Police Department To Rehire Retirees?

The police department has contacted recent retirees to see if they would be interested in coming back to work on a part time basis, at half their hourly wages at the time of retirement. The job would be to replace or add to the security guards at various county buildings.

A topped out Master Patrol Officer would be paid about $17 and hour. Not too bad.

On the other hand. If the county would simply approve the police reserve program, the county would get these same officers at no cost. The officers would be required to give a curtain amount of hours to the county each week, and in return be allowed to work part time jobs just as any current officer.

Instead of making $17 an hour, the retirees would have the opportunity to make upwards of $50.00 an hour working for a private business.

A logical idea that is truly "cost neutral". The county gets P.O.S.T. certified  police officers as security guards among other details, and the retirees get to make some meaningful extra income.

Oh, we forgot. Logic doesn't play in the hands of some of the command staff and especially the board of commissioners.

2010 DeKalb Public Safety Champion Award Acceptance Speech...Should We Win

The author of the DeKalb Officers Speak Blog couldn’t accept this award in person this evening therefore we would like to personally invite DeKalb County CEO Burrell Ellis to accept this award and read the following statement on our behalf. If the CEO is not available, Director of Public Safety, William “Wiz” Miller would be a suitable replacement to accept this award and read our statement.
We are surprised and humbled to be awarded the 2010 DeKalb Public Safety Champion Award.
First of all, we thank each and every police officer, who every day, with honor, pride and selflessness, protect the fine citizens of DeKalb County. We thank their families who must make personal sacrifices supporting the person in their life who has chosen such a noble profession.
We thank all the members of the DeKalb Police Alliance for devoting their time, money and energy to developing and garnering public support for DeKalb County police officers, and all the police officers of all municipalities within DeKalb County.
We especially thank those who we cannot name, the ones behind the scene, who support us, give us suggestions, guidance and most importantly, protect us.
Let’s get right to the point.
We know it and you know it, all of DeKalb County knows it. The DeKalb County Police Department is seemly on a fast track to unrecoverable ruin. Our police department has been twisted into paralysis by organizational decimation, incompetent leadership, self serving politics and corruption.
After the hiring of the despicable Terrell Bolton, following the resignation of the raciest Louis Graham, a group of police officers said ENOUGH! So we established a blog entitled “DeKalb Officers Speak”. To quote our headline: “‘This blog page was established so DeKalb County Police Officers including their family and friends may have a place to hold discussions, post news and vent without fear of retribution”.
The purpose of the blog was to be a voice representing the employees as well as the long term well being of the 600,000 citizens we protect. We wanted to be a voice that is heard, taken seriously without fear of retribution but under the realities of the political circumstances in which we work the only way to have that voice is to be, and remain anonymous.
We the DeKalb Officers are sickened that our once proud police department revered as the best in the Southeastern United States, has deteriorated into near ruin in only a few short years at the hands of Vernon Jones and now seemingly continues with Burrell Ellis.
We are tired of a leaderless department whereby the management structure has no ability to disagree with the politicians who want to balance the county’s budget on backs of the officers. We have taken an oath to protect the citizens in time of crisis in spite of the obstacles put in place by the politicians of DeKalb County.
We are angry at an unsupportive Board of Commissioners and Chief Executive Officer who allow financial mismanagement within the county and now have cut the police services to almost the point of no return.
While the county budget was cut $84 million, our income was cut through furloughs while Burrell Ellis' staff, and staff of commissioners were given pay raises and payoffs. At a time when there are not enough police or police cars to expediently put out a shift, the budget cut is snubbed by the C.E.O. as he passes out not only car keys, but car allowances to the few and the favored.
The number of police are at an all time low. With reduction in pay which on the back end, reduces our pension, recruitment has become difficult at best.
Today we accept this award in absentia, not for ourselves but for the citizens of DeKalb County who must rise up together with us now to be heard as one unified voice, stating that we all collectively deserve better than we are receiving. We the citizens and officers who serve, demand accountability from the politicians who govern as to the inadequate state of the entire DeKalb County criminal justice system and the Police Department in particular. We demand fiscal responsibility ensuring that the essential service of government being public safety is not further eroded.

