Bolton Abolishes 5 Captain positions

In July 2007, Terrell Bolton went to the commissioners to abolish 5 Captains positions to make room for 3 Assistant Directors positions and 2 Deputy Chief positions.

“Abolishing five (5) Police Captain positions, upon the positions being vacated by current employees, will make this action expenditure-neutral, as it can be funded from the current Police Department operating budget.”

So, reading between the lines: Abolishing 5 captains does not pay the salary and benefits of 3 Assistant Directors and 2 Deputy Chiefs. How do you fund them through the current department budget? You cut patrolman positions.

Just a couple of months later, Bolton had the nerve to accuse the Board of Commissioners as being obstructionist and whined to the media that the department was in a manpower crisis. Bolton singled out Commissioner Rader. TeBo failed to mention one of the reasons we were, and are, in a manpower crisis, was because he was eliminating patrolman slots to hire his friends and their friends in the form of Isom and Denson whom were hired in June 2007, and to double and triple promote those undeserving.

Bolton should not only be reined in, he should be fired! Now that the truth is known about Bolton, he sounds like a fool! The rank and file along with most of the taxpayers have lost confidence in Bolton.

The elimination of 5 Merit System protected positions in lieu of 5 appointed positions was just power grab.

Give Bolton credit when credit is due. Get rid of the protected positions and you gain ultimate control of those below you.

It was a successful power play. He took the shot and scored.

He is the king of demotion/promotions. Eliminate civil service positions and create appointed positions. It's a move all Stalinists and dictators love to make. As you know TeBo eventually cost the City of Dallas millions when he came in on the first day and demoted without cause 9 deputy chiefs. He promoted several Sergeants to Deputy Chief, bypassing two ranks. The rest were Lieutenants. What a disaster that was. DPD went from a democratic style of leadership (actually management is a better word, because DPD hasn't had a true actual leader running the department in over 20 years), to an autocratic style of leadership overnight. He demoted those where were a threat, smarter than him, and had treated him badly when he was mistakingly double promoted to Deputy Chief. He promoted "Yes" men and women. The only time anyone talked at staff meetings is if TeBo called on them. The man is a complete idiot, and all of us in Dallas can't believe he is wearing four stars again. Especially after all the millions the City had to pay out for his mistakes while he held the office. He isn't even qualified to be a dog catcher let alone a police chief. He is a master of disguise and sure knows how to lay on the smiles and BS. Our condolences to the beat officers and the citizens of Delkalb County.
