Finally! Thanks for posting this....I missed it and was not aware of the Grand Jury order.
It will be interesting to see if the problem is poor management, criminal activities or both.

Now they need to pay us overtime to come in and serve those thousands of outstanding bench warrants. That would generate a huge amount of income for the county.
It truly pains me to see these eight people in Recorders Court accused accused of ticket fixing, everyone that I have dealt with at recorders court has been extremely helpful in helping me do my job which is to help them. (universley county employees are extremely kind to me)
I googled on Judge Walker ( http://www.linkedin.com/pub/r-joy-walker/9/456/78b )and saw she had been appointed Chief judge after only six months as assistant judge, it is obvious she was groomed for the job by Vern's administration and therefor suspect. She is very young for the position and from the link above, she is confident of her abilities.
She has made some poor decisions involving the computer software the department uses. It is a POS and should never been allowed to go production.
My theory is that the indicted RC employees used the faulty computer software as a "smoke screen" as they did their dirty deeds.
Be ethical guys or it will bite you on this ass!
