Lets go ahead and cancel ICP and return the current 50 officers and 4 sergeants to the road. The precincts will start using them as a NET team again or for some other type duties. A majority of the cars will go back to MM because we don't have any laptops available. Special purchases had to be made just to get the screens. Get 5 rookies and it seems you lose 5 veterans to CID or some other unit. You'll never have enough people or cars. Don't you get it? The whole system has been broken since before Bolton even got here. As notcar1 stated the public actually likes the ICP concept and my bet is they won't like it being cancelled however misguided it may be. I agree with the anonymous poster that there are much more important fights to made. Start looking at the big picture. Chief Bolton is trying to gain public support to keep his job. This whole thing is about politics and needs to be fought as such. We need to get the community on our side because only they have the power to force the changes we require.
Guys/gals we can all scream about the chief and his crazy policies. It won't be until the CITIZENS put pressure on the CEO and BOC that things will change. Furthermore, replacing the chief is just a small step, we desperately need public support (money) to fix the inadequateness of the last 8 years. Otherwise all your doing is replacing the captain of the Titanic and still running into the same iceberg. So you can scream, "Let them Eat Cake!" and be complaining about the same crap 20 years from now or get smart and beat them at their own game. I choose the latter. Flame away.

Ah the good ole car situation raises it head. Do you really think this is the first time we've had vehicle problems? There are many reasons for the so called shortage and a lot of it has absolutely nothing to do with Chief Bolton although he definitely hasn't helped the situation.
The real problem started back when Chief Moody instituted the 4/3 and the team concept. Having 2 watches on the road without increasing your fleet was a problem. So 4-6 years later we are still having the same problem. The departments only get a certain amount of vehicles per year. Chiefs have requested more but there are always budget concerns. No one ever wants to pay for equipment. In Chief Bolton's first budget he requested numerous items that almost all officers supported. NOT ONE significant item was approved by the BOC. One of those items was requesting funds for the take home car program. You could look at the ICP cars as a jump start to that program. Or you can come on an anonymous blog and whine about a program you probably didn't put in for because it would have disrupted your life. Another idea would be maybe some of our officers could drive with a little more regard for their safety and quit wrecking due to cranial-rectal inversion. You'd be amazed at the amount of money spent on vehicle repairs. I am not a Bolton supporter, far from it, but we need to keep staying with the facts or this just becomes a b*itch page that makes us all look stupid.
Are we really so jealous of ICP officers and their cars that they have become a major issue? I am a dedicated and hard working member of this once proud police department. I'm not in it for the free food, free apartment, part-time job money, or any other side thing it seems so many officers concentrate on. I only ask for the support and leadership we so justly deserve. Lets fight our public battle on that front and maybe, just maybe we'll get the help we need. The good Lord knows we need it.

Oh Bolton, Why Don't You Buy Me a Mercedes Benz?
Wednesday August 27, 2008 was Power IT (Internet technology) Down Day. Commissioner Jeff Rader requested all of the county’s employees participate by turning off their computers, monitors and printers as they left for work.
In doing so, hundreds of kilowatt hours saved would reduce energy costs and also help the environment. Rader said he hopes that workers would participate in the event but also realize how easy it is to cut down on energy costs every day.
Why doesn’t Rader inquire about the waste of energy and money by all the unnecessary take home cars within the police department alone? How much money and energy would be saved by just parking the 55 take home cars assigned to ICP for 24 hours? How much money and energy would be saved by not only parking the ICP cars, but all the unnecessary take home cars? Take home cars are for those personnel who are subject to be called in at any given moment, i.e. Major Crimes detectives, not as a perk.
There should be an investigation into the amount of take home cars issued by the department and the car shortage in general. The police department’s allotment of cars has been exhausted for the year. There are no more replacements.
Why doesn’t Radar have this investigated? Burrell, surely you don’t have to wait until after January 1, 2009 to inquire about the waste? Where is the media? Where are the environmentalist?