Finally the DeKalb County Police Officers who have and continue to put their lives on the line everyday demand respect. We demand to be returned to the once prestigious and proud police department we were just a few short years ago. To have our pay and benefits returned to us and to put in place protections to secure our pensions that we have so rightfully earned. We demand to be respected by the Board of Commissioners, C.E.O. Burrell Ellis, and yes, even the Director of Public Safety, William “Wiz” Miller.

Thank you again for this prestigious award as it truly validates that the voices of individual officers of DeKalb County do matter to the Citizens that we are there to serve and protect. I look forward to seeing this award in the main display case at DeKalb Police Headquarters.

Commissioners Rule Recorders Court Slum Area

We have got to be kidding right? In order to spend 36 million dollars in borrowed stimulus money on a revamped Recorders Court building, and a new North Precinct building, the commissioners in their infinite wisdom, has decided to designate the area around Recorders Court as a slum area.

The backdoor things they will do to build yet another building where they can display their names as the ruling class.

Why can't they use their genius to end furlough days and get our pay where it was before 2010? Have they forgotten they have cut our pay and increased the pay of their staff?

And what does this say about the citizens that appear in Recorders Court? They are equal to slum tenants?

In that case, all slum tenants, because of their economic situation, can't really afford a high price traffic citation. So we should do the charitable thing and just give them a warning.

DeKalb School Board Candidates Have Arrest Records

Over the past couple of years, we've had a chief of police fired, a deputy police chief indicted for bribery, a former commission chief executive officer guilty of racism and a school superintendent indicted for corruption. Pale in comparison, members of current C.E.O. Ellis' staff forced to resign for misappropriate behavior, then receiving pay offs to boot.

Now in an election year, we have a District Attorney candidate who was suspended by the State Bar for fraud and school board candidates with arrest records. You just can't make this stuff up.

Two Off Duty Officers Shoot And Kill Armed Suspect

Two of our own, working an off duty job in an apartment complex on North Hairston Road to make ends meet because of being furloughed, where forced to shoot and kill an armed suspect.

Thank God the officers were not hurt. The scumbag got exactly what he deserved.

DeKalb School Board Ends Furloughs

The school board has ended teacher furloughs with an 14.6 million grant from the feds. They also get a choice of a retirement fund contribution or a lump sum of money.

On the other hand, the county commissioners borrow 39 million dollars from the feds and the best they can do is update the sewer of Stonecrest and build new police precincts. The rumor of 17 furlough days for us in 2011 has not been denied by our wonderful public safety director Wiz Miller, nor any of the commissioners.

Maybe the new precincts will have dorms where we can house our families, because we are likely to become homeless.

Final tally for Vernon Jones' racial discrimination is 4.4. million of taxpayers dollars.

Just how many furloughs days would that pay for?

Naturally, our county attorney's acted in typical DeKalb County government style. The federal judge ruling described the attorney's actions as "employing a formidable arsenal of litigating tactics ... calculatingly and unnecessarily complicated the litigation of these claims."

5th Annual "Step Up Foundation" Golf Tournament Cancelled Because of Low Turn Out

Sadly, we report the 5th annual "Step Up Foundation" golf tournament honoring the memory of slain Detective Dennis Stepnowski has been canceled because of low turn out.

This is another example of the effects of the furlough days. This golf tournament has been funded mainly by police officers. Because of our reduction in pay, we have to make hard financial choices.

Truly a very sad day.

Report: Lithonia Police Involved In Shooting

A passenger in a car being pulled over by Lithonia police Monday night opened fire on an officer, who then shot the man, Channel 2 Action News reported.

The incident happened at Park Drive and College Avenue, according to the report.

The officer, whose name was not released, was not injured, Sgt. Larry Williams said. The suspect's name and condition were not released.

Keep Up The Good Fight

Ok folks, so we made a mistake. While we were rushing from extra job to extra job, we stopped in for open enrollment. We were left we a sick feeling when we learned our health insurance is increasing $1200.00 dollars a year.

