Another Bolton Hire Arrested

At first we weren't going to post anything about this arrest because it really embarrasses the department. But after reading the news article and watching the video, we just couldn't resist.

You just can't make this stuff up!
Police impound the police car of Terrell Bolton hire, who is officer of the month, who is arrested after his girlfriend Shawte (pronounced Shorty at Emory U.), who happens to have a mug shot on file, pimps out her cop boyfriend, who just happens to have evidence in his uniform shirt pocket when arrested.
Terrell Bolton, the gift that keeps on giving.

Good God!

Take Home Car......justify this new adventure and where does it end. I want a Take Home Car...we have people not on call with Take Home Cars.

Uniform Officers do not have Take Home Cars. Who will be called first to report to duty not someone in Support Services or Background investigations.

It all about who you can cover in these programs.

Millions of dollars are paid for these non- first- responders to report to duty.

The CEO is looking for ways to cut budget...here a new Chance to cut budget,

Get rid of the Public Safety Director, that is a big savings,

Wait that is the CEO buddy... sorry .. I forgot.

Where was this guys Sergeant when he was doing all this stealing. Doesnt a supervisor check his reports and aprove them. How bout his haircut. Is this what we have resorted too. What is going on at this former Officers Precinct my god!!!!!! And on top of that the supervisor nominated him for Officer of the month? I could only imagine what type of illegal stuff he was doing in that take home unit off duty.

We have officers that were convicted of stealing lottery tickets and money during a raid; an officer who got into a domestic dispute while in uniform, on duty, in a DKPD car and was arrested in his home county (Henry); another officer gets indicted on felony hit and run while her fellow officers cover it up and now an officer who steals from the people who he arrested! Well, lets sit back and wait for all of his arrestee's lawyers to seek to have the cases dismissed because of this. Ditto for the chick who was charged with felony hit and run on duty (anyone with a traffic ticket issued by her needs to have that appealed immediately). How can DKPD enforce laws when they are the ones that end up sitting in the back of their own patrol cars on the way to the Dekalb County Jail. You guys wanted to be like APD so badly and you have finally earned the title. Chief Turner is firing bad apples there and I guess DKPD wants to be the new agency in the news for stupid stuff. Now, you guys are actually beating the Fulton County Sheriff's Office for headlines

Dear Anonymous 8:51 am, Let me get this straight. You want Supervisors to read in his reports the paragraph where he states "and at this time I stole several items from the suspect and or his vehicle before I impounded same"...Or is it that you want us to look into our crystal ball and know which officer is a perp so we can follow them and only them around all night to make sure they don't drive home in middle of there shift and unload stolen items or place them into there gear bag and unload same into their POV when they go 10-42..Or do YOU suggest we do a strip search on all of our Officers (you included) to make sure there is nothing in there possession belonging to a citizen they had contact with during their shift...Gee you should be a Detective because you are Super Cop and would probably be one Hell of a Supervisor...
Thank God we caught him when we did this could have gone on for many years. It is a tarnish to all that wear the badge with honor....Not only in Dekalb but around the nation.
P.S: If anyone had an idea that this type of behavior was going on (IT WOULD BE MY GUESS) it would be his PEERS. NOT HIS SUPERVISORS!!!!!

Just a DeKalb citizen here . . . Man, that video was painful to watch. Though the years I have interacted with several of you for various reasons on the north side of the county. By far these interactions have been very professional and even the crusty two or three of you were simply doing your job. I know having someone like this being in law enforcement and sharing your uniform is an embarrassment. I am very happy to see him out of DCPD.

However, there are questions that haunt me. Was this man that good at covering his tracks that no one working with him knew what was going on? Is this man one of a group of officers involved with this kind of activity? Was this man under suspicion and the domestic incident accelerated his downfall? It certainly looks like some of his victims would have said something and superiors would be asking questions.

For several years I had the good fortune to work with a fine group of men in the construction industry. When a new comer joined our organization and was not pulling his weight or was involved in activity that could create a liability for the rest of us, we got rid of him as quickly as possible. As far as I am concerned, one rotten apple in the bushel basket is one rotten apple too many.

Sounds like this story hit a nerve with you. Yes you are expected to supervise and watch over your troops. You must be afriad the heat will come down and you'll have to do more then simply clear on calls while you're cracking. In most cases, it is the supervisors responsibility when an officer strays. I guess affirmative action, or as some say, discrimination has been very very good to you!

