Skeptical, Comments: Productivy and the RV's

Chief Bolton credited the RV's with 100 tickets in two days on Shallowford Road.

If anyone has it, I'd love to see a picture of the RV out on one of those PO's/Traffic Stops on Shallowford Rd.

I'm sure it's a nice ride, but I'll bet its 0-60 acceleration speed leaves a lot to be desired.

Terrell Bolton, I have been here for a good amount of years and I must say that I am truly disappointed in what you have done to this department and to friends of mine. You have really brought this place down and made moral worse. I truly had faith that things would change around here, but now I know it will continue to be the same.
I am tired of what is going on and I plan to look elsewhere to police. I have seen you in front of the media trying to get us a raise, but I question your intentions. You are not honest and you are very into yourself. I hope in 2009 we get a new Chief of Police because we cannot continue to go down this path.
Chief of Staff Dedrick, I don’t know what to think of you either. I am really disappointed in you too. The question I ask myself is why? Why and how did this place fall so far behind?

A Comment From PatsQB

I'm baaaack! Johns Creek is great, except for the trooper hats, but that is my only complaint. Wanna know the best part of Johns Creek? The best part is that it is NOT DeKalb County. We will be hiring again in October.

Also I checked, the Margarita story is true and not a rumor. Apparently the county has gotten lawyers involved and thats why the story hasn't ran.

Who can tell the pictures are stock. I sat in one of those campers for three hours one morning. Thats exactly how they look, marble floors and granite counter tops. They haven't been outfitted for anything remotely useful for police work. They can be used to bus a bunch of officers to a location and citizens can come in to see how nice they are and talk to officers about their concerns. But you can't use them to hold anyone or interview a suspect. There are not laptop capabilities. They are the biggest dog and pony show ever.

I hated that place. Keep your heads up and stay safe! Much Love.

Some anonymous supporter of Terrell left DekalbOfficers a message stating we should be “ashamed” of ourselves for posting stock dealer pictures of TeBo’s rolling palaces. This is an open response to that person:
You and Bolton should be ashamed for the state of the department. You should be ashamed that Bolton is allowed to waste millions of dollars on such extravagant recreational vehicles among others. And for this we say shame on the BOC!
You should be ashamed that Vernon Jones hired Bolton in the first place. Name one thing Bolton has accomplished for the betterment of the officer working the beat and for their safety. Remember before you answer, we asked what has he accomplished? That’s right, nothing. Shame on him!
Getting back to the rolling palaces: Way is it shameful stock pictures were used of the interior? Is it because in reality Terrell’s Campers are nicer and more eloquent then the stock pictures show?
I ask of you anonymous one, forward us true pictures of the RV’s and it is guaranteed they will be posted.
If any citizen or officer should doubt the accuracy of the photo's, then we challenge you to stop by any precinct and ask for a tour of the campers. Taxpayer money, you have the right.

We have had 40 murders already this year. Violent crime is way up and property crimes are off the chart in this county. For the life of me, I can not understand why Terrell Bolton just continues to buy these expensive and completely USELESS recreational vehicles. Is this the only answer he has to a very serious problem?
The ship is sinking while Bolton and his command staff are playing violins and painting rosy pictures of progress. If you do not know what you are doing, you should just do the honorable thing and QUIT! Complete incompetence at the position of police chief in a large police department is DANGEROUS. This is not Starbucks or Burger King where incompetent management can only lead to the loss of money. The citizens of this county or any jurisdiction depend on the police department for protection, not money.
The photos of the recreational vehicles are accurate. The inside of the DeKalb police vehicles are really furnished in this lavish manner. What could this possibly have to do with police work or fighting crime? To the candidates for C.E.O…..Are you seeing this?

It would be a good idea to only have take home cars only in DeKalb County IF WE COULD ALL AFFORD TO LIVE IN DEKALB COUNTY. But we dont all live in the County. I live outside of the County because I don't make enough to buy the nice home in the nice neighborhoods where I can not raise my family without fear of retaliation. It would be safe to say that a majority of Dekalb County officers do not live in the County. So should we be penalized further? Heck, Tebo doesn't even live in the State of Georgia and he gets all the take home cars & SUVs he wants. Give us a take home car will help us save on gas money and boost the Morale. But that would be like asking for a simple 4% raise wouldn't it? Until the BOC do something positive we will continue to lose officers to other departments that have take home cars and let them take it out of their jurisdiction.

Fly onThe Wall Says.......

