Sheriff Brown is sticking it to the citizens of DeKalb and the police department

In 2008, the citizens of DeKalb County paid to the Sheriff’s Department over 12 million dollars for medical services for the inmates housed at the jail. The 12 million dollars is for a state of the art medical ward and staff equipped to handle all health care short of a true emergency or surgery. In addition, the citizens of DeKalb County paid over 32 million dollars directly to Grady Hospital.

You would think for over 44 million dollars a year, the police department would not be forced to spend upwards of over 48 man hours watching over a prisoner who simply complains of a headache.

One of the most dreaded events of any police officer’s shift is arresting someone with a medical problem, be it major or minor. By minor, we mean someone simply complaining they don’t feel good. Tom Brown, the Sheriff of DeKalb County has ordered the medical staff of the jail to refuse any and all arrestees with any type of medical problems, be it obvious or simple complaints, without first being transported to Grady Hospital to be evaluated. The evaluation can take up to 48 hours or longer. That’s 48 hours a police officer has to guard the prisoner and is not on the street. If the arrestee is violent, then that is at least 2 officers off the street.

Grady Hospital has holding cells for prisoners being treated. However, Dekalb County Police are forbidden to use them, even though DeKalb citizens pay Grady Hosptial 32 million dollars a year. The officers are forced to either handcuff the person arrested to a wheelchair or gurney, whichever the case may be. The officers and person arrested must sit in the common hallways, making it extremely dangerous for the officer, hospital staff, the public and the arrestee alike.

What are the citizens of DeKalb paying Sheriff Brown for? Is Sheriff Brown taking advantage of the system by forcing the police department into doing what he is required to do? We say yes he is.

The sheriff is responsible for the housing and medical care of all prisoners in custody, He is skirting his responsibility by forcing the police department to guard prisoners in need of medical attention instead of those same officers protecting the citizens of DeKalb County.

In a time of economic crisis, the commissioners should be looking into saving the taxpayers of DeKalb County every dollar they can while insuring the citizen’s safety and property is protected.

Even though Sheriff Brown is an elected official, the commissioners control the amount of money contributed to his budget. We call for the commissioners to investigate Sheriff Brown’s policy of refusing to accept all arrestees with medical concerns, given the fact he is being paid to do so.

The police officers need to be on the streets fighting crime, saving lives, protecting property instead of being a guard at Grady Hospital.

Thank you, thank you, thank you. This is a serious issue that needs to be addressed. Other counties have no problems admitting patients with VISIBLE injuries, but if a perp in DeKalb County complains of a headache, it's off to Grady. This is a waste of our time, the taxpayers money, and puts the safety of other officers and the citizens of the county in jeopardy.

I implore the leaders of the county to investigate this issue. If the SO is going to continue to make us transport/guard inmates at Grady, then maybe they can save the county some money by firing the medical staff at the jail, as it would appear they don't have much to do.

The first thing that so called jail does when you walk in the door is say" Do you have any medical problems".
If the prisoner stalls and thinks for a minute "Do I" then its off to Grady with them, those jail nurses are pathetic, and god forbid a supervisor make a command decision in fear of some liability.
Look career thugs know the game and how to keep from going to jail just say I dont feel well, im on my period, I have a headache, I have a splinter etc etc.
But heres a news flash for the great citizens of Dekalb guess what if the thugs go to Grady for a misdemeanor, they will be given an arraingment date and simply released at Grady and set free " Thank god almighty Im free at last!
That will keep from tieing up officers to baby sit the suspects who are able to commit crimes against you and not say there not feeling well when they do so.
Pathetic I say, that jail was built with a state of the art medical facility that damn near surpasses most emergency rooms, but never gets used by our so called fly by night nurses who simply refuses a prisoner so they dont have to freaking do their jobs.
Yes I sure ol Thomas is up to no good as well, maybe not as bad as Vernon but never the less just take a look at who was on his investigation panel for Bolton, Baptiste who was fired by Thomas at the Police Dept for numerious offenses just to be rehired by him at the Sheriffs dept.

