The walls of TeBo’s Kingdom are falling.

We have to hand it to the new C.E.O. In one swift move, he has eliminated a un-needed unit (Vernon’s protection unit), and put Bolton in his place. Please pay attention to what C.E.O. Ellis said. He has full confidence in the rank and file of the police department, and reading between the lines, no confidence in Bolton.

This not the first time TeBo has made such statements about Ellis being the enemy. In the past, we are told, Bolton made such comments at staff meetings, even warning the command staff to be careful who they support. Of course no one will come forward with this because of Bolton’s intimidation tactics.

Where will Major Ramey land before the new public safety director is named? Where will Vernon’s protection detail land? Who will be next to get the axe to make room for her?

Problems with Dekalb 911

From the time we moderated your post, we tried just to let your comments slide on by, but we just can’t go without responding. You stated that it seems we just complain and we do nothing about our situation.

It is obvious you have never served in the military or worked in a para-military field. We have to operate within the rules and regulations and policy (excepting this blog; who loves ya TeBo?). We can’t just storm into Bolton’s office (first thing, the 4th floor is cut off from anyone under the rank of Major) and tell him we believe he is delusional and probably suffers from a form of psychosis and should be institutionalized.

But we can make reasonable suggestions through our chain of command. But the chain of command controls how far the suggestions go. More times then not, the suggestion goes straight into the garbage can. Not that the suggestion was bad or anything, but it would show others how incompetent most of the command staff is.

We are doing something about the situation. Through this blog, we have brought to light and informed the taxpayers, who are the real bosses, what is going on in this department, and they are listening. If you will review the Transition Report, it mirrors everything we have “complained” about during the existence of this blog.

Just the fact that we established this blog puts our careers and families livelihood at risk. If our identity is ever learned, most likely we will be fired on the spot. (Then we would have something in common with TeBo.)

We do not take the time and unpaid effort of running this blog just to bitch. We do it out of concern for the safety of the citizens of DeKalb, like you, and the safety of the officers. We do have morals and we cannot stand by idly while millions and millions of taxpayer’s dollars are wasted, especially under Bolton’s leadership.

As for Dunwoody: If you will read the header of the blog, it reads in short:”a place to hold discussions, post news and vent”. The establishment of Dunwoody and its police department is news.

Finally: " YOU control your happiness. Notcar1, at least you're taking control of your destiny”. Sorry, but no one controls their own destiny, hence the word.

Atlanta Police Officers Cope With Furloughs

So far, no one is talking furloughs here in DeKalb County. But we do know how being short on manpower effects morale. Mainly because of Bolton and all his ineffective special units, promotions and transfers, we have been short on manpower for the last two (2) years in particular.

At least Atlanta will pull people from specialty units to man the streets. Not here in DeKalb. Bolton allows beats to go uncovered on a daily basis. And we are already under a restrictive leave time policy.

Is this the best they can come up with?

As we understand it, Chiefs Horner and Franks called in all 50 of the ICP guys on Christmas night. On the heels of Bolton looking foolish over the rising crime stats, I guess these 2 fellows would give Bolton a Christmas present while he is in Texas, where he lives, not Georgia mind you. Even if Horner and Franks were attached at the head, it would be hard to find a half a brain among the two.

Back to the call out; with violent crime sky rocketing over the past to years, these 2 numb skulls decided the best way to attack the problem is crack down on expired business license and permits who serve alcohol. Christmas night is one of the slowest business days for such places.

The only people being hurt are the poor ole servers, waiters and cook. They are the ones who have to pay the fines for having an expired permit. They are just out there trying to make a buck. By cracking down on these folks, just exactly how many armed robberies will go down? How many less houses will be broken into next week?

The insane are running the asylum.

Of all nights, Christmas night, someone has panicked and ordered an emergency call up of the entire command staff and ICP along with the Magic Buses. The media has been alerted and are assembled at headquarters.

What could possibly being going on for such a drastic action on Christmas night? Does it have a code name such as ‘Back on the Block”, “Broken Window”, and Winter Freeze? Maybe it’s called “Scrooge of Texas”.

Hate it for the ICP guys who were relaxing at the house. But hey, that’s why you have take home cars.

Bolton continues his antics even during the Holidays

Usually during this time of year, we envision manger scenes, reindeer and Santa Claus, not clowns.

Today, on Christmas Eve, Bolton called an emergency press conference in response to us pointing out the rise in crime compared to last year. Bolton said “You’re talking about a turmoil- and scandal-ridden department that we’ve turned around in the past two years,” Who is he kidding? This department has hit rock bottom. Often people comment that we were better off under Graham!

