With great anticipation, Center Precinct's Magic Bus was returned after being out of service for repairs for nearly 3 months. Wouldn't you know the damn thing breaks down again? And for the exact same problems it was shopped for!
We are told it took 4 ICP officers randomly pushing bottoms to get where it could be limped back to the precinct. Sad thing is, Center Precinct line officers were backed up on calls and ICP was unavailable to assist because they were trying to fix the Magic Bus.
How many ICP officers does it take to change a light bulb?

One slightly used "Magic Bus", 200 miles with granite counters, tile floors, sleep number king size bed, dual 32 inch flat screen tv's. Comes complete with a 2 year warranty (I would definitely get an extended warranty). Paid $300,000 less than a year ago will take 100,000 dollars. CEO forces sale. Would work excellent for a drug dealers home away from home, or for cooking Meth. Call "911" and ask for the toilet bowl special.
I think it is sad that there are "narks" in the department that rather bash fellow officer, units, commander, etc... than actually back them and support their efforts. Each person in the department believes in their job and/or position whether it be in uniform, animal control, or the forbidden "slack ass" ICP unit. YOUR opinion doesn't matter. What matters is that the officers in every position police and work to the best of their ability. It is hard enough that moral is down and coming to the emerald building is painful, but some still put that aside and give it their all. Please have respect for your fellow officers... ICP included. They put in for the unit just as some of you put in for CID or took the SGT or LT tests. To do something different, to experience something else. Don't fault them for that. PS... Higdon your hair is fine.
No one is criticizing the officers in ICP. And it's spelled "narcs," not "narks."
SO we're all just supposed to sit around the camp fire and sing kum by ya while the decision makers in the county run the department into the ground? We don't have a right to speak our mind and say, "Hey, calls are pending for 45 minutes, maybe having 5 officers who could be answering calls trying to figure out what's wrong with a worthless RV is a bad idea??"
No one is saying the ICP officers are lazy. But lots of people are saying that the ICP officers could be serving the county much better in other ways.
As an ICP Officer I can assure you at our precinct, when calls start pending we are assisting with those calls. We are assigned burglaries in our territories are have to work the CID to address them on top of the meetings and other community events. We work on normal off days and have to change our personal schedule accordingly. Which is why we have the car. I cannot speak for other ICP units but we are being used correctly and we are effective. Our communities love us and their is a lot more that we do that unless you are in the middle of it, you do not relize it is happening. Furthermore, everything that is said on this blog is negative torwards our unit. We have no support from fellow officers on here. You are free to speak your mind, yes but we did not create this position we merely filled it. All most all big departments carry some type of community policing unit. Most of our citizens hate the police (perp or not), we are at least out there making friends with the non-perps. And remember when the commissioners go to vote on our pay increases, it is those citizens who will come out in support of us. With the way things were, we would go to a call, get the vital info, and go 10-8. Atleast now OUR ICP unit is contacting them back before CID in most cases and check with their neighbors to find out what they saw and getting further information so that they know we actually do care about them. So, in essence be more supportive of every other officer because you may not know exactly what it is they do but atleast 10 of us have a good SGT. who runs the unit like it should be.
My tiny violin is cranking up for ya.......10 officers per precinct is excessive. Two maybe four can glad hand at meetings and make nice with the public.
Due to staffing shortages on the normal watch and CID, ICP is a luxury we cannot afford. We didn't have 10 patrol cars to take out of the pool or 10 officers to take out of uniform.
We could have used the $600K wasted in ICP buses to buy patrol cars to get officers on the street for the whole watch instead of the current standing around waiting OR coming in early because we don't have units.
We don't even have enough offers to allow more than one officer to be on vacation at a time! Officers are having to put in for vacation months in advance.
We are not at a point where we can do this.
If some of those officers were on patrol, would that 42 have happened? If some of those officers were in CID, would the response and follow up to that 42 be better?
At this point in time, ICP is diversion of manpower and resources from the task at hand.
Leave Public relations to politicians, chiefs and PIO's.
As a citizen, I can say with certainty that our area's ICP unit is not only shaking hands and attending meetings - they're out there preventing burglaries, hitting drug houses, serving as a visible presence in our neighborhoods and making arrests- to name a few.
Instead of criticizing, other officers should be thankful this team is out working hard in the community. I can assure you that without my contact with them, my impression of this department (and my desire to use my voice to support you) would be quite negative.
Its refreshing to see ICP officers and their leader who care about doing their job and are damn good at doing it. These officers wear their uniform with a sense of pride - difficult to do under your current leadership, I know - and they get results.
I can't speak for all precincts, but here at home we love our ICP officers and can't imagine the crime we'd see here without them.

