Bolton changes face of DeKalb County Police

Bolton doesn’t like what he sees and is clearly changing the face of the department and accepting defeat. When Bolton took over, he made changes to the command staff through demotions, transfers and forced retirements.
He replaced two of these people with 2 Lieutenants from the Atlanta Police Department. These two have been promoted to Assistant and Deputy Chief Positions. They were described as “diamonds in the rough” that Chief Pennington had over looked in his department.
Now TeBo has admitted through actions, that our training division, and the training of The State of Georgia’s Peace Officers Standard and Training in Forsyth is inadequate. There is no competent training to be found anywhere in the state. So, he has plans to send everyone from Lieutenant and above to Houston Texas for training.
This leading edge, trend setting training will consist of shadowing their counterpart in a city that has nothing in common with DeKalb County.
Why Houston? What not anywhere but there? Could it have something to do with Lee P. Brown? Lee P. Brown is a former Chief of Police and Mayor of Houston. Mr. Brown also has ties to the Atlanta area, being Atlanta’s former chief of police.
Lee P. Brown and Associates was paid $313.319.00 on a $53,000.00 contract with DeKalb county (which Vernon Jones takes full responsibility for). Brown and Associates evaluated the police department and assisted on the search for chief of police. Although Brown was not part of the official panel formed by Vernon Jones, he had nothing but praise for Terrell Bolton.
What will be the cost to send 100 or more officers to Houston Texas for a total of 10 days? Will the travel arrangements be made through Brown and Associates or someone dear to them? Someone will profit from this misconceived adventure.
And now we are learning Bolton has found 2 more “diamonds in the rough” at APD and are bringing 2 more Lieutenants over as Majors to fill the two empty precinct commands.
At least Bolton is consistent. He consistently inept, and consistently demonstrates his incompetence, just one of the reasons he was fired from the Dallas Police Department.

When we speak about someone been qualified or not qualified are we basing our opinion on fact? To say someone is qualified in a or for a position that individual should be by definition have the years of experience and training which should include some form of higher education beyond a high school or a two year degree. Speaking specifically to law enforcement in Georgia an officer after two years can qualify to apply for intermediate certification (taking into consideration that the officer has complete the necessary core classes and have some college credits). There is additional certification which includes: Advanced, Supervisor, Management, and Executive (not to exclude the ones from the FBI).

Lets go back to the top, when we speak about someone been qualified or not qualified are we basing our opinion of fact or the fact that they have been with the department for a long time?

Do yourself some home work, how many master police officer, sergeant and lieutenants have there intermediate, advanced and supervisor certification. Fact how many sergeants have been promoted that does not even have there intermediate certification. In the past, your years of experience alone would qualify you for a position. But the younger generation (generation X) who are now grown up will question your competent (having sufficient skill or knowledge- education) base on not, how many years you have but how qualified you are. But how will you know that they are questioning your competence? Clue, asked you very few question as possible or walking away only to asked someone else the same question later.

How qualified are those individuals compare to those in Dekalb County? Let do some how work before so we can base our opinion not on hear say but fast – hard fact on who is qualified in the department starting with your sergeants. Clue, find out how much year they have within the department, what level of education they have beyond high school and third what level of certification they current hold in reference to POST.

Question:

If you are brought into the Department as an Major or higher (a position not protected by the Merit System), what happens when a New Chief comes and he/she decides you are not Appointed position material.

Do you drop back to the highest previous rank held? Or do you bypass the testing process and get demoted to Captain(a rank you never held), thereby bypassing the Merit system?

Notcar1….All appointed positions (Major and above) serve at the pleasure of the chief. He can demote them to the lowest tested rank they held within the police department if he chooses. In the case of the people who were brought in from the outside, they can be demoted from chief to major but they can’t be demoted to a tested position (like captain) or lower. If the new chief decides they are not performing as he would like or they do not fit into his plans for the future then they can be dismissed from the department.
To the idiot who wrote the long essay about qualifications….You can’t spell, your grammar is horrible and you can’t put together a coherent paragraph. Good lord man, have you ever heard of spell check? What would you possibly know about education and qualification?
I am not as concerned about how qualified a Major or Chief is on paper as I am about his ethics and his leadership ability. I want someone with character and guts that will stand up for his officers when necessary and someone who understands police work because they have experience. There is no shortage of dumb asses with college degrees. I want someone who cares more about his officers and less about kissing the chief’s ass. I want someone in a leadership position who will LEAD!!!!! Is that so hard to understand? Can you wrap your educated and qualified brain around that?

Would it be proper to assume being FIRED from a major police department, such Dallas Texas, would disqualify you?
