DeKalb Commissioners say no to Public Safety Director even after public support

We do not need a public safety chief.let O'Brien be chief, he has the personality and vision to take us to the next level but we need an enforcer for the assistant chief position. Some one who is fair but stern.let's change these uniforms asap,let's go to black or dark blue. Let's have a meeting with the D.A's office
,Juvenile court and the solicitors office. We can get on one page.let's have a press conference introducing the new and. Improve anti- drug and crime Black cat unit. Let's interview highly motivated officers who are physically fit and proactive.
Have captain B.C Harris and Captain Williams handle complaints, Rutland and Pat (hollywood) Sherling) run the unit.Sgt Woods
,SgtToledo,Sgt.Mike White,Sgt. Shover and Sgt. Howard to supervise.
Take 4 four officers from each precinct. Let's put them in all black BDU's and boots.(Let's give swat back there green bdu's) let's ride 2 two a car.in the press conference let the public know we are taking back our streets and community. Dekalb will be one of the safest places in the south.We can find grants to help outfit this unit.if the crime is low we could have more business and homeowners move into the county. Everyone wins.

2nd idea let's start a Dekalb county police reserve unit. Made up of only retired dekalb officer who left in good standings.you must have done at least 15 years of service with Dekalb police. How would it benefit us?
1.20hours a month of volunteer reserve time to the department.

2.The reservist are former dkpd officers they know the system.

3.The reservist can run the paddy wagon on their volunteer Time.

4.They can answer all signal 3 alarm calls.

5.They can help with security at the entrance of. Headquarter

6.Handle shoplifters and private property 41's

This will free up man power and have the officers focus more on their beat and high crime area,s.

Benefits for the Dekalb county police reservist.

3. Reservist can work extra jobs in Dekalb county.

4.Reservist wears the same Dekalb uniform with a reservist patch.

We can have a captain and two sgt's to oversee the unit.this could be very resourceful and productive to the department and the retired officer. What do yall think?

Maybe a captain or above can bring that to the command staff or the Chief.

That black cat idea is what we need. When I was a kid you would not even dream about acting a fool in Dekalb.

Super duper idea we need a unit like that before it gets hot.maybe and about 20 officers to the gang unit. This is not Mayberry any more.( Boy I sure do miss Andy)we need guns Andy only had great community oriented policing skills and aunt bees apple pie now in Dekalb we have tasers and churches chicken. Wow times have changed. Bring on the Black cats asap. Go O'brien go u can do it.

There are some great ideas on this blog, I'm sure there is some grant writters in the county who can find the resources for a unit like Black cats or use icp and trt hav e them merge.there is over 4 billion dallors for law enforcement and community policing in the new stimulus package. Let go get the funds.

I didn't even know O'Brien was in the room...when Bolton was in the room there was no mistaking him and his entorage. I like you already Chief O'Brien! And he wouldn't comment...like you even better!

It was shocking the commissioners heard the words of the president of the South DeKalb Neighborhood Coalition "We want a public safety director" and then denied their request. They represent a huge numbers of people, er voters.

It looks like Johnson, Mays, Stokes and Sutton-Barnes may have formed a powerful quorum, despite what their citizens want.

The vote was 4 to 3. Johnson, Mays, Stokes, Sutton-Barnes passed the the budget with a Stokes amendment.

When I left DKPD in '91 we were the envy of the southeast. Morale was great,uniforms blue,reputation was feared by the perps. I hope you get that all back now with the change. I see a few ofc I worked with are bosses now; Higdon,Ellison,Loos,T.Lane and others. Hope they are like I remember them. The Black Cats And Reserve program are outstanding suggestions, hope they're instituted.

Bring back the Black Cats!!! There was a time when if you were a criminal you wouldn't even think about coming through DeKalb. The Black Cats were a highly trained and no nonsense unit. Lets get them back.

I like the reserve Officer idea also. Great idea and what a money saver.

Also, give back SWAT those digital camouflage uniforms that they wore a year or two ago. They looked sharp and were actually functional. Word is that Tebo didn't like the camouflage uniforms cause they looked to aggressive or military like. Way to go Tebo, lets not worry about an Officer wearing a uniform that would allow him to blend in with the surroundings, that's not important is it? Lets just worry about what kind of image we portraying. You are an idiot Bolton!

A public Safety Director is just a waste of taxpayer's money. Hire more officers instead.Today's public comments sounded staged for the CEO benefit. Sorry Mr. Ellis we like you, but don't waste money on another command staff member. Dekalb County has enough Chiefs. More officers on the street is what Dekalb needs.Trim the fat, not the muscle.

Strike Force may have black cat patches on their uniforms, but they aren't Black Cats. As long as they are under Special Ops and Rancifer, they won't be Black Cats.

We have a bunch of pansy asses around here that cant even do a knock and talk.
A uniform dont make an officer, the officer makes the uniform.

