Yet another sad chapter in Bolton's legacy. He was fired from Dallas, leaving in his wake the highest crime rate in it's history.
After the up coming election, and with some luck, maybe Bolton will be fired again after a second and inept attempt at being a Chief of Police.

"The best training I've ever had!" Lieutenant S.J. Foster
Shadowing your equivalent in rank with a police department that is 4 times the size of your own, is the best training you have ever had?
The media has exposed even more of Bolton's wasteful spending. At a time when officers do not have cars to get in to go to work, expired ballistic vest, no Tasers, outdated weapons and a broken down computer system, TeBo wants to spend $85,0000 dollars by sending lieutenants and above to Houston.
Exactly what was the training? Free tickets to the Astro's game? A night of heavy drinking?
Why didn't the media ask more pointed questions about the training?
What does Houston possibly have to offer us? Surely Bolton and the commissioners remember the study done in 2006 by the Brown Group International at a cost of over $300,000.00. Of course this massive and possibly illegal payment was only learned after the KMPG study and Grand Jury findings.
And where is the Brown Group International from? Right, Houston!
Here is a brief synopsis of the report: "This report represents the culmination of BGI's efforts to assess the Department's operation status. The material contained within this report has been organized in accordance with six major operational topics:
Performance Expectations, Accountability, Service Demands, Deployment of Personnel, Examining Performance and Organizational Configuration". Our folks can learn more by riding around with some Houston officer?
Why did Bolton send his lackey's in front of the media to try and explain this away? How come Bolton was not in front of the camera? Is he on vacation? Or is he too busy working on the next "qualified" promotion?

Does The Vision Continue?
On Thursday July 24, 2008 the DeKalb County Fraternal Order of Police, for what it is worth, endorsed Stan Watson for C.E.O. This story aired on WSB TV. During the video clip, former police Chief Louis Graham was seen standing beside Stan Watson along with former police Chief Eddie Moody.
If your memory must be jogged, Graham and his Assistant Chief, Ray Flemister was forced to resign after a profanity-laced tape surfaced in which they made racially charged comments related to promotions. One lawsuit was settled out of court costing the citizens of DeKalb untold amounts of money, while other litigation is pending against Graham and the county.
Moody said with some jubilation that if Stan Watson is elected, he would be willing to serve as Chief of Police once again. But the question is; what role is Louis Graham playing? Is he simply an adviser and supporter of Watson, or does he except a position within the police department? Does Watson believe all is forgiven and forgotten?
WSB did interview Burrell Ellis about the Chief of Police position. Ellis simply stated he supports Terrell Bolton and his initiatives.
No matter who is elected to C.E.O., it appears the police departments motto will carry on: “The Vision Continues”

Second thoughts on going to Houston?
Former Major and now Captain Lisa Gasner has been assigned to the Property and Evidence Section.
A yet to be named Lieutenant has been transferred to the property and evidence section. That puts in place 1 Captain, 1 Lieutenant, 3 Sergeants and 2 Master Patrol Officers.
Former Major and now Captain Bill O’Brien has been assigned to the Special Victim’s Unit, not before being told to report to the Property and Evidence Section. Once there he discovered Captain Gasner already there. (Incompetent decision making is rampant).
A yet to be named Lieutenant has been transferred to command the School Crossing Guards.
A yet to be named Lieutenant has been transferred to the Communications Section, putting in place 2 Captains and 1 Lieutenant.
At least 2 more Lieutenants are being involuntarily transferred from precinct to precinct.
Word is several people have turned down the “voluntary” trip to Houston. We know Gasner and O’Brien were demoted to make room for the 2 new Majors hired from APD.
Is this just a warning shot to the other persons who turned down the expensive ill-conceived training trip to Houston?

Bolton’s newly appointed Majors to cost some their rank and money
It seems the police budget doesn’t have enough money to pay for the two (2) newly appointed Majors (Lieutenants brought over from Atlanta Police). Because the two (2) new majors were not able to draw a salary after being hired by Bolton, he comes up with a plan. He asked the finance people in Decatur to eliminate enough Master Patrol Officer positions to off set the cost.
Thank goodness, and only because Vernon is on his way out, someone stood up and said NO!
But TeBo has yet a back up plan. He has demoted Major Lisa Gassner and probably will demote at least one more Major or higher. This will make enough room in the pay structure to continue his kingdom building.
It is ashamed when you give your life to this police department and move up through the ranks, just to be cast aside without merit and replaced by outsiders. To even make it worse, these outsiders are of no consequence. If they were, then how were they ever passed over by Chief Pennington at Atlanta Police?

