Ghost of Dallas is here in DeKalb

Just as in Dallas, Bolton once again is facing a serious problem. Instead of his Narcotics Squad sitting up and prosecuting Hispanics with fake cocaine (DALLAS AT THE TIPPING POINT), now it’s his Vice Squad. Vice Detective Anthony Robinson is caught on video pocketing cash and lottery tickets. He has been arrested and is being held on $20,000.00 dollar bond.

The question is; how long has this been going on and how many people are involved? It would not be surprising to find more than one vice detective involved. Nor would it be surprising to find Bolton trying to cover up how deep this may run.

Problem is, when people are faced with a lengthy prison term, especially police officers, they tend to talk. If this is the case, will Major Craddock continue to kiss the ring of Bolton and become tangled in the web, or will he do what is right? Is the rank of Major and being loyal to a loser such a Bolton more important than honor, duty, family?

Gwen Keyes Fleming, the county District Attorney should call for a special investigation by the G.B.I. and/or the F.B.I. Until the matter is fully investigated, every vice detective should be reassigned until cleared. One bad apple does spoil the bunch.

Stand back and watch Bolton deny any investigation is needed. If the D.A. requests an investigation, watch Bolton obstruct it. Just as in Dallas.

Where is our investigation?

Governor Purdue opened an investigation into Clayton County Sheriff Victor Hill. It appears Sheriff Hill is in the habit of not showing up for work. This investigation should be complete within 30 days. If the investigation holds true, Sheriff Hill could be suspended from office.

Maybe the Governor can investigate why Vernon allows Bolton to rarely show up for work. Maybe we could kill 2 birds with one stone, Vernon out early and TeBo gone for good!

Dunwoody: Friendly Divorce or Death by Bow Tie



Mr. Dick Williams of the Dunwoody Crier sums up Vernon's 8 year reign: "The disappointing, vindictive comments made by the chief executive Tuesday were just another example of why 40,000 Dunwoody residents voted with their feet this year and are itching to start their new city. Eight years of embarrassing behavior , racial divisiveness, higher taxes and declining services are Vernon Jones' legacy for the people of DeKalb County."

Where is Bolton?

Just before Hurricane Ike, all were warned of possible gas shortages. We were wondering if Bolton would do the right thing by parking all the nonessential take home cars during this difficult time. (WILL BOLTON DO THE RIGHT THING?) The answer should have been easy enough.

As of now, the gas pumps at the Burgess Building, the main supply for emergency vehicles, are empty. Surrounding county and city agency leaders have ordered all nonessential vehicles parked until the gasoline supply is reestablished. Yet everyone issued take home cars in DeKalb County are running around like there is no tomorrow.

Keeping with Bolton's pattern of ineptness, he failed to initiate a contingency plan for the worse case scenario. He nor anyone in his command staff have yet to issue a directive or even appear they are aware of the situation.

Bolton is an absolute embarrassment to the citizens and officers of this county.

$66,000 per acre too high, says critic of DeKalb deal

Vernon can come up with 7 million dollars for over priced land, but there is no way in hell he or the commissioners can come up with enough money for the safety of the officers and citizens of DeKalb County, not to mention police cars.

But then again, it takes a police chief that is a true leader and cares more for the common line officers than seeing how many of Vernon's drivers he can promote to Major or how many unqualified friends he can bring over from Atlanta P.D.

News From The Gas Pumps

Promotions

Bolton announced the following promotions:
Captain M. Yarbrough to Major/Commander of Tucker Precinct
Captain C. Craddock to Major/Commander Narcotics-Vice
Lieutenant A. Ramey to Major/Commander, Vernon’s Drivers……say what?

That’s right; yet another Vernon Jones driver promoted from Lieutenant to Major. Others include Deputy Chief Don Frank and Major Curtis Williams. You cannot make this stuff up. The favoritism and back slapping continues full throttle.

To quote Keisha “Margarita” Williams: “It is an exciting day for the department as it continues to move towards a “New Start, New Beginning.” You mean Bolton has not even started yet? Good God help us! Where is Gaither's preacher posse when you need them?