The jail will also refuse anyone that has been involved in an accident. If you check 'accident' on the jail docket they will automatically refuse the j-1 until he gets medically cleared. We argued this issue with a jail supervisor for an hour about a month ago. The j-1 did not have any injuries, but since he was involved in a vehicle accident they refused him per DSO's policy. What a joke!

I agree, this has been the situation for the past 20 or more years. Even before Sheriff Brown, Pat Jarvis had the same policy. The Sheriff's Department needs to assign deputies to guard the prisoners or like APD have a medical unit at Grady. It makes no sense to tie up a uniform officer for such crap. DSO also needs to transport J1s to and from Mag Court. DeKalb is the only metro county where the officer has to sign the J1 out of jail and transport him. I hope with TeBo gone and the hard feelings, that Wiz will work something out with Sheriff Brown.

As someone who works DCFR and has run calls inside the jail, the nursing staff is a joke.

Here's a newsflash for the entire DKSO jail staff: You called it in, you KNOW someone has to ride to grady with the inmate, so how about actually being ready with all the paperwork and the personnel when it's time for the ambulance to transport?

As for the jail turning away minor complaint J-1's and calling for a 911 transport for similar complaints: even us guys on the fire/ems side know about it, and hate it. It doesn't take a grady doc to hand out a tylenol. It shouldn't even require a nurse for that task, and yet the nurses refuse to do it.

They (the BOC) need to step up and make these people work, because all they (the "nurses") seem to do right now is collect a paycheck.

Thanks to DeKalb Officers for once again calling an important matter to our attention. Clearly there is SO much room for improvement in DeKalb. People running major departments in DeKalb need to address issues that are costing MILLIONS! Heads would roll if this were private industry. DeKalb leaders, we are in a recession and demand that you look at excessive, or unnecessary spending and "Fix It!"

It is understandable that some prisoners need medical attention and guards, but $44 million? Come on. Excessive!! Fix it!

Just to reinforce the idea that the medical staff are incompetent, I have to share this story. A perp uses a false name to get treatment at DeKalb Medical but received treatment anyways. The police was contacted and was transported to the jail after she was RELEASED from DeKalb Medical. The nurse refuses her and wants her to be cleared by Grady even after she was released by DeKalb Medical. I am confused, does the release paperwork need to say "approved to go to jail" for the staff to understand.

Thank you for exposing this important topic. Most people have no idea how bad Dekalb Police officers have been treated for years in regards to the jail and Grady Hospital. This hospital takes millions of dollars from DeKalb County tax payers and then treats DeKalb County Police like they were some homeless guy who wondered in off of the street. They DO NOT treat the Atlanta Police officers like this. This is a disgrace and it needs to change!

The situation at the jail needs to change also. I think Thomas Brown is a good guy but I am not even sure if he knows what is going on regarding this matter. Of course he is THE Sheriff and he should know. Regardless, I think he would be open to reasonable discussion on the issue and we need to foster a better overall relationship with the DeKalb Sheriff’s Department anyway.

This is a perfect example of why we NEED a Public Safety Director. I realize that many jurisdictions do not have one but many of them do not need one. We do! Obviously we have many unique problems like this one that a man like W.Z. Miller would be perfect for. No, he does not have authority over the Sheriff or Grady Hospital but a lot can be accomplished by honest discussion and negotiation. Especially with millions of dollars at stake!

Specialized Unit with Take Homes!

I'm surprised the command staff hasn't formed a specialized police unit to mitigate this problem. Each uniform watch could contribute another officer to the specialized cause.

We have an officer that sits around and does nothing at Recorders Court....why not a whole team assigned to Grady with take homes.

Speaking of sticking it to the Citizens..... Why is PD transporting prisoners to scheduled court appearances in Recorders Court?

There are deputies (and one Dekalb Officer) assigned to Recorders Court. Atleast one deputy transports prisoners that the judge orders taken into custody.

How many man hours are wasted by Police Officers coming in early to check out a patrol car when off day or going out of service when on duty.

How many more tickets could I write if I didn't have to put myself out of service to go transport a prisoner from the jail to court.