Well we now have a sixth mobile precinct. I hope that the citizens of DeKalb look at this program as just another waste of government. We take a $300,000.00 motor home and park it somewhere and it has DeKalb Police written on its side. And this will make persons wanting to commit crime run in fear? The real truth is we have a motor home parked and we assign an officer to guard the vehicle, so no one will vandalize to this “crime stopper”. The area is then flooded with police officers and laws are enforced. The motor home is not a reporting place and suspects are not interviewed in it.
It's parked at a location and we now have a $300,000.00 luxury motor home in the area. It has heated marble floors, granite counters, and the bedroom includes a sleep number bed, mirrored ceilings and LCD TV. The officers are not allowed to use the bathroom on board. Do you not get the point of this statement?
We can send a number of police officers into any area and enforce the law, and guess what; we do not need a $300,000.00 motor home to do the job.
Since one commissioner asked for details on this motor home adventure, everyone is scrambling to put together the great accomplishments. All that is done is officers are sent into an area to enforce the law without exception; the motor homes did not make the difference. Surely the Commissioners are not foolish enough to believe these RV’s are the solution to crime.
I wonder why they approved another motor home. It's just like take home cars, gas at an all time high and TeBo wants to give everyone a car. There are more DeKalb Police cars being driven around in other counties than in DeKalb.
They should look at making DeKalb Police cars only assigned to officers living in DeKalb County. I could be wrong but, is the concept of “Mobile Precincts” ($300,000.00 luxury motor homes) the latest technology to prevent crime?
The officers who work for DeKalb want leadership and a direction. We do not need a part-time Chief who fly's to Dallas every week to visit his family. The people he leaves in place are nice but are they qualified to handle a crisis?
I guess I don't understand how a Sergeant is promoted to Deputy Chief and then Chief and then he is fired, but Vernon hires him. I guess its politics.

Is it any surprise that Bolton wanted another RV. Your news people hounded him about having expired Texas registration on his RV and not paying state taxes on it until he was forced to take it back to Dallas. He now is homeless. With the six RV it will be easy for him to "shell game" them so that nobody really can account for all six at any given time. Shebag!! No more homeless. Dekalb must be a really great place to work. He gets top salary, a fleet of unmarked vehicles and now a fleet of RV's.

I'll be sending my application so I can get on this gravy train.

With all due respect, I apologize for not being clear.

It's not about tasers over RVs. It's about the coding of the funds.

The tasers should be doled out as service weapons, which would come out of the same budget that you get your guns, vests, etc. that would continue to be distributed as new officers come on board. The tasers are not a "one time" expenditure. It would be an ongoing expense.

It is my understanding that the seized funds are for things such as undercover operations and the like. If that fund is depleted, and funding was needed to run an under cover op, the expense would have to go before the board for approval.

Again, the issue is not as much "getting" the equipment (especially after the grand jury) but which "pot" the money will come from.

Seriously, where do you think Bolton will secure funds to maintain those RV's?

Where, if they decide to make them somewhat functional, will the money come from to equip them with a computer, a modem and radio come from? Right now they have only DVD players and LCD TV's that the officer taken off patrol to babysit them can use to kill time while waiting for the end of his or her shift.

Where will he get money to fill their tanks?

Who footed the bill to train and get commercial licenses the driver has to have?

Also...the siezed funds account was a lot bigger before it was emptied to buy the first RV's. Why not use the balance to benefit the officer on the street.

No, like buying the first 5 RV's, not buying tasers or something that will impact law enforcement in Dekalb Countty does not make sense.

Your post had mostly facts but missed some others.

In order to get the tasers and other equipment requested would have cost 2.1million. It would have emptied the siezed funds of 2.3 million.

The RV is a one time expediture where the tasers and other equipment requested would be for each officer. Meaning, that the current number of tasers purchased would be ongoing as new officers were hired. Just like with guns. That would need to come out of the public safety budget.

Does that make any sense?

Bolton Spends Money on RV's, Not Officer Safety!