TeBo claims his department “could spin into major trauma and possibly collapse” if some of the recommendations of CEO-elect Burrell Ellis’ transition committee are put into place. Bolton is referencing moving Animal Control and Code Enforcement out from control of the police department. I’m sorry, I just don’t get it.

Crime has been dramatically on the increase over the last 2 years under Bolton’s inadequate leadership. He thinks because of him, the department has been involved in 2 officer involved shootings as compared to 12 last year. Sorry, TeBo, all but one of those shootings was justified. Think maybe the word is out not to point a gun at a DeKalb County Police Officer?

Crime was down for November. That’s November folks, not the year. Bolton’s response is "When you look at the trends, everything is going the right way,” All crime is up, the numbers don’t lie, no matter how hard Bolton tries to spin them. Could it be Bolton is delusional?

After the news conference, Bolton was whisked away to the airport to catch a plane to Texas to spend the holidays with his family while we all stay here and work. Of course one of the luxuries that come with being part of the command staff is having holidays off, but they usually live in the same state, much less city.

All of us here at DeKalb Officers Speak, wish each and everyone of you a Very Merry Christmas

When I first joined the police department, I knew there would be special occasions my family would spend without me. Knowing that fact didn’t make the task any easier. The celebrations I missed those first years depressed me and sometimes made me feel bitter. Working on Christmas Eve was always the worst.

Once on a particular Christmas Eve, I learned that blessings can come disguised as misfortune, and honor is more that just a word.

I was working a beat on the 4 PM to 12 AM shift. The night was cold. Everywhere I looked, I saw reminders of the holiday. Families packing their cars with presents, beautifully decorated trees in living room windows and roofs adorned with tiny sleighs. All added to my holiday funk.

The evening had been relatively quiet; there were calls for barking dogs and a residential false burglar alarm or two. There was nothing to make the night pass any quicker. I thought of my own family and sunk further into depression.

Shortly after 22:00 I got a call to respond to the home of an elderly, terminally ill man. I parked my patrol car in front of a simple Cape Cod style home. I walked up the short path to the front door. As I approached, a woman who seemed to be about 80 years old opened the door. “He’s in here” she said, leading me to a back bedroom.

We passed through a living room that was furnished in a style I come to associate with older people. The sofa had an afghan blanket draped over its back and a dark, solid Queen Anne chair next to an unused fireplace. The mantle was cluttered with an eccentric mix of several photos, some ceramic figurines and an antique clock. A floor lamp provided soft lighting.

We entered the small bedroom where a frail looking man lay in bed with a blanket pulled up to his chin. He wore a blank stare on his ashen, skeletal face. His breathing was shallow and labored. He was barely alive.

The trappings of illness all around his bed, the nightstand was littered with a large number of pill vials. An oxygen bottle stood nearby. Its plastic hose with face mask attached rested on the blanket.

I asked the old woman why she called the police. She simply shrugged and nodded sadly toward her husband, indicating it was his request. I looked at him and he stared intently into my eyes. He seemed relaxed now. I didn’t understand the suddenly calm expression on his face.

I looked around the room again. A dresser stood along the wall to the left of the bed. On it was the usual memorabilia: ornate perfume bottles, white porcelain pin case, and a wooden jewelry case. There were also several photos in simple frames. One caught my eye and I walked closer to the dresser for a closer look. The picture showed a young man dressed in a police uniform. It was unmistakably a photo of the man in bed. I knew then why I was there.

I looked at the old man and he motioned with his hand toward the side of the bed. I walked over and stood beside him. He slid a thin arm from under the covers and took my hand. Soon, I felt his hand go limp, I looked at his face. There was no fear there. I saw only peace.

He knew he was dying; he was aware his time was very near. I know now that he was afraid of what was about to happen and he wanted the protection of a fellow cop on his journey. A caring God had seen to it that His child would be delivered safely to him. The honor of being his escort fell to me.

When I left at the end of my tour of duty that night, the temperature had seemed to have risen considerably, and all the holiday displays I saw on the way home made me smile.

I no longer feel sorry for myself for having to work on Christmas Eve. I have chosen an honorable profession. I pray that when it’s, my turn to leave this world, there will be a cop there to hold my hand and remind me that I have nothing to fear.

We wish all our brothers and sisters who have to work this Christmas Eve all the Joy and warmth of the Season.

David Simpson of the AJC must owe Bolton a favor or two. Simpson, in his article, try’s to paint a picture that crime is on the decrease under Bolton. Well Mr. Simpson, you must have slept through propaganda class.