....You don't have me transporting prisoners to State or Superior Court.....

I would say the staff at the jail are not the brightest people to deal with on these problems.

I had arrested a man for Domestic Violence with a broken finger in a metal splint and had been treated at Grady few days earlier for this injury, he even had the Grady paperwork on him. The jail refused him, the nurse said he needed to be examine again by a doctor. I worked Evenings ,I was at Grady for 3 hours and then I was relieved by Morning Watch. I took him for his hearing , he told me that he got back by noon the next day, so Day Watch took over watching him. He said they showed the doctor the prior paperwork and he asked does it hurt he said no, and the doctor said goodbye.

The jail looks for anything to refused someone, I heard the story of them refusing someone because they are to violent and wanted him taken the Grady. I guess the hospital is our real jail.

At least have the officers with a prisoner to get to the head of the line for treatment. I get tired of standing in the hallway for hours.

I know an officer who had a prisoner refused at the jail because the perp, a female, said she was PMS'ing. No, I am not kidding.

the jail has 3 court rooms inside of the jail, we should not have to transport anyone to recorders court for anything when it could be heard at the jail itself. This is a safety issue and a big one. A few years ago the judge asked mr. perp if there where any other charges holding him in jail after serving 58 days...time served..the perp stated "yes"...murder!!!...needless to say the court room was in a little bit of dissaray as the perp was being placed on the ground and re-cuffed. Even as the judges give out a sentence now for traffic offenses for 10 days or less....the jail is cutting them loose in 3 days. So why even right the ticket??? or go to jail?...give them a court date and go 10-8.Let the fugitive squad clean it up...they went out and made over 200 arrest...thats cool....why fight it when the jail can fix thier own problems. Radio I'm 10-8..99AR!

Thats perfect...i just write a citation and start a wrecker and go in service. I don't live here. Let S.O. clean up the mess. They already have thousands of warrants outstanding. If they can't hold someone with a scratch on their finger (true story) then they can go find them later and waste their own time.

The county ordinance for Public Intox is intoxication manifested by being loud or boisterous, or intoxicated to a point where they have little regard for their safety or the safety of others.

AMEN!!!! At the Jail R.N. stantds for Refusal Nurse not Registered Nurse. The prisoners are the responsibility of S.O. There are HUGE safety issues with P.D. transporting these prisoners to court. There is no secure parking area or entrance to recorders and magistrate court. We walk them right in the front door with everyone else. How about when Major Felony walks 6 armed robbers and a murderer from the street to the courthouse and they are only escorted by 3 detectives because of a lack of manpower. What better way for the most violent criminals in DeKalb to take a chance to escape.

The perps knows if its not a felony charge and they claim medical problem they get released at the hospital.
They can run like a rabbit and fight us, then after they are caught and at the jail they all of sudden say I NEED TO SEE A DOCTOR. Its a running joke at the police department.
Do you think they stay for any treatment or call someone to pick them up? They are back home in less than 30 minutes.
What's the cost to have a real medical staff at the jail?
NOT THE LOWEST BIDDER

We may see the light with Chief O'Brien soon. I have never met him ,but have never heard anything negative about him.

I have always thought that having a police department and the Sheriffs office duplicated a lot of effort, unfortunatly the politics of consolidating the two would favor a single orginization of the DeKalb Sheriffs Office, and DeKalb Sheriffs have gone from bad to worse and now we have a fairly honest Sheriff. Tom Brown is no rocket scientest but he is honest, and SO operates somewhat efficiently. Some areas function better than others. CH security is fairly tight whilst the Jail medical office has been poorly run for years, a federal suite by prisoners against the Jail medical unit resulted in federal supervision of the Jail medical unit for several years. I think a lot of our issues seen with poor policy stem from the low pay offered by the county. When you pay 10 or fifteen percent less than surrounding counties DeKalb has a problem finding competant people to do the job. Lazy employees, I have seen countless instances where a county employee elected to act dumb and disabled and spending more time explaining why the can't do the job than actually sitting down and performing the service requested. (on the other hand I have seen some dedicated employees giving their all on OT because my problem developed late in the day, and to all those you have my thanks and admiration). The County has no plans to increase our pay in the foreseeable future. There are no once a decade salary studies that the county used to do. The studies were so flawed by politics that they were virtualy useless when they came out, unless the commissioners wanted a certain group to get raises, like in the last 1997 Price/Waterhouse study. I have been screwed by the county on pay for soo long that its starting to feel good.

