Ohh that would be surprising.
Just what we needed.....50 officers and their Sgt's walking around mall parking lots giving out "Report Cards".
Why not team up with mall security, give them the "report cards", and let them pass them out.....while the ICP officers roll around in unmarked cars looking for entering auto perps?