Some of the people who spoke in favor of the PSD were on the CEO tranistion team. The others were encouraged to attend by the CEOs office as a "rally". The commissioners voted down the PSD position to be funded in the budget and suggested they woudl support the position if it came out of the CEO budget, not the generarl fund budget.

Let's get DKPD back on track an then let's clean house in the SO.

I agree, Dekalb doesn't need a public safety director. I think that's the only thing I would ever agree with Bolton on. I commend Mr. Ellis for following up with recommendations from his transition team's report but the last thing you need is another manager who is collecting a big check while sitting in an office all day, doing nothing.

The only proposal concerning police the BOC and CEO should be discussing is consolidation with the Sheriff's Office. If Mr. Ellis wants to save money, move police under the Sheriff.

I'm still wondering why another Communications person was hired to work with Kristie. Is Dekalb sending out that many press releases to the media? Are they really dealing with a high call volume from the media?

Other than coordination of emergency efforts and 911 problems, one of the big reasons I wanted a Public Saftey Director was to fix the mess that is the Recorders Court. They would have earned their pay almost immediately. Who is on that? Fix it, FIX IT!

I think it would be awesome to have a street crimes unit but guess what you have to get egos out of the way first. SWAT ego about how they should be doing it this way or Narcotics ego when they start doing drug takedowns. if they get the egos in check and get them all together then it would work like clockwork but you have to change the mindset from I to team good luck with that but if it happens I'd love to be on it.

It would be a great idea to bring back the Black Cats. There is no shortage of crime for them to deal with. But you will never have the real Black Cats or the Strike Force as long as they are under that egomaniac liar Rancifer and his ass kissing sidekick A. J. These two are exactly like Bolton. Anyone who doesn’t agree with them or kiss their ass is dismissed. I will be surprised if someone doesn’t jump on the blog to defend them. That will be the people who kiss their ass.

The gray uniforms look professional and I like them. Let the Black Cats/Strike Force wear the black uniforms. The head of the recorders court is the sister of one/two? of Vernon's friends - not saying she's unqualified but ...
Just a Dekalb Citizen and former employee, who saw some of what I hear was going on at DKPD in other Departments - it goes back to the top - the fish rots ...

To respond to the post about the Recorder's Court, I say abolish it and fully fund the state court. Cobb's State Court hears traffic violations and they have a Magistrate Court that deals with Code Enforcement, Animal Control, etc. The Recorders Court was nothing more than a cash register for the CEO and BOC. As long as citizens line up like they are in a soup line paying tickets and such, nothing will change.

Ok,command staff if you are reading this blog can you work on this anti-crime unit?this team need to be separate than SWAT and Narcotics. This is a great time to hold interview and come up with policy. We can not wait until next year,we must start asap. If you start the reserve unit this summer it will free up about 40 police positions and we can use the reservist to run the paddy wagon,
Answer signal 3's and priority 3 calls ooh yeah also screening on the weekend.
That's how you use your resoures. In exchange the DKPD ONLY reservist will be able to work 50 hours a month in extra jobs.(But the have to volunteer no free ride). Let's put this word out there. Let's talk to the command staff and MR. Ellis.

Why dont you people running this blog set up a seperate catagory to be used only for the personal attack blogs. That way those of us who just want facts and relevant information dont have to be exposed to the whose kissing whose ass. I really dont care about one persons personal opinion or for that matter you who call yourself Dekalb Officers Speak. I dont care about your personal opinion either. I have often saw your post that start as "WE at DeKalb Officers" well who the hell is we? That leads people to believe that you represent all DeKalb Police Officers. Well my brother that just aint so. I dont care about the personal opinions of the two or three of you running this blog either.(yes I have read your disclaimer at the top of the page) Now that said I like many others I know do appreciate the informative information and links and keeping the politicians in check. Everybody in this department has enemies from within, so when one spouts his opinion and wants to follow it by saying anyone who defends is also an ass kisser is pretty stupid. Why dont you just post every officers name here so everyboy can bash each other. I think the people who just want to complain about whose kissing whose ass need to get them a face book page and play there. Ok im done and you notice I used I and not we and this just like everybody else's post, it is one persons personal opinion. Keep up the good work and Go O'Brien.

The comments and opinions expressed here are those of 99% of the department. The only people who disagree are those who hopped aboard the Tebo Express instead of having a backbone and speaking up.

This is exactly why morale in the department was at an all time low until about a week ago. Much of the brass just dismisses the thoughts and opinions of the rank and file officers.

I can't wait until every Bolton supported is demoted back where they belong.

Just because someone was fortunate enough to get promoted doesnt mean that were necessarily a bolton supporter. If you get the call and get offered a promotion then you take it and try and make the best of it. I suppose you want to tell me you would have turned down a promotion if offered.

Yes, a few good people were promoted by Bolton. But let's be honest. Most people who did well under Bolton were unqualified yes men, and/or buddies of Vernon Jones. Experienced, qualified people were either forced into retirement, or moved out of their positions. This shouldn't be shocking to anyone. Bolton did the same thing when he was in Dallas. Why do you think those officers who sued the city won??
