Bolton’s Legacy Continues

Bolton’s mad push to fill police vacancies when he was first hired is starting to come to light. It is common knowledge he ordered Background Investigations to lower its criminal and morale background standards to the point just short of having a felony conviction.

And now it is coming back to haunt the department as well as the citizens of DeKalb County. In the period of just a couple of months, officers have been fired for having sex on duty, violation of N.C.I.C. rules, printing counterfeit money, sodomy, DUI/hit and run, unconfirmed accounts of officers physically fighting among themselves on part time jobs with one pointing a gun at the other. Our department has the slowest 911 response time of any other in the state.

We are beginning to wonder if the joke is on us. Burrell Ellis took office on January 1, 2009 promising sweeping changes and transparency. He fired Terrell Bolton right off the bat and named Bill O’Brien acting chief and William Miller as Director. Then it stopped.

Do we expect massive changes to occur over night? Of course we don’t. But the fact remains Terrell Bolton’s appointees are still in place and still running the day to day operations of the police department. Look at the devastation left in Bolton’s wake. Everyday it seems we are in the news for a surge in crime. But the crime wave is our own officer’s violation of the law.

C.E.O. Ellis and Director Miller need to make sweeping changes that are realistic. It is realistic to terminate or demote the entire command staff put in place by Terrell Bolton. Or do Ellis and Miller believe the current command staff is doing an outstanding job, and Terrell Bolton was nothing more than a hindrance to their talent?

Officers Run Background Check On Obama; Placed On Leave

Two DeKalb County police officers have been placed on paid administrative leave after an investigation revealed they ran a background check on President Barack Obama.

A representative for the DeKalb County CEO’s office identified the officers as Ryan Wright and C.M. Route.

Officials said Obama’s name was typed into a computer inside a DeKalb County police car on July 20 and ran through the National Crime Information Center.

The secret service was immediately notified and contacted the DeKalb County Police Department.

A representative said both officers have been with the department less than five years.

A representative said one of the officers denied involvement.

An official investigation is being conducted by the DeKalb County Police Department’s Internal Affairs division.

It is unclear why the officers ran a check on the president.

Now Taking Applications For The "Valet Parking" unit.



At least APD's policy states employees with take home cars must be "designated as first responders for emergency incidents".

C.E.O. Ellis' new policy of take home cars is weak and easily manipulated. He relies on our command staff to designate who needs a take home car. The most obvious problem with that is our command staff, with the exception of Director Miller and Acting Chief O’Brien, are all Terrell Bolton appointees. That alone speaks volumes.

Look around, we have people who live as far as Dalton and Carrolton. Our policy states any person with a take home car must live within 30 miles of the county line, nothing about responding to an "emergency incident".

When is the last time Lt. Kaulbach, the commander of the Field Officers Training responded to an emergency incident? When is the last time ICP responded to an emergency incident? When is the last time any aide responded to an emergency incident?

If all the people assigned take home cars responded to an emergency incident, we would have to have a “valet parking” unit, just to meet the demand for parking.

DeKalb Police Win Medals In 2009 Georgia Police/Fire Games

Congratulations to DeKalb Police Officer Josh Gilbert, Gold Medal winner (bench press 320 lbs) in the 2009 Georgia Police and Fire Games.

Congratulations also go out to Officer Ariane Durham who placed second in the intermediate category of the Motorcycle Rodeo and Officer Ronnie Crenshaw finished third in the same event. Officer Daniel Veasey took second place in the novice category of the Motorcycle Rodeo.

Recorders Court problems now top priority

It appears Vernon's ole croanies on the board of commissioners are aligning themselves with Recorders Court Chief Judge Walker.

This whole Recorders Court issue just plan stinks. It is our understanding that Captain Dan Jagoe is heading up yet another investigaton into the Recorders Court. A deep investigation is needed by an outside source, seperate from Dekalb County.

Should We Should Stop Answering Private Property Accident Calls and Alarm Calls?

Gwinnett County is facing a 225 million dollar budget cut. Charles Walters, Gwinnett Chief of Police stated the police department will re-evaluate answering private property accident and alarm calls.

Here in DeKalb, the department should also re-evaluate private property accident and alarm calls. Let’s try to keep this simple: Out of one pocket, the taxpayer pays their insurance company. Out of the other pocket they pay taxes for law enforcement. There is an accident in a mall parking lot. The police are called to write a report for the insurance company. Very rarely are citations written, so therefore no revenue to pay for the service call. In short, the police are just a report taker for the insurance company. Over all profits for insurance companies are enormous.

Continuing on, out of one pocket the taxpayer pays an alarm company for service. Out of the other pocket they pay taxes for law enforcement. There is an alarm call. Police arrive on the scene and over 60% of the time the alarm is false. No revenue generated to pay for the service call. Alarm companies make enormous profits on the backs of the police and taxpayer.

The simple solution? Stop answering private properly accident calls. There is a form online the parties can get at any precinct to complete after they have traded information, as required by law.

