Is Bolton under the shadow of Ellis’s hammer?
At today’s academy graduation, Burrell Ellis addressed the graduates and audience. He informed everyone he has issued an executive order forbidding any transfers within the department without his consent. CEO Ellis went on to say he has an open door policy, inviting anyone to speak with him without fear of retribution.
This was followed by the egotistical maniac Terrell Bolton reminding everyone there is a chain of command within the department and it should be followed.

News from tonights Public Safety budget hearing
During tonight's meeting, CEO Ellis indicated all police civilian personnel, or as he put it, "if you don't wear a badge and a gun" will be losing their take home car. He is also studying the cars that are being driven outside the county, including ICP. Which ones are necessary and which ones are not.
The public is having to make sacrifices during these economic times, and the county should help them to the best of it's ability. After all, Ellis is responsible that each and every taxpayers contribution is spent wisely. Mr. CEO is also tasked with, as the saying goes; getting the most bang out of the buck. And the current take home car policy is not getting the most bang for the buck.
Do any aides in the form of precinct admin officers, motor maintenance officers, Deputy Chief Aides, Assistant Chiefs Aides, The Chiefs Aides, and his drivers, Public Information Officers, Ben Gaither, the Commander of the Preacher Posse, Crime Analysis really need a take home car?
We hope the CEO strips all unnecessary take home cars from anyone, be it carrying a badge and a gun or not.

DeKalb to discuss stun gun proposal
Terrell Bolton wants to use $1 million of confiscated crime money to give all 1,011 patrol officers and sergeants a Taser stun gun. He will most likely pitch his idea today at the County Commission public safety committee at 1 p.m.at the Manuel Maloof Administration Building, downtown Decatur. AJC STORY
Someone should ask why Bolton is asking for over 1 million dollars to purchased 1011 Tasers, when 8 months ago he only asked for 770 Tasers at the cost of $716,000. According to our calculations, today's proposal, the cost of each Taser is approximately $989.00 each. But in April 2008, the cost for each Taser would have been approximately $929.99 each, a difference of $60.00 dollars each.

The department, or should we say Keisha Williams, has published the latest departmental newsletter. Of course promptly displayed on the front page is a memorandum written by Terrell Bolton himself, claiming crime is down. We have proven time and time again the lies Bolton is telling.

Somebody has their numbers wrong. 1011 Tasers, up from 771?
Here is the Commission meeting agenda for January 27, 2009. It was not posted on the county website until today. Anyway, someone is claiming there are 1112 sworn personnel and of those, 1011 are first responders with the rank of Sergeant and below. You mean there are 1011 officers on the street?
Either someone has made a gross error in calculations, or someone is cooking the numbers for an alternative purpose.

Show down on the 4th floor!
Deputy Chief Denson, who was brought over from A.P.D to head up C.I.D., apparently has locked horns the infamous Keisha “Margarita” Williams. The last words from Denson were something along the lines of: I’m not answering to no civilian, I don’t care who they are!” and abruptly resigned. He cleaned his office out Friday.
But what else you would expect from Bolton, letting a civilian run this place, acting as if she is sworn personal. The only authority she has is running to daddy Terrell sucking her thumb, crying; Denson was mean to me!
We don’t know too much about Denson, but we do have to give him credit for standing up to the ole bat.
We guess this leaves the door open for Major Ann Ramey to become the next Deputy Chief. With her couple of months sitting in her office with the door closed in Major Crimes, qualifies her for Deputy Chief. Why not? Driving Ms. Vernon qualified her for Major.

If every there was a case made for Tasers, it was made yesterday. An East Precinct officer got into some serious trouble while trying to make an arrest during a traffic stop. The officer was in a fight for his life when a DeKalb County mother came to the officers’ rescue.
The citizen pulled her personally owned Taser from her diaper bag and zapped the perpetrator several times until he could be subdued.
It appears the officer used O.C. spray, but it was turned against him. If he had not been for the DeKalb County citizen and her Taser, we may well have been planning a funeral.
Will the Commissioners put the Tasers back into the budget? What is more important, a take home car for Keisha or Tasers?