ok...Take a perp to jail, go to Grady, get overtime, plus gas in my unit, my 83's unit and their time...equals not worth it.
The people in the jail are a joke how often is it when I call 1-2 hours prior to prelims and go downstairs to pick up my prisoner and he/she isn't even ready? People in the jail make us late all the time for prelims.
The total B.S. factor of it all is they have better equipment than us. Cameras in their cars,cars that work, new guns, and the list continues.....this is crap how often does a Sheriff back you on a call? IT DOESN'T HAPPEN!! Most of those who work in the jail just go through the motions....and if they are having a bad day they push it on you....Something must be done...and DKSO needs to lose the attitude towards DKPD....Just remember if you don't accept them into the jail i'm gonna have to go to Grady while someone 42's your house then your gonna say where were the officers at when this perp was in my house.....I'll be at Grady reading a newspaper!!

We've had prisoners J1'ed for Public Intox at local clubs - get them to the jail and all of a sudden "Oh - I hurt", or "Oh, I smoked some pot". And the Jail Nurse Maid immediately tells the officer - "Can't take em -gotta go to Grady". Some officers have started returning them to the off duty officers at the clubs that J1'ed them so they can find someone to take em home. We have even had the Jail Nurse refuse a drunk because he couldn’t tell her exactly how much he drank! Said the perp had to go to Grady in case he drank to much alcohol! This is absolutely nuts!

The jail is so bad I have had J-1s turned away because they said they were to tired. And this was after have a foot chase with them. The blog needs to stay on top of this.

I know this is a issue but I think the problem stems with certain people working at the jail at that certain time people are refused. I can tell of one incident the jail took a drunk who couldn't stand take a breath test had a injury to his head from falling down. We even had to carry him to the cell. They didn't refuse. Its all about how you present it and who is working there. I have had some refused so maybe its about who is the nurse or SGT on duty at the jail.

Oh are we forgetting about RYDC and Metro its the same problem they get refused. Oh I smoked some weed or Im hurt. Come on what is grady gonna do if I just smoke some weed. Nothing

This sounds like DKPD has a problem with DKSO, not the other way around. There is a policy for refusing an inmate before they enter the Jail, but the examples given here don't fall under the guidelines of refusal. There is a Medical Coordinator who works for Sheriff Brown who should be monitoring the contract medical company and all of these ridiculous refusals. Is she???? Every time a J1 is turned away, paperwork should be signed by the Sgt and send to the Monitor for review. Someone needs to be held accountable for all the wasted trips to Grady. There is a medical provider (MD/NP/PA) onsite until at least 9 PM who is supposed to be seeing people who have medical issues...and there is always a medical provider on call for the nurses. So what has happened to the ($12 million) medical program at the Jail? BTW the $32 million given to Grady by the County is to subsidize all DeKalb County residents' indigent care, not just the Jail inmates.

Thanks Mr/Ms Blogger for this subject. This is one that really needs looking in to. The jail is waisting Millions of tax payer dollars each year on the refusal of medical care. See what people don't understand is Dekalb County pays Grady Millions of dollars each year based on Grady seeing Dekalb Prisoners. Some of these J-1 only need a bandage or something and the problem is over. Having worked for Dekalb for 10 years I have had my share of going to Grady sitting in the hall around all those germs and nasty stuff floating in the air. And most of you are right, after time you get tired of doing it so you get them a State Court date and you call it a day. Well since working for the School System that can't be done. I wish it could but you can't let one of those students go at Grady. Once I had two students get in a fight at school. Both were 17 so I knew they would be going to County. When I got there the jailer asked one male why his shirt was torn (As if it was the jailers business) The student stated "I just beat his a**" point to the other student. Well he called for the nurse. The nurse asked what happened and they both stated they got in to a fight. Both stated they were not hurt, and complained of NO, I repeat, NO injuries. Well good ole NURSE GOOD BODY told me they needed to be medically cleared because problems occur later from fights. So let me get this clear. If a week from now the sutdent starts to get headaches from the fight then do I come back to the jail and take him to Grady.