When is it ever going to stop?

On the heals of learning a number of officers are wearing and will be issued ballistic vest that are outdated, it is rumored Bolton will ask the commissioners at the next meeting for funds to purchase a “scissor lift” at the cost of more than $110,000.00 dollars. The lift will be similar to the one pictured.
What can he possibly be thinking? Why would he need such a thing? To address the small gatherings at the meet and greets? Is this why he canceled the latest meet and greets, hoping the “scissor lift” will be here soon?
You should hear the giggles in the hallways!
Lets us not forget, the 6th Magic Bus is on order at a cost of $300,000.00. We hear the delay is contributed to the exhaust system. Bolton wants this one to emit "Lucky Charms" and multi color bubbles as it travels the yellow bring roads.
How long to we have to take this? How long before there is an outcry of the wasted tax dollars?
Tuesday's Biggist Story - A Happy Ending
Tuesday the big story wasn’t an election or a cityhood referendum, it was the fact that an Atlanta police officer was shot in the chest and his life was saved by a proper operating bullet proof vest. He was very lucky.
Lucky I’m told that he wasn’t working for the DeKalb Police Department because supposedly there are over 100 officers on the force with expired safety vests. In fact I’m told that the 68th, 69th and 70th academy classes are still in expired vests with no immediate plans to correct this situation. If this rumor is true, the DeKalb County Commissioners need to take action immediately on this problem and allocate funds ASAP.
I work in law enforcement, I come from a police family, and I have many very good friends who work in local police jurisdictions in the Atlanta area; therefore this subject hits very close to home for me. I see no higher duty then for our elected officials to protect those who offer to protect us. There is no tougher job then what these men & women do for us every day and if you need a quick reminder just click here.
Below is a video where the City of Detroit had the same problem a couple of years ago, their department admitted the issue and then set out to correct the problem. Will DeKalb do the same? I know many officers and their families who would be mighty grateful if this was acted upon quickly.

Are We Really DeKalb's Finest?
What a week this has been for DeKalb Police. Five (5) officers have resigned from North Precinct. I understand four (4) went to Sandy Springs P.D. and one left after his DUI arrest.
It appears that a certain lieutenant made Margarita Williams upset and was transfered to Special Operations the very same day. He is not one to back down. I would work for him any day.
I heard the recent police academy graduation was quite a show. Its hard to believe all the stories, its hard to believe it happened. Family members displaying Gang Signs and other actions.
They have made room at East Precinct for their new Major from Atlanta Police Department. East Precinct is the precinct that all former Atlanta Police Lieutenants are assigned to as Majors. East Precinct was remapped and condensed in size, yet retained the same amount of officers. It is the perfect set up for a new person unfamiliar with DeKalb County or it's police, to shine. The new Major rides the backs of hard working officers to be Bolton's show dog at the Comstat dog and pony show.
The other one will be going to Special Operations , that has been his career with APD. This has got to be a morale boost for everyone inside the department.

Departmental policy reads:
2-2.27 PROHIBITED ASSOCIATION/FREQUENTING
Frequenting or associating with person(s), organizations, or places with a known criminal or bad reputation/background, unless necessary for Police business, where such associating or frequenting would be detrimental to the image of the department or the county is prohibited.
To this end, personal association with persons who have been convicted of a felony within the last five years or who are under criminal investigation or indictment, or who have an open and notorious reputation in the community for felonious activity is prohibited. Examples may include but not be limited to visiting the home of, taking a trip with, cosponsoring a party or social event with, or forming a business relationship with a person who the officer knows to be convicted of a felony involving moral turpitude, or with a person the officer knows to be engaged in or plans to commit criminal activity.

How many tax dollars are being spent for Vernon's security detail? Is it legal to use DeKalb County Police and tax dollars when Vernon is not on official county business, in particular when he is running around the state running for U.S. Senate?

Budgets beefed up to retain police officers
This this is how you treat your officers. Maybe we should send Bolton to the cities within Gwinnett County for training. It would be far less expensive than Houston, and could have immediate benefits to DeKalb County officers.