If you had any questions where DeKalb County police officers stand in the eyes of Terrell Bolton and the Board of Commissioners, then those questions has been answered loud and clear over the past 60 days. The BOC, ignoring the support of the taxpayers, refused to give us a well deserved and overdue pay raise. They delayed funding for Tasers which a special Grand Jury ruled are needed for the safety of the police officers and the general public.
Yesterday's BOC meeting was enough to leave you stunned, more demoralized and wondering about the competency of the BOC and in particular of Terrell Bolton. Instead of funding Tasers with funds from the general budget, instead of funding these Tasers through seized drug money, Bolton somehow swayed the BOC into buying yet another RV at the cost of $300,000.00. That brings to a total of 6 RV’s at the cost of almost $2 Million. WHAT IS GOING ON?!
Why the police department needs one, much less six recreational vehicles is beyond comprehension. These buses are used purely for show and serve no legitimate purpose. Some have police markings, some don’t. None are equipment to assist the officers. The RV’s lack the simplest equipment found in a patrol car. The officers at not even allowed to use the restroom facilities.
There needs to be an outcry by the public demanding to know why Bolton is allowed to be so wasteful with money officers risk their lives everyday obtaining. If there is ever a need for a Grand Jury investigation, it is now!

However, this is a noble profession and regardless of how we are being treated by the department’s leadership, we should always have a good attitude toward the citizens. I simply meant that ones attitude can make or break a situation, and it does start on individual levels.

Most of the officers I know refuse to have a nay saying, defeatist attitude. They love what they do and would do it even if there were no raises. It is a noble calling.

I am appalled at how the PD has been derogated over the years. I personally hope you all get the resources, monetarily and in the way of proper gear so that you can do your jobs.

Although the crime in DKC is awful, crime is rampant around the country. I think there have been many citizens that are starting to see more of a presence in their communities. I think most citizens want to work with the police department. And despite the leaders, whether VJ or TB, the citizens are smart enough to realize who it is who protects us.

My sincerest thanks to you Stanley and the rest of the officers who so valiantly serve our community. I hope you will understand my point about attitude. And I agree with you, whole heartedly, a great county is not great without a great PD.

I suppose you would prefer that we just continue being lied to and kicked in the ribs. I suppose that you feel that only citizens can be victims and there is no set of circumstances that would allow the term, “victim” to be placed on a group of police officers. And I have news for you concerning the things we are complaining so bitterly about. The citizens of DeKalb County are also suffering from the current administration because you are enduring the worst crime in county history. We don’t represent the police department, Terrell Bolton and Vernon Jones do. Do you believe that these guys are who, “the citizens want representing their police force?” If your answer is yes, then we are simply on opposite sides of this issue. If your answer is no, then stop complaining about our attitude and lend a little support. I believe it is impossible to have a great city or a great county without a great police department. What do you think?

It's almost hard to feel any empathy for some of you. It is understandable that morale could be low with the current administration, the BOC using you in their politics but at some point, are you not somewhat responsible for your attitude? Perhaps if you take a look at yourself occasionally. Are you a victim? Is that who you want to be? Is that who citizens want representing their police force? Now I wouldn't even begin to place the blame on anyone specifically. However, take some responsibility for your part.

No plan will work because no one in our Command Staff has spent any significant amount of time as a uniform patrolman or a uniform supervisor. They all came up through Special Ops, CID, Training, Background/Recruiting, Homeland,etc. They really dont have a clue of what a uniform officer's day consist of, or how to address street level crime!! They keep coming up with the same same stupid ass plan with another stupid name!

Stanley the Sarcastic Remarks......

Are you kidding? Assistant Director K. R. (The Princess) Williams is much too important and busy to be bothered with poinsettias. In fact, I hear that Princess Williams, Assistant Chief K. A. Anderson, Assistant Chief T. S. Dedrick, and Assistant Chief J. E. Helms and none other than the man himself, Chief Terrell Bolton are possibly working on a plan. I am hearing that this will be an extremely comprehensive and brilliant plan to combat the completely out of control crime that currently plagues DeKalb County. They will put the finishing touches on this plan as soon as they can pull Princess Williams away from that last margarita. I don’t know about you guys but I can’t wait to see what these legends of law enforcement will come up with! Don’t hold me to this now, but I also hear they are getting a little input from Horner, Conroy, Bush, Frank and Rancifer. Over the last 10 years they probably have close to 10 arrests between all of them. Hell, they may even have 15 or 20! Yep…….legends for sure.

Sanitation in DeKalb County is its own entity, funded through a separate tax assessment on homeowners. The basic annual sanitation assessment for a single-family residential property is $265.00.
So the Board of Commissioners will tax homeowners for garbage pick up, but are afraid to cut budgets for quality public safety.
The priorities have come to light.

The Money Is Not The Problem!

