Dallas P.D. chimes in on "Disgraceful"
"He did the same thing here. No previous chief had ever taken comp time as it is the same as overtime and executive pay has always factored in the fact that it is not a 40 hour a week job. Bolton started taking it and nobody stopped him. The final straw was taking comp time for attending an officer’s funeral. With Bolton it is all about “me”. Nobody works as hard as me and everybody is out to get me."

Disgraceful!
Terrell Bolton is a disgrace to the DeKalb County Police Department and to all who choose to put on the uniform. The story by Dale Russell of Fox 5 proves beyond a doubt the arrogance of this man.
How in God’s name could he hop on a plane to Houston Texas while the persons wanted for gunning down two (2) of our officers, leaving them laying in the dark and cold, were still on the loose? He claims the trip was necessary to meet with The Brown Group International to discus the reorganization of the department.
TeBo says certain things can’t be done over the phone. I’m sure the people of BGI would have understood if he called them and told them of the officers being slain. But wait, if the meeting was so important, then why didn’t the BGI just fly here? After all, the county had paid them over $300.000.00 in consulting fees. This money was probably paid illegally. As you may recall, the payment was only learned after a Grand Jury investigation.
According to sources, while King Bolton was on his junket to Dallas via Houston, Sheriff Thomas Brown called Bolton to offer any assistance in identifying and apprehending the murders of Officers Bryant and Barker. Little did the Sheriff know he was talking to Bolton while he was in Texas. Once Brown learned of this, he exploded, wanting to know how any one could just up and leave town with two (2) officers dead.
But according to the chief, he is the chief, and he can do what he wants.
Just the mere fact that Bolton could be so self centered and despicable to run out on the citizens of DeKalb, the department and the family of the slain officers, almost over shadows the unethical, if not illegal trips to Texas at the taxpayers expense.
We call upon Vernon Jones to terminate Bolton immediately. We call upon the citizens of DeKalb County to flood Vernon’s office with phone calls, emails and regular mail demanding the termination of Bolton. The same pressure should be applied to the Board of Commissioners as well, in particular Burrell Ellis, C.E.O. elect. The termination of Bolton should be Ellis’ priority on his first day in office.
And for you, who think TeBo is “protected” by the merit system and can not be terminated, just look around. Department heads, police and other county employees who are merit “protected” are terminated or replaced on a regular basis. Even Bolton’s appointed command staff is demoted on what appears to be on a monthly cycle.

Tough choices ahead for DeKalb police
BOLTON: “My heart is here and I want to be here and I’m going to be here.” He also said, “If anybody is mistaken about that, they better go read the law [providing civil service-style protection to the police chief]. … I would not have taken [the job] had it not been merit protected.”

DeKalb Police Pay Secretaries Nearly 80 Grand a Year Plus a Take Home Car
DeKalb County faces a 40 million dollar deficit, and the Recorders Court cannot account for 90 -110 million dollars in lost revenue. In a time when the county, as all of us, face uncertain economic future, Chief Tebo continues with his wasteful spending.
Chief Rancifer has been assigned a lieutenant as his aide. Of course the aide is assigned a take home car. Aides, no matter if they are civilian or hold rank, are nothing more than a secretary. Their job description is answering the telephone, fielding complaints, typing directed documents and general clerical work.
Why are all the lieutenants acting as secretaries assigned take home cars? Have you ever witnessed a chief called in at an ungodly hour, mush less with his secretary in tow with a note pad? This too could prove costly for the taxpayers. Should one of these chiefs stop too sudden, the fire department would have to be called to extricate the aides head out of the chief’s ass.
And of course their working hours are 9 -5, weekends and all holidays off.
We are sure there are well qualified civilian employees within the many departments of the county that could be transferred or ohters can be hired to do the same job at a much lesser salary without the need of a take home car.
Bottom line is: These take home cars are nothing more than a perk and indeed a great waste of the taxpayers. This benefit package for the sworn secretaries is probably over $100.000.00. per year. How many secretaries in private industry rank that kind of money with a car kicked in?
Everyone seems to be in the mode of “change will come” after the first of the year. Bolton should not be given a free ride until then at the expense of the taxpayers. These sworn ranked secretaries should not be given a free ride on the backs of the working rank and file in the streets, fighting bad guys and putting their lives on the line daily.
Bolton needs to be held accountable now. Not tomorrow or in January, but now! The commissioners need to make a stand and the citizens should make a demand!

Unbelievably, this sergeant had taken over a squad for another sergeant who was murdered this past May during a series of Line of Duty deaths suffered by the PPD. Even more stunning, he had moved into exact same locker after taking over for the deceased.

