When an agency, government, and community tolerates "acceptable levels" of petty corruption, fudging reports, and minor perjury, major corruption and travesties of justice become inevitable.

I used to work for a law enforcement agency that required that, at the end of their shifts, uniform personnel either change into street clothes or drive straight home. Stopping off a grocery store, or whatever, in uniform, was grounds for a three day suspension.

Okay, so that probably was excessive, but I can tell you that it really drove home the importance of professionalism and separating one's personal business from one's public duty. It also was a factor in why the public truly respected the officers (deputies, in that cases) and the department, and why people were proud to members of the department. NO ONE thought of that agency as being a collection of chiselers, thugs, or liars.

Wouldn't it be great to work for a police department that had a reputation for being playing it straight and being incorruptible? I'm not sure that is something a chief or anyone else at the top can guarantee, but they can set the tone and support the effort. In the end, it's the cops themselves who have to decide they won't look the other way, cover for coworkers, or allow anyone to misuse the badge.

Recommended reading: "Murder in Coweta County," which was made into a made for TV movie starring Johnny Cash and Andy Griffith (as the bad guy). It's the story of Sheriff Lamar Potts bringing down the most powerful man in the area, for kidnapping and killing a guy who was a moonshine runner, share cropper, and cattle thief. He did it without violating rights, intelligent crime scene processing, and with the help of volunteers...a posse, of sorts...of Coweta County citizens who trusted and believed in their sheriff, and what he stood for...that no one is above the law.

True story. What also is true is that there was a time when the residents of DeKalb County were truly proud of, and had confidence in ,there police department. Even perps genuinely respected the department, and tried to keep track of the Atlanta City limits, and to confine their burglaries, etc. to the APD side of the line.

Oh well.

Hargh, I haven’t been commenting lately on this blog, primarily because all of y’all know my thoughts on the issues, and everyone dislikes bores repeating themselves.
I don’t get along well with DeKalb politicians because of differing political philosophies, a belief in good and efficient government for all the citizens, ethics and moral values.
Interim CEO May and Commissioner Gale Waldorf are the only DeKalb political leaders to publically state that the county can no longer operate inefficiently, must reorganize, regroup and prioritize its core services at the expense of extraneous operations that sap funding from necessary functions required by the citizens. That’s the good news! The bad news is that the five other commissioners are still living in fantasy land of “free” money, luxury offices and perks, of deliberately ignoring constituents concerns of service and representation by DeKalb elected officials.
CEO Jones and the Democrat commissioners made a specialty of fleecing North DeKalb citizens with the “big three” bond issues that provided virtually zero for North DeKalb. Only a fracken’ idiot would incite Dunwoody citizens into incorporating, the harsh rhetoric of DeKalb elite politicians towards Dunwoody constituents was truly embarrassing as an employee. Not only insulting the Dunwoody citizens but refusing to negotiate some fairly reasonable and inexpensive demands of the constituents. I want everyone to understand that is the job description of a DeKalb commissioner or CEO to represent all their constituents, not just those in a certain geographical area or race. CEO Ellis and the commissioners doubled down on their stupidity by then refusing to negotiate with Brookhaven citizens on their concerns of lack of service and facilities.
Briarcliff, Druid Hills, Lakeside, Stone crest and Tucker are all in the early stages of seeking incorporation. Only Lee May and Gale Waldorf seem to understand what this would do to the county. Eliminate the last of the high-revenue, low maintenance areas in the county.
If DeKalb County is to survive, a fundamental change in the political philosophy, elitist attitude, and serving all constituents must be made by the majority of DeKalb’s political leadership. Treating the citizens and employees like dirt is no longer a viable policy as seen in the last two decades.
Its past time to pull out the metaphorical clue-bat and wale on these bozos.

I left the agency since the yearbooks were offered. I paid for mine and it was sent directly to my house. Chances are UPS was more efficient at delivering mine, than the command staff was at passing out your.

Now it's the Clarkston Councilwoman (Joan) charged with emblezzing over $50,000 from the Poor City of Clarkston.
I think these people (Burrell "peewee" Ellis, Kwame KilPatrick, Crawford Lewis, and Bill Campbell) run for these positions to steal money. I bet each of these people has shop-lifted from a store, that's how it starts.

Why would the good people and employees of Dekalb County give him a nickle? Burrell the same people you step on to go up, you meet those some people going down.

NICE TO BE IN BROOKHAVEN, GA. I bet The Brookhaven Police Department is trained correctly and completely. DeKalb County needs to wake up. Thanks to William O'Brien, Wiz Miller and crew. I sure would not want to be Chief Alexander. What a mess. DeKalb County will be lucky if they can keep him. A person can take only so much. Hope he stays I think he is good for the county. Did these officers know the needed training?

