DeKalb. More drama. Where do they find these fellows, like fired DeKalb police Chief Terrell Bolton, who seems to think himself entitled to a public job? Oh. In Dallas, where he’d been fired. There’s no good reason to have department heads protected by a merit system. Police chiefs shouldn’t punch a clock, keep tabs of comp time or serve a day longer than the elected boss wants.

8. People don't like to see me stylin in my luxury vehicles I get because I'm the police chief. I could have picked a Rolls, but I chose to keep it simple. We are in a recession ya know?

7. DeKalb hates low crime stats...Crime IS down because of me. IT IS DOWN!

6. They don't get my multi-city lifestyle.

5. They just don't get my "big city chief" mentality..the luxury cars, the massive amount of time off, the department shake ups, the crunk music on the website.

4. They don't embrace Controversy like me. I eat it for breakfast, and all the way to the U.S. Supreme Court.

3. They don't like my cute little statements like "What is for me, is for me," "I'm still the police chief," or "If you have any questions for me you can call my lawyer."

2. DeKalb doesn't understand why I hand out badges to people who don't go through the police academy. How else am I supposed to have a loyal following of Deputy Dawgs?

1. They don't understand my love of the movie Groundhog Day, and how I choose to keep living the same day over and over again because I like the way it turns out. Who needs a new start, a new beginning?

Where are you Vernon? Come on, stand by your man. You were so convinced about hiring this moron over other qualified candidates in light of his past termination. After all you both are birds of the same feather, so much in common. Both empty shells that like to surround themselves with inept clowns. All about the glitter and the glam, the cars you drive and the places you're seen. No content, no principles, no honor and certainly no leadership.

You are just a slick tongue in an Armani suit. I remember the first time I saw you at the crime scene in front of murdered Sheriff elect Derwin Brown’s house (Lots of media there). Up until then we (the rank and file) had only heard the rumors about your huge ego, your thug protective detail (Curtis Williams-now a Major, Don Flank-now a Deputy Chief, and Buck West-don't know where he is, most likely in jail). We heard about how you made people call you, "Mr. CEO" and how all the new seals behind you at press conferences where made to look like the White House, State Department, etc.

But it all came into focus when we saw a motorcade approaching the crime scene with brand new black SUVs with blue emergency lights flashing from every orifice; and the best part was the two small flags on the hood of your SUV!!! You really did think you were presidential. Then your thug detail with their Secret Service style lapel pins opened the door for you and you and your band of idiots traipsed through an active crime scene. I mean hey, we were only trying to preserve evidence in the murder of Sheriff-elect Derwin Brown.

Was there any part of your run as CEO that was not controversial or tainted with scandal? From rape allegations to grand jury investigations to twice appointed clowns as police chiefs, you never failed to out do your previous moronic act.

I'll sum this up; you forced out one chief for not taking the blame over your money-pit security detail, you replaced him with Graham who racially divided the department and gutted moral and finally brought in Bolton to administer the Coup de Grace. Now were left taking out the garbage and it looks like Ellis has tossed the first bag to the curb.

Lets look at all those you rewarded with fast-track promotions who did nothing more than drive you to night clubs while they were on county time or running their ex-wives’ new boyfriend’s through NCIC to get personal information. I mean come on, Curtis Williams in charge of a precinct as a Major? He was just a sergeant a few years ago? Not a good one either and certainly not the brightest bulb in the chandelier. Don Frank a Deputy Chief? What merits was he promoted several ranks on? Boy Vernon, these guys must have some major dirt on you. Deputy Chief Bush? Who is this guy?

If I didn’t mention your name don’t think that gives you a pass, it’s just that this post is already long enough. Did we really need to bring those other deputy chiefs over from Atlanta Police? Let me tell the citizens of DeKalb that there are some extraordinary leaders in DeKalb Police who are of legend. There is plenty of talent in our ranks so there is no need to go next door to Atlanta to recruit. Because of your actions Vernon, DeKalb lost many legendary true-blue officers and leaders.

That’s the great thing about this blog, the truth can rise to the top from where the rubber meets the road and all who read it get to see the dirty truth. I encourage the citizens to help keep this house cleaning front and center and you will get back to the professional department you deserve.

Mr. Ellis, good start with O’Brien. He is a good man with good values. Now, let’s put a microscope on the department’s upper management and cut out the remaining cancer that Vernon left us with. After that we can get back to the business at hand, proud officers protecting streets they believe are worthy of such a noble deed.

"I suspect that the creator or creators of this blog will have this termination letter framed and on a wall somewhere. I really can’t blame you and I may do the same thing myself. There has been much speculation about who is behind this web site and after all the speculation I still do not have a damn clue. A very well kept secret indeed!

I have not agreed with everything that the creators of this site have said but overall I believe you have tried to be fair. I know that you have allowed many posts that you personally did not agree with. I think that you have provided a valuable service to our police department and for that I commend you and thank you. Perhaps some day I can thank you in person.

