He was a real nice person. He was very laid back person. He help lead the FOP in what it has become today a great organization for officers.
He was fair and understanding to everyone.
I was very young then and this is all I can remember about him.

I enjoyed working for him.

I'm not an officer but a great and dear friend of Ralph M Pannell. Over the many years of knowing him he has always shown kindness to anyone he would meet. He had a sweet and gentle soul and would always treat everyone with fairness when doing business. He loved and adored the Great Smokey Mountains. He was a true friend and Blessing to all who had the privledge of knowing him! He was a great listener who never passed judgement and was so easy to talk to. He enjoyed smoking his captain black tobacco in his pipe and sitting under his shade tree looking at the beautiful mountains thanking "GOD" everyday for his blessings. I could write a thousand pages about Ralph and his goodness. But to sum it up Ralph M. Pannell was someone so special and loved "JESUS" with all his heart that I know Heaven is happy that he's there with the angels. Ralph M.Pannell was and will always be a true gentlemen, and a gentlemen always knows when to leave. Rest in peace my dear special friend! I will always love and miss you!! Your little Peaches
