Terrell Bolton has been placed on administrative leave for 2 weeks by Burrell Ellis. So, what does this mean for us? Prolonging the misery for the rank in file is what is does.
On one hand, we hope Burrell Ellis will have his ducks in a row within two weeks so he out and out fires Bolton. But why wait two weeks? Bolton has proven time and time again his emptiness, insubordinate actions, wasteful spending, AWOL and destruction of competent careers, unjustified demotions, revengeful transfers and the promotion of persons who are completely incompetent with qualifications of nothing more than being able to start a car, drive, asking “where to Ms. Daisy?”, among others on the 4th floor and as precinct commanders including Colonel Klink, Austin Powers and Phil Donahue among others.
Bolton will not go without a fight, just as he proved in Dallas. He fought Dallas, lost his lawsuit and cost the taxpayers of Dallas who was justified in booting Bolton. Burrell is not stupid, at least we hope not. He knows a fight is coming and wants to win it in the first round, making Bolton out to be the complete idiot we all know he is.
We do have a couple of questions for Ellis though. Why keep a chief of police who has absolute no ties to the community and lives in another state, Texas? Most departments would be pleased and even offer incentives to officers who live within their respective county or city. But what kind of incentive do you give Bolton? How about; Live in the county or at least the state or be fired! How’s that for an incentive?
Another questions is; what will all his drivers be doing during his two week absents? They won’t be able to drive His Majesty around, unless they go to Texas with him,where he surely will be. Will they be seen washing the chariots of Bolton’s or sitting around his office licking the boots he may leave behind, or God for bid, answer a 911 call? Yikes! They might get cold, or sweat or break a nail.
Until Bolton is fired in two weeks, we’ll be watching to see if his drivers land some cushy office job or actually answer a call other then from a blackberry.

How about we savor each and every second that this takes? Consider the worry that Col Klink, Austin POwers, Phil Donahue and The Grinner must be going through. Why rush that? Let them suffer as the officers have since TeBo got here. It won't be enough, but I will take what I can get. Is that petty of me? Yep, and I love every minute of it!!!

Returning the Christmas Present
When Vernon Jones hired Terrell Bolton as DeKalb County's Police Chief then CEO Vernon Jones called him a Christmas Present to the citizens of DeKalb County. Hey Vernon we need the receipt so we can return him!
Now let me get this straight...Bolton's lawyer seems to be suggesting that Burrell Ellis cannot look at Bolton's use of comp time under Vernon because Ellis was not CEO at the time.
Is the position of CEO not a permanent position that is maintained or filled by different people at different times?
The orders and the authority of the position remain with the position and the title....NOT the person.
If we were to follow that train of thought, any executive order issued by a previous chief is null and void they day they leave office. Any executive order issued by the President of the United States is null and void the day a new president is sworn in......therefore, each new president, new chief, or new CEO that issues new executive orders to undo what the previous president/chief/CEO did is just wasting time and money.....the previous orders were null and void so there was no reason to issue a new order.
That train of thought makes no sense. Too bad it will cost the County untold millions to prove that in a court of law.
Also....watching Fox 5's late edition film, it was interesting to hear Bolton's attorney not close the door on investigations into matters other than comp time.

I've never been investigated or discplined by the chief or IA...and I don't remember seeing it in the manual.......