Although crime may be down for the month of November 2008, 2007 stats compared to 2008 is no where near acceptable

Compared to 2007:

• Homicides up 5 percent
• Pedestrian Robberies up 12 percent
• Home Invasion Robberies up 16 percent
• Residential Burglaries up an astonishing 24 percent!

In your article, you conveniently omitted the 5% increase in homicides and the 16% increase in home invasion robberies.

And some wonder why newspaper sales are down.

Bolton Abolishes 5 Captain positions

In July 2007, Terrell Bolton went to the commissioners to abolish 5 Captains positions to make room for 3 Assistant Directors positions and 2 Deputy Chief positions.

“Abolishing five (5) Police Captain positions, upon the positions being vacated by current employees, will make this action expenditure-neutral, as it can be funded from the current Police Department operating budget.”

So, reading between the lines: Abolishing 5 captains does not pay the salary and benefits of 3 Assistant Directors and 2 Deputy Chiefs. How do you fund them through the current department budget? You cut patrolman positions.

Just a couple of months later, Bolton had the nerve to accuse the Board of Commissioners as being obstructionist and whined to the media that the department was in a manpower crisis. Bolton singled out Commissioner Rader. TeBo failed to mention one of the reasons we were, and are, in a manpower crisis, was because he was eliminating patrolman slots to hire his friends and their friends in the form of Isom and Denson whom were hired in June 2007, and to double and triple promote those undeserving.

Bolton should not only be reined in, he should be fired! Now that the truth is known about Bolton, he sounds like a fool! The rank and file along with most of the taxpayers have lost confidence in Bolton.

Deputy Chief Denson to resign as of January 1, 2009

Sources close to the 4th floor are saying Deputy Denson has submitted his paperwork, resigning, with his last day being January 1, 2009.

We don’t know much about Denson and really don’t have much of an opinion about him and we wish him well. But one thing is obvious, he is not on board with TeBo and Margarita.

What Timing!

Just as we are trying to find Terry Phillips' connection to the Recorders Court and Terrell Bolton, the AJC publishes a interesting article about the Recorders Court and the chaos it operates under.

“Earlier this year, DeKalb commissioners hired the consultants to investigate problems at the court, as county police launched a criminal probe of an alleged ticket-fixing scandal at the court that led to charges against five court employees and six others. The court administrator, Terry Phillips, was reassigned to the county’s police services department,”

Here’s some questions for ya;

  • If Mr. Phillips was instrumental and an asset to the criminal investigation, then why was he reassigned?
  • Or was it learned he was directly involved in the scandal somehow?
  • Was it learned Terry Phillips obstructed justice and was hidden on the 4th floor by Bolton?
  • With a take home car?
  • What does the police department need with a court administrator or an attorney for that matter?
  • What is the purpose of the county attorney’s office?

But just damn, luck would have the discovery of tens and tens of millions of dollars of uncollected fines in the Recorders Court while Mr. Phillips was the administrator.

Why in hell has Terry Phillips not been terminated, if not prosecuted? Why has the Honorable (?) Judge Joyce Walker not been forced out of office or prosecuted? This whole situation not only stinks, it reeks.

Once Vernon is out of office, it will be interesting to see if the Feds have been lurking around.

Who is that guy?

When news broke about Recorders Court not able to account for 90 million dollars in lost revenue, the man in charge was moved to Bolton's office. He has been seen at several functions with Bolton.

The only information we have is; he possibly is a graduate of Louisiana State University and was fast tracked when hired by the county.

Who is he? What does he do? Is it true he too has a take home car?

What ever happened to the Recorders Court investigation?

Inquiring minds want to know.

Duwnoody comes to an agreement with the DeKalb P.D.

It appears Dunwoody has come to an agreement with DeKalb County for an IGA on extended police services which will be costing Dunwoody $430,000.00 per month until at least March 31st.

High Crime Task Force: Nothing More Then Forced Overtime

As mentioned, Bolton tricked the Board of Commissioners into believing he had initiated a “High Crime Task Force” to combat violent crime. In truth, it was nothing more than forced overtime for, you guessed it, 50 officers, during the Christmas season of 2007. At the initial onset, these officers were to work forced overtime for 90 days.

The reason the overtime was forced, was because there was never a “High Crime Task Force”. At first, officers were asked to volunteer for overtime during the holiday season. For whatever reason, maybe the lack of confidence in Bolton, less than 10 officers volunteered. Maybe another reason is there was no structured or organized “unit” known as the “High Crime Task Force”.

If there was such a unit, one would imagine a notice would have been issued similar to this: “Now seeking 50 applicants for the newly formed “High Crime Task Force”. The task force will be required to work irregular days and hours. Each accepted applicant will be issued a take home car during the duration of the task force. Purpose of the task force is to sweep the county of violent offenders and repeat offenders.”