You may have a good idea DKPD Anon, it certainly fits within its mission statement. But we shouldn’t have to turn to them or anybody else to fund Tasers or anything else to make our job safer.
What we need is a Chief of Police who is interested in officer safety, officer retention and returning this police department to being one of the premier departments in the nation like yesteryear. Instead of spending $2.5 million for campers, he should have spent that money on our safety as well as the safety of the public. This is just another example of his egotistical personality.
Look at TeBo’s track record in Dallas for which he was fired. He claims he was persecuted in Dallas but yet he lost all his appeals and suits. The Dallas taxpayers are still paying for his ineptness.
When Chief Bo was hired by Vernon, he had the opportunity to prove he is not inept, that he was a victim. Instead, what has he done? In his first full year violent crime in DeKalb County was an all time high in history; the department is hemorrhaging officers; he has managed to hire and promote friends and friends of family among others; waste the taxpayers money on campers and the ill conceived ICP; intentionally lie to the BOC about adding 50 cars to the line, instead giving them as take home cars for the ICP officers.
The list could go on and on and on, just in his short tenure here.
The money we make and not getting a raise is not the problem. The citizens of DeKalb County support us to the fullest, so that is not a problem. The problem is Terrell Bolton, who should be fired just as in Dallas. But don’t fire him too soon, because the really good scandals are yet to come.

Just because Larry Johnson is cozy with Terrell Bolton and Vernon Jones does not mean he is "friendly toward public safety" as you state. And just because Jeff Rader does not go along with every single thing that Terrell Bolton demands does not mean that he is anti-police. Did it ever occur to you that perhaps some people (besides 95% of the police department) now realize that Terrell Bolton is woefully incompetent? Maybe some of the commissioners now regret giving Terrell Bolton the approval to waste over a million dollars on those ridiculous campers.
I believe that all of the commissioners are probably pro-police for the most part. As you correctly stated, “Terrell Bolton is the real obstructionist.” He is basically a con artist who is very divisive as he was in Dallas. He now has police officers arguing over which commissioner is on our side. I refuse to be distracted by this tactic and I firmly believe that we must stick together. He smiles in your face and incorrectly assumes that we are all so ignorant as to buy the truck load of bull-shit he is selling. It is far too expensive and it smells too bad!
You asked the question, “What has Terrell Bolton done for you lately?” Brother, not only has he not done anything for me lately, but the truth is this. He has NEVER done anything for me or this police department! The primary problem with this police department is not the lack of a pay raise!!!!!!!!!!

If Bolton really wanted to get Raises, Tasers and Cameras, he'd tell Uniform Division to shift their focus from writing tickets to cultivating community support via faster response times, more arrests and a lot more warnings.

No Raise For You!

So there you have it folks, the final kick in the teeth by this seating BOC. Lee May, Connie Stokes and Larry Johnson have proven they are friendly toward public safety. Kathie Gannon and Burrell Ellis have proven they are anti-public safety. Why would Elaine Boyer miss such an important meeting? Where was she? Jeff Nader demonstrated when times get tuff, he just don’t have what it takes to get the job done. Was he wearing a skirt today?

Knowing the department is facing an anti-police, anti-public safety BOC, did Bolton ask to use seized drug money to arm the officers with Tasers and dash board cameras? No!

The total cost for the Tasers and dashboard cameras is about $ 1,768,223.00. How much did the campers cost Terrell, $2,500,000.00? How many officers’ lives have been saved by one of those campers? How many officer involved shootings has those buses prevented?

The true obstructionist is Terrell Bolton! Again he has proven the problems with the department are not just the money alone. He refuses to make our job safer or better in any form or fashion.

It is all about the Kingdom he is building on the 4th floor. It is all about the have and have nots. After this meeting he will get in his Range Rover with his driver, spiritual guru, and other Klingons and probably review brochures of campers he wants to buy.

Again the question is asked: What has he done for you lately?
We continue down the pot hole filled road of obscurity, the road to disaster!

The Johnson proposal that includes raises for PD & FD will again, be presented at the BOC on Tuesday. Hopefully it will be voted either up (yeah) or down. I would just like to see the commissioners make a decision one way or another so that you all are not the political football for them. If the motion fails, then we can move on to the next action to prevent the loss of so many of our fine officers.

So, The Department is in a Crisis........

The crisis began when Vernon Jones hired Terrell Bolton who was fired from the Dallas Texas Police Department. Bolton has a proven track record of being inept. Look what was left in his wake in Dallas. Scandal after scandal and millions of dollars in lost lawsuits. The City of Dallas to this day is paying out monies to the wronged.

