Saw this a week ago, and my thought was the Mall has a problem and is attempting to deal with it. Unsupervised kids roaming in small gangs and acting up. I saw this at Six Flags five years ago when I was last there. Parents dump the kids for the day, and the kids take advantage knowing no one will care. A small task force trained to ID troublemakers and deal with it politically correctly would be a step in the right direction. Parents teaching their kids the difference between right, wrong, and publically acceptable behavior is the ultimate solution.