Whats funny is that once they accepted my prisoner and then refused to open up the gate and allow me to leave. I guess they had a change of heart. I went back in and told them that I would "re-accept" the prisoner from them (this was strictly at the order/request of my sgt). They strenously objected stating that they had never accepted him.. as I pointed out. once i uncuff him and walk out and you tell me i'm good to go.. he's YOURS..
What i wanted to do was pull over and sit their. i coulda waited their ass out.. though not being their for my team wouldn't let me do that.. This issue has been goin on foreever.. and god forbid if its a female prisoner.. having a period is not a medical issue.. !!!!!

I've worked at multiple departments. this is the only one I'm aware of that transports prisoners to pre-lims. However this is also the only one i know that burdens the officer with the warrant procedure. WOW. look at a MAJOR CITY DEPT.. okay you make a j-1 .. you then call the on-call soliticors office personnel and get approval if its felony or above.. or if its a misdemenor sign the complaint and turnit in with the j-1.. Or make a judge available 24-7.. and we know that ain't happening.

Everybody dumps on the police department. When will someone stand up to these problems?
As long as the command staff do not suffer with these type problems themselves, they don't bother to correct or change.
I heard lots of strange reasons why people are refused at jail.It would make a good book.

Sheriff Tom Brown owned a house that was No. 16 on the county flood plain buyout list.

Somehow, Sheriff Brown's house bypassed the other 15 in front of it. The county paid $300,000 to Brown, and demolished the house. All of this happened in record time.

Amen and Amen, I have been a cop in Dekalb County for 12 years and this situation has only gotten worse. When I started they used to actually treat minor ailments at the jail. Now all they know how to do is refuse, refuse. Grady is a black hole of police time wasted guarding prisoners who never needed to be seen in the first place. Thanks to whoever can take care of this issue.

For close to a year I've encocuraged people to look into the SO's office and To Bro. You don't even have to look that closely at his campaign disclosures to see that something fishy's going on, behind the scenes. Clearly there seems to be little if any oversight in the day to day operations. Hopefully the administrators of this blog will be as successful at exposing SO as well.

Tom Brown and his "Team" at the Jail need to be investigated...what is going on there? Inmates are killing each other, killing themselves, escaping and getting "lost" in the jail for hours. Staff are being treated unequally depending upon who you are related to or who likes you (probably not a news flash to staff at PD either). Brown may be an "idiot" but Wanda Collins is in WAY over her head running that jail. Brown needs to look at his operation instead of relying on his "advisors".....

Ok, I got an idea! Let's activate TRT,ICP and the NET teams for 60 day Special detail. Let's pick up all felonies, domestic violence and recorders court warrants. Have Tac,Gangs and Strike force hit all high crime area's for 60 days.let's have a press conference with the D.A. And Solicitor General. Let's tell the Citizens of Dekalb that we are taking the streets back and we are coming for the bad guys and gals.

We need 500 more officers in the next 36 months. In order for this County to keep up with the crime. Stop the fighting BOC and police department. We are on the same team. We can do so much together than we can apart. With Gods grace, Ellis influence
,Director. Williams vision. And Chief O'Briens leadership. It's very possible we can grow, prosper and police this county like no other department in the Country.

If you want to act foolish, steal,rob, kill or hurt people this not the place to be. Your not welcome perps. We do not play at all. Go somewhere else because we will deal with you with a firm fist and with highly motivated, hard charging Dekalb County Officer.

I am all for locking up DeKalb County criminals but why would we want to activate TRT for the next 60 days? I do not understand. I thought the TRT was just a crowd control team. Are we expecting some riots this summer?