470 days ago this department was reeling from the scandals of Graham and Flemister in which racial discrimination lawsuits are still pending. Marinelli took over; the limited number of Tasers was taken away and the department was involved in twelve (12) officer involved fatal shootings.

Enter the unemployable Terrell Bolton. Right from the beginning things started going down hill. The first thing on his agenda was to come up with some crafty slogan. The best he could do was “New Start, New Beginning”. How redundant is that? Does the man have a dictionary?

Mean while officers are standing in the parking lot up to two (2) hours waiting on cars to go to work. There are not enough cars in any of the precincts, but Bolton is gobbling up Expeditions, Tahoes, Chargers and Challengers like they are candy.

Instead of doing his best to get more cars, and instead of arming his officers with Tasers, he asks and gets approval to use $1.5 million in seized drug money to buy 5 campers. And he will soon ask for 2 additional campers at $250,000 or more each.

In 2007, officers were handling 911 calls without backup because there is such a shortage. It was common practice for a precinct to have only 5 or 6 officers working a shift. How dangerous is that? So 184 officers were hired, but 108 quit. So what is Bolton’s answer to this? ICP. He takes an additional 50 officers off the street! These officers do not handle 911 calls. To make matters even better, he gives them take home cars! Some of these cars are given to officers with less than 3 years experience. Veteran officers are still standing around trying to find a car to get in so they can do their job.

In light of recent promotions, there are still three (3) precincts without Majors or permanent commanders. With these precincts without leadership, Bolton promotes one of Vernon’s drivers to Major, even though this driver was a lieutenant still on probation. Does Terrell assign him to a precinct? No, he leaves him to head up all of Vernon’s’ drivers.

Of course the pay raise is a disaster.

Then the Grand Jury comes out with its report, saying all officers should be armed with Tasers. Knowing the county will resist cutting other departments budgets to fund these Tasers, does Bolton step up to the plate and ask to use seized drug money to pay for the Tasers? Hell no, he comes out and opposes it! Why, is there something he is trying to hide?

Did we mention the 911 dispatch computer system is broken; the radio system is so out of date that it is a hindrance to the officer's safety; that Bolton took seven (7) weeks vacation in 2007; he had an officer fired for not paying his ad valorem taxes, yet Bolton didn’t pay his ad valorem taxes either; that Bolton doesn’t live in Dekalb County, much less the State of Georgia; he and his family still live in Texas; he promoted 2 sergeants and put them in property and evidence, so now there are three (3) sergeants supervising 1 person; in 2007 DeKalb County had it's highest violent crime rate in history?

Not long ago someone wrote to this blog stating we should not be so critical of Bolton and his leadership, and that maybe the blog could be used so the officers could make the department a better place. Yeah, right.

The Official Promotion List

Chief Terrell Bolton is pleased to announce promotions for the DeKalb County Police Department.

Deputy Chief J. Helms has been promoted to Assistant Chief of Support Service. Deputy Chief Helms has been with the department for over 30 years. He will continue to play a pivotal role in the department’s Training Academy and oversee the state of the art 911 Communication facility. Deputy Chief Helms holds a Master’s degree in Public Administration from Georgia State University.

Major R. Rancifer has been promoted to Deputy Chief of Special Operations. Deputy Chief Rancifer’s extensive knowledge in technical aviation and over 25 years of law enforcement experience makes him a great leader for the department. Deputy Chief Rancifer has received many achievements in Aerial Support, Bomb Squad and Swat Team Operations.

After months of Acting as Deputy Chief in Homeland Security, Major D. Frank has been promoted to the position. Deputy Chief Frank is a 20 year veteran with the department. Some of his previous assignments include the Special Operations Division and Uniform Division. As Deputy Chief, Frank will continue to work as the Director of Emergency Management, oversee the Gang Unit and head the Homeland Security Division for DeKalb County.

Major D. Bush has been promoted to Deputy Chief of Internal Affairs. Deputy Chief Bush has been with the department for nearly six (6) months, but in law enforcement for 20 years. Prior to joining DKPD, Deputy Chief Bush worked as the Fugitive Unit commander with the Atlanta Police Department. Deputy Chief Bush holds a Master’s Degree in Public Administration from Columbia State University Command College and he is currently pursuing his doctorate degree.