Then we learned that Burrell is still giving the chosen few money hand over fist in way of cars and car allowances. Facing 12-17 furlough days in 2011, this left our heads swimming, wondering how he could be so arrogant and the taxpayers stand by idle. We are concerned about to putting food on the table and telling our children that extracurricular activities are going to be cut back.

Some may be able to take such a hit in the way of furlough days, increase in insurance and increase in pension contributions. In our household, this is going to cause problems.

So, quit frankly, in the mist of being pissed off, we were given the information about the insurance buy out plan and failed to research it before posting.

We just hope our critics are putting as much effort into ending our plight of reduces pay and benefits by being active in the F.O.P., P.B.A and contacting local homeowners associations and respective commissioners.

The real focus should be on our families livelihood being threatened by our elected officials.

Who knows, maybe somebody high in the food chain read the insurance buy out and will take it seriously in 2011

Burrell Ellis, Commissoners, Are Playing a Dangerous Game

Burrell Ellis and the commissioners insist the county is broke. The taxpayers are facing a short fall of upwards of 30 million dollars in 2011. 2010 budget had to be cut, which included "work for no pay" on holidays. This only changed to straight out furlough days after police officers banded together with a ticket furlough.

During the ordeal of being forced to work for no pay, we learned Burrell Ellis was handing out pay raises to his staff up to 34% a year. When two of his staff were forced to resign, we learned they were given severance packages of 10's of thousands of dollars and car allowances.

This week, we are learning the county is limiting our choice of health insurance benefits, and others will see increases of nearly 100 dollars per month in premiums. The county is also offering a health insurance buyout program. Meaning, if your spouse is employed and has health insurance, the county will pay you $2,200.00 to drop out of county offered insurance, if you agree to be carried by your spouse's insurance. More money being spent.

It has be so long since we've had a cost of living increase, no one can remember when the last one was. All merit pay increases have been frozen. Rumors are abound we are facing anywhere from 12 to 17 furlough days in 2011. Our pension contributions are going to be increased since we will be the only ones paying into it, because the county sure as hell won't be.

On top of all this, we learn from Wendy Saltzman of CBS Atlanta that Burrell Ellis continues to take care of his staff and others with take home cars and car allowances.

In order to cut the 2010 budget, besides cutting our pay, the commission called for a $700,000 cut in county take-home cars because they say that is an area where significant cuts could be made.

The county still has about 381 take-home cars, a minor cut from the June record of 429 cars. The public defender's office has 16 cars, the marshal's office has 22 cars, and the medical examiner has eight. How many take home cars does the police department have? When is the last time you saw a property crimes detective called out after hours?

Here's a kick in the groin. While our pay is being cut and Ellis is giving his staff pay raises, 20 members of the CEO's staff also have hefty car allowances. Up to $500 a month paid on top of top staffers' pay, as part of their employment perks. The total amount for those car allowances runs up to nearly $120,000 a year.

If Burrell Ellis and the commissioners think for one second we will continue to stand by while they play their games with our families livelihood by cutting our pay, while giving staff raises, giving car allowances, increasing our health insurance premiums, increasing the insurance premiums of our retirees who are over 65 by as much as $85.00 per month, then they have another thing coming.

We are outraged! This has to stop! Burrell Ellis has to be held accountable. The raises of his staff have to be taken away. The car allowances have to be taken away. The take home car program has to end.

Our MIA Public Safety Director chimed in with "it's just not a practical way of accomplishing that budget goal," What the hell? Cutting out take home cars and having a car pool is not practical?

Apparently the county doesn't need the revenue generated by traffic citations, hell, according to Burrell Ellis' actions, the county has plenty of money.

After 18 Months, Bill O'Brien To Be Named Permanent Police Chief

Finally, Bill O'Brien is being named permanent police chief on Thursday.

Our support for him has not waned, but we feel sorry for him. He is in a no win situation. He is being appointed by the most corrupt and inept Chief Executive Officer and Board of Commissioners in the history of this county. As if that is not enough, the morale of the police department is at historic lows, with what can only be described as mutiny bubbling under the service.