The lessons of being Crunked and Punked
ytcracker, the self described “undisputed King of Nerdcore, was alerted to the departments official website, dekalbpolice.com and the music that played when the website opened. To quote ytcracker; “I mean it was almost so ridiculous that I couldn’t help but to think it was a joke some hacker had slipped in”.
ytcracker was inspired to put lyrics to the “ridiculous” music and record it. The lyrics are a product of nothing more then the information on the department’s website. Instantly, he and his cd have become an overnight sensation. So much so, the department took down the music from its website.
We, DeKalb Officers, could believe, and did believe Terrell Bolton and Keisha Williams were responsible for the lyrics. Take Home Car Program Is Under Review
Obviously, these are dire economic times and DeKalb County is not immune. As the newly elected C.E.O., Burrell Ellis assumed a 40 million dollar deficit for 2009. It is Mr. Ellis’s responsibility to insure the citizens of DeKalb County have the services they need, be it roads, refuge collection, clean water or most importantly, public safety.
Just as with any business, or household, when anticipated funds are not there, adjustments have to be made. Just think how much you would miss all that money you make from your extra jobs? If tomorrow you were told you were no longed needed, you would have to make adjustments, and cut back on spending.
We are realist. When the 40 million dollar deficit was made public, we anticipated cuts in budgets and spending and even hiring freezes. And so far, we would have done the same as C.E.O. Ellis. The police department is not the only one feeling the pinch. We do have the largest portion of the counties budget, so our pinch hurts just a little bit more.
So far, there hasn’t been any talk of furloughs. Our brothers in arms with the Atlanta Police Department are being furloughed 8 hours per week/32 hours a month. Just imagine losing almost a week’s pay each month. Would you have to cut back at home? Of course you would.
Bolton, while chief of police, has handed out nearly 300 take home cars. These cars can be driven as far as 35 miles from the county line. Like, Keisha, you could almost live in Alabama and stop and get a Margarita or 4 on the way home. But most of the cars are not essential to the everyday operation of the department. Initially take home cars were given to the persons most likely to be called out on a regular basis for a major incident, such as the Major Crimes and Sex Crimes Units.
But Bolton has used the program as a “pert package” for his cronies who, in turn pass out take home cars to their cronies. A few examples of people or units that have take home cars and are never called out or it is never anticipated they will be called out are: Crime Analysis, Inspections, Motor Officers, Staff Aides, Taxi Unit, Record Room Director, TRT Commanders, District Net Teams, ICP, Keisha Williams, Chief Bolton’s Drivers. How many times have these people actually been called out? Maybe to lunch.
You also have to examine how many of those people with assigned cars live outside the county, not here where they are employed. Ellis is considering reducing the number of take home cars to 80. The only ones at this point who need take home cars are Major Crimes, Crime Scene.
Ellis is doing this to save money, to keep us all working 40 hours a week, and deliver to the citizens of DeKalb County what they pay for. They are certainly not paying for the luxury of non-essential people enjoying the perks of a take home car.
When this plan takes effect, it will be interesting to see how Bolton handles it. Will the divide between the have and have not even grow larger? We bet so.
DeKalb County Police is a major metropolitan department. Maybe it is time to start acting like one. Crime is uncontrollable and homicides routinely surpass 100 each year. It is time for a 24 hour/7 day a week Criminal Investigations Unit, just like other large departments. All those 300 cars could become pool cars to use while working, not driving home or to the lake, ball field or extra job.
Are we carrying Ellis’s flag? Not yet. But we don’t want to be furloughed anytime soon. We would give up a take home car in order for that not to happen to us, or our fellow officers. The taxpayers, who pay our checks deserve more.

Burrell Ellis submits his budget recommendations….and it’s not looking good for the home team.
Ellis’s budget recommendation is pretty lengthy, consisting of 271 pages. We have made it available to you below. Pages 4, 5, 6, 53 and 185 -190 deals with police.
In a nutshell, here is Ellis’ recommendation:
• Suspend merit increments and Sick Leave Incentive: I’m feeling sick already.
• Continue with Master Patrol Officer Incentive Plan: Nice
• Suspension of routine vehicle replacement: You think you are driving junk now?
• Reducing the number of take home cars, especially outside the county: ICP? Keisha?
• Funding to increase pay raises by 8% in year one of a 3 year plan: Ain’t gonna happen.
• Addition of 200 officers in groups of 50: Ain’t gonna happen.
• The addition of 100 take home cars: Ain’t gonna happen.
• Funding for 443 Tasers: Ain’t gonna happen.
• Additional cameras for domestic violence cases: Ain’t gonna happen.
• 9 additional CSI personnel: Nope
• 2 additional admin assistants in communications: Sorry Conroy
• 2 more Public Information Officers: Outta here.
• 3.4 million dollars for a third helicopter: Not this year (like we need one, hell the 2 we have are never up).