North Precinct/Dunwoody

A total of 84 officers have graduated from the past 2 academies. Absolutely zero, a big fat 0 have been assigned to the North Precinct. Is Bolton punishing the City of Dunwoody? You bet yah! Doesn’t he care about the other taxpaying citizens in the northern end of the county? Nope! Is this not neglect on Bolton’s part? Is he showing his indifference to the large Latino community in North Precinct? Remember, he did have that little problem with the Latinos in Dallas, something like litigation from the 2001 fake-drug scandal that cost the city millions.

Another Specialized Unit

As you may recall, Deputy Chief Waddleton, a.k.a. Austin Powers, formed a District 2 “NET” team, pulling 6 badly needed officers from answering 911 calls and backing up other officers to run around District 2 doing God knows what. (Doesn’t each precinct already have a “NET” team and 10 ICP officers with take home cars?) Anyway, Colonel Klink, a.k.a. Deputy Chief Horner now has his own District 1 “NET” team. You guessed it, pulling 6 more officers from answering 911 calls and backing up other line officers. (Wait, doesn’t each precinct have a “NET’ team and 10 ICP officers with take home cars?)

Terminations

It is alleged Major Denson’s secretary has some secrets in her past, so dark are they; even Bolton could not protect her. Word is she has been terminated.

When Terrell Bolton was hired here, everyone--black, white, Hispanic, male, female, dog, cow--wanted to see Bolton come in and do well. But it's slowly slipped away. It's a lost cause. The troops don't believe him. All that is heard now is, 'When is he gonna leave so we can get someone else in here?'"

The DeKalb Police Department under Terrell Bolton is burdened by terrible morale; spotty management, simmering resentments caused by mass demotions, some bizarre key hires, raising violent crime and wasteful spending, but those issues are seldom heard in public outside this blog.

We have been patient long enough now. With the forced retirement of Deputy Chief Burrows the cards are on the table. It is time to stop skating around the issue.

Bolton has forced into retirement or demoted some very qualified people with distinguished careers. Of the white males, he has replaced all with a black or a female. As of now, there are only 2 white males in his command staff, Major Higdon and Deputy Chief Horner.

Bolton did the same thing in Dallas, causing the taxpayers a minimum of $5.6 million dollars when the wrongly demoted and the one’s forced into retirement successfully sued. When will the suits be filed here? How much will the taxpayers of DeKalb County have to pay? Who will be the first to say “I’m mad as hell, and I’m not going to take it anymore!”?

The morale of the department has a direct impact on crime fighting efforts. The abuse by Bolton leaves the rank and file with hopelessness which in turn causes a lackadaisical work ethic leading to higher crime. Higher crime means less people will want to move into the county and fewer businesses will want to be based in the county. We insist the county Chamber of Commerce start applying pressure on Burrell Ellis to fire Bolton in 2009 as soon as possible. The business leaders within the DeKalb Police Alliance need to fall in line.

Vernon will soon be walking away leaving the citizens of DeKalb County holding the (empty) bag. It is up to Ellis to pressure Vernon and Bolton about the legality of all the demotions, hiring and promotions. Ellis faces a rough start as C.E.O. unless he can get the police department under control.

Vernon and Bolton will leave this county and the department in ruins from which it may never recover.

Deputy Chief Burrows Forced Out!

Deputy Chief Burrows has been forced out. He was given an ultimatum to retire or be demoted to Captain. His last official day is November 1, 2008.

Bolton's "Kingdom Building" is so obvious! Will he promote another of his buddy's from the Atlanta Police Department? If so, all will have been promoted to Deputy Chief or higher except one, at the expense of distinguished careers of others.

When is this going to stop?!

An overwhelming 93% of those polled agree Bolton deserves a “vote of no confidence”.

Over the course of the next 2 months, we will be watching to see if the Fraternal Order of Police and International Brotherhood of Police Officers, local 618 will in some way grow the testicular fortitude to author a “Letter of no confidence” in Terrell Bolton’s abilities as Police Chief.

If the F.O.P and IBPO are afraid to do so, then we here at dekalbofficers.com will post an online petition calling for the termination of Terrell Bolton. Once the desired number of signatures are received, the petition will be presented to C.E.O. elect Burrell Ellis.