A Bleak Look Ahead to 2011

Rumors of more furlough days ranging from 12 to 17.
No merit increases.
No cost of living raises.
Less choices for health insurance.
Health insurance for employees increasing as much as 21%.
Health insurance for retirees over the age of 65 increasing 40%.
The commissioners borrowed 43 million dollars from our pension, and now are poised to end contributions to our pension fund in 2011.
Employee contribution to our pension fund to be increased by an undetermined amount.
The Commissioners borrowed 39 million dollars from the federal government, pushing the county over 1 billion dollars in bond debt.
Wiz Miller remains Public Safety Director.
Our police department cannot afford 2 more years of the current incompetent commissioners. The taxpayers cannot afford 2 more years of these commissioners. This county is doomed for bankruptcy.

Sadly, no one with any fiscal knowledge or responsibility appears to be making a move to run for commissioner.

Say What?

The school system has received 18.3 million dollars in stimulus money from the feds. Some of the board members are suggesting giving the money to the teachers by getting rid of furlough days. One board member even said “Our employees need some relief right now while we have money to do that because they have supported this system without their earned step increases.” Say what? Praise for the teachers? You want to give them money?

Sheriff Tom Brown is not furloughing his people, in fact, he is paying overtime.

E911 people have been getting overtime for years.

But the police department? Furloughs,with strong rumors of 15 furlough days in 2011. All overtime has been cut out. No merit increases in years. When's the last time we had a cost of living adjustment? Insurance and pension contributions going up.

Our commissioners get 39 million dollars of stimulus money and all they can think to do is buy buildings that cost millions of dollars as shrines, called police precincts, so they can show their constituents what a wonderful job they are doing.

This all coincides with Comstat coming back. If the county is going to spend millions of dollars on buildings, by God they want results! The commanders will be forced to fudge the numbers to give the illusion that buildings deter crime.

How about this novel idea; Give us our furlough days back, pat us on the back, and maybe our attitudes will improve.

E911 Center To Pay Overtime To Make Up For Furlough Days...No We Are Not Kidding

Word is coming to us that the E911 center is too short of personnel to furlough. So, in order to insure everyone is furloughed, the shortages will be covered with overtime. We suspect Sharon Sutton logic.

We are also told supervisors get first dibs on the overtime. The supervisors are not required to man a phone or dispatch console, leaving the call takers and dispatchers short and over worked.

Instead of admitting that furloughs are a bad idea, leaving the safety of the public in jeopardy, the command staff are consciously covering up this fact. We didn't see this behavior by the command of the Atlanta Police and Fire Departments. They simply told the public, because of furloughs, some calls would not be handled and some fire stations would be closed. The public became outraged, the city was forced to come up with alternate ideas, and the furloughs ended.

But here in DeKalb, we have a command staff of bobble heads, with no back bone, who continually fool the public.

But we bottom feeders are not fooled. We're just victims of trickle down lunacy.

Two Running For District Attorney Seat

Only two lawyers will vie for the DeKalb district attorney position vacated by Gwen Keyes Fleming on Sept. 4.

When qualifying ended on Sept. 10, DeKalb Solicitor-General Robert James and Decatur attorney Constance Pinson Heard had qualified for the Nov. 2 Special Election.

James, who was completing his first four-year term as solicitor-general and was running unopposed for re-election in November, resigned the office on Sept. 7 to run for district attorney.

Heard, a 63-year-old family and criminal law attorney, did not return telephone calls by press time Thursday. A 1968 Spelman graduate who has been in practice since 1997, she is not well-known among DeKalb lawyers and many people said this week that they know little about her.

The victor in the special election will complete the three-and-a-half years left on Keyes Fleming’s term before running for re-election for a full four-year term.

Keyes Fleming, who was DeKalb DA for five and a half years, left to become the Region 4 administrator for the U.S. Environmental Protection Agency. She was picked by President Barack Obama for the position.