News from the gas pumps
Bolton’s Kingdom building has been slowed by a hurdle. Many thanks to the readers and contributors of our/your blog page; the Board of Commissioners have chosen to “table “ Bolton’s requests to waste even more tax payer money by creating an Assistant Chief position over-seeing Animal Control and Code Enforcement, and all the baggage it brings. Having a motion “tabled” is pretty much a death sentence for the motion.
It has been brought to our attention, Bolton is so incensed he is being held accountable by the people who read and contribute to this blog page; he has dismissed all Captains and Lieutenants from attending Compstat. The reason being, he believes there is a “Judas” within his ranks. Don’t know if we would go so far to call that person “Judas”, but more like a protector of the citizens…....

Today the Board of Commissioners vote whether to continue with Bolton's kingdom building by approving a wasteful Assistant Chief position for Animal Control, or they will demonstrate they plan to bring His Majesty under control.
If the waste of tax dollars continues, then we ask: Who will be Chief Dog Catcher?

I am in full support of the police who are distracted and disturbed by the actions of the present chief of police, Vernon Jones' buddy. Now that we have a new CEO, I am confident that he will right the ship with the help of many citizens who feel as I do. There are a lot of Vernon Jones' buddies who will be leaving - hopefully the chief will be among the first.

Bolton at it again!
Bolton is back at it again. He is asking the commissioners to approve yet another Assistant Chief position, this time to head up Animal Control and Code Enforcement.
Bolton’s actions make your head swim sometimes. Who does he owe a favor to? Why in the world do we need an Assistant Chief, much less a Major and a Captain in Animal Control?
Bolton wants to leave a legacy; well he is dong that for sure. He is making history no doubt. For the first time in this department’s history has anyone had such a lunatic idea!
What will be the cost associated with this newly created position? Assistant Chief ‘s salary around $100,000.00 per year, a take home car, an aide, which no doubt will hold the rate of at least Lieutenant, a secretary, and the list goes on. Will this Assistant Chief need a magic bus? GOOD GOD, STOP THE MADNESS!
We are asking each of you, officers, family and citizens to voice your concern the continued waste of taxpayer’s money. In the right hand column is a link titled “Usual Suspects”, there you will find the telephone numbers and email addresses of each commissioner.

What physical feature is he basing this latest promotional recommendation on? And why does Animal Control need an Assistant Chief of Police?
• F1. Employee & Retiree Group Health, Dental and Life Benefits for 2009.
This is the recommendation the county do away with Blue Cross/Blue Shield health care, dental and vision, along with United Healthcare, ignoring the health needs of possibly thousands of employees and retirees. If the county wants to offer more health insurance carriers, fine. But leave Blue Cross/Blue Shield and United Healthcare for those who would like to choose.
• H1. Resolution to Support Legal Action against the Incorporation of the City of Dunwoody.
What legal action is there? The people have spoken with the blessing of the State of Georgia. The only action will be the payola for Roy Barnes and the fleecing of taxpaying DeKalb County residents.
Be heard! Contact each and every commissioner! Make a personal appearance at the meeting!

We can no longer wait!
We can longer wait until January 1, 2009 for Burrell Ellis to take action against the incompetent Terrell Bolton. It is time for Vernon Jones to take action now and terminate Chief Bolton, for the sake of the citizens of DeKalb County.
Chief Bolton's latest decision to require Major Crime detectives to seek approval before discussing a Murder or Armed Robbery case with the District Attorney’s office is nothing less than obstruction of justice. This mind boggling policy is so outrageous, even the District Attorney herself, Gwen Keyes, stated in a letter to Bolton that the action: “will quickly have a detrimental effect upon the prosecution of criminal defendants and clearly represents a very real and serious threat to the safety of the citizens of DeKalb County”.
If Vernon Jones fails to address the conduct of Bolton without delay, then the citizens of DeKalb County should rise up and take action with a loud voice to their commissioners and pointedly to Burrell Ellis, the C.E.O. elect.
These types of actions by Bolton have deflated morale to the point where the police department is becoming ineffective in its fight against crime. His policy making decisions and command staff appointments are infected with his ineptness. This affects the safety of every citizen of this county and every person traveling through it.