Somebody better check the chief's training record. Did he ever attend/meet the P.O.S.T requirements,to even be a certified Ga. L.E.O.? Does just being "a straw boss" exclude him from the basic required certification? If I have to try to explain to you why he is not the answer to the problem here,but a major part of the problem,you would not understand !! He is just one more incompetent county dept.head "sweating his job". I don't know if you work for B.P.D.,or are part of the elite citizenry,but B.P.D.is the current joke of the metro Atl.agencies. They sound and perform like Mayberry on the radio. Clueless,just wandering around in their spiffy new unit's,burning gas!

Just read the article that says the chief requested an audit on training. I want to see his POST certification. I want the news agency to pull the qualifications of a police chief in DeKalb and see if Alexander has those qualifications. He took good officers off of the road and treated them like common criminals. It disgusts me that this man is allowed to get away with this, but it doesn't surprise me. It is DeKalb County. How about posting the reasons these officers were missing training? Clerical errors, military duty, county obligations. There were many reasons, but let's not talk about that. Let's keep your name in the news so you look good. DeKalb will never be the agency it was until the house is cleaned from the top down!

Kudos to the Chief for finding this problem! Some sorry asses in training need to be held accountable for this!

One of the first questions you're asked on the witness stand when you testify is "are you a P.O.S.T. Certified Officer?" If you didn't complete all of the necessary training, or there is no record of it, then the correct answer is "no!" That means any arrest you made could be challenged by a defense attorney. Any ticket you wrote could be tossed out.

Chief, good job! It sucks that good officers had to be taken off the road temporarily, but thank you for fixing the problem! Now, find out who dropped the ball in training and hold them accountable!

Saw the bit about officers not getting training. I thought that POST did a yearly audit of everyone's training….have they not done an audit? Also, POST has the most unreliable computer system known to mankind - it crashes pretty regularly and their IT department (such as it is) couldn't pull a greasy string out of a cat's ass. If someone hasn't had training since 1989 - it's more than a clerical error…would love to know how POST explained that bit of trivia...

Chief Alexander Please stay with DeKalb County. We know DKPD is full of child molesters, drug dealers, dirty officers that participate in public corruption and we know you will help clean this up.....TAKE OUT THE TRASH. To the few OUTSTANDING officers in DKPD please stay and help your leaders in the DKPD, and serve the county and its citizens with your very BEST leadership. We think Chief Alexander is the person to lead the DKPD out of the darkness the county has fallen into over the past years. We pray for your safety, wishing you all much happiness in life. The officer admitted to the sexual charge because he wanted to keep his pension, sick leave, annual, and benefits.

Now the victim family will get $5 million in damages.

The County is on the hook for this loser officer, Lil Burrell legal fees, and all the rest of BS that goes on in DK.

Anon 8:59....the problem with Dekalb is they protect the worthless and corrupt while going after good officers. The good ones have left or given up....those that have given up remain for pension and are going thru the motions.

I fear DKPD has seen its better years and is in decline

Jury is still out... Manny is a good officer... doesn't strike me as one who would do what he was arrested for.... I'm not a fan of IA and trust them as much as the perps without badges....had Special Victims turned this over to GBI, I'd put more stock in it.

Politics, corruption and investigations at Dekalb go hand in hand. Williams was a line level officer...a pawn.

Training for Chiefs of Police is covered by 35-8-20.1. It's in your Law Enforcement handbook. See also 35-8-20 and 35-8-9. POST also has the authority to grant certification based on certifications granted in other states. (Paragraph B of 35-8-9.

12:14pm, the criminal investigation wouldn't be handled by IA. Special Victims would do it. It looks like Mercer handled it, which is good for Williams. Didn't she get written up for the way she mishandled an investigation into some bogus allegations against some officers? If I had to choose between her word and Williams, I would choose Williams. She was garbage as an officer, which is why they made her an administrative officer as soon as she got off fto.

Sad to see Manny go through this sh-t, if the allegations are not true? I worked this him for a couple of years, when he was at East. He was a good mentor and would check on you whenever you were working part-time jobs. He always had an encourging word for you. But it wouldn't surprise me if the Rat Squad (I A), put their own bullsh-t words into his statement. Had to deal
with those rats before and they did not put my whole statement in their j2, they put THEIR edited version. Just praying that Manny is falsely being accused beacuse these types of accusations are hard to bounce back from, especially from a department that would rather f-uck their own!
