Lies on top of lies. Everyone is jumping off Bolton's boat except his lawyer. Did I hear the words Criminal Charges in that report? Perhaps a little foreshadowing of what is to come.
I have read the report four times, which is about three and a half more times than most of you read. There are some obvious defects in the report such as spelling, names and titles; it is extremely revealing that Asst. Chief Franks was titled "Officer Franks" in the heading by the DKSO. The documents style indicates it was written by several people and hastily constructed at the last minute, The use of first names is confusing to readers and reveals little proof-reading by DKSO command.
The document shows a multitude of problems with Chief Bolton’s administration of DKPD.
(A) Drug seized vehicles; Narcotics looks like a used car lot with all the excess vehicles, I have a hard time just finding a place to park at the facility. I have always thought that confiscated property is a temptation just waiting for a bad cop to take advantage of. .
(B) What the hell was Jonathon Jeffery doing with a seized BMW? Jonathon doesn't even work for Public Safety; he is employed by the DeKalb County Information Systems Telecom division and is in charge of county cell-phones.
(C) Why was Major Craddick driving a confiscated Range Rover as his “personal vehicle”?
(D) Comp time for Bolton and Anderson, neither qualified for it, and should have known it. When you play in the big leagues you know comp-time is for the guys in the trenches, not for command.
(E) Cover-ups; Bolton and Franks both tried to cover up Bolton’s unlawful use of confiscated luxury vehicles. This includes hiding the vehicles under other divisions cost centers. This was always a favorite tactic of good ole’ Vern, add a new office controlled by the CEO, and bury the expenses to another department. It didn’t take Bolton long to conform to Vern’s doctrine.
(F) "Yes-men" mentality as established by Good ole' Vernon Jones. Jones was not interested in diverse opinions, and fired most that did not agree with him. Bolton being hired by Jones is the result of such a policy. Bolton tried to insulate himself from his troops with other "Yes-men" Franks, Anderson and Rancifer. In the report, Anderson and Rancifer reveal they were increasingly isolated by Bolton with their resistance to his punitive transfers and unlawful use of confiscated vehicles. Asst. Chief Franks appears to be the true "yes-man" for Chief Bolton.
I recommend firing Asst. Chief Franks, and demoting or transferring Asst. Chief's Anderson, Harrell and Rancifer to positions commiserate to their abilities.
How can TeBo's lawyer say TeBo had a good name? The same allegations were made in Dallas. Either allegations hurt, in which case TeBo's name was already sullied, or allegations don't hurt, in which case he has a good name despite the Dallas allegations and the DeKalb allegations don't hurt either.
It makes no sense that allegations can both have no impact and hurt a reputation. The only logical explanation is TeBo's lawyer isn't thinking clearly and is grasping at straws.
TeBo's lawyer just looks silly. The forced, low, calm voice he uses when he talks only makes it funnier. I rewatched it a few times. It's hysterical. The guy obviously doesn't believe TeBo either, but you can tell he'll do anything if he's being paid!
Does anyone think that the SO's report was a little unprofessional and somewhat hard to follow. I mean who put that together a 5th grader. I'm not saying it doesn't get the point across, but come on, how about using one font throughout or just try using the same format. This is a major investigation into a large metro police department, and it reads like a detention officer wrote it. DeKalb County at it finest.....
You have to remember, this is written by SO...how many reports have we written for Off-duty SO? They have jursidiction across the state, but we still do all their J2.

Tom Brown should be ashamed of that report. It is a disgrace to any professional Internal Affairs Unit. DKPD would have never prepared and released such a report. Looks like it was done by a grammer school student. This report would have never made it out of DKPD I.A. This report shows the incompetence of the DKSO and Tom Brown. He had people investigating our department that had been fired in the past and should not even be in law enforcement. What a shameeeeeeee.
Those were just notes which were not supposed to be released until after the investigation...someone leaked the report...those were just notes thst DKSO were taking of the interview and they were suppose to be confidential...it looks like a rough draft and not the final copy.
Good Lord!!! Why do you suppose TeBo needed so many cars? Most of the brass love the marked cars - makes them feel special - driving around in the back with their driver up front. But, all of these confiscated vehicles - must have been something else going on - something that is not being discussed - otherwise, this just doesn't make any sense. Retired Old Woman

Let me tell you, Retired Lady, I heard that the Mercedes and Range Rover were returned to Narcotics with a lot more miles on them than when they left..also, the mercedes has a GPS which shows where the car has been..I'm just saying..North carolina ring a bell????

We keep hearing more and more about Bolton....but we haven't heard anything about moving forward.
Why have things continued to remain in limbo?
When will we see O'Brien or someone else appointed chief?
When will we see some of these Deputy Chief's demoted and/or fired?