If a actual task force had been formed, there would have been officers lined around the Magic Buses to get in. Instead, Bolton fooled the BOC and formed ICP. In theory, if you have the manpower, ICP could be a useful tool. However, under Bolton, it is nothing more than a tool to win over support for him. He figured he would need this support when the light shined on his idiosyncrasies and incompetence.

Crime on the up swing

Despite the efforts of the non existent “High Crime Task Force”, violent crime is up for the year, and the department is well on its way to yet another record setting year under Bolton.

Compared to 2007:

  • Homicides up 5 percent
  • Pedestrian Robberies up 11 percent
  • Home Invasion Robberies up 16 percent
  • Residential Burglaries up an astonishing 24 percent!

It’s more than numbers, its actual taxpaying citizens who are victimized by predators roaming the streets of DeKalb County at an alarming increase under Terrell Bolton.

How much of a difference would an additional 50 officers on the streets after midnight make, while the 50 ICP officers are tucked in their warm cozy beds, and their 50 marked patrol cars sit in the driveways?

High Crime Task Force?

On December 18, 2007, Terrell Bolton went before the B.O.C. and told them of a grand task force entitled “High Crime Task Force”. He asked for the temporary release of 50 vehicles from the Police Replacement Pool to be issued to this task force.

On January 22, 2008, just 36 days later, Bolton convinced the B.O.C. the task force had done such a wonderful job, the 50 vehicles needed to be permanently assign to the “High Crime Task Force”. This left the uniform patrol division 50 cars short.
  • What is the “High Crime Task Force”?
  • Who heads it up?
  • Where do they work out of?
  • Where do they work?
  • In fact, no such “High Crime Task Force" exist or has ever existed.
Since this non existent task force did such a wonderful job, then why were pedestrian robberies up 17 percent in 2007? Residential burglaries were up 21percint in 2007. In the first half of 2008, violent crimes were up 12 percent and property crimes were up 23 percent. And we are yet again setting an all time high record for homicides.

The truth is, Bolton wanted the 50 cars to issue as take home cars for his ill-conceived ICP program. This program is not much more than community meeting hosts. They are not tasked with answering 911 calls. They do not work after midnight, and they have most weekends and holidays off. If Bolton had asked for take home cars for this program, he would have been told no.

We've searched the DeKalb County Police web page, and we can't find a High Crime Task Force anywhere. But we do find I.C.P. under the command of civilian "Chief-ette Keisha "Margarita" Williams. She's easy to find, shes the only one without a name identifying who she is. Funny, we always thought the Chief of Staff was a sworn officer.

At the next B.O.C. meeting, the commissioners need to hold Bolton accountable. The B.O.C. needs to inquire why they were deceived into believing a High Crime Task Force existed. Documentation should be presented showing the task force in its relation within the command structure. Who is its commander? What are their statistics?

Of course these answers can not be answered truthfully, because the task never has existed. Reason number, hell, we’ve lost count, why Bolton should be terminated now!

Chief Bolton Claims to Have Been Hosptilized With a Stroke

"Defending his decision to use the comp time at the Dec. 2 meeting, Bolton said that some of the time was used when he was hospitalized from an apparent stroke last year.

Although he checked out of the hospital as soon as he could, Bolton said the level of stress from trying to get the department back on track probably led to the illness.

"It's not anybody's business, but I just wanted to explain that to everyone," he said."

The reason the Tasers were delayed was because of Bolton's and Deputy Chief Isom’s embarrassing performance in front of the Board of Commissioners. As you know, Isom is one of Bolton’s premier highly qualified bring overs from Atlanta Police. He was such a star with APD, he made it to the rank of lieutenant.

When questioned by the Commissioners, Both Bolton and Isom stumbled, bumbled and fumbled. They were so unprepared, even Vernon had to get on them about their lack of preparation. If Vernon couldn’t throw them a life line, then you can only imagine how embarrassing their performance was for the police department.

Our wonderful leaders were told to come back when they are more prepared and could answer the questions of the B.O.C.

One bright side is; Burrell Ellis, C.E.O elect, was there to witness first hand the type of people Bolton has assembled for his command staff.

What financial crisis?

The county is facing a 40 million dollar deficit. Atlanta P.D. has started furloughing their police 4 hours per week.

During this time of economic uncertainty, Terrell Bolton is out of control. During his short time as chief, he has spent 100’s of thousands of dollars on unnecessary salaries. He has hired friends and friends of friends. He has created positions only to reward his and Vernon’s loyalist. He has punished well qualified officers of rank by placing them in created meaningless positions or ones normally held by civilian personnel.