How dare Derrick Yancey steal the limelight from Bolton!
How dare ex-deputy Derrick Yancey, turn himself in to the DeKalb County Sheriff’s Department. Didn’t he realize he was stealing the thunder from TeBo?
It seems once the indictment was handed down by the Grand Jury, word was delivered to the DeKalb police detectives handling the case, and also delivered to the sheriff’s department.
Sheriff Tom Brown, within his sworn duties as sheriff, and in the spirit of “keeping his house in order” made preparations to arrest Derrick Yancey. Sheriff Brown was going to use his fugitive squad with the help of the U.S. Marshal’s Office (which includes a DeKalb police officer outsourced to them) with making the physical arrest of Yancey. Terrell was informed of this and when he learned the police department was not invited, to quote TeBo, “Terrell had a tirade”.
It is reported Terrible Terrell called the U.S. Marshal's office demanding they not help the sheriff's department with the arrest. When they refused, Bolton became so upset, he ordered the police detective assigned to the Marshal’s Office removed from that duty and re-assigned to the police department.
This mirrors Bolton’s behavior in Dallas as described in a paragraph from the letter written to Bolton’s attorney in Dallas when he was fired: “Management defended Chief Bolton during his dispute with the FBI over the allocation of resources. There was controversy regarding lack of cooperation between the FBI and the City of Dallas. Charles Daniels, Assistant City Manager and the City Manager met privately with the FBI to mend fences. Former Mayor Ron Kirk also assisted. Chief Bolton was not requested to assist or apologize. The City Manager, Assistant City Manager, and Mayor ate the "humble pie." (NBCi, September 2, 2003)
He thinks the police department should have all the credit with the arrest. It isn’t good enough that the fine detectives of the police department worked tirelessly on this delicate case and solved it. Bolton once again has shown his unwillingness to co-operate with other departments, no matter a county department, a member of the B.O.C. (remember Terrell’s tirade with Commissioner Rader?) or an entity of the U.S. Government. These entities are needed for effective law enforcement.
Of course Derrick Yancey turned himself in to authorities before Bolton could muster up the media and have Yancey arrested “live and in color” C.O.P.S. style, with Bolton in his 3rd world BDU uniform leading the charge.
Now because of all of this, every Major Crimes (that’s Homicide and Robbery, folks) detective must submit a request through Assistant Chief Anderson and have approval before they discuss any case, be it past or present, with the District Attorney’s office. Who do these people think they are? Who is Anderson to judge and dictate? Bolton’s actions have the strong possibly of causing irreparable damage between the D.A.’s office and the police department. Hopefully, the rank and file in the D.A.’s office sees TeBo for what he is.

How long before it happens in DeKalb?
The tragic death of Darlene Dukes after she called Fulton County 911 brings to light the problems plaguing DeKalb County’s 911 system.
The problem in DeKalb is not necessarily its personnel, but its entire 911 computer system. The system is decades outdated. Past and present administrations, from the chief of police to the county commissioners have refused to spend the proper amount of money and hire experts in the field to keep up with the ever changing technology. The system consists of several different software programs that are not compatible with each other. The police department has relied on self taught police officers to try and tie them all together.
Probably more than a quarter of all 911 calls are dispatched to the wrong precincts. Instead of addressing the problem and correcting it, the communications heads, along with Chief Bolton rely on the sector sergeants to catch the wrongly dispatched calls and insure they are sent to the proper precinct. If the sergeant should miss the call, several minutes could pass before it is corrected. And guess who would be held accountable if something as tragic as a death should occur? How many medical emergency calls are improperly dispatched because of the archaic 911 system? It has become so frustrating, 2 of the more capable people trying to hold the “band aids” on have resigned.
Tied into the 911 system is the radio communications. There are areas in all precincts where the radio system simply does not work. Often an officer will try to communicate via his portable radio, only to be told to go to his car to transmit, which doesn’t always work. How safe is this? If the officer is in a fight, does he ask the bad guy to hold while he goes to the car to call for back up? If he catches someone breaking into your house, does he ask you to call 911 for him because he can’t get out on his radio? It is a sad day when officers have to rely on their personal cell phones to communicate with each other. This my friends, is going to get an officer killed one day.
Chief Bolton is aware of these problems, yet refuses to address them. Instead, he is more interested in spending money on stupid campers among other wasteful things. (By the way Terrell, where is that Range Rover anyway?)