I am sure it seems nice having 10 officers coming to all of your meetings, shaking hands, and listening to whatever it is you have to say. But this simple fact remains that since ICP went into effect, crime has gone up in every way, regardless of what the bogus numbers in the AJC say, and response times to calls has gone increased.
Talk to a veteran officer who knows what is going on. Bolton is ruining this department.
Would you rather have lower crime rates and faster response times to calls, or to feel like you're good friends and can chit chat whenever you want with ten officers from your precinct?
Ms. Williams, go back to work or La Fiesta and get off the blog.
This site is for proud officers and citizens who are upset that these proud, dedicated officers are unable to do their jobs effectively.... and are concerned about the department, squandered resources and wasted manpower.
If you truly are a citizen, what would you have me tell the portion of your community that is not the current flavor of the day for ICP?
What should we tell them when they want to know why they don't see more patrols?
What should we tell the residents of the many apartment complexes that are riddled with crime, but do not have a special detail assigned to protect them?
What should we tell them when we don't have enough officers to answer their 911 call in a timely manner because we were back at the precinct waiting for cars or are backed up on calls?
...Sorry, you caught us a shift change or...Sorry we're back up on calls and are answering them as we become available. Sorry, I can't give you a date or time that one of the CID detectives will follow up with you....excuse me, I have another call being dispatched.
What should we tell them when we don't have enough vice or narcotics detectives to take out that house of drugs or prostitution...or uniform officers to patrol and make a definite presence felt?
What should we tell YOU when your ICP team moves on and YOU have to wait on limited resources to respond to your calls and complaints? (like those who are not currently being served by ICP)
I'm sure you love your ICP officers. Everyone loves to have "private security and report writers". Especially when it is being paid for by someone else. It's nice to be the focus of attention.

Talk to us when the entire county can have the same level of protection and the same level of service.
Help us get the resources that will give us the ability to do the job that we once did when we first joined this department.
Its difficult for us to wear the uniform with pride when we know the areas we patrol are being short changed.

We're embarrassed that the department has short changed not only these citizens but also short changed the officers who give up so much to answer a calling.
Look beyond your neighborhood and see the larger picture.
Its just not worth it to complain and vent anymore. What is going to come of it. We can vent and complain on this blog all year round what will come of it.....nothing. Bolton will still continue his legacy and stupidity. Ellis will still collect his pay and continue to shoot down our request. Citizens will still suffer and well we will still be underpaid and never receive incentives or better equipment. So ask yourself this where can you get paid to driving around make arrest and hand out a couple of tickets get in some action, once in a while think you've changed a life. To actually think your going to change or make a difference in the community well dream on...until society and parents start raising there children and actually start caring, maybe crime will be down. Its not worth my time anymore to complain or vent when all I have to do is go to work have fun and get paid cause complaining will get you know where. Change starts at the top and trickles down, when I see that maybe I will start believing in the system and caring more.
As a citizen, I can say with certainty that our area's ICP unit has no interaction with our neighborhood and won't return phone calls. Maybe things are different in Central DeKalb versus South DeKalb and North DeKalb.
We're a neighborhood of over 2000 people, and I've tried to contact our ICP officer multiple times, and get no response. I'd rather have more officers out on patrol. It's not working for me and my neighbors.
1st I 'd like to say that yes, this department has problems, that is no surprise. Money is being wasted, manpower could be allocated a little better, and so forth....but really 10 more officers per precinct would not make the heavens open up and the sun shine through. If ICP was disbanded and reallocated to the watches, what would that be 1-2 extra people per watch per day?? Wow that would sure decrease crime and response time by a lot. Calls have been pending for years, thats not the fault of ICP. Why not put TAC officers back on the road to answer calls, oh yeah they are always on 10-84 out of the county? How about Gang Unit, or have Swat not be full time anymore and only be used when called out. I mean there is a hundred other options that bashers can think of. But they wouldnt bash those units, would they..all their buddies are on those units. The bottom line is that the veteran officers on this blog are unhappy and no one or nothing will make them happy. Officers have had to put in for time off months in advance for years, that is nothing new and not the fault of ICP. This year alone every precinct has gained more new recruits than in most years past. Every precinct's manpower has increased despite the 10 crucial people being used for ICP. Why not rag on NET, what is their function? ICP reaches out to many more and is a positive attempt to put a bright face on the department. They do a lot more than most see on the outside. Its sad how the old heads have forgotten why they became police. It is also disgraceful that a officer, strong opinions or not, would lash back at a responding citizen in the was tht has been done on this blog. Good thing you are Anonymous....
Change can start with you. And sitting around waiting for it to "trickle" down only makes you part of the problem.
And so it goes...you are either part of the problem or part of the solution.