With the exit of Terrell Bolton and hopefully the exit of his command staff cronies in the near future there may be the temptation to think that this web site is no longer needed. I would disagree with those thoughts and hope that this site is up for a long time to come. It helps keep supervisors honest and it gives people a place to agree and disagree. Can only be a good thing".

DeKalb County Chief Executive Officer Burrell Ellis said Monday he still intends to fire police chief Terrell Bolton.

Ellis said he will send a termination letter to Bolton that will echo the allegations made in a “pre-termination letter” he issued Friday.

Ellis said he will act despite a warning from Bolton’s attorney that firing the chief could violate federal law because the chief is on medical leave.

DeKalb County Police Chief Terrell Bolton’s lawyer issued a warning Monday that firing Bolton could be a violation of federal law because the chief is on medical leave.
In a nine-page letter, attorney Bill McKenney also denied the allegations against Bolton contained in a “pre-termination” letter sent Friday by Chief Executive Officer Burrell Ellis.

Ellis set a deadline of 10 a.m. Monday for Bolton’s reply to the letter. McKenney’s response to Ellis said the quick deadline was part of what he called “a pattern of obstruction which has prevented Chief Bolton from defending his position, career and reputation.”

Ellis’ letter accused the chief of insubordination, misuse of county property and acts unbecoming an officer. Bolton has denied the allegations. McKenney’s letter detailed those denials but said the response was incomplete because Ellis will not allow Bolton access to his records or staff.

Bolton was on medical leave in early February and was diagnosed as an insulin-dependent diabetic. When he returned Feb. 9, Ellis placed him on a two-week administrative leave.

Last Thursday, McKenney said, he sent Ellis a letter and medical documentation that Bolton had returned to his family home in Texas for medical testing and needed an additional two weeks of sick leave.

McKenney said the leave falls under the federal Family and Medical Leave Act.

“Chief Bolton has federally protected rights afforded to him under the Act and you are cautioned not to take any action regarding his employment status while under said medical leave,” McKenney’s letter said.

A spokesperson for Ellis, Shelia Edwards, said she had no information about Bolton’s status Monday morning.

Atlanta CBS 46 tries to play catch up

Almost a year ago, we here at DeKalb Officers Speak brought to everyones attention how Kiesha Williams was seen driving her county issued Ford Crown Vic after having her fair share of margaritas at La Fiesta restaurant in Douglass County.

CBS 46 persuaded the story but was intimidated by Bolton and held the story. CBS 46 also aired a story about Bolton’s improper use of Comp Time, but dropped the ball by not following through. It appears they took Bolton at his word that it was earned.

But then comes along Dale Russell of Fox 5, who has proven investigative techniques, which include being persistent as well as not being intimidated, especially by the likes of Bolton. We see the results.

Anyway back to our point. Now that Bolton and Vernon are out the door and toothless, CBS 46 decides to run the story about Keisha and her escapades at La Fiesta.

Botlon is despicable!

Terrell Bolton probably suffers from some type of delusional psychos with some good ole basic stupidity kicked in just for the hell of it. He was fired from the City of Dallas for basically the same thing as here, with the exception of accusations of bribes involving sex clubs in Dallas and a fake drug scandal where several Latinos were illegally arrested on fake cocaine and heroin charges. Such things may or may not surface here.

Terrell Bolton, you are nothing more than a pimp. You had all the cars including a Mercedes and Range Rover, along with incompetent women surrounding and protecting you. Could this be more evidence of your psychosis? Do you have “mother issues”?

He wants you to believe he was handing out police badges to civilian personnel and they meant nothing because they had no numbers on them. Well lets see, every badge including detectives, all ranks from Sergeant up to the Chief doesn’t have numbers on them, put they are still official police badges………..wait, hold on…….just a minute…….

Why are we rehashing all of Bolton’s B.S.! He has proven time and time again, either in Dallas or here in DeKalb, he is an inept buffoon. This blog brought to attention of the citizens the realization that Bolton is an idiot, and with the much needed and appreciated help of the media, he will be fired Monday morning.

This man came to DeKalb County thinking he was King, and was given free reins by Vernon Jones. For all intents and purposes, he raped and pillaged the police department. He forced many distinguished officers into retirement. He temporary halted careers of some very capable people within the department. He appointed others to Major and higher who probably should not have even been hired as police officers. He ruled by intimidation.

Bolton’s day is here. He will be fired once again from a major police department, cementing the fact that he is a loser.

And to you Terrell Bolton: Your visions didn’t come true did they? Remember in the meeting with your sarcastic attitude, warning us about who we choose to vote for, “cause people have been killed over elections in this county”, remember that? Remember saying, “go ahead and read that little ole blog” and warning those running the blog; we will find you out, cause your friends will turn on you” and that we, the blog people, were "nothing more than snakes in the grass?”