The poll is closed, the talley is: Burrell Ellis should fire Bolton within 30 days of taking office.
According to our poll: 80% of those participating believe Burrell Ellis should fire TeBo within the first 30 days of holding office. 9% believe Bolton should be fired within the first 60 days. 6% believe he should go with the first 90 days. And 3% which probably consist of his command staff, in particular the APD crossovers, don't believe he should be fired.

Ellis can use this as a templete for his termination letter to Bolton
When Chief Terrell Bolton was fired from the Dallas Texas Police Department in 2003, then City Manager Ted Benevides authored a letter to Bolton’s attorney explaining why Bolton was fired. This is an excerpt from that letter contrasting Bolton’s actions as Chief of Police of DeKalb County. If he was fired from Dallas for these reasons, then he should be fired from DeKalb as well.
Chief Bolton began contrasting his style and Chief (Burgess/Moody) Click's style. I did not think this was an appropriate way to start an administration.
Chief Bolton reassigned some officers to the streets. The reassignment resulted in much criticism from some constituent groups. Management stood behind the Chief. Eventually, most of the officers ended up back in their original desk jobs.
Chief Bolton made some key executive personnel assignments to refocus the direction of the department. The department came under much attack externally and internally. (dekalbofficers.com)
The Chief was criticized for his delayed deployment of the new Camaros (high speed vehicles). Many believed he was "sitting on" the cars and would not let them be deployed. He simply wanted to roll them out according to his own time frame. (We have a car shortage so severe, officers stand around up to 2 hours waiting on a car, yet over 50 ICP officers have take home cars and are never called out to a scene).
Chief Bolton was criticized for a trip to Huntsville (similar to a trip he took recently for his re-certification) where he expended additional city monies to have special transportation and hotel accommodation in lieu of staying in the dorms at Sam Houston State University with the other conference attendees. At the time, management supported his decisions. (Houston training trip, 7 weeks paid vacation in 2006, how many county paid trips to Dallas to visit his wife and children and his house? Remember, Bolton still has no ties to DeKalb County, he rents)
Certain civilian executives were assigned unmarked police vehicles. Due to budgetary constraints, the Chief was instructed to take those vehicles away. He resisted this instruction but did eventually comply (Margarita Williams, Command Staff Aides, etc. have take home cars).
The Chief was also asked to give up his personal driver. The Chief did not comply with the management's instructions and continued to make use of a personal driver until the day of his termination. (Bolton has an entourage of drivers and personal protection).
Executive positions had been cut citywide, and Chief Bolton was asked to cut two civilian executive positions from his 2002-2003 budget. The Chief was informed of the rationale to eliminate executives in the same percentage lower rank and file had been eliminated. Chief Bolton disagreed and in a Council Budget meeting, told the Council he could absorb that cost. This was absolutely the wrong thing to do. Management made no public comment during the Council briefing. (Demotes 2 Majors with years of experience and dedication to the citizens of DeKalb County so he could hire 2 Atlanta Police Lieutenants with no ties to DeKalb County or loyalty to its citizens and promotes them to Major).
Management recently received comments from some police department personnel regarding their concerns over the Chief's management style and how things were not working within the department.
The Chief's handling of Dallas' crime ranking was defensive. His attempts to explain the ranking and justify crime levels by explaining that in years past the numbers had been higher offered little in the way of solution to the problem. (We have yet to hear from the Chief about our all time murder rate).
The accumulation of issues and incidents are distracting from the Police Department's work of ensuring the public safety. Public safety is the primary function of government, and I have lost confidence in the Chief's ability to move the department forward in successfully pursuing this goal. We must reduce crime, lower our number one ranking and provide the safe streets and neighborhoods that our citizens expect and deserve. I feel that new leadership for the department is needed.