We can only hope he has the testicular fortitude to terminate Bolton.

Bolton's Vision Continues

While DeKalb County has one of it’s more memorable violent 24 hours (4 murders), the F.B.I. has released its crime statistics for 2007.

Pedestrian robberies jumped 17 percent in 2007. The department’s statistics for the first half of 2008 showed 967 pedestrian robberies — up 26 percent from the 2007 pace.

DeKalb also averaged 10 homicides a month in the first half of 2008 and appears on its way to a third consecutive record year in that category.

Residential burglaries jumped 21 percent in 2007 and were up 41 percent at midyear 2008.

Overall, the county Police Department reported a 12 percent increase in violent crime and a 23 percent increase in property crimes for the first half of 2008.

In each year Bolton has been Chief, crime has rose . We thought TeBo’s motto is “New Start, New Beginning”? He started alright, right where he left off in Dallas from where he was terminated.

We hope Burrell Ellis is keeping up with Bolton’s ineptness and fires him on January 2, 2008, Ellis’2nd day in office.

A violent 24 hours in DeKalb County: 3 Murders...Ooops, make that 4!

Honey, have you seen the OFF?

As you may recall, Terrell Bolton was fired as Chief of Police from the City of Dallas. Bolton filed suit, claiming he was unjustly terminated and demanded the case be heard by a jury of his peers in Federal Court. Well, his peers found in favor of the City of Dallas and swatted TeBo away like some annoying pecker Nat. (You know, the nats that swarm around a dogs pecker)

In classic Bolton arrogant style, he has demanded in Federal Court that he not be held responsible or libel for over $3000.00 in fees that were initially over looked when he was billed for court cost. This would be the same as the county accidentally over paying you, then wanting the money back, so you file suit.

Even to this day, Bolton is still wasting taxpayer money at the City and Federal level in Texas. He rightfully owes this money but would instead cost the taxpayers thousands of dollars to collect it.

To him, it may be worth a try. He did violate the law here by not paying his ad valorem tax on his Magic Bus parked at Stone Mountain that was moved out under the cover of darkness.

Will Bolton do the right thing?

Hurricane Ike is bearing down on the gulf coast states, already wreaking havoc on our country's fuel sources. Gas prices have soared to over $5.00 a gallon. At some places in the metro area, people are lined up for gas with predictions of shortages and rationing for the upcoming week or two.

While Bolton is away in Europe, will he make the phone call to whoever is in charge now to park all non-essential take home cars including ICP, aides and civilians? Millions and millions of people will have to make a sacrifice over the next couple of weeks. Officers without take home cars will see their out of pocket cost increase to protect the citizens of DeKalb County.

Will TeBo take the taxpayers of DeKalb County into account and do the right thing by parking these cars? If Terrell continues with his arrogate management style during this time of crisis, will Vernon step in with an executive order?

Is the B.O.C. listening?

The Board of Commissioners during its meeting September 9, 2008 officially denied Terrell’s request reclassifying the position of Deputy Director of Animal Services to an Assistant Police Chief position.

It looks like with Vernon on his way out, the BOC is tiring of Bolton and his wasteful spending.

Yet another example of Bolton’s attitude of “The haves and haves not: During this shorten (5 day trip compared to the past 7 day trips) training romp to Houston, Deputy Chiefs were able to have individual rooms at The Double Tree hotel, while everyone below that rank had to share rooms.

Chief TeBo is currently in Europe. Some are wondering if he is there for personal reasons or business. We have inside information it is business. Bolton is globe trotting promoting his ICP concept.

Someone from DeKalb County is trying to sabatoge our blog

Someone located on the DeKalb County network is behind the rash of recent attacks on the blog. For those of you who don’t know, Deputy Chief Waddleton has asked Deputy Chief Bush of Internal Affairs to find out who we are and shut us down.

It appears that with TeBo's blessings, they have resorted to CYBER WARFARE in an attempt to disrupt operations. We will be employing our own advance techniques people to monitor the activity of the County computers while visiting our blog. At least 1 PC on their network has been hitting the blog 56 times just on September 9, 2008 alone. This does not include the other 60 separate visits to the blog.

Deputy Chief M.A. Burrows to be demoted?