Is Terrell Bolton Using David Simpson and the AJC to Fight Our Blog Page?
Barely a week has passed and again David Simpson of the AJC authored an article in the AJC falsely declaring crime is down in DeKalb County. Click Here This after we posted the yearly stats calling into question his first article. (See: Someone Once Said, Lies, Damn Lies and Stastics).
Bolton is feeding propaganda to Simpson claiming aggravated assaults are down. Sorry, but we must have missed the “special enforcement” against aggravated assaults. Strange how robberies and homicides are up, put assaults are down. Surely no one is cooking the numbers.
Bolton is quoted in the article as saying “even a small percentage decrease is a huge reduction”. Huh?

Center Precinct Magic Bus Is Broken............Again
With great anticipation, Center Precinct's Magic Bus was returned after being out of service for repairs for nearly 3 months. Wouldn't you know the damn thing breaks down again? And for the exact same problems it was shopped for!
We are told it took 4 ICP officers randomly pushing bottoms to get where it could be limped back to the precinct. Sad thing is, Center Precinct line officers were backed up on calls and ICP was unavailable to assist because they were trying to fix the Magic Bus.

Bolton Fires Back!
Here is an article from The Champion Newspaper. The article is pretty weak and doesn't go in depth how Bolton "fires" back. The paper did scream at the reader "Bolton is merit protected, and cannot be replaced unless he is released for cause".
Only time will tell. But Ellis had better do something fast. Every day that goes by with Bolton and his regime in power, morale slips even further and further down.

CEO Ellis announes 2009 Budget - Here are some highligts.
- Police see a slight decline of 0.4 percent, but sworn officer positions are unaffected. The savings come from a reduction in the number of take-home vehicles.
- The establishment of an Office of the Director of Public Safety to oversee the operation of Police, Fire Rescue and the Medical Examiners Officer.
- Continuation of the 18-month Master Police Officer incentive plan designed to retain senior officers who attain this designation.

Once again David Simpson of the Atlanta Journal Constitution has been drinking Terell Bolton’s Kool-Aide. Simpson has reported a DECREASE in both violent and property crimes. Kiesha must have slid him these numbers on a damp napkin in between Margarita orders. Click here for “Assaults, property crimes way down in DeKalb”.
While roaming the 4th floor, someone handed us the department’s statistics of December 1-31 2008. Of course it compares the numbers to 2007. After thumbing through it, a few numbers jumped out at us.
In particular:
• Homicides UP 1%. This is even after Tebo had the numbers changed such as removing the murders of Officers Bryant and Barker from the stats and removing the 2 justified killing of predators by our finest. What other homicides were removed?
• Pedestrian Robberies UP 9%. This means while you are walking along the streets of DeKalb, the chances of someone sticking a gun in your face or a knife in your ribs for your money, increased by 9%.
• Residential Robberies UP 17%. Meaning while your are relaxing at home or coming home from a hard days work, the chances of someone kicking your door in, stick a gun in your face, slap your family around and then take your stuff, increased an astonishing 17%!
• Residential Burglary UP 22%. The chances of someone kicking your back door and taking your flat screen while you are at work or on vacation increased 22%.
• Entering Autos UP 10%. Don’t leave that laptop or ITouch on the car seat, someone will steal it.
Sorry, but the crime in DeKalb County under Terrell Bolton is not all that rosy. In fact, it’s pretty scary.

Insurance switch leaves some DeKalb employees without coverage

What is going on in Records Room?
Six (6) officers have been pulled from the precincts and reassigned to the Records Room. Their assignment is to review over 6000 reports and reclassify them as needed.
Just a couple of questions: Why reassign sworn personnel? Why not civilian personnel? How long will it take them to train? How long will they be reassigned? Why do these reports need to be reclassified? Or is this the makings of a shell game involving 2008 crime numbers?

News From the Pumps
As of today, William Z. Miller is still activity employed by the DeKalb County District Attorney's Office as an Assistant D.A. So at this point, you can take him out of the running for Director of Chief, or not.