TeBo’s latest calamity is taking five (5) sergeants off the streets and placing them in clerical positions within the Kiesha “Margarita” Williams created Field Training Officer section, commanded by Lt. S.E. Kaulbach. These 5 sergeants will be doing nothing more than reviewing paperwork completed by the F.T.O.’s. Can’t this be handled at the precinct level as it has been since Millard D. Nash was hired as the first DeKalb County Police officer on December 18, 1915?

Will Bolton promote another 5 sergeants to fill these slots? Or, because of mismanagement, will he leave the uniform officers lacking supervision? If so, what are the safety implications?

According to sources, a deputy chief practically begged to have Lt. B.C. Harris promoted to Captain. Whether or not now Captain Harris is qualified is not the issue, nor is it an issue if he was next on the promotion list. The issue is the department now has 5 more captains than allotted, this at the taxpayer expense close to 500 hundred thousand dollars. The department is so top heavy; it may tumble over at any moment.

In 1923 and 1931, the department leadership was so incompetent; the entire department was suspended for not serving in the best interest of the public. We are not asking such a drastic measure be taken, just the termination of Terrell Bolton.

The Rat Feels The Ship Sinking

All along we have known Terrell Bolton is inept. First, TeBo violated state law by failing to register his camper with the state of Gerogia.

WGCL CBS 46 reporter Joanna Massey exposed Bolton and his questionable comp time.

Then WAGA FOX 5 reporter Dale Russell nails Bolton’s despicable act of running out of town less than 24 hours after Officer Bryant and Barker were gunned down, and some of the perpetrators still on the loose.

TeBo attended a community meeting two nights ago and was hammered by the general public on questionable transfers, promotions and his 62 days of comp time in two (2) years.

Now Bolton has been caught in another lie. He wants to purchase Tasers for all the line officers using seized drug money. (AJC STORY) The proof of his lie is WSB ABC 2 reporter Mark Winne’s report just 7 months ago. In the report, Bolton opposed using drug money for Tasers and went as far to claim it would be illegal. Fast forward the video to 5:36.



This latest move is a demonstration Bolton feels the heat. This is nothing more than a ploy for Bolton to try being something he’s not; competent.

Commissioner Larry Johnson held a community meeting last night on Candler Road in the south precinct. The attendants were graced with Terrell Bolton’s presence.

The word is it didn’t go so well for good ole Chief TeBo. He fielded several questions like: Why was Captain T.D. Williams transferred? Why bring so many lower management people from A.P.D. over and make them command staff? Why take 62 days in comp time?

Of course his responses were what you would expect; a blundering idiot.

At least we know the public is aware that we have a moron as a chief of police.

Another Front Page Post

To my DeKalb County family, hold your heads up and pray, the light is at the end of the road. Hopes are that the road is ending soon for our so called leader. I think the Mayor of Dallas said it best when she called Bolton an "idiot" in a news conference.

Hopefully with the new CEO, things will be corrected. Captains, Majors, Assistant and Deputy Chiefs will be put back in there prospective places, while un-knowledgeable, un-skilled, and un-deserving majors and chiefs, and deputy chiefs will also be put back where there belong. You know it's sad to see high badge numbers as Captian's and Majors (when you haven't deserved it). Policies, guidelines, and procedures that have been changed will hopefully be corrected. I mean really, I have been in law enforcement for a number of years now, and I have never heard of a Sgt. who has only been a Sgt. for one year to be eligible to take a Lt's test. I mean really, what does he know as a Sgt. for one year. Who is Bolton trying to promote now? Ridiculous!!

This Police Department has really changed since Bolton has come into power and it is not a change for the better. I am not a negative person and would never wish anything bad on a person but I hope the day will come when Bolton is -42 from Dekalb and move on to a new venture in his life. Bolton you have wasted enough money, humiliated enough brass and high ranking officers by demoting them or sending them to manage departments where there expertise can't be used or expanded. It is really sad.

I'm staying with this department because I love DeKalb and I'm praying that the new CEO will make the necessary changes. I have been offered other opportunities with other non-local agencies, but I am staying here a little longer. DeKalb County attorneys please don't be afraid to battle Bolton in court if he is terminated as a merit protected employee. Dallas won and so can we.

To Dale Russell, thank you. Thank you, for bringing recklessness to the light. For us, if we identifiably voice our opinion we know that we would have to face Bolton, therefore, this is our only outlet. I just pray that what we want to take place, will, and benefit the employees, and citizens of DeKalb.
