Bolton’s handling of the two cars might have violated state law; DA Gwen Keyes Fleming will not seek criminal prosecution.

Wasn't there also some civilian guy who worked in downtown Decatur driving around in a black BMW seized by the county? I thought those vehicles were for "police use only" by law? A civilian working for the county, not the police department or the DA's office, is "police use?" Wouldn't that also be a violation of the law?

This seems to be a well-written letter by the District Attorney that goes a long way to supporting the allegations against former Chief Bolton. The title of the post here is somewhat misleading, in that the District Attorney states that the violation of the statute is procedural and not criminal.

And I wouldn't want to ask the tax payers to pay for the circus of criminal prosecution in this matter anyway. It's already quite clear that Bolton was wrong -- but to incur all of the court costs to prosecute him on such a matter (if indeed it were even possible) is ridiculous. I'd much rather we focus on prosecuting murders and rapists than on a former Chief, to big for his britches, who moved a couple cars out of county. He's hardly a menace to society, and the sooner he goes away, the better.

Well its a pattern of prosecution in the D.A.'s office. Look how many cases are pending or just not prosecuted ...why , they may have to go to trial. We have so many repeat offenders in DeKalb County.

Bolton receives a Get Out of Jail Free card, and still gets to sue DeKalb for wrongful termination? Is Bolton being protected or is it just that hard to press charges against a guy who broke all the rules?

Gwen is DeKalb's just reward for voting by race and party affiliation. It was obvious Gwen was less competent than Brinkman, Soliciters office convictions and effeciency dropped 20 percent under Gwen, whilst convictions remained steady under Brickman's tenure. DeKalb voted for skin color and politics in the Keyes/Brickman election and now we see more evidence that Gwen does not have a clue to what is important withen DeKalb government.
Bolton is going to take the county to Georgia Supreme court just as he did in Houston. Gwen's letter to Ellis is the typical self-serving denials to investigate Vern that Gwen puts out every six months.
DeKalb citizens can only wonder why so much effort is being placed by the DA's office to prosecute two school officals already fired in disgrace for changing tests and scores, whilst ignoring every illegal snd unethical act Vern and his cronies perform. WTF Gwen?

Wasn't that the county's cell phone guy driving around in that seized black BMW? Did he really need a take home car? Was he on call? I don't think so! Not only did he not need a take home car, but he didn't need a slick looking BMW seized from a drug dealer! This is yet another example of blatant law breaking under the Vernon Jones administration by people who are good friends with Vernon Jones! Rumor has it that this individual drove that car so hard it had to be dead lined!

I think you're talking about Jonathan Jeffery. He isn't an employee of the police department or the DA's office, so why was he in a seized vehicle? Gwen's letter clearly quotes Georgia law which says seized drug vehicles are for police use only. Does he still work for the county? Maybe someone should ask him what he was doing illegally driving a seized vehicle?

I discussed this issue with Jonathon briefly. It was obvious to me that Jonathan was oblivious of DKSO report, he is always upbeat and positive. Jonathan didn't deny any of the allegations. He reports that he was employed by DKPD at the time, before telecom was transferred to IT. He reports that he was friendly with Vern, and Vern ordered Bolton to give Jonathan the BMW. My personal observation was that he tended to park the vehicle in inconspicuous locations, and Jonathan is not as upbeat as before we discussed the issue.

Well said LoFlyer. Vernon Jones (and a certain filty, vile sheriff) were elected because of thier race not thier abilities. His cronies he put in place STILL infect the county and may cost millions to remove and have certainly cost DeKalb millions in squadered (and probably outright stolen) tax dollars. Now you see where this path has taken us.

Even if he was working for PD, which I don't believe, are civilians allowd to drive seized vehicles? Why did he need a take home car at all? Why did he need a BMW? Didn't he bump a detective out of that car so he could drive it?