Kiesha "Margarita" Williams and La Fiesta!
For months now, people have been inquiring about Keisha ‘Margarita” Williams and her good times” at La Fiesta Mexican Restaurant in Douglas County. A little back ground: It is alleged, Chief-ette Williams was drinking her fair share of Margaritas at the restaurant. So much so, some thought her to be intoxicated.
When she drove away from the restaurant, a concerned citizen called the Douglas County Sheriffs Office about a possible intoxicated person leaving the restaurant on Thornton Road. The concerned citizen gave the S.O. a lookout of a black female driving a black Ford Crown Vic, tag #ABU960. The same Crown Vic assigned to one Keisha Williams, Princess of the DeKalb County Police Department.
Minutes later, it appears another person called the S.O. to advise of a drunken driver on Bob Arnold Road near Thornton Road. The astute communications operator linked it to the same Crown Vic seen leaving La Fiesta restaurant. Apparently the Crown Vic slipped through the fingers of the long arm of the law.
The media was alerted to this and for some reason never reported it. We have linked the communications traffic for all to listen.
We understand employees of the restaurant were interviewed about the incident. Then why was this never thoroughly investigated by the department, if investigated at all? Or was an investigation started and stopped by TeBo? What if this had been a “peasant” police officer. Would they have been treated any different?

What we know and don't know
We know the police ball has been postponed until spring.
We know ICP has been placed under command of 2 captains, in both District 1 and 2. The Majors will now have control over the ICP personnel within their precinct. Meaning civilian Keisha "Margaretta" Williams can go back to collecting flower fund money and social directing. Or even better yet, packing her bags.
We don't know when the new Director of Public Safety starts.

Budget crunch cometh
Word out of the 4th floor is there are no more funds available for overtime, except court. So, if you must work over, the county will only grant you comp time. At least until the county budget is pasted sometime in February 2009.
Rumor is there is also a hiring freeze.

Candlelight Vigil to Honor Officers Barker and Bryant, January 15, 2009
There will be a candlelight vigil to honor slain Officers Barker and Bryant, January 15, 2009, 6:00 PM at the Barker/Bryant Park.
Our hearts are still heavy from their loss. But our hearts are just as heavy with the loss of all 28 DeKalb County officers killed in the line of duty.
Why can't they all be honored?

Houston trips cancelled for the immediate future!
The day after we posted that trips to Houston would continue (Houston we still have a problem! 01/06/08), the trips were abruptly cancelled because of "lack of funds".

Here are a few questions we received from a poster, and they are valid questions:
- Why has DeKalb Officers Speak had nothing to say about the biggest rumor going around the police department? You seem to know about everything else going on but have not mentioned Wiz Miller and John Pearson coming back to run the place. Could it be that’s your click and your going to finally get your whining self promoted? Whew there is plenty to talk about with those two so let’s get it rolling.
We here at DeKalb Officers Speak try very hard to be as accurate as possible before we post news or editorialize. So far we are pretty proud of our record of accuracy. Not to mention TeBo “uninvited” all captains to the Compstat meetings.
No, we are not part of any “click” and really don’t care about promotions. But we do want the most qualified persons promoted and appointed, and so far Bolton has failed miserably.
As for the rumors of John Pearson and Wiz Miller: Yes we have heard the same rumors and more. The rumors are; they are coming back as Director and Chief, in no particular order. But as of now, that is all they are; rumors.
Would they be good for the department? John Pearson would not be good for the department. He is the most humiliating and degrading person walking on this earth. He has a questionable background involving domestic violence. We could go on and on about him but we won’t. We all know the type of person he is.
Wiz Miller: Wiz is a nice guy and he stood up to Flemister and Graham which probably cost him his job here. He does have a law degree. But what makes him anymore qualified than the next guy?
We don’t need anymore “Meet the new boss, same as the old boss”, which these two will bring. We are hoping Ellis will search nationwide for the most qualified people before he appoints anyone. This shouldn’t be too hard, we’e sure the list that Vernon ignored is still laying around somewhere. Botlon was not on that list, he was on the list of people NOT to hire.
So to sum it up: Pearson would be a disaster for this place on the heels of TeBo. Morale is at an all time low because of TeBo’s promotions and wasteful spending, and officers without health insurance. Pearson would be a death blow. Wiz Miller: Ellis probably can do better.