How the hell did this guy get through the academy ? He is 300 plus pounds ... If he went through a beach bertrand braun mitchum academy he would have been weeded out the first hour of the academy... lowering your standards and this is what you get. I can not imagine how much criminal activity he was involved in using his take home car. It takes one guy to ruin it for everyone.

ALL of this could have been avoided, or at least caught on to by supervisors if cameras and mics were used like EVERY OTHER AGENCY. DeKalb is at the point where prosecuting cases by word only is not enough. Every traffic stop and call needs to be recorded so these incidents can be avoided, or at least deterred for fear of detection.

Dear 11:25, It is my understanding that not ONE complaint of missing items was received..How in the world that happens I have not a clue....But I would love to hear your take on how a supervisor is suppose to know that an officer is stealing from suspects during his shift???? Please enlighten me how.

Don't get me wrong. I'm not defending the Piece Of Shit. Nor do I condone his actions in anyway, fashion, or form. But to put the blame on his supervisors really!!
You missed the jest of my comment. I don't think the POS wrote in his reports or made it at all obvious what he was doing. Do you? So if the victims of his crimes don't bring the facts to our attention by filing complaints ????? how are we to have knowledge of his criminal activity. Unless of course we are part of it...Then that would be a whole new issue all together...

I wait on pins and needles to hear or read your version of how you would supervise. You know in order to ensure your guys/gals aren't involved in illegal actions while under your watch..... Remember you have no prior knowledge or insight in the form of complaints from victims.

Anon 10:40... Actually if you are a good supervisor you would be side by side with your Officers and could have detered this type of activity just by being visible. Clearly...... He was not afraid of being caught by a supervisor. Probably because you usually sit behind a building and clear on calls. Get it right and do you job to help teach new Officers the right way to Police not the wrong way.

I was his FTO and I know his Sgt personally. Let me tell you that we were both absolutely shocked to hear of this story. It just goes to show you that you never know the choices that your fellow officers are willing to make. Sad day for DKPD.

Why don't you guys record traffic stops, etc. Our supervisors routinely review our tapes and upload at the end of shifts and we have NEVER had such an embarrassing incident occur. It actually helps us when false accusations are made against our officers. It's 2012, look into it.

Um that would require the county to spend money on hundreds of cameras and the massive data storage needed to retain thousands of tens of thousands of hours of stops. Dekalb isnt going to spend that money.

I dont see Gwinnett or Fulton officers being arrested with the frequency Dekalb officers are. Probably becuase they dont hire idiots who hang out with Shawte and actually give drug tests and have a real IA.

Three employee reps from the police and fire department and myself sat in front of Elaine Boyer and her staff and explained our fears of the havoc the new pension will bring upon the employees. We explained in great length and in detail that the county could not attract qualified employees or recruits under these circumstances. We explained that the rising internal crime rate among the employees is no fluke but due to the low salaries that make it difficult to hire quality employees.
Mrs Boyer and staff respectfully listened to our side of the issue and presented theirs. The county was broke and no money available for salary increases of rank 'n file employees in the foreseeable future. The pension for new employees will be garbage. So at least one commissioner knows what the employees are thinking, unfortunately she is not on the employees side of the issue. I can respect that, but I do not like it.
On a personal note my families medical emergency had a successful conclusion and my family is grateful to the staff of Chattanooga Memorial hospital for the kindness and attention given to us. I will be heading back up to Chattanooga for the next week to help out, and bringing up my dogs who undoubtedly will cheer up the patient!
I will stay in touch, that's the beauty of the web! It's everywhere!

The problem with Center Pct is the leader. Yes that ass clown HIGGY. He doesnt do anything but kiss ass all day covering his sorry lazy ass. I hear it from the supervisors over me that he refuses to sign off on any DAR . He thinks he can talk them into being a good officer. What a joke that place is a joke and will be as long as he is there. They don't respect him or anything coming out of his mouth, they know he will cave. He talked me right out of my B.S. right up hahah, keep talking higgy I will get better.

Thanks for keeping the BOC informed despite their refusal to change. We are at a critical time in our dept. We have been invaded by the worse type of recruits possible with no intention of changing and most of all and scariest of all, they have no conscious. They are not here to serve and protect. They are here to self serve much like many of our BOC. They have no intention of protecting our citizens nor do they care. They are like cockroaches feeding off the misfortune of our citizens and of cockroaches like themselves, criminals. They have no boundaries. I would hate to be in I.A. now, the work load must be on overload.

These unfunded Holidays were furlough days and not told to you at the time.

