“Earlier this year, DeKalb commissioners hired the consultants to investigate problems at the court, as county police launched a criminal probe of an alleged ticket-fixing scandal at the court that led to charges against five court employees and six others. The court administrator, Terry Phillips, was reassigned to the county’s police services department,”
Here’s some questions for ya;
- If Mr. Phillips was instrumental and an asset to the criminal investigation, then why was he reassigned?
- Or was it learned he was directly involved in the scandal somehow?
- Was it learned Terry Phillips obstructed justice and was hidden on the 4th floor by Bolton?
- With a take home car?
- What does the police department need with a court administrator or an attorney for that matter?
- What is the purpose of the county attorney’s office?
But just damn, luck would have the discovery of tens and tens of millions of dollars of uncollected fines in the Recorders Court while Mr. Phillips was the administrator.
Why in hell has Terry Phillips not been terminated, if not prosecuted? Why has the Honorable (?) Judge Joyce Walker not been forced out of office or prosecuted? This whole situation not only stinks, it reeks.
Once Vernon is out of office, it will be interesting to see if the Feds have been lurking around.

What is sad, we officers are driven like mules to write tickets for the revenue. Believe it or not, pulling someone over and walking up to the car is extremely dangerous and potentially fatal. Yet, employees of the court take bribes or lose money that a police officer has put his life on the line for.

Roll Call - How many times have yall heard the below or a variation of it?
"We're not calling it a quota....but the Major is looking closely at ticket counts each day and some of you might find yourselves on different watches come turnover. I would suggest that you bring in two long copies (tickets) if you want to stay on this watch."
Check into the fact that Mr.
Phillips and Judge Walker might be more than former co-workers.
I'd love to see the publci get the list of every take home car, and justification why. Yep, some are deserved. The key word is some. And why in the F does Keisha margarita need a take home car???
I saw a TV news report a couple weeks ago and the story involved a woman who had to appear in front of Joy Walker. Ms. Walker was wearing a baseball hat in court. Is this normal for her? I can't say that I've ever seen a sitting judge wear a baseball hat in court. Wouldn't it be the judge to usually request that a plantiff or defendant take their hat off?
This blog is awesome and brings a ton of info. to the public. I've leraned a ton from it. We taxpayers all like and respect our police officers, but its pretty darn clear Bolton and the management at police HQ needs a major shakeup.