If an alarm is activated, the alarm company should be required to respond. If the alarm is valid or if it’s an in progress call; then the police respond. If the alarm is false, the alarm company can handle it. Why does the police department respond to a false alarm to tell the alarm company it is false? Ah you say, but people are fined after the 3rd false alarm. Are they? Last word was the county is 6 months behind in billing for false alarms.

But in reality the insurance and alarm companies have the politicians in their pockets. We wonder how much campaign money each commissioner receives from the insurance and alarm companies. We also wonder how many alarm companies are owned by friends and families of the commissioners

County failed to provide resources for Recorders Court

It seems Judge Walker has be asking for help since 2002 and all those in power turned a deaf ear, including Vernon, Former Chief Moody, TeBo and even C.E.O. Ellis.

A simple question: Why can't the warrants be entered on G.C.I.C. with a 50 mile radius pickup? Seems like every other agency in the state does it.

Early reports from Bolton's continued merit hearing suggest ole TeBo is not as chipper as usual and county attorney Indermark is ready to pounce!

UPDATE: Hearing ended about 3:30 PM with an outstanding close by Indermark. Phyllis Williams asked for 30 - 35 days to make her ruling and neither side had issue with that length of time.

High-ranking Atlanta cop under investigation

Atlanta police chief Richard Pennington's chief of staff is under investigation for allegedly bringing contraband to her son in the DeKalb County Jail, the DeKalb County Sheriff's Office confirmed.

The sheriff's office would not say what Maj. Pearlene Williams, a 28-year-old Atlanta Police Department veteran, is accused of smuggling.

Sheriff's Office spokeswoman Mikki Jones said no further information would be released at this time.

Officer Accused Of Hitting Daughter With Fishing Rod

A DeKalb County police lieutenant was arrested after officials said he hit his teenage daughter with a fishing rod, Channel 2 Action News confirmed.

Henry County officials said they responded to a domestic disturbance call at a Stockbridge home late Monday night.

Police said Lt. Willie Durrett, who was wearing his uniform and was on duty at the time, stopped by the house to drop off a birthday present for his son.

Durrett told officials he attempted to talk to his 16-year-old daughter after she disrespected him, but she slammed a door on his arm. He pushed open the door, causing her to fall back. Durrett said when his daughter grabbed a fishing rod, he took it from her and hit her with it.

The teen had lacerations on both arms and her lower back, according to officers on the scene.

Durrett was charged with battery, cruelty to children 1st degree and cruelty to children 2nd degree.

Durrett has been placed on administrative leave, according to Mekka Parish with the DeKalb County Police Department.

Follow Up To "Does Our Department Aggressively Investigate Drug Trafficing?

Back on June 22, 2009 we asked the simple question "Does Our Department Aggressively Investigate Drug Trafficing". All we did is compare our 2008 wiretap numbers to that of Gwinnett County. We retrieved these numbers from the Federal Courts who keep track of wiretaps. We were accused by some of making up the numbers, bashing our outstanding, even if under staffed Narcotics Unit, and generally causing hate and discontent.

Some became so upset; we thought their heads would literally explode. For the record, we support our Narcotics Detectives 100 percent. They do an outstanding job given their circumstances. We know their job is dangerous. We know Terrell Bolton wasted millions of dollars of seized narcotics money on silly ass buses.

To this day, we will never understand why Narcotics Detective Terry Toles was never given his due. For those of you who are not familiar, Detective Toles was shot during a drug transaction, but it took years of suffering by Terry before he died. Why is he not listed as Killed In The Line of Duty? Just because it took years for him to die........boy are we off topic....

For those of you who demanded numbers, we put our crack investigate folks on it. The numbers you find attached were retrieved from the Georgia Department of Corrections. The numbers are startling. We are not laying blame at the feet of the detectives who are out there humping it day in and day out.

Who do we blame? Vernon Jones? Gwen Fleming? Past departmental administrations?

In the case of APD's shooting of Kathryn Johnston being reviewed by a "citizen review board", "The International Brotherhood of Police Officers, in court papers filed Monday, argued the review board was not entitled to files of open investigations into officer-involved shootings. The union said handing over the files could endanger those officers’ rights to due process".

“The premature release of departmental information and records would jeopardize the integrity of the investigation and the involved officers’ rights,” IBPO attorney David A. Beall wrote in his request for an injunction.

Assistant Police Chief Rancifer Receives a Busted Lip

Last night, King Rancifer and all the kings’ men (Special Ops) were running radar on I-85 when a peasant Center Precinct officer pulled over a drunk driver. Rancifer and his merry maid, Major Yarbrough decided to help out.

The drunk driver was not willing to go to jail, of course. So, when A/C Rancifer reached into the car, he was greeted with a right hook, getting his lip busted. The merry maid Yarbrough jumped into the fray and got his hair messed up. Both should recover nicely.

Just a couple of quick questions: Why was the Assistant Chief of the entire police department out running radar? Where was Deputy Chief Don Frank, the commander of Special Ops?