Gwinnett pays like 6 grand less starting than Dekalb yet their hiring standards are much higher and the background much more in depth. They even place some cadets in the academy under surveillance during weekends off...seriously.

Gwinnett may have less of a starting salary than ThugKalb but your take home is much more because they don't 67 you with inflated insurance and pension costs. Additionally you are taxed less due to a lesser salary. When will all of you realize DeKalb has been and will continue to steal from each and every one of you as long as you allow it. I watched a 10 plus year supervisor leave and go to an adjacent agency bringing home MORE with a new take home car and obvious less danger to himself.

Our Sgt's are uploading reports riddled with grammatical errors that would earn a 4th grader a D-! But hey, it's all cool in DeKalb! Make your troops correct their reports, or you should be held accountable for their stupidity!

I saw this situation coming miles away. Backgrounds has been given orders to push a certain amount of bodies through the process and now we have an oral board of fools allowing these people to enter the academy knowing they are not Police material. On top of that academy personnel are not allowed to properly weed the idiots out. I recently ran across some of the cadets waiting to enter the next academy. ARE YOU ..UCKING kidding me. What a group of misfits. Not only will we continue to embarass ourselves with arresting our own criminal Officers but what is going to happen when they get one of us hurt. I say we put together a grand jury like Cobb County before this happens. Lord help Dekalb County!!!!!!

If your so interested in what another dept can offer you then go apply there. Either stay and do your job to the fullest or leave. Thinking a Sgt should be held accountable for things like this is stupid is as stupid does. I do agree that we should look for quality instead of quantity and be paid accordingly. No1 should judge because none of us are perfect we all have done something wrong b4. Ex: drove 15mph over posted speed limit, unapproved -80, smoking in a unit or even carrying a metal mag light. You get my point!

Its time for another history lesson for those of you who were not there or may have forgotten:

Lt Ocutard was caught stealing YEARS before he was caught stealing AGAIN with the incident involving the CD's! The outcome of that lengthy investigation led to a recommedation for termination. That sergeant did his/her job. However, when it came time for the precinct commander (Farley) to man up and do the right thing, what did he do......He gave him a day off and a slap on the wrist.

So, because a crooked politician (Vernon Jones) put an idiot (farley) in charge of the center precinct, he let a thief (LT Ocutard) STAY within our ranks, only to steal again, and get promoted. I am curious to know what type of decisions Lt Ocutard is making daily. Its only the lives of police officers and the public on the line here.

The same fools with foolish ideas of how this world works are the same fools that wanted this idiot to be a DeKalb County Police Officer. These two examples are why you NEVER let politics get involved in the hiring (or firing) of a public safety employee.

Yes I saw the bunch of recruits doing their physical agility tests on the PT field. Over half of them had their pants low with no belt. Did they find these fools hanging out on Candler Road and Glenwood? Bunch of thugs waiting for their badges, its ok though once they get in the academy they will have to wear white shirts. They will still get badges though!!

Folks....I know a lot of Sgt.s that are a waste of time...as soon as they get "relaxed" in thier position...they get the complex of thier sh*t doesn't stink and they get flat out lazy....you hear them clearing on calls while they are at the coffee shop or the mall music in the back-ground of thier radios....and you can't say that traffic was bad on morning watch.....oh that's right....call volume....yea...that's the ticket...oh that's right one sgt. is chasing young rookies down so he can get pic's of thier backside for his personnal follies...another watching tv...also caught one on face-book...and the list goes on & on....proof that there is not a "common sense" section on the promotinal exams...and if we get caught with our fingers in the till to the tune of 40 million....we just say...oohhh!!! This place needs to be re-named USS Detanic...hope everyone can swim!!!! Remember when you made Sgt....it's us against them...remember that little speach??? LOOSERS!!!

To the officers who responded and didn't blow off the accusation. Thank you. To the IA investigators who pushed an investigation throught so the commanders could terminate this guy. Thank you. To the CID that investigated the crime and developed the evidence, obtained the admissions and signed the warrant. Thank you. To the uniformed officers who conducted the perp walk. Thank you. DKPD discovered the criminal activity, investigated it, arrested one of own and terminated one of own who disgraced us all with in 48 hours. Good job guys. We all need to keep our eyes on removing those that disgrace our badge or any other badge.

Stop blaming the Sergeants. The blame rides with the Lieutenants, the Watch Commanders. Talk about a lazy bunch. They don't do anything but surf the internet, watch TV and play grab ass in the office. The Lieutenants and Captains act like they are all doing us a favor by just showing up for work.