Then you have the gall to fly out of town with the bodies of Bryant and Barker barely removed from the streets they were gunned down in. Then the balls to take comp time to attend their candle light service. You are despicable!

Well guess what: this snake just bit you on the ass!

In the early part of 2008, some of us had figured out Bolton and caught on why Dallas Texas fired him. A few of us got together and tried to figure out how to bring to the attention of DeKalb residents that Vernon Jones had transported Dallas' village idiot to DeKalb County and turned him loose. The old web page of days past came to mind and out of this, DeKalb Officers Speak was born on February 8, 2008.

It was a slow start, but over time, people starting reading the blog and realized how serious we are. From there it snowballed and exceeded our wildest expectations. To date, the blog has received over 1 quarter of a million page hits from both readers and posters.

Ironically, Botlon's fall began February 8, 2009 exactly one year to the date when Ellis called for the meeting that may live in infamy. We can't take full responsibility of the demise of Bolton, but we will take our fair share of it. But, we could not have pulled this off without some very outstanding, dedicated officers and citizens of DeKalb County. They helped with supplying accurate information, constructive criticism and technical advise. You know who you are and we thank you.

Now, what you all have been waiting for. The people who are responsiblie for the blog and who dedicated hours and hours of time to it are:............NOT!

Thank you all for a very good year. Our vision of a respectable, professional and proud police department contines. And we may very well be on a road to success.

Now this is a New Start!

Even though it has only been just over a month since Burrell Ellis has taken the reins of DeKalb County, so far, when addressing the issues of the police department, he has made at least 3 sweeping changes, all of them for the betterment of the department.

1. Suspended Terrell Bolton with termination and/or criminal charges imminent.
2. Fired Keisha Williams.
3. Named William “Bill” O’Brien Acting Chief of Police.

This latest move, only a few hours old, has given this department a badly needed shot in the arm, raising hopes, if not morale somewhat. It is our opinion, and the opinion of many, Burrell Ellis could not have chosen a better person. We hope and pray now Acting Chief O’Brien will be named as the permanent successor to Bolton.

A/C O’Brien who worked his way up from a patrolman working a beat in South Precinct, is probably one of the fairest men in the department. And here lays the problem for all of Bolton’s command staff. O’Brien, if allowed, will analyze each of the command staff’s qualifications and current positions. This is when the inept, over promoted, non-loyal to DeKalb County will be exposed.

First order of business for A/C O’Brien should be to get a broom, mop and bucket and start cleaning house!

The county continues to waste taxpayers dollars

In 2007, the county sold the South Precinct building and land at 1816 Candler Road in anticipation of leasing the abandoned Toys R Us building at South DeKalb Mall, 2842 Sheppard Drive. Until the new precinct was renovated, the county leased the building at 1816 Candler Road from whom they sold it too.

With the county facing financial difficulties, it has now put the new precinct on hold and extended the lease at 1816 Candler Road. Silly question, buy why sale the building before the renovations of the new one?

Oh, and the cost of the lease? $199,194.00 per year. Another one of Vernon's great minded financial deals the citizens of DeKalb are stuck with.

There may be hope after all......

Sources are telling us not only has Bolton handed over his badge and gun, but all other issued equipment has been turned in, including over 80, yes that’s 80 uniforms, accompanying collar brass, and over 7 cars, including a Mercedes Benz and the missing Range Rover. He has been taken off the county email address list.

After reviewing the local media coverage, we see that upon Bolton’s arrival to his meeting with Burrell Ellis, he was upbeat with the same demeanor his current command staff has come to love and cherish, inserting God having a plan. Only thing missing was the Kool-Aide being handed out by Ben Gaither.

Funny thing is, after the afternoon meeting, Bolton was down in the dumps and didn’t have very much to say. In the morning session Bolton entered the building with an entourage. When he left the second part of the session, he had a high priced criminal attorney with him. Yes, a criminal attorney.

During an administrative hearing, especially an Internal Affairs investigation, and according to rules and regulations, we are not allowed to have attorneys present. But, if all of a sudden the investigation turns criminal, then there is the option for an attorney. What was revealed to Bolton in the first session that would cause him to run out and retain a criminal attorney?

God probably does have a plan for Bolton, but it may not be the plan Bolton wants.

Is this a new beginning, a new start? We don’t think his vision will continue, but we do have other visions.

Bolton Suspended!

Terrell Bolton has been placed on administrative leave for 2 weeks by Burrell Ellis. So, what does this mean for us? Prolonging the misery for the rank in file is what is does.