I thought you could only bring your attorney when you appealing a suspension or a firing.
In a two year time span Bolton has had 1/4 of that time off.
A leader who is gone 25% of the time is incapable of making affective leadership decisions. His knowledge lacks 25% of the day-to-day happenings, personnel issues, and safety issues affecting DeKalb. No wonder the Chief thinks crime is going down, his numbers are off by 25%!
The fact that Bolton keeps saying crime is going down in DeKalb shows how out of touch he is with what is going on in DeKalb. Ask our CEO, ask DeKalb Officers, and you will hear crime is up. As the economy goes down, crime goes up. Well, the crime goes up everywhere except in Bolton's head. Or maybe crime goes down when Bolton stands in front of a TV camera?
Ask residents if they feel as safe as they did a year ago, two years ago. People are using their home alarms, and many people I know are considering arming themselves with guns or tasers. All those signs point to crime going UP! So when our Chief of Police stands in front of a camera and says crime is going down it tells me one of two things: 1. Our chief lies, or 2. He doesn't know anything about the job he was hired to do. Neither one of brings peace of mind to the residents of DeKalb.
It is upsetting that the chief can take the highest ranking law enforcement job Dekalb has to offer, not be here 25% of the time, be out of touch with the fact that crime is up, and then when CEO Ellis meets with him regarding the issues Bolton steps in with a slick lawyer threatening to sue if he is terminated. A better man (a true man of faith) would have listened to the words CEO Ellis had to say yesterday, would have lowered his head in shame knowing that he hadn't conducted himself in the manner that was expected by the government and residents of DeKalb, and would have most likely done the honorable thing in the light of failure. Instead we get someone who brings in a lawyer, because he is the victim.
The true victims in this matter are the DKPD, and the residents of DeKalb.
When two or more people work together to steal money, it's called racketeering.
The rules clearly state that TeBo is not eligible for comp time.
Vern and Te worked together to put county money, for which he was not entitled, into TeBo's pocket through this comp time scheme.
Taking money for which you are not entitled is called stealing.
Vern and TeBo worked together to steal, so it is racketeering.
Seems so simple.
TeBo's defense, which is that his co-conspirator gave him the money - is not only legally wrong, by asserting that defense, TeBo has admitted the crime.
What if Vern had allowed county money to be used to buy porn for employees? Or to purchase home furniture for his staff? Those possible expenses are just as wrong as using county money to pay comp time to an employee who is clearly not eligible for the comp time. There isn't even a grey area here. It's so clear and simple.
I can fully understand why CEO Ellis has given the two weeks. It might even take a little longer than that. He is a lawyer and understands that he needs to build a good case. The difficult part will be finding the violations of policy and making them stick in court. I'm not saying they didn't occurr just that a prudent person will build his evidence to be successful in court which this will probably lead too.
I'm hoping there are some informants within the police department that are feeding information to him. There have been some strange things going on in Internal Affairs which ultimately led to one of the sergeants requesting a transfer. If it was me I'd start there and look into the whole "Eric" investigation and I'm sure you'll find other investigations that had the outcomes tampered with by the chief or at his order.
I would also interview any prior command staff people that have been transferred or demoted. Of course some will just have a sour grapes type argument but others have been harassed and/or bullied. Some of these tactics were surely done with others in the room since Bolton always liked to have his people around him. Ask any good detective and they'll tell you all you need is one perp to turn and the rest will fall.
Also you might want to give Verbee (sp?) a call. She used to be the purchasing person and I'm sure she has seen some questionable things that went on.
To those that are shaking in their boots. Let's face it, this place has no secrets. Did you really think you could backstab, claw, and destroy years of friendships without it coming back in spades. If I wasn't so disgusted I'd probably pity your lack of morals but as Bolton says, guess I'll just leave that up to God.
So....if a person commits a crime somewhere and that jurisdiction's district attorney leaves office for whatever reason.....the new DA can't pursue an indictment of that person? Thats just an example of what Tebow and his attorney are saying. Anything that Tebow did under that idiot Vernon Jones' tenure doesn't matter, now that Ellis is commission chairman. How stupid does Tebow think the citizens of Dekalb are? Dekalb officers are flooding Gwinnett PD with applications! Thank you Tebow!!!!
I feel sorry for you guys. We put up with him way too long in Dallas. None of us ever wished him on another department. We just wanted him gone. We are still paying for all of his mistakes and stupid promotions based on incompetence and race. Like you said, some of these chiefs couldn't read, write, or find their way home at night without help.
One option is locating whoever did his KRONOS and track his leave time accumilations. The numbers will speak for themselves. hen you have an FSLA case which is a federal crime.
I'm glad I voted for Ellis and I will be even more happy when Bolton is no longer apart of the department.
-As the economy goes down, an increase in tickets given to citizens of DeKalb will increase. Get ready my fellow neighbors, they are coming after us.