Each precinct along with Animal Control receives donated money from various businesses throughout the county. This allows each precinct to buy whatever is needed, i.e. a refrigerator for a break room, Christmas dinners for the troops etc without having to go before the commissioners for small purchases. Of course the purchase does have to be approved through the chain of command.
Today, Chief Bolton directed an email be sent to each commander ordering them to deplete their “slush fund” by 1:00 PM today.
We ask why deplete it? This money is usually on hand year round.

UPDATE: Vernon Cuts Off Ellis From Talking to Chief Bolton About His Wasteful Spending
Thanks to your blog page, the message is getting out. At least C.E.O. elect Ellis and his transition team is looking into Bolton's Kingdom.
Vernon can block them all he wants, and he can cancel the transitions teams contract. But come January, the draw bridge will be lowered and the moat drained leaving Bolton exposed and his cronies left in the light.
We truly believe Ellis, given the proper time and evidence, will do what must be done to save the police department and insure the safety of the citizens of DeKalb and call upon Bolton to resign.

Welcome Back From Sunny San Diego!
On the heals of learning the county is facing a 40 million dollar deficit, we also learn Deputy Chief Frank, Deputy Chief Waddleton, Major Curtis Williams and Princess Keisha “Margarita” Williams (a civilian mind you) all attended the International Chiefs of Police 115th Annual Conference and Exposition in San Diego at taxpayer expense. The conference was November 8 – 12, 2008.
Each were flown round trip from Atlanta (except Chief Frank, who flew from Mississippi after attending a family funeral).
Once again, it's the Kingdom of Bolton and the have and have not. Tasers? Cars? Ballistic Vest? LET THEM EAT CAKE!

Fly on the Wall Contributes.........
What happened to the “ticket fixing” investigation in Recorders Court? It seems to have disappeared when Judge Walker decided to run for Superior Court. Can this and the missing tickets be intertwined?
In reference to the probe, is it true a search warrant was served on a Decatur lawyer who is known to defend drug dealers? Because there is no police officer involved, will the matter will be left for the next appointed judge to deal with?
Rumor has it; Chief Bolton sent a detachment of police officers and vehicles out of state to attend the funeral of a family member of Deputy Chief Frank. But according to TeBo, the budget does not allow for the purchase of police equipment, such as Tasers.
If you are not part of Botlon’s kingdom, don’t count on any sympathy from this department. Keisha “Margarita”Williams started a “flower fund” for such occasions but demanded the names of those who did and did not contribute to it. The reasoning is obvious. If you didn’t, pay, you are not part of the kingdom, you get nothing.

Not only is the police department 911 computer system a total failure, it is now brought to light the Recorders Court computer system is a failure also.
Not only do they have incompetent people managing and working in the court, just as we do running the department, we are betting untrained, self taught so called technicians are piece milling the system together just as the police department.

I'm sure that the staff thinks the people that comment here are just disgruntled employees. The fact is that people that comment are those that want to make the PD a better place. They see the problems and injustices up close. They see the wastes and inefficiencies first hand.
They don't have the luxury of being in the group that gets to talk to the commission or the media to make the problems known. This is the only outlet. They have no representation to speak of and this is how they get the word out, hoping that someone with some initiative and sense of community will investigate the stupidity and waste.
DeKalb PD has an historical knack for cultivating "disgruntle-ness" (is there such a word), but you get the point....just wish someone in charge would get the point.

Gang war in South DeKalb?
WSB TV is reporting the police department is investigating a gang war going on in the south precinct, 4 murders among 5 shootings since August.
You mean this is occurring even though Major Curtis Williams, who is so qualified he was promoted from a lieutenant driving Vernon around to a precinct commander?
According to Deputy Chief Waddleton, 12 ICP officers have been assigned to the community each day beginning last spring. What more proof do you need to show Bolton's ICP program is a failure.
Botlon’s “New Start, New Beginning" is working. Since his hiring, DeKalb County crime has sky rocketed like never before. This is currently something new.
Oh, Mekka Parish is the public information officer and gives most of the interviews on camera. For heaven sake, us her.

Crime up but so are felony arrests in DeKalb
The reason felony arrest are up, is because the police are more likely to run into a felon on the street. What does that say about DeKalb County? Felons come to DeKalb County like fish to a spawning pool.

Nationally, police are gearing up for Election Day. The Atlanta Journal Constitution interviewed several metro area police agencies. Each has some type of plan in order.