Houston, we still have a problem!
The Transition Team found the “shadowing” trips to Houston P.D. incur unnecessary travel cost. They also said: “Moreover, Houston is a municipality not similar in size or makeup to DeKalb, and there are adequate training facilities in Georgia”.
Well guess what folks, there is a meeting Thursday January 8, 2009 to finalize the agenda for the team of people leaving Sunday the 11th for Houston. Wait, maybe we mis-read what the Transition Team said:” trips to Houston P.D. incur unnecessary travel cost”. “Moreover, Houston is a municipality not similar in size or makeup to DeKalb, and there are adequate training facilities in Georgia”. While Terrell Bolton and Kesha “Margarita” Williams are planning field trips, police officers are facing a crisis at home. Many, many officers do not have health insurance because of the counties inability to cope with the forced insurance changes. There are officers who have children and spouses with serious illnesses, yet health care can not be afforded. This was not a choice by these officers; this was forced up on them.
Some say give Burrell Ellis time. Well, some people don’t have time. They need their insurance now. Is your family medically insured?
As you well know, in 2008, the county commissioners voted to drop Blue Cross/Blue Shield medical insurance, forcing thousands of employees to change companies.
The change in insurance was to become effective January 1, 2009. It appears the county has dropped the ball. We have learned there are hundreds of police officers, fire personnel, retirees and their family’s without medical insurance.
Many people have yet to receive any documentation proving they have insurance. The finance department failed to deduct insurance payments for the last pay period. It would be logical to think if you don’t pay, you don’t have.
From all indications, the county is overwhelmed by the complaints and simply can’t handle it. After hours of trying to contact Employee Benefits via phone, employees are told if they have an medical emergency; just have the physicality call the county. They are joking right? What number do they call for such an emergency, the same one that takes the employees hours to get through?
It is nothing more than a crying shame this county has police and fireman risking their lives every single day, not knowing if they have medical insurance. It is a crying shame you have retired police and fireman who have dedicated the majority of their life risking their lives for this county, and have no medical insurance.
Shame on Vernon Jones, shame on the Board of Commissioners!
We ask for the public to contact their district commissioner and C.E.O. Ellis and demand this be immediately corrected. This situation is simply mind boggling.

Breaking News: Major Ann Ramey named C.I.D. Commander
Major Ann Ramey, Vernon's driver lieutenant who was promoted to Major, has been transferred to command Criminal Investigations. Major Ramey brings with her absolutely no investigative experience with her. She probably can't even fill out an arrest warrant. And now TeBo appoints her to command over 100 detectives, including sex crime and robbery/homicide investigations!
She was named over many, many experienced people within C.I.D. and uniform division. How much more damage can TeBo inflect before Burrell Ellis can get him under control?

Bring On The New Year!
Another year under the leadership of Terrell Bolton has come to a close. Thank God! Just like his first year as chief of police, in the second year we saw an all time high in homicides (112), pedestrian armed robberies up 9%, residential robberies up 17% and residential burglaries up 22%.
Vernon Jones is out, leaving behind a police department in decay. His legacy is a department whose morale is at an all time low, crime at an all time high, wasteful spending into the millions of dollars and a county budget facing a 40 million dollar short fall.
It will take years to recover from the damage Vernon Jones has caused. He hired Louis Graham who was forced to resign over improper and probably illegal promotions. Vernon Jones then hired Terrell Bolton who was fired from the city of Dallas Texas for being incompetent and failing to follow orders. For two years now, Bolton has proved his ineptness.
We look forward to the New Year. We hope Burrell Ellis will help the police department off its knees. We hope he takes to heart the recommendations listed in the Transition Report. We are realist and know Mr. Ellis cannot wave a magic wand and fix all broken parts immediately. We understand there may be delays, freezes and even cuts in the future to accomplish all the recommendations. We understand it will take time.
But his first priority should be terminating Terrell Bolton, terminate his appointed commanders and demote the rest. There is cause and plenty of it. Secondly, he needs to abolish the chief of police as a merited protected position. Bolton is the first chief in the history of the county to be merit protected. We wonder how Vernon pulled this off and what backroom deals were made.
At the very least, 2009 should be an interesting time and if nothing else, fun to watch.