Captain M. Waddleton has been promoted to Major of the East Precinct. Major Waddleton has been with the department for more than 20 years. Her result-oriented law enforcement management style has established her as a team building leader. Major Waddleton has worked in Accreditation, Staff Inspections, Youth and Sex Crimes, Major Felony and Community Oriented Policing Unit.

Captain J. Conroy has been promoted to Major in 911 Communications. Major Conroy has been with the department for nearly 20 years. Major Conroy will continue to oversee the new state of the art 911 communication center and the $22 million digital radio system upgrade. Throughout the years, Major Conroy has been assigned to various units in the department including Crime Analysis, Youth and Sex Crimes and the Uniform Division. Major Conroy has a Bachelor’s Degree in Criminal Justice Administration from Columbia State University.

Lieutenant C. Williams has been promoted to Major in Executive Protection Detail. Major Williams has been with the department for nearly 15 years. Major Williams’ experience in Executive Protection, Special Operations Division and the Uniform Division has enabled him to grow and make a difference within the department.

Bolton Opposed To Using Seized Drug Money for Tasers!

You are thinking it, so we will say it. We have nothing against Curtis Williams personally. As a matter of fact, we don’t even know who the guy is. But we do know that he is Vernon’s driver. We do know he was promoted from Lieutenant to Major. But what makes him anymore qualified than anyone else? But this isn’t about Curtis Williams, this is about his promotion.
This is blatant Bolton and Vernon taking care of one of their own. Bolton is guilty of the same type of promotions in Dallas, from which he was fired!
How much experience did Williams gain driving Miss Daisy around? Does this qualify him to be Major material? We seriously doubt it.
But we do feel for the captains who are being forced to act as precinct commanders without the pay, but being held accountable as if they are majors. And we pity the captains who acted like Bolton’s lap dogs, just to be kicked to the side. But that is their fault.
Bolton is out for himself and his cronies. If you think he is out for the officers, you are sadly mistaking. Look around, what has he done for you lately? So he asked the BOC for the moon. Hell, Arnold Jackson can do that!

From The Grave Responds to "Enough to Make You Sick"

Well he is still keeping up the standards with the current promotions. I'm glad to see us excel with this new leadership. I think the best is the rewards for diving CEO. I could be wrong but I'm guessing it will take years to recover from the Jones era. This command staff make me proud to be part of this department. It's where anyone can be a Chief or Major,and not by their skill ,knowledge and leadership, but who they follow.
I wonder what will be the reward for the real leaders who have maintain and run this deapartment from their Merit appointment. We all know who they are, I thank everyone of them.

The Grand Jury Ask, Where Are The Tasers?

There is excitement in the air, we are getting Tasers! Are you kidding me? Where will the money come from? Bolton requested funds for Taseres in his so called Road to Success and they were cut from the budget. Do you honestly believe the BOC will cut $700,000.00 from some other department to fund the Tasers? We doubt it.
Will Bolton get the money from seized narcotic funds? We doubt it. If he did, then how will he pay for the additional two (2) campers he wants?
Bolton is an opportunist. He is using the Grand Jury report to bolster himself. If Tasers are all so important to him, then why didn’t he use seized funds when he first took over as Chief? Why were campers a priority over officer safety when he took over?
When the BOC denies the funds next week, he will play it for all its worth. He will calm to be the victim and it’s the evil BOC that is against him.

DeKalb citizens encouraged to tip all county employees

CEO Vernon Jones has a great idea, to add to his legacy.

To keep county taxes down, and to retain cops and firefighters; DeKalb citizens are authorized and encouraged to generously tip cops, firefighters, sanitation engineers, and any county employees any time they have occasion to interact with them.

As a guideline, tip 20%, give or take 5% depending on the quality of service. If a DeKalb cop gives you a $60 spending ticket, and is very professional and polite in doing so (saying something like "I realize this is a bit of a speed trap."), hand him a $20 bill. If he's a bit cocky, just give him $10.

If firefighters contain a fire in your house to one room, or put out an apartment complex fire before it damages your unit; tip $100 to $500, according to what you can afford. After all, they saved you THOUSANDS OF DOLLARS and your irreplaceable photos.

Tape a buck to your garbage bag or can for the sanitation worker.

Tip the workers at the county offices on Cynthia Parkway a few bucks.

This will encourage our county employees to be polite and will reduce the high turnover rates, without increasing our taxes.

The Commissioners applauded this initiative, noting that they are also eligible for tips.