A federal appeals court has upheld an earlier ruling in favor of the city of Dallas in former Dallas Police Chief Terrell Bolton's wrongful-termination lawsuit.
Mr. Bolton had argued that former City Manager Ted Benavides was acting as a policymaker for the city when he fired Mr. Bolton in August 2003 and therefore the city could be held liable.
"Because state and local law demonstrate that Ted Benavides was not a final policymaker with respect to his decision to terminate the employment of Terrell Bolton, the City of Dallas cannot be held liable for that termination," the court wrote in its decision, which was released Thursday.

Blue Cross Blue Shield & United Healthcare Health Insurance To Be Dropped
It is hard not to think, there are people sitting in some crack smoke filled darken room in Decatur, just sitting around thinking of ways to destroy our morale and have people seek employment elsewhere.
Once again, the Commissioners want to drop health insurance coverage by Blue Cross/Blue Shield and United Healthcare. They also intend to drop Blue Cross Dental and Vision Care. This will effect all employees, not just police.
It is time once again to contact all your family and friends and rise up against the Commissioners and their lunacy thinking. This proposed attack on our benefits will be closely monitored and new information will be posted.

So where do you start? That is an excellent question and not easily answered. First hopefully everyone understands that homicide rates and police departments have little to do with one another. Numerous studies have been conducted and all say police tactics have little to no effect on the crime of homicide. Unfortunelty DeKalb County is going through a very difficult time at the moment. A large percentage of our citizens are unemployed, uneducated, and suffering from generations of despair and neglect. All of these social and economic problems have more of an impact on crime than the police department. The majority of the precincts show an increase in calls for service, citations, and arrests. Again this reiterates that simply writing more tickets and putting more people in jail will not solve your crime problem. Again alot of people need to start reading because numerous studies have been conducted in this area.
To put it bluntly the police department is in shambles. The only thing holding it together is the patrol officers, detectives and sergeants that show up everyday. The lieutenants are too busy generating piles of useless and redundant paperwork/reports to please someone in the command staff who most likey has already recieved the information from another source. Examples include the regurgitation of crime analysis numbers. One certain precinct, lets call it Tucker, has become so ridiculous if you asked for transfers I'm guessing that most supervisors would leave. Also, lets not forget that threats and attempts of intimidation department wide have become the preferred leadership style. Another fine example is the redundant use of so called significant activity reports. Let me get this straight, uniform responds, writes report, and supervisors are verbally notified and usually on scene. Then you go back to precinct and fill out significant report and forward to chief of police. Detectives respond, verbally notify supervisors, put on daily report and fill out significant report and forward to chief of police. Huh?? Again more duplication of needless paperwork. Can't speak about the so called "paperless" report writing system. I'm convinced the ozone depletion has to do with the loss of trees our paperless system has required.
Mr Ellis your work is indeed cut out for you. Hopefully you'll hire a new chief who is qualified for the position. The last 8 years have not been kind to this department. They are coming into a department that is on the brink of a total shutdown and mutiny. Our officer's morale is at an all time low. Our critical equipment (guns, vests, radio system, car laptops, tasers) are in need of upgrade or replacement, training facilities should be condemned and replaced, your command staff is considered by most to be grossly incompetent and/or appointed cronies. Funny how salary wasn't mentioned.

