed or meddlesome Captain or Lieutenant butt in and make life very hard for the sergeants and line officers. Or how many times a watch commander has excoriated officers for lack of productivity when we are getting our asses handed to us in calls yet you go to the precinct and a Lt or Capt is sitting in the office making no effort to help on the road. For oh, I dont know how long now, the Lts and Captains have been as big of a morale killer as what anything people on here have complained about from the Executive Command staff.

Now, Im not saying all Lts and Capts suck, we do have some very good leaders in those positions, but we also have some who don’t seem to know what it means to be a leader.

With that said, anyone in this Department can be reassigned or transferred at any time for just about any reason and thats just life, it’s a part of the job people. I have had assignment changes that I didnt necessarily want at the time but dealt with it and moved on. Nothing I have heard in terms of new assignments for these Lts is anything they should be upset about. I mean, if anything, some of them may get their take-home car a lot sooner because of it.

Whenever I reflect back on that sh&^ hole place it reminds me of a bad marriage you couldn't WAIT to get out of and when you finally did you wondered why you allowed yourself to suffer for so long.

Just keep in mind that for a "hostile work environment" to be in violation of federal law, it must be based on race, gender, national origin, religion, age (40 or over...it's okay to discriminate against younger people), or disabilities that can be reasonably accommodated. Employers are free to discriminate, harass, or show hostility on other grounds.

I'm not a former or current DKPD officer, but served as the DKDPS Police Legal Advisor...back in the day.