I love the idea of taking back the streats of DeKalb! Several years ago I found out that Memorial Drive crowd seemed to have drifted up to Lawrenceville Hwy. There are too many places in DeKalb that you do not want to have car trouble. But there are two citys in DeKalb that seem to have a lot less crime than DeKalb in general, Decatur and Avondale Estates. Decatur Police seems to be extremely visible and vigerous in their activities. Avondale Estates seems is also heavily patrolled and they love to give out traffic tickets with their rediculous 35 mph speed limit on Avondales maney maker, Covington Hwy. DeKalb officers need to patrol vigerously, about a quarter of the time I observe the patroling DeKalb officer is on the cell and if you are on the cell you certainly can't be patroling effectiviely. I suggest DKPD ban cell phone use except for emergencies and official business. (I am going to get burned for this one) I never see Decatur or Avondale police on their cells. Good luck guys, we appreciate all you do. PS, I am especially sorry I missed the memorial today, as I half expected, something came up that had to be resolved by 1PM, so I missed it. Perhaps next year.

TRT is also a "mobile field force" that is more than capable of handling such a detail. HOWEVER....the county does not have enough cars, our immediate leadership cannot or is unwilling to think outside "the box"....and our county government doesn't have the jewels to back us up on it anyway....yeah zero tolerance policy....until the first use of force or citizen complaint. WHATEVER....was a nice thought though.

James we tried that a month ago with DKSO and none of the addresses were any good. Where we need to start at is motivating some of these so called veteran officers in uniform and get them back policing and FTOing. We are always going to want more money and more officers, but we have to start somewhere first and that is taking personal pride in your job and doing it well. We all knew we were not going to get rich doing this job. I do feel the command staff has a responisbility to make sure we have the best equipment and training so we can be as safe as possible while we work.

What we really need is to get back to pride in who we are and the mindset that "we do it better than anyone else" because we have badges and because we are Dekalb County PD.

We do it better because we are part of... AND represent DKPD.

We do it better because we expect that from ourselves and our teammates.

We do it better because we're professionals who don't want to bring disgrace on ourselves and our family in blue.

Currently we have no standards and no expectations. We excuse infractions and bad behavior because we have badges.

After coming into "conflict" with an officer who thought he was above the little laws, a Lieutenant told me (within the last 6 months)that "things are so bad, we have to give them something"...ie I should look out for my career and just look the other way.

Boys will be boys.

That is precisely the mentality that got us where we are today.

Honestly, I almost walked out of the ethics portion of In-service. I gagged when they talked about being held to and we should hoold ourselves to a higher standard BECAUSE we have badges.

It was much like Dora Tabb telling us that you "will be prosecuted if you use NCIC/GCIC for personal purposes".

The problem with our department is that pride has been supplanted by a sense of entitlement that is condoned by our so called leaders.

Not to mention the jerks that know the ropes and fake chest pains to get to Grady wasting the man power of an already limited PD...by the way supervisors...even if a good (bird dog) officer arrests someone that has to go to Grady...don't send the " bird dog" to Grady...send one of the slugs that don't care how they spend the 8 hrs working or not working as the case may be. Let the slugs baby sit at Grady !and let the bird dogs work.

OMG. Thank you for posting this. THIS IS A HUGE ISSUE. I cant stand when intake will not accept a prisoner whom is a very dangerous individual that belongs in jail, not in a hospital because they have a cut on their arm. Not only that but the intake personnel trying their hardest not to do their job makes my blood boil. Oh and I arrested a woman because she was DUI on drugs and alcohol, flipped her car and was running down the street from away from the scene. 7 Fire/EMS guys were on scene and said she was ok. Then I take her to jail and I get an earful from apathetic overweight intake SO officers about how she belongs in the hospital not jail. WOW its called your job. Just do it.

Yeah, I arrested a guy that was intoxicated cussing out old ladies going to church one morning. The jail refused to take this individual because he didn't want to talk or follow directions at intake. My SGT. said arrest release him back on the street. So I dropped him off on Memorial Drive and Columbia. Sorry Citizens of Dekalb trying to go to church! Your Sheriff's Department doesn't want to do its job.