Where does Ellis begin?
Mr. Ellis has a great task at hand no doubt. Of course he would say his first priority is the reduction in crime. The crime in DeKalb County is off the charts. Surrounding counties and cities are reducing violate crimes, in particular murder, However, DeKalb County’s murder rate is so disproportionate, it has become a study by the Johns Hopkins Bloomberg School of Public Health.
Does Mr. Ellis realize there are only 3 Vice and 5 Narcotics detectives trying to control the prostitution and drug flow in this county of nearly 700,000 residents, plus the transients? Yes, that’s 8 detectives for 7 hundred thousand residents! Let’s see, the FBI says the average should be 2.4 officers per 1000. For our Vice/Narcotics Units, that’s 8 per 100,000. Even Las Vegas gives better odds than that.
These hard working individuals have sacrificed their time, family and even lives (Terry Toles, Dennis Stepnowski) fighting these hideous crimes. Over the years our Narcotics Unit has seized millions and millions of drug money to assist with combating crime.
Bolton arrives on the scene with a water hose in his hip pocket and siphons millions of dollars of these funds for his ill-conceived “Mobile Precincts”, referred to by the rank and file as the “Magic Buses”. To date, neither Magic Bus as been instrumental a drug seizure.
About the only thing these buses have seized are ANTS, at least according to Assistant Chief (Olympic Games Tent City) Anderson.
So Mr. Ellis, this is just one of many, many problems. Rumor at the gas pumps is, just this week, at least one officer left for the DeKalb County School police, starting pay of $52,000. dollars. Another has left for Sandy Springs Police and additional 5 have applied for Sandy Springs Police.
Good luck to you Mr. Ellis, your first step in reducing crime would be to fire Terrell Bolton. Every since TeBo was hired by Vernon to sit in his lap like a good dog and be stroked, crime has been on the raise and morale is plummeting.

DeKalb officers realize you will indirectly be their boss, and they need for you to understand the issues they face, from incompetent leadership, to inadequate equipment, to insufficient compensation in many instances.
Please do not wait until January, 2009 to begin to research these issues. Please set up a civilian task force NOW to determine a course of action that you can implement starting your first day in office.
To delay fixing DKPD problems will only lead to more voluntary quits and involuntary demotions / transfers of highly-trained and very experienced officers and command staff.
DKPD officers by and large want to do their job. Please enable those who are so committed to do just that.

The Magic Buses Roll Tonight for National Night Out!
August 5 is not only primary runoff when we will learn who will have the honor to fire Bolton, be it Ellis or Watson, but it is also National Night Out, which invites residents to come out and meet their neighbors, police and fire officials.
We have learned North Precinct will have it’s Magic Bus stationed at Brookhaven Station, 7-9pm. Food and Beverages provided by PUB 71, Mellow Mushroom and Hudson Grill.
East and Center Precinct will take their Magic Buses on a road trip within their respective boundaries to include Walnut Creek subdivision in Lithonia and The Greater Towers Community at Lou Walker Park, 3569 Larkspur Terrace in Decatur, starting at 6 p.m. (Isn’t diesel fuel still $5.00 plus a gallon?)
Tucker Precinct plans are not known. It is unsure if any Watch Commanders will be available because it appears Captain Yarbrough has ordered each and every Lieutenant be disciplined for “Neglect of Duty” because the county computer system failed over the weekend. Because of this, they were not able to complete their asinine weekly statistical information. If Yarbrough and the rest of the incompetent command staff are intelligent enough, they can read the same manufactured factious manure statistics by reading their email sent from Crime Analysis on a daily and weekly basis. And if they are not able to accomplish that, then they can ask their aides to read it to them, seeing how the aides are doing the exact same job as Crime Analysis.
Back to the issue; not only are all DeKalb County residents encourage to vote today, they along with any family and friends, being DeKalb residents or not, are encouraged to participate during National Night Out and to tour any one of the Magic Buses so you can judge for yourself the waste and squander of money in these purchases.
Who knows, if you are in the right financial position, go ahead and pick the one you want to bid on when they are put up for auction when Hayseed “TeBo” Bolton bolts back to Texas.

BOLO! Be On The Lookout for one Stan Watson, C.E.O. candidate
On July 29, Stan Watson failed to appear at a scheduled debate with Burrell Ellis, coordinated by the Atlanta Press Club. This is the second debate he has failed to appear at.
During his current term as state representative, he failed to show up for votes 23 percent of the time. Why would someone that is serious about leading our county and being responsible for its public safety just no show up?
Is his time more important than yours, the voter, the police officer, the firefighter who wants to be informed?
Who are his advisers? Are they advising him that no one would notice if he fails to show up…….at a 2 man debate? Are they advising him that having Louis Graham seen hovering around him during televised endorsements would lend credence to his seriousness of wanting to be the next C.E.O.?
His no-shows seem to mirror Terrell Bolton’s no shows, who we know believes his time and utter existence is more important than anyone walking the grounds of DeKalb County.