Word at the pumps is Deputy Chief Mike Burrows will be demoted to the rank of Captain. Chief Burrows has given 30 years of his life to this department. He is one of the last remaining within the department to be promoted from a uniform patrolman to reach the rank of Deputy Chief.

Throughout his career, Chief Burrows spent many years as a detective in Major Crimes, before the Fair Labor and Standards Act. He worked countless hours of overtime without pay, spending time away from his family to dedicate himself to the citizens of DeKalb County and their safety. During this time working in Major Crimes, he was part of a unique team that prided themselves of a clearance rate beyond that of the national average. Still today, with adverse conditions at best, the Major Crimes Division, under the command of Chief Burrows, has a clearance rate above the national average.

Burrows pending demotion is just another example of Bolton’s stupidity and ineptness. From the first day he was hired, TeBo has chosen to deliberately destroy this department and place the safety of the citizens and officers at risk. This department has been dismantled piece by piece only to be re-assembled using people with the same ignorance and ineptness of Bolton.

Bolton has forced into retirement, and ruined the careers of competent, trained, life long dedicated people, only to replace them with the likes of Karen Anderson, Maleta Waddleton, Gerry Horner, Curtis Williams and others who were not promotable beyond the rank of lieutenant within the Atlanta Police Department. What do these people bring to the table? Under their command, crime in this county has sky rocketed and working conditions have deteriorated to the point where it is only by the grace of God no other officers have died beyond that of Barker and Bryant, Jr.

If you compare this department to that of just 3 years ago, you wonder; is it just Bolton’s lack of knowledge that has gotten us to this point, or is it simply psychosis?

The 3rd annual “Step Up Foundation” golf tournament to memorialize slain Detective Dennis Stepnowski will be held October 20, 2008 at Windermere Country Club. The cost is $100.00 per player/$400.00 per team which includes lunch and post golf dinner. Registration Deadline is October 1st 2008.

The word is, a lieutenant will be transferred to Animal Control to fill the vacancy (not that there is a legitimate position to fill) left when Captain Jagoe was transferred to Communications.
More than likely the lieutenant will be one that is already on Bolton's "list".

Yet another special unit?

Within the next couple of weeks, District 2, under the direction of Deputy Chief (Austin Powers) Waddleton, will institute a district “NET Team”. This team will consist of at least 6 officers and a lieutenant. Once again the command staff is pulling from the already dangerously low line uniform officers.

Knowing the operating hours and off days will be erratic; will these officers be rewarded with take home cars like ICP? District 2, just as District 1 can not afford to lose one car, much less 7. As it stands now, the department has no replacement cars until the next fiscal year and only then if approved by the Board of Commissioners.

Yet TeBo is holding between 12 – 15 black Crown Vics behind the fences at motor maintenance. Is it his intention to issue these cars to the new NET Team? Oh, and you can multiple this by 2, because you know Colonel Klink, aka Deputy Chief Horner will want his own NET Team in District 1 too.

If these cars are not to be used for the NET Teams, then what will be their use? Are they in fact replacement units and Bolton will waste even more money having them repainted, or will they be put on the line as is?

Let’s not forget, one of the many reasons Dallas P.D. fired Bolton was because he was hiding badly needed police cars and issuing them as rewards, not when needed in critical areas.

On behalf of the many, many citizens and officers passing through the lobby of headquarters each and everyday, We want to personally thank you for removing the Poinsettias from the lobby and replacing them with some ugly fake trees, surely bought at "Big Lots" with seized drug money. It only took, what, 9 months?

Even though you are burdened with such lofty tasks being TeBo's lapdog, social director, cocktail connoisseur and travel agent, your performance within floristry is a miserable failure.

Happy Labor Day!

Happy Labor Day everyone. While most of us are working this holiday, the rest of DeKalb County will be partying, drinking and grilling. We will also have several thousand "new" citizens thanks to hurricane Gustav.

What does that mean for us? A pain in the ass where we are threatened with 12 hour shifts, no leave time and backyard BBQs that turn into family boxing matches and a boat load of "shots fired" calls.

Be safe and try to find a spot to keep a low profile. Pray for all the officers standing their post along the gulf coast and their families.