On one hand, we hope Burrell Ellis will have his ducks in a row within two weeks so he out and out fires Bolton. But why wait two weeks? Bolton has proven time and time again his emptiness, insubordinate actions, wasteful spending, AWOL and destruction of competent careers, unjustified demotions, revengeful transfers and the promotion of persons who are completely incompetent with qualifications of nothing more than being able to start a car, drive, asking “where to Ms. Daisy?”, among others on the 4th floor and as precinct commanders including Colonel Klink, Austin Powers and Phil Donahue among others.

Bolton will not go without a fight, just as he proved in Dallas. He fought Dallas, lost his lawsuit and cost the taxpayers of Dallas who was justified in booting Bolton. Burrell is not stupid, at least we hope not. He knows a fight is coming and wants to win it in the first round, making Bolton out to be the complete idiot we all know he is.

We do have a couple of questions for Ellis though. Why keep a chief of police who has absolute no ties to the community and lives in another state, Texas? Most departments would be pleased and even offer incentives to officers who live within their respective county or city. But what kind of incentive do you give Bolton? How about; Live in the county or at least the state or be fired! How’s that for an incentive?

Another questions is; what will all his drivers be doing during his two week absents? They won’t be able to drive His Majesty around, unless they go to Texas with him,where he surely will be. Will they be seen washing the chariots of Bolton’s or sitting around his office licking the boots he may leave behind, or God for bid, answer a 911 call? Yikes! They might get cold, or sweat or break a nail.

Until Bolton is fired in two weeks, we’ll be watching to see if his drivers land some cushy office job or actually answer a call other then from a blackberry.

The words of Veron Jones: "We saw a superior candidate in Bolton"


I knew that my selection of Terrell Bolton as DeKalb County police chief would not come without controversy. I am disappointed, however, with the tone of a recent editorial ("The Power of One," @issue, Dec. 28).

The editorial board embarked on a journey from Dallas to DeKalb merely to state that they disagreed with my selection of Bolton.Editorial board members are quick to write but slow to read and do research. A minor bit of due diligence would help them know the facts. The citizens committee did an outstanding job of interviewing and forwarding their views to me. I then asked a former FBI agent and chair of the MARTA board for assistance. We saw a superior candidate in Bolton.

Bolton joined the Dallas Police Department as a patrolman and worked his way up the ladder to become its chief. While I don't know why he took certain actions upon becoming chief, I yield to his knowledge of the Dallas Police Department.

I was advised that some members of the Dallas City Council rushed to settle and ignored Bolton's advice to litigate in some cases. In the cases that were litigated, Bolton and the City of Dallas prevailed. The statement relative to the role of loyalty in my decision was narrow-minded and intellectually flawed. If loyalty was the most important requirement, I certainly would have selected the person who I have worked closely with for several months. I picked the person I believe will serve the DeKalb residents best.

Has anyone seen a black Ford Crown Victoria missing from the DeKalb County Police Department, Georgia Tag ABU9608? It was last seen in the possession of one Keisha "Margarita"Williams, who was recently terminated.

It appears when departmental personnel went to pick the car up at her house, it was not there and is considered missing. We suggest they scan the parking lots of various Mexican style restaurants, in particularly the ones serving Margaritas.

In the interest for what is best for the citizens of DeKalb County and members of the police department, Terrell Bolton should tender his resignation immediately. It is time to move on so we can start the healing process from the damage he has caused to this once proud police department and the citizens of DeKalb County.

If Bolton refuses to resign, we look to C.E.O. Ellis to immediately terminate him. There is no need for Mr. Ellis to sit down with Bolton and have a conversation. Termination should swift and immediate.

WSB is reporting TeBo is in the hospital in Dallas. Didn't he pull a similar stunt when the heat was turned up at community meeting?

Something tells us that even though he may be in the hospital, he is A.W.O.L. We bet he took unapproved leave time in the first place.

Perfect timing to be asking for "cash" contributions to be donated to the flowe fund, huh?

Meet the new boss, TeBo!

This could end up really interesting. Just what does she do behind her closed office door all day long?

The department now accepting "cash" contributions for the flower fund.

As Mekka Parrish says, it’s that time of year for your support of the flower fund. The department will be accepting “cash” contributions.

When Bobby Burgess was chief, he instituted a program where all the profits from each soda and candy machine was pooled and on the 20th anniversary of every police employee, sworn or not, received $1000.00. That was a good idea. But Thomas Brown became director of public safety and ended it. The reason being, in his mind, was the potential for fraud or theft. There wasn’t much accountability, but you never heard of anyone complaining they never received their money.

A flower fund is a good idea. Put with a department of 1200 sworn personnel, the “cash” dollar amount could be substantial. We just wonder if there is any accountability. If not, there should be and if there is, it needs to be made available through the department newsletter, at least quarterly, if not monthly.

Bolton and Keisha need to reassure everyone the money goes toward all, contributors and non-contributors alike, and does not go for a round of Margaritas at La Fiesta or towards a U-Haul truck.
