Is Thursday the Day Of Reckoning?
Will this be a day of reckoning?
Is the department on the horizon of a new direction in management? Will there be house cleaning on the 4th floor? If so, and it is fully expected, how will it effect the command staff? How will it effect some in key positions, including aides, their take home cars, county supplied cellular phones, and the lush work schedule of Monday – Friday, with all weekends and holidays off?
Will the madness continue?

It Didn't Even Take 24 Hours
On the eve of another multi-jurisdiction speeding crackdown as part of the “100 Days of Summer Heat”, Assistant Police Chief Rancifer has ordered all officers currently operating laser, who were trained by any agency other than Dekalb County, stop operating laser immediately.
It appears Rancifer is under the delusion that any other police agency, including the Georgia Public Training Center in Forsyth Georgia, is simply inadequate.
Not only is this an insult to the Georgia Peace Officer Standards and Training Council who sets training standards for all police and sheriff agencies in the state of Georgia, it insults the fine departments who took the time to train some of our officers.
No matter where these officers are trained, it takes money. The money comes from the taxpayers. Now you have more taxpayer money wasted; wasted because you have fully trained officers not using their skills.
What is Rancifer’s plan, to re-train all these officers using the “DeKalb” way, costing the taxpayers even more money?

Accused Racist, Co-Conspirator Is Now The Board of Commissioners Chief of Staff
The 11th Circuit Court of Appeals has rebuked the administration of former DeKalb County CEO Vernon Jones. The federal appeals court has denied the county’s request to dismiss a long-running discrimination lawsuit.
So compelling is the lawsuit, the 11th Circuit Court of Appeals has ruled the suit can proceed after the county filed an appeal. The court said in its ruling "DeKalb County embarked on a wholesale plan to replace its white managers with African Americans.” It also says there is “shocking” evidence of “an overt and unabashed pattern of discrimination.” The court continued by remarking "evidence shows “compellingly” that Jones “was the architect of a racially discriminatory scheme” and that “unquestionably, he spawned the claims the plaintiffs have brought against him.”
Morris Williams is a major player in the lawsuit, and was Vernon Jones' assistant county administrator. Since then, the commissioners were so impressed with his job performance; they have named him "Chief of Staff" to the Board of Commissioners.
The lawsuit is expected for trial in about 8 months. Rational reasoning would lead you to believe the county will settle out of court, less the chance of the finding of guilt resulting in such a monetary judgment, the county government will be brought to its knees.
But in the meantime, why was Morris Williams placed in such a position to continue his discriminatory practices? During his time as chief of staff, how many citizens trying to reach a commissioner have been discriminated against? The situation is perfect for him and the commissioners. Doubtfully there is a system in place documenting race of citizens and local business owners trying to reach a commissioner.
The entire board of commissioners need to explain how Williams was chosen and what are his qualifications other than being a racist.
Are the past discriminatory practices of our county government intentionally continuing as we speak?

Bolton’s Legacy Continues
And now it is coming back to haunt the department as well as the citizens of DeKalb County. In the period of just a couple of months, officers have been fired for having sex on duty, violation of N.C.I.C. rules, printing counterfeit money, sodomy, DUI/hit and run, unconfirmed accounts of officers physically fighting among themselves on part time jobs with one pointing a gun at the other. Our department has the slowest 911 response time of any other in the state.
We are beginning to wonder if the joke is on us. Burrell Ellis took office on January 1, 2009 promising sweeping changes and transparency. He fired Terrell Bolton right off the bat and named Bill O’Brien acting chief and William Miller as Director. Then it stopped.
Do we expect massive changes to occur over night? Of course we don’t. But the fact remains Terrell Bolton’s appointees are still in place and still running the day to day operations of the police department. Look at the devastation left in Bolton’s wake. Everyday it seems we are in the news for a surge in crime. But the crime wave is our own officer’s violation of the law.
C.E.O. Ellis and Director Miller need to make sweeping changes that are realistic. It is realistic to terminate or demote the entire command staff put in place by Terrell Bolton. Or do Ellis and Miller believe the current command staff is doing an outstanding job, and Terrell Bolton was nothing more than a hindrance to their talent?

Officers Run Background Check On Obama; Placed On Leave
A representative for the DeKalb County CEO’s office identified the officers as Ryan Wright and C.M. Route.
Officials said Obama’s name was typed into a computer inside a DeKalb County police car on July 20 and ran through the National Crime Information Center.
The secret service was immediately notified and contacted the DeKalb County Police Department.
A representative said both officers have been with the department less than five years.
A representative said one of the officers denied involvement.
An official investigation is being conducted by the DeKalb County Police Department’s Internal Affairs division.
It is unclear why the officers ran a check on the president.

Now Taking Applications For The "Valet Parking" unit.
At least APD's policy states employees with take home cars must be "designated as first responders for emergency incidents".
C.E.O. Ellis' new policy of take home cars is weak and easily manipulated. He relies on our command staff to designate who needs a take home car. The most obvious problem with that is our command staff, with the exception of Director Miller and Acting Chief O’Brien, are all Terrell Bolton appointees. That alone speaks volumes.
Look around, we have people who live as far as Dalton and Carrolton. Our policy states any person with a take home car must live within 30 miles of the county line, nothing about responding to an "emergency incident".
When is the last time Lt. Kaulbach, the commander of the Field Officers Training responded to an emergency incident? When is the last time ICP responded to an emergency incident? When is the last time any aide responded to an emergency incident?
If all the people assigned take home cars responded to an emergency incident, we would have to have a “valet parking” unit, just to meet the demand for parking.

DeKalb Police Win Medals In 2009 Georgia Police/Fire Games
Congratulations also go out to Officer Ariane Durham who placed second in the intermediate category of the Motorcycle Rodeo and Officer Ronnie Crenshaw finished third in the same event. Officer Daniel Veasey took second place in the novice category of the Motorcycle Rodeo.
